SUBJECT : GUIDELINES ON THE IMPLEMENTATION OF THE BUHAY


INGATAN, DROGA’Y AYAWAN (BIDA) PROGRAM

1. BACKGROUND

Pursuant to Republic Act No. 6975, otherwise known as the “Department of the Interior
and Local Government Act of 1990”, the Department is mandated to promote peace
and order, ensure public safety, and strengthen local governance aimed towards the
effective delivery of basic services to the citizenry. Wherefore, the Department has
formulated plans, programs, and policies to reinforce this mandate.

In line with the priorities of the current administration to continue the campaign against
illegal drugs “within the framework of the law and with respect for human rights and
with the focus on rehabilitation and socio-economic development,” the Department,
with its regional offices and local government units, shall conduct a series of activities
focusing on drug demand reduction to raise awareness regarding the adverse effects
of the use of illegal drugs based on the strategies laid out in Executive Order no. 66,
series of 2018 which institutionalized the Philippine Anti-Illegal Drugs Strategy (PADS).

Relative to this, all local government units are enjoined to actively take part in the
series of activities to inform the citizens of the national and local government units’
initiatives to combat illegal drug use.

2. DESCRIPTION

The Buhay Ingatan, Droga’y Ayawan (BIDA) Program is a year-round advocacy


program which aims to raise awareness and encourage participation from all sectors
of the community in drug demand reduction.

The program calls for the support of local government units, partner government
agencies, local stakeholders, and organizations in order to effectively advocate drug
demand reduction to all sectors of the community.

The BIDA program is also being used by the Department of Health in their campaign
of BIDA Solusyon sa COVID-19 which aims to encourage Filipinos to take an active
role in the fight against our common enemy: COVID-19 (the “COntraVIDA”). Likewise,
the City of Navotas is also currently implementing an advocacy program on anti-illegal
drugs using the theme, “Buhay ay Ingatan, Droga ay Ayawan (BIDA)”.

3. PURPOSE

The program aims to reduce drug demand through empowering communities,


engaging them in anti-illegal drug activities, raising public awareness on the ill-effects
of drugs to reduce drug proliferation and destigmatize drug addiction at the community
level. Further, the program aims to boost public awareness on various government’s
efforts to combat the anti-illegal drugs problem. Specifically, it aims to:

3.1. Raise awareness on the ill-effects of dangerous drugs through Information,


Education, and Communication (IEC) Materials
3.2. Promote health and wellness;
3.3. Strengthen institutions in the implementation of drug demand reduction
activities; and
3.4. Encourage multi-sectoral participation

4. POLICY CONTENT AND GUIDELINES

4.1. Implementation Strategies

The project is guided by the following implementation strategies:

4.1.1. Advocacy

● Advocacy to heighten the level of awareness on illegal drug use,


and promote of health and wellness
● Advocacy to encourage community participation in combating
illegal drug use

4.1.2. Network-building

● Forging of partnerships between national and local organizations


and community stakeholders in implementing drug demand
reduction programs.

4.2. Activities to be Undertaken

4.2.1. Advocacy to heighten the level of awareness on illegal drug use


and promote health and wellness

● BIDA Program Launching


● Development and Production of IEC Materials

● Online Advocacy Campaign
● Drug-Demand Reduction Webinars

4.2.2. Advocacy to encourage community participation in combating


illegal drug use
● Poster-making/Jingle-making contests
● Fun-run
● Concerts/Music Festivals
● Zumba Festival
● Sports Activities
● Memorandum of Undertaking (MOU) signing with partner Civil
Society Organizations

4.2.3. Forging of partnerships between national and local organizations


and community stakeholders in implementing drug demand
reduction programs
● Orientation on partnership building
● Signing of Memorandum of Agreement between Anti-Drug Abuse
Councils (ADACs) and community partners
● Webinars, fora, and talks on sharing of best practices in
implementing drug demand reduction activities

4.2.4. Recognition, Awards, and Incentives


● The Department shall give awards and incentives to exemplary
advocacy programs implemented by local government units in
recognition of their drug demand reduction efforts, subject to the
availability of funds.

4.3. Institutional Arrangements

4.3.1. DILG

The DILG Central Office, through the PADS-PMO, shall:


● Formulate the policy and spearhead the overall implementation of
the program;
● Coordinate and provide technical assistance to DILG Regional
Offices and Focal Persons in the implementation of this Program;
and
● Develop IEC and other advocacy materials and collaterals
pertinent to the implementation of the Program

The DILG Regional Offices shall:


● Disseminate this policy to the DILG Provincial and Field Offices;
● Coordinate with the DILG Provincial and HUC/ICC focal persons
in the implementation of the Program; and
● Oversee and ensure the successful implementation of the
Program in the regions

DILG Provincial Offices shall:


● Coordinate with the DILG Field Officers at the City and Municipal
level in the implementation of the Program;

● Oversee and ensure the successful implementation of the
Program in the provinces

DILG City/Municipality Offices shall:


● Spearhead the implementation of the Program; and
● Oversee the activities that will be implemented in the local
government unit

4.3.2. Local Government Units (LGU)

Local Chief Executives shall mobilize the support of the various


departments and offices in the local government unit, the Anti-Drug
Abuse Council, and other key stakeholders in the implementation of the
Program.

The P/C/M Anti-Drug Abuse Council shall:


● Work closely with the DILG City/Municipal Field Office in the
implementation of the Program;
● Provide technical assistance and administrative support; and
● Provide Secretariat support.

4.3.3. Other National Government Agencies

Other key national government agencies such as the Dangerous Drugs


Board (DDB), Philippine Drug Enforcement Agency (PDEA), and
Philippine National Police (PNP) shall:

● Work closely with this Department in overseeing the drug demand


reduction activities;
● Support all drug-demand reduction activities; and
● Provide technical assistance in the implementation of this
Program

4.3.4. Civil Society Organizations (CSO) and Faith-based Organizations


(FBO)

CSOs and FBOs shall:


● Assist in the implementation of drug-demand reduction activities;
and
● Spearhead advocacy and education campaigns in the
community.

5. FUNDING

Funds allotted for this program shall be disbursed in accordance with the usual
accounting and auditing procedures.
