1.0. INTRODUCTION
This specification is intended as guidance for CCTV system that supplied for distribution pipeline system
of Proyek Pelaksaan Pekerjaan Pengembangan Jaringan Project.

The following standard and specification are used as reference in development of this procedure.

4.0. ENVIRONMENTAL CONDITIONS
The climate is tropical monsoon, which is characterized by hot and humid condition throughout the year.
There are two distinct seasons – the dry season and rainy season. The Rainy Seasons covers month
period from November to May. The Dry Seasons typically occurs between June and September.

5.0. PRECEDENCE
Any case of apparent conflict between the requirements of this Specification and any other relevant
documents shall be brought to the CONTRACTOR notice.
Unless otherwise agreed the following descending order of precedence shall apply :
1. Government Legislation
2. Data Sheet and Drawing
3. This specification
4. Other Project Specification
5. PGN Standard/Specification
6. Other International Code and Standards
Main equipment shall be in server room, for remote monitoring purpose, local monitor and
camera controller shall be provide in Control room and Guard House.
Monitoring and control of CCTV cameras shall be done from the control room in the control
building. CCTV shall include with a camera and a display controller connected to the DVR and
2 unit 20" monitors as a minimum.

Remote Monitoring shall be done from the security post. Remote Monitoring is a display
connected to the DVR consist of 2 unit 20" monitors as a minimum and shall display all
cameras.
The cameras shall confirm to the ONVIF (Open Network Video Interface Forum) specification
guaranteeing interoperability between network video products regardless of manufacturer.
CCTV shall be IP camera type that can attach anywhere in TCP/IP network (including
wireless). If for special propose camera cannot accommodate IP based system, DVR shall
have capabilities to accommodate this camera.
VENDOR shall be submitted based on CCTV layout and system specified. If alternative
systems are to be proposed, the VENDOR shall be listed as alternative offers. All deviation
from the base offer shall be clearly highlighted.
CCTV control unit shall have capability to access any camera via remote client.
The Controller in the control building shall have function as follows:
a. Control Selection of all cameras and their positions,
b. Control focus of all cameras,
c. Select pictures for display on local picture monitors,
d. Can be recording and playback on Digital format
The CCTV system shall be able to configure for future expansion.
8.0. CAMERAS
Camera may be fix cameras and PTZ cameras refer to the procurement documents and data
sheets as well as the applicable drawing.
All PTZ camera shall be Pelco D PTZ type with RS-485 interconnection or others better new
technology with Contractor approval.
All cameras shall be:
approved for Ex application (only for hazardous area).
Weather Proof (for outdoor area).
Sun Hoods (for outdoor area)
Focus Control
The pan and tilt units shall be capable of panning over a range of 350” or more and tiiting up to
900 from horizontal, with limit to be adjustable.
DVR shall be able to communicate with analog and ip camera including for controlling and
camera setting.
DVR shall be included with remote viewing, access, and control features via PSTN and TCP/IP
(LAN, WAN dan Internet).
DVR shall have recording management system application.
DVR shall have user privilage/autentification features categorized by access level right, in
control and monitoring with remote application or via web.
DVR shall record at up to 25 (PAL) / 30 (NTSC) images per second in MPEG-4/AVI video
format, per channel at 4CIF resolution.
DVR shall have expandable storage capacity, able to be integrated with other security systems,
having data authentication system, also having system diagnostic and error logging facilities.
Recorded images shall have feature of selection for replay via camera name, date and time.
DVR shall have capacity to record at least for two weeks 24 hours recording and it shall give an
alert when it almost reaches maximum storage capacity.
DVR shall have device to archiving backup video history like flash disk, DVD-RW, External
Harddisk, internet cloud which is based on clock/ date/ month/ year and has been categorized
by individual -each camera.
DVR shall be placed in enclosure rack panel with other optional terminal cabling.
Video Management shall be TCP/IP base network and having 10/100 BaseT Ethernet interface for
connection to network.
Video Management shall be able to stores and administers multilevel password and user permissions for
leveling system security.
Administrator user is the highest authorized person with highest privileges. This user shall be able to
access all system, configuring and restarting (if necessary) of the CCTV System for operation and
maintenance purpose.
Administrator shall have authorization to modify level, adding and deleting users depends on
requirements

