1 INTRODUCTION
Gazprom Neft Middle East B.V (the COMPANY) is currently engaged in the development
of the Garmian block, located in the Kurdistan Autonomous Region Republic of Iraq. The
previous operator of the Garmian field was “Western Zagros”. The COMPANY
(GAZPROM Neft Middle East B.V.) intends to upgrade the existing oil treatment facilities
at the Sarqala-1 processing facilities due to the future increased production.

The Sarqala-1 Facilities Upgrade Project is being undertaken by Gazprom Neft Middle
East B.V. to enable Additional oil and water handling capacity of its Sarqala-1 Oil Facility.
This is in view of the planned production increase from its Garmian block. Based on the
field development plan, peak production target is estimated at 35,000 bopd whereas
current capacity of the Sarqala-1 Oil Facility is 10,000 bopd with a storage capacity of
18450 bbl. Thus this project (which represents Phase 2a Facilities scope of the field
development) will create an additional 25,000 bopd oil handling capacity (Including
upgrade of relevant utilities) at Sarqala-1 with an additional 24,000 bbl of onsite oil
storage.

The Garmian Block which comprises the Sarqala and Hasira fields and is located in the
south eastern part of Kurdistan, Northern Iraq.

In pursuit of this objective, COMPANY has appointed Fortune Engineering and Energy
Services to carry out the Engineering Services for Detail Design of CPF Upgrade of
Sarqala-1 Field in the Garmian Block located in the South Eastern part of Kurdistan,
Northern Iraq.

2 PURPOSE
The purpose of this document is to define and describe the Fire and Gas detection for the
Detail Engineering Design of the project “Sarqala (S-1) CPF Upgrade, Garmian Block,
Kurdistan Republic of Iraq”. Fire and Gas Design Basis is applicable for the selection of
detectors (type), their location and the alarms and actions initiated when detectors are
activated.

NOTE: This Fire and Gas Design Basis is applicable for the plant area and only new
building / Compartmented cabinets (Instrument and Telecom Compartment 1 & 2, New
Control building Compartment 3 and New Main Telecom Equipment Room) installation as
per current scope of work.

4 ORDER OF PRECEDENCE
In the event of apparent technical conflict occurring in applying this design basis and
reference documents, the following order of precedence shall apply:
 Iraqi / Kurdistan Local Regulations.
 Project specifications and best practices
 International codes and standards as mentioned in the design basis
Exceptions to and deviations from this specification and any other referenced documents
shall not be implemented without written approval by COMPANY.
While deciding on the order of precedence, due consideration shall be given to safety,
ease of operation and maintenance of the equipment.

The COMPANY’s interpretation shall be final.

International codes and regulations shall apply unless more stringent local rules exist.
Local regulations shall have precedence on less stringent requirements. All work shall be
in accordance with the latest edition of all relevant regulations. The local authorities must
first approve any deviations from these regulations that may be necessary.

6 INTRODUCTION TO FIRE AND GAS DETECTION SYSTEM

6.1 GENERAL
The purpose of the Fire & Gas detection and alarm system is:
 To detect hazardous releases at an early stage of their development.
 To provide information to the operators so they can react before the hazardous
occurrence escalates to an emergency situation.
 To initiate the safety shutdown system as soon as possible.
 To initiate the active fire protection systems (Fire Extinguishers) manually.

The detection and alarm for fire & gas within the process areas is monitored and
controlled by New Fire and Gas System (FGS) of which cabinets and equipment is
located in the Instrument and Telecom Compartment 1 & 2.

Two New Fire Alarm Control Panel (FACP) shall be installed one in New Control building
Compartment 3 and other in New Main Telecom Equipment Room on the Infrastructure
Area (Area -900) to monitor and control the detection within the building. Common alarm
shall be communicated to the Fire and Gas system.
Detection means shall include:
 Loss of Containment detection :

 Flammable gas detection


 Open Path (Line of Sight)
 Hydrogen gas detection (If applicable)

 Fire Detection :

 Flame detection
 Heat detection (As applicable)
 Smoke detection
 Manual call point

In the case of 1oo2 voting, implementation of MOS will inhibit the trip.
In the case of 2oo2 voting when MOS is applied, the remaining function is a 1oo1 voting
and keeps the safety function alive.
Max No. of MOS that can be applied on circuit shall be less than 50% of N, for N>=5.

6.3 DESIGN REQUIREMENT

This design basis indicates: 1
 The means of display of the alarms (audible and visual) in New Control building1
Compartment 3 and other places, such as Production Supervisors Office.
 The link between the fire and gas system and other systems, ESD and PAGA.

