China
Reduced vertical separation minimum, RVSM of China.

Briefing and introduction of CHINA RVSM AIRSPACE


Metric RVSM implemented in the Shenyang, Beijing, Shanghai, Guangzhou, Kunming, Wuhan, Lanzhou,
Urumqi FIRs and Sector AR01 (Island airspace) of the Sanya CTA between 8900m (FL291) and 12500m
(FL411) inclusive. The airspace between 8900m (FL291) and 12500m (FL411) is defined as RVSM airspace.
China RVSM airspace is exclusive RVSM airspace; aircraft that are not RVSM compliant may not operate
into China RVSM airspace between 8900m (FL291) and 12500m (FL411).

FLIGHT LEVEL ALLOCATION SCHEME (FLAS)


China RVSM Flight Level Allocation Scheme (FLAS) is based on Metric Flight Level. ATC will issue the
Flight Level clearance in meters, the aircraft shall be flown using the flight level in FEET. There will be no
change in flight level allocations and operations at 8400m (FL276) or below in non RVSM airspace.
Pilots should be aware that due to the rounding differences, the metric readout of the onboard avionics will
not necessarily correspond to the cleared Flight Level in meters; however the difference will never be more
than 30 meters. Aircraft equipped with metric and feet altimeters shall use the feet altimeter within RVSM
flight level band

Aircraft equipped with the altimetry system not capable of flying in FEET shall not flight plan in RVSM
airspace.

AIRCRAFT EQUIPMENT

Due to the limitations of flight simulator, maintain, acuity of FL or altitude are quite simple. However, in
order to fly the RVSM on IVAO network, following equipments should have on an aircraft.

a. The primary altimetry system must have FEET in reading;


b. Aircraft must equipped with one automatic altitude-keeping device;
c. One altitude-alerting device.

By default, some add-on aircrafts may not equipped with TCASII, however, a TCASII can be found on
IVAP s network interface, the pilots must ensure their TCAS on IVAP is on mode C when flying at
IVAOCN s airspaces.

FLIGHT PLANNING REQUIREMENTS


The letter W must be checked in item 10 (Equipment) of the IVAO standard flight plan to indicate that the
aircraft are RVSM operational. The flight level within China RVSM in Flight Plan is expressed as S followed
by 4 figures (such as S1250, S1220 and S1190 represent 12500m, 12200m and 11900m respectively).

Special Operation Department


During the IVAO event, or CN division s SO tour, it is acceptable to allow aircraft that are not RVSM
compliant to fly into RVSM airspace (between 8900m, FL291 and 1200M, FL411.
The exception only applied to following situations.

a. The aircraft is used for carried out mercy or humanitarian missions under the IVAOCN SO Department
events;
b. State aircraft of Flight simulation add-ons (those aircraft used in military, custom and police services shall
be deemed state aircraft) in flying IVAOCN or IVAO HQ SO department s division tour.

The assignment of cruising levels to non-RVSM approved aircraft as listed above shall be subject to an ATC
clearance.
Aircraft operators shall include the 'STS/Category of operations (i.e
FERRY/HUMANITARIAN/MILITARY/CUSTOMS/POLICE/SO WTLEGXX)
/ NON-RVSM COMPLIANT' in field 18 of the IVAO Flight Plan.

SUSPENSION OF RVSM
Pending.

RELATED COMMUNICATION
Pilot level call is excepted in all situation, pilots shall report reaching any assigned altitude within RVSM
airspace.

Weather (WAKE TURBULENCE) PROCEDURES

Pilots encountering weather reason in Chinese RVSM airspace have the option of requesting;
a. FL Changes, or
b. A vector
c. A lateral offset

STRATEGIC LATERAL OFFSET PROCEDURE (SLOP)


Pilot may apply strategic lateral offsets if the aircraft is equipped with automatic offset tracking capability.
The pilot is fully responsible for carried the strategic lateral offset.

1. Applied when aircraft flying at 200nm away from coast line.


The strategic lateral offset should be established at a distance of 1NM or 2NM to the right of the
centre line related to the flight plan route. Pilots are not required to inform ATC when applied
strategic lateral offset procedure.
2. Within 200nm from the coast line and mainland airspace.
Tthe strategic lateral offset procedure must be approved by ATC. 1NM offsets are preferred.

AIRSPACE SAFETY ASSESSMENT AND MONITORING


Pilot in command is response for maintain, monitor the aircraft s altitude, when deviating for any reason by
90m (300ft) or more from assigned, cleared, filed flight level in RVSM airspace, must report to the relevant
ATC (if online) via radio or text.

TRANSITION BETWEEN FL S
During cleared transition between levels, the aircraft should not overshoot or undershoot the assigned FL by
more than 45m (150ft).

CONTINGENCY ACTIONS FOR WEATHER ENCOUNTERS AND AIRCRAFT SYSTEM FAILTURES

When pilot confirm that the aircraft is unable to maintain flight level or unsure of aircraft altitude-keeping
ability.

Allowable actions and requirements as detailed below.


When ATC online.
- Obtained or applied new suitable Flight Level from ATC.
- During the Flight level change, pilot are also required to using aircraft s own TCAS and IVAP
TCAS to monitor nearby traffic situations.
- If unable to contact ATC via voice or text, broadcast your intentions in 121.50.

When ATC not online.


- Using private messages or 122.80 UNICOM frequencies to inform nearby traffic and intentions.

Due to the limitation of Flight simulation, only following situation is defined.

Aircraft required an emergency descent

information, descent as pilot s discretion. Try
to make contact with ATC as soon as possible
- If unable to contact with ATC or ATC is not
online when emergency descent required:
Turn 30 degree right and track out 20
kilometers (i.e. deviate right of airway
centerline by 10km or 5NM), then, turn left to
track parallel the original route, climb or
descent to the new level. Then return to the
original one.
- Using 121.5 or 122.80. Or private messages
or 123.45 to established communication with
nearby traffic.
- Pilot is responsible to establish visual contact
with any conflicting traffic.
- Turn on all aircraft exterior lights.

TRANSITION AREAS

Transition areas and procedures for transition between China RVSM and adjacent FIRs in neighboring
countries are provided below.

Special attention shall be given to the moment when the China meter to feet converse table shall be used for
aircraft entering Chinese RVSM airspace;
a. Aircraft with primary FEET altimeters shall fly using the feet altimeter and use the China RVSM
conversion table from the initial clearance to a FL in the China FLAS;
b. Aircraft with primary METER altimeters shall switch and fly using the FEET altimeter and use the
China RVSM conversion table from the initial clearance to a FL in the China FLAS;
c. Aircraft equipped with the altimetry system not capable of flying in FEET shall not flight plan in
RVSM airspace.