Video Management shall be able to stores the alarms, errors and events of the system. The data shall
be stored in comprehensive database that may be access and search by using a work station as user
interface remote operation.
Video Management shall be able to recognize and give an alarm if some camera or other CCTV
equipment does not work properly
The CCTV system shall operate from the 220 volt 50 Hz Essential Supply. Inlet and outlet
power supply on internal panel shall be protected by circuit breaker and terminal block shall be
provided for outdoor cable protection.
The control and remote monitoring unit shall be capable of accessing any camera and selecting
the picture for display on the monitors.
Keyboard controller with joystick shall have minimum features as follow:
Jog shuttle
Lens control
Pan/ Tilt
Protocol (communication mode) communication port : RS 485 and RS 232
Numeric button, seacrh button, screen split button, lens control button,direction button
Camera control button, DVR main function button
Focus In/Out, Focus Near/Far, Iris Open/close
The control and remote monitoring unit shall be capable of providing the following facilities :
Display all camera,
Control zoom and focus of all cameras,
Select pictures for display on local picture monitors,
Recording function.
Playback function
The information shall be stamped or engraved on a permanent stainless steel plate affixed to the
equipment in a permanent manner.
Lettering shall be a minimum of 3/16 in. high. The nameplate shall provide as a minimum the following
data:
•Tag number
14.0. TESTING
The VENDOR shall be responsible for inspection and quality assurance of the materials and standards
workmanship furnish.
The responsibility for inspection and compliance with this specification rests with the VENDOR.
The CONTRACTOR reserve the right to inspect materials, and to witness tests at any time.
The VENDOR shall provide the required access for such inspections and test witnessing.
The CONTRACTOR may visit the VENDOR plant at any time and witness all testing and quality control
procedures that may take place during fabrication and final testing.
The VENDOR shall perform system testing to ensure high reliability and proper operation. The VENDOR
shall be submitted document all testing and shall deliver such documentation to the CONTRACTOR
prior to the commencement of witnessed testing.
The VENDOR shall be submitted procedure inspection test document to CONTRACTOR at least 60
days before starting the final test.
This Acceptance Test shall be conduct at site after complete installation and start-up. This consists
of the following test:
Vendor shall be responsible for site inspection of the system supplied as per list of material.
This test shall be performed on the proposed system to demonstrate that all functional aspects
of the specifications are met. This test includes individual test of the modules and system test.
Vendor shall perform testing of all features and facilities proposed on the CCTV System.
The test procedure shall cover minimum the following test:
Physical inspection of equipment hardware against list of material.

Vendor shall submit the following document, as a minimum, for testing purpose:
CCTV System Block Diagram
Data sheet/specification of each equipment
Functional Design
Bill of Quantity
Test Procedure
Above documents should be submitted for approval 60 days’ prior the testing .
A Manufacturing Record Book shall be compiled concurrently with fabrication such that a full record
of fabrication, inspection and testing is available. All items in the Manufacturing Record Book shall
be numbered. Contents shall include, but not be limited to, the following:
Documents updated as "As Built"
SAT, and other test report
System support plan
System maintenance plan
System operational manual
System maintenance manual
Signed and approved all Testing report

15.0. WARRANTY
Vendor/supplier shall provide 1 year warranty period of the product and system which is including
replacement of damage equipment and reconfiguration of system due to the replacement starting on the
completion date.
Vendor/supplier shall provide the inventory of all critical spares during warranty period.
Vendor shall dispatch their support technician for equipment or function repair within 24-hours from
when the problem is reported.
Vendor shall provide maintenance services and spare part for faulty equipment with no additional charge
during warranty period.