The plant facilities shall be divided into number of fire zones for the purpose of detection
and protection where the F&G detectors and manual call points from Plant area Fire
Zones will be hardwired to the FGS marshalling cabinets. For the detail of fire zone,
please refer to Fire Zone Layout- for F&G, Doc. No. GMCPF-J5177-200-HS-GA-0051.

The Fire & Gas Detection and Alarm System shall be functionally independent from the
ESD. The FGS system communicates with DCS system via redundant high-speed data
link and the entire status of the FGS system shall be available on the DCS HMI screens.
Human Machine Interface (HMI) function of the FGS shall be carried out from the
workstations in the New Control building Compartment 3 and Workstations in Production
Supervisors Office.

The displays shall contain simplified zone wise layouts of the plant area, which is to be
monitored, in addition to the overall Key layout for all the zones. All devices connected to
the systems shall be included in the HMI F&G screens with the dynamic display of the
detector signal and nature of hazard detected. In additional to the individual device signal
displays, Confirmed fire and Confirmed gas which are developed as per F&G C&E for the
respective zone shall also be displayed in the Zone wise HMI displays. The Confirmed
Fire and Confirmed Gas Signal developed from any Zones shall be displayed on the
Overall Key layout display as well as on the Individual Zone layout.

Standalone Fire Alarm Control Panel (FACP) shall be provided for New Control building
Compartment 3, which shall acquire all addressable detectors and manual call points in
the New Control building Compartment 3 and also the Instrument and Telecom

Compartment 1 & 2. The FACP shall provide hardwired output signals, upon fault, pre
alarm or alarm for the fire detectors, which shall be indicated in FGS.

Standalone Fire Alarm Control Panel (FACP) shall be provided for New Main Telecom
Equipment Room which shall acquire all addressable detectors and manual call points in
the specific room and operate directly within the building. The FACP shall provide
hardwired output signals, upon fault, pre alarm or alarm for the fire detectors, which shall
be indicated in FGS.

Flammable gas detectors, Flame detectors and Manual Call Points in open plant area and
Existing detectors in MCC shall be connected to FGS.

Hydrogen gas detectors and heat detectors in battery rooms (if required) shall be
hardwired directly to main FGS. At present no separate battery room is considered for the
project as hermitically sealed batteries are provided.

The F&G detection system shall be designed such that failure of a single component will
have a minimum impact on the operation of the system. The system shall contain
diagnostic routines to alert the operator of such a component failure. Equipment
redundancy will be used where high availability is demanded.

The central FGS shall be based on a fully automated secure high integrity capable
processor system, based upon and designed to IEC 61508, as per Instrument Design
Basis (Doc. No.: GMCPF-J5177-000-IN-DB-0001).

Fire and gas detection logic in the plant facilities and the corresponding executive actions
upon confirmed detection are based on plant partition into fire zones. Typical actions
upon F&G detection are detailed in F&G Cause & Effect Charts (Doc. No. GMCPF-J5177-
200-HS-CE-0501).

All fire and gas detectors in the plant area shall be suitable for use in Zone 1, Gas Group
ⅡB, Temperature Class T3 as a minimum.

The F&G detectors shall be easily accessible for calibration and maintenance, from grade
or from platform. All F&G detectors shall be in accordance with applicable regulations and
standards and suitable protected against the specific environmental design data (e.g.
dust, pollutant etc.).

6.4 POWER REQUIREMENT


Diesel Generator charges the UPS; 258-UPS-001 and 258-UPS-002. Both the UPS has
a battery backup which shall be used in case of any of the UPS failure. Redundant power
supply is provided from both the UPS to Fire and Gas System.

Electrical Specification for UPS (Doc. No. GMCPF-J5177-200-EL-SP-0002) shall be


referred for details of the UPS system and Overall Electrical Layout / Plot Plan (Doc. No.
GMCPF-J5177-200-EL-GA-0001) shall be referred for location of UPS.

The following AC UPS systems are installed in SARQALA (S-1) CPF UPGRADE project.
 2 x 400/230V, 50Hz, 3 Phase, 3P+N+PE, UPS-1/2, systems each with 4 hours
autonomy time for Control Room
 1 x 400/230V, 50Hz, 3 Phase, 3P+N+PE, UPS-3 systems with 4 hours autonomy
time for Security Equipment
Above UPS systems includes 1 set 100% hermetically sealed battery banks

7 FLAMMABLE GAS AND FIRE DETECTION

7.1 DESIGN BASIS


Fire and gas detectors are installed throughout the plant considering most likely potential
sources of leakage and taking into account their proximity to possible sources of ignition,
the prevailing wind direction and wind speed as well as the density of the leaking gas.

They will detect:


 Flammable gases
 Fire, either directly (flame and heat detectors) or as smoke, as a precursor to fire

In case the above mentioned hazards occur the detectors signals will be used to activate:
 Visual and audible alarms through PAGA system.
 Automatic action initiation, such as ESD and Blow-down as required.

