Annex 3

Guide on Preparing the Learning and Development Plan

I. Learning and Development Needs


 These are indicators from the Philippine Professional Standards for
Teachers (PPST) or indicators stated in the DepEd Memorandum 50, s.
2020 which are found to be the development needs of the teachers based
on the needs analysis report.
 These shall be prioritized based on seriousness, urgency, and growth
potential.

II. Workplace Objective (WO)


 This shall be lifted from the School Improvement Plan (SIP) which can be
directly/indirectly achieved through addressing the development need
identified.

III. Content
 This is a specific topic to be undertaken during the intervention/learning
methodology.
 It should have one specific row for each methodology.

IV. Methodology
 This is an intervention to address the needs or to facilitate, encourage and
deliver learning. Examples: Observation/demonstration and practice;
Delegation; Coaching; Mentoring; Reading; eLearning; Continuing
education; Cross functional teams; networking; LAC; INSET; Seminars.
 Allot one specific row for each methodology.
 One development need may have many interventions.

V. Program Management Team


This is the team in-charge of the intervention or activity.

VI. Source of Fund


It could be the MOOE or the school may seek assistance by sourcing local
and foreign funding institutions that support human resource development
initiatives

IX. Monitoring and Evaluation Plan


 The reasons why evaluation is needed to determine the effectiveness of the
program to the learner; to facilitate the transfer of learning in the
workplace; and to rationalize the importance of the activity to the
organization.
 Specify the level/s of evaluation appropriate to each intervention and the
methods to be used.
 Use Donald Kirkpatrick’s Four Levels of Evaluation as follows:

1. Reaction Evaluation – to determine participant’s satisfaction with


the learning environment. (e.g. Session Evaluation Form; Formative
Assessment)
2. Learning Evaluation - to determine the percentage of the learning
content acquired by the participants and if such sufficiently
determines that the learning objectives were achieved (e.g. Pre-test,
Posttest)
3. Application Evaluation – to determine if learnings and the
acquired competencies are properly applied in the workplace and
has improved the participant’s performance on the job. (e.g.
Practice of the teachers/personnel)
4. Impact Evaluation – to determine how applied learnings created
impact on the participants’ organizational performance and if the
desired organization and business results are being achieved. (e.g.
key performance indicator)

Agreements

a. Program Description
The ELSG Academy: Training Course for School Head is a
National Educator’s Academy of the Philippines (NEAP)
recognized learning and development program anchored on
the Six-point Leadership Agenda capsulized as
SHIELDplus specifically in Seal of Exemplary Leadership
and School Governance (ELSG) and Empowerment of
Human Resource Through the Lens of Time.

Rediscovering Oneself is a two-day activity that shall


prepare the apprentices of the long and rigorous journey for
the six months while enrolled in the Academy. This activity
shall help the apprentice discover more about
himself/herself and how s/he could use their discovered
potentials for their advantage.
b. Expected  Prepared the apprentices to be aware of what will be

and
 Created a sense of balance among the different aspects
of life of the apprentices in order for them to be more
tuned in the field of work that they are in.

c. M and E Analysis  Day 1 led to a rating of 3.99. Participants were required


to concentrate in full and the facilitators are of great
help in coming up with a solution to better address the
issues and challenges encountered. By the participants.
 Day 2 session was again rated 3.99. Sessions here
