A Management Review Meeting (MRM) for the subject project "Replacement of Damaged Chequered plates
of B&S asset on LSTK basis” was held at 14:30 hrs on 16.06.2022 at 2nd floor conference hall, B&S Asset with
contractor M/s OMTECH.

M/s OMTECH was intimated about the timelines of the existing contract as the contract has already
been extended 3 times (vide Amendment No. 1 dated 07.09.21 till 06.12.2021, Amendment No. 2
dated 09.12.21 till 31.03.2022 & Amendment No. 3 dated 31.03.22 till 30.06.2022) beyond the
contractual completion period 06.09.2021. Present validity of the contract is 30.06.2022.
M/s OMTECH was further intimated of their request for further extension from 30.06.2022 to
31.12.2022 which is under consideration. M/s OMTECH were informed about the importance of the
project for safety & operational reasons and impressed upon expediting the progress for early
completion. M/s OMTECH was asked to fulfil their commitments given while putting up request for
the extension of the contract.
M/s OMTECH was intimated that only 55 MT out of 200 MT of chequered plates have been delivered
by the contractor and no service teams have been mobilized to Tapti B193 & B-55 platforms. Details
as under:
M/s OMTECH in their presentation gave confidence to ONGC for execution of remaining part of
scope within the proposed period of extension (i.e. upto 31.12.2022) and committed to deliver the
material as below:
40 MT (BPB-25 MT & BPA-15 MT) during June’22
35 MT each in Jul’22, Aug’22 & Sep’22.
M/s OMTECH informed that the inordinate delay in job compliance was due to geo-political
situations, which has led to high steel prices. However they are keen to the complete the job and
plan to deliver balance materials 40 MT for BPA & BPB in a week time followed by 35 MT each in
July (BPA+BPB), Aug (B193+Tapti) & Sep (B55+Tapti). M/s OMTECH further informed that the
project shall be completed by Nov’22 and requested ONGC to extend the contract by 31.12.2022.
M/s OMTECH were advised that similar pandemic situation was observed by other contracts,
however, such inordinate delays have not occurred in other ongoing contracts and further advised
to expedite the completion being a safety related job.
SAM-BPB informed that there is a WOR installed at B-55 unmanned platform which may be helpful
in expediting the job as the WOR facilities can be availed to increase working hours in the unmanned
platform. Accordingly M/s OMTECH was asked to reschedule the plan to prioritize B-55 job to take
advantage of the rig availability.
ONGC advised M/s OMTECH that their request for further extension would be considered
favourably subject to fulfilling their commitments including delivery of 40 MT of materials (BPB- 25T
& BPA- 15T) during validity of the current extension period.
- M/s OMTECH ensured that best possible effort shall be taken for completion of the job as
per the revised schedule and further assured that no extension shall be proposed by them.