7.2 MITIGATION ACTION OVERVIEW

Fire and gas detection logic in field hazardous areas is based on plant partition into fire
zones.

Typical actions are listed below:

 Confirmed fire detection provides relevant ESD actions initiated automatically in


dedicated fire zone

 Unit Shut down / ESD 2 of the concerned fire zone

7.3 CONTROL SYSTEM

All Fire and Gas System (FGS) indications and alarms shall be available at New Control
building Compartment 3 display consoles and other operating locations like Production
Supervisors Office.

8 GAS DETECTION

8.1 GENERAL
Flammable gas detectors are located such as flanges, valves, instrument connections,
and pump seals taking into account the following criteria:
 Leakage source within the area ;
 The proximity to possible source of ignition;
 Ventilation air flow patterns;
 The poisoning material which can affect the detector technology;
 System configuration
 Access for maintenance and calibration
For detection of lighter than air gases, the detectors area installed at a height of around
1m above the potential source of leakage.

8.2 FLAMMABLE GAS DETECTION


The types of flammable gas detection sensors to be installed in the various units/areas of
the plant are selected from the following: (Any type of detectors can be selected by
Vendor. The specifications of detector type depend on manufacturer and product.)
 IR Point Gas Detector:
It includes a very fast speed of response, low maintenance and greatly simplified
checking, using the self-checking facility of modern micro-processor controlled
equipment.

 Catalytic Gas Detector:


It operates on the principle that when a combustible gas/air mixture passes over the
hot catalyst surface, combustion occurs and the heat evolved increases the
temperature of the ‘bead’.

 Open Path Detector:


Infrared open-path gas detectors send out a beam of infrared light, detecting gas
anywhere along the path of the beam. This linear 'sensor' is typically a few metres up

to a few hundred metres in length. Open-path detectors can be contrasted with


infrared point sensors. They are widely used to achieve very rapid gas leak detection
for flammable gases at concentrations comparable to the lower flammable limit.

Infrared point type flammable gas detectors can generally be installed near probable leak
source, which could lead to the formation of flammable gas clouds and includes the
following locations:

 Area where flammable gas exists


 Pumps handling flammable liquids

Generally location and number of gas detectors are linked to the 15 m diameter
dimensioning gas cloud, as Engineering contractor is not performing any dispersion
study, location of the flammable gas detector is based on international standards like
NFPA 72 and experience in the field.

Due to the reliability of infra-red type gas detectors, activation of a single detector is at
50%. LEL initiates a confirmed gas alarm and subsequent executive actions. The
prevailing wind direction is taken into consideration to locate the flammable gas detectors.

All flammable gas detectors shall be suitable for use in Zone 1, Gas Group IIB,
Temperature Class T3 except those located in the vicinity of battery rooms which shall be
suitable for Zone 1, Gas Group IIC, Temperature Class T3.

Based on Analog signals (4-20mA) from devices alarms and executive action will be
provided for set gas concentrations of 20% Lower Explosive Limit (LEL) and 50% LEL.

9 FIRE DETECTION
Fire detections are provided each process areas and buildings.
The fire detection system is designed to:
 Provide the earliest reliable detection of a fire,
 Alert personnel to the hazard Confirmed fire detection alarms shall be designed to:
 Initiate alarm in the New Control building Compartment 3 and other HMI stations
 Initiate preventive/control actions at an early stage to mitigate the consequences
of a fire prevent escalation.

The Sarqala (S-1) facilities shall be provided with the following fire detection systems:

All fire detectors are of a type that can be reset, such that after activation they can be
restored normal surveillance without the replacement of any components.

9.1 FLAME DETECTOR


Flame detectors are arranged with the following criteria:
 Maximum cone of vision: 110°.
 Range of detection: 15.2 m for a 0.092m² gasoline fire.
 Multiple IR detector

Detectors have a sunshade and are located at the highest available level with a
downward view angle of 45° or as appropriate.
 Detectors have un-obstructed line of sight to the fire location.
 Proper means of access are provided for maintenance and inspection purposes.

Flame detectors are provided in process area handling flammable product. Flame
detectors cover process area, LP and HP separator area, diesel storage pump area,
crude oil export pump area, Flare KOD area, etc.

9.2 FUSIBLE PLUG

Sarqala-1 Wellhead is already provided with fusible plug loop and this is considered in the
cause and effect chart. No other fusible plug loop is considered for this project. A single
loop is provided around the wellhead area. Arrangement of the fusible plugs is according
to API 14C, Table C-1. When any fusible plug melts, pressure drop in the fusible loop is
detected by single pressure transmitter. PAL from this PT signal shall initiate audible and
visual alarms on dedicated graphic display of FGS in New Control room and Production
Supervisors Office.

9.3 SMOKE DETECTORS

Smoke detectors are provided for Instrument and Telecom Compartment 1 & 2, New
Control building Compartment 3 and New Main Telecom Equipment Room. Smoke

detectors are matrix zoned with coverage that is decided as per NFPA 72 Table
17.7.6.3.3.2 Smoke Detector Spacing Based on Air Movement.

9.4 HEAT DETECTORS

Heat detectors are provided for Battery room (If applicable). At present stage of the
project there is no separate battery room, hence heat detectors are not considered. Rate
of rise heat detector shall be provided to determine any rise in the temperature in the
battery room. Detectors are matrix zoned with coverage that is decided as per NFPA 72.

9.5 MANUAL CALL POINT


Manual call points are located within buildings and process area/ open area to enable
personnel to raise an alarm.

For example:

 Along roads in the plant area at intervals not exceeding 100 meters, preferably at
or near to lamp post;
 Along roads in storage / tank areas not exceeding interval 200 meter;
 Near or at locations having high risk such as remote pump floors, oil sumps
manifolds, motor control centres;
 Inside buildings.
 Outside enclosed hazardous areas
 Along logical escape routes
 Above grade locations where egress is difficult

For Manual Call Point located at process area, it is flameproof. They are sited on red
colour background and shall be distinctly identified and labelled. Safety signs shall be
provided appropriately to indicate location of manual call points. The place where the
manual call points are installed shall be provided with adequate lighting.

Manual Call Points are located such that they stand out against the background and at
approximately 1.25m from finish floor level. Manual call points located in plant area shall
be push button type and conventional type, while those located inside buildings shall be
of break glass type.

In the process area, one common hardwired fire signal for each fire zone will be sent from
FGS to ESD in case any of manual call points in the zone is activated.

11.1 FIRE DETECTION
Smoke Detector

Smoke detector is provided in all rooms under the current scope of work i.e. Instrument
and Telecom Compartment 1 & 2, New Control building Compartment 3 and New Main
Telecom Equipment Room

Detector coverage depends on ventilation, type of ceiling. Detail coverage of detectors is


defined considering air flow based on NFPA72 table 17.7.6.3.3.2. In case of non-voting

Manual call point is located inside buildings at all entrances. It is located within 1.5m of
the exit doorway opening at each exit on each floor. The distance between manual call
points is 61m as per NFPA72 17.14.8.5.

11.2 GAS DETECTION


Gas detectors are not considered for the building as per Company response to HSE TQ
(GMCPF-J5177-200-HS-TQ-0001).

12 AUDIBLE AND VISUAL ALARMS


Audible and visual alarms for flammable gas and fire detection are announced through
PAGA system. Flashing beacons are provided for flammable gas and fire detection.
Yellow colour beacon indicates flammable gas release and red colour beacon indicates
fire detection. Sounders are initiated to alert and instruct evacuation. One sounder
announce for gas and fire alarm by using tone generator unit in PAGA system.

Flashing beacons and sounders are located in all areas throughout the plant for audible
and visual alarm purpose in the plant and buildings. Flashing beacons are positioned
such that they are visible in the area and accessible for maintenance.

In the process fire zone, one beacon and one sounder are provided for each zone. For
building fire zone, one beacon and one sounder are provided at main entrance. Alarm
Bells shall be provided inside buildings. These shall be driven by the Fire Alarm Control
Panel (FACP) of the concerned building. All field equipment described above shall be
certified for use in an explosive atmosphere with zone 2 classification, gas group lIB,
temperature class T3.

12.1 PUBLIC ALARM / GENERAL ALARM (PA/GA)

Telecommunications (telephone and PA/GA) shall be provided in the new facilities to


facilitate control room to field communications. The PA/GA system shall broadcast routine
speech, emergency speech, and alarm tones.

Sounders shall be initiated to alert and instruct evacuation. The PA/GA System shall
provide specified tone sequences of alarms for fire, flammable gas and all clear
conditions, as well as different recorded messages for each type of hazard (Fire or
Flammable gas) and location of hazard (Crude Oil Export Tank Area / Manifold Area /
Crude Oil Export metering station).

The alarm tones will be activated automatically from the fire and gas detection system or
manually by the operator. The 'all clear' signal shall be manually activated by the operator
only. In addition to sounders, the system shall activate visual alarms (flashing beacons)
under alarm and emergency speech conditions. These shall be field located in areas of
high noise, where the sound level exceeds 85dBA. Visual alarms shall continue to
operate while alarms are activated and shall not be affected in any way by emergency
speech or alarm tone muting and attenuation. Location of PAGA system shall be as per
existing plan.
