GENERAL:
The scope of works for Gandhinagar Water Supply Project for this package is as given
below but not limited to:
This is a single point responsibility contract comprising, water transmission mains and
distribution network, construction of water treatment plant including refurbishment of
existing WTP, Construction of storage structures, pumping machineries with allied
electrical works including house service connection with metering and allied civil, electro-
mechanical, SCADA and instrumentation works to supply clear water to Gandhinagar city
from Cheradi and Sarita Udhyan headwork respectively.
The scope of work also includes post implementation operational and maintenance of the
constructed facilities under the package for a period of 7(seven) years.
The Scope of Work under this Contract includes the Design, Engineering, Manufacture,
Supply, Inspection and testing at works, Packing and forwarding, Delivery to site,
Unloading, Handling, Safe Storage, Insurance, Erection, Installation, Testing, Trial Run,
Commissioning and Demonstration of Performance Guarantee Parameters, Handing over,
Training of Owner’s personnel, preparing “Operation & Maintenance Manual” and “As Built
drawings” of the Gandhinagar 24X7 Water Supply scheme as specified in different sections
of this specification. The scope broadly comprises the work specified in different sections of
this Tender Specifications.
Any item of work, for erection of material/equipment which have not been specifically
mentioned in the specification but are necessary for safe and trouble free running &
operation and guaranteed performance of the entire system, plant and equipment offered
shall be deemed to be included within scope of this specifications and shall be provided by
the bidder without any extra price and time implication to the employer.
The successful bidder shall have to undertake site surveys, route surveys for ascertaining
the terrain for planning and designing of the schemes in consultation with Engineer in-
charge, as well as to conduct geotechnical investigations for designing of foundation
system of various structures. The bidders shall submit actual path of laying of transmission
and distribution network based on actual site condition and shall submit hydraulic design of
transmission and distribution network to Employer/Consultant for review/approval and
thereafter as per approved hydraulic design pipeline should be laid.
Civil, Mechanical, electrical & Instrumentation works shall include design, manufacture,
performance testing at manufacturer’s works, painting, supply, delivery at site, storage at
site, installation/ erection, testing and commissioning at site, final painting and handing
over followed by Operation and maintenance for 5 years.
The scope of work shall also include obtaining necessary statutory approvals for the
components as required. The statutory approvals shall include but not limited to Load
Sanction from GEB/Load Release from GEB/No Objection Certificates from Gujarat
Electricity Board (GEB)/Electrical Inspector/relevant government agencies/any other
statutory authority as applicable. The same shall be in the scope of contractor.
GWSSB will be responsible to get all other statutory permissions and clearances from the
concerned central/ state or local statutory authorities. However, the contractor shall have to

manage the day-to-day co-ordination and follow up activities based on these clearances on
site.
In the work of construction of structures, if the following condition like ground situation,
SBC reports, type of strata encountered in foundation, natural rainfall drain patterns,
Ground water table of locations, etc occurs and the engineer in charge feels the necessity
of taking into consideration the ground water table, the structural design shall take such
aspect in design and accordingly necessary water uplift pressure shall be considered in
detail design of the structure. The decision of engineer-in-charge shall be binding to the
bidder. Bidders are advised to quote the rate keeping in view this point as no extra
payment shall be given for this. In case of any ambiguity, the decision of Superintending
Engineer shall be final and binding to the bidder.
Before starting the actual work, the contractor has to provide and fix necessary DISPLAY
BOARDS at all works site as per design, details, including writing with paints necessary
details as directed by Engineer-in-charge at Contractor’s own cost. No extra payment shall
be made for this work. These boards shall be property of GWSSB/ Client after completion
of works.
The entire project area is divided into two zones (Cheradi and Sarita headwork) based on
population and development strategy. Each zone has individual existing head works for
water distribution. Existing head works are already connected with the raw water source via
existing feeder line originating from Narmada Main Canal at Nabhoi.
Water will be supplied to distribution network by direct pumping from storage sump at each
headwork. Water will be supplied continuously (24 x 7) to the underground tank of
individual plot boundary through new and existing water distribution system.
Direct pumping from Cheradi and Sarita Headwork separately proposed to supply water to
end users. Both zones will be interconnected to supply water to area in case of
maintenance time. Loop system is proposed which will supply water by direct pumping
from sump at each headwork. There will be tapping (one or more for each sector) from
pumping loop to supply water to each sector of Gandhinagar city. Refer below screenshot
showing proposed water supply loop system under this project. This is for tender reference
only.

The scope of this package starts from proposed Water Treatment Plant (one at Sarita and
one at Cheradi headwork) including refurbishment of existing WTP (i.e. at Cheradi and
Sarita headwork). Treated water will be stored in to existing sumps including new storage
clear water sump at both headwork at Cheradi and Sarita. Clear water will be distributed by
pumping to the project area. Please refer Tender drawings under Volume-V for conceptual
map of the proposed water supply system for Gandhinagar city.

The Scope of Work described hereunder is neither exhaustive nor complete and is
indicative only. The Contractor shall undertake detailed investigation of the Project
Facilities, study, make assessments and ascertain all by itself the required tasks,
interventions, inputs, and all other necessities to determine the complete Scope of
works for achieving the Minimum Service Levels, as mentioned in subsequent sections
of performance targets and standards. The Services shall include all technical,
managerial, administrative, commercial, social interventions as required in accordance
to acceptable, prudent water utility management practices for ensuring safe and
sustainable drinking water supply services to the Consumers in the project area of
Gandhinagar smart city.

The major scope of work includes construction of new WTPs and refurbishment
of existing WTPs at Sarita and Cheradi headwork as mentioned above. Refer
specifications for details.
I. The scope of work will be in general but not limited to Design & Detailed Engineering,
Procurement & Construction of Civil, Mechanical, Electrical, Instrumentation, &
Interconnecting Pipe works including erection, testing, trial runs, commissioning,
guaranteeing and comprehensive operation and maintenance with repairing work
(including spares) of Conventional water Treatment plant of capacity as mentioned
above and as per the detailed technical specifications and data sheet. For the
purpose of this work, wherever capacity of the proposed WTP is mentioned, it shall
be meant & considered as capacity of WTP excluding 5% treatment losses (2% with
Clariflocculator sludge & 3% with sludge from dirty backwash water) at outlet of the
plant (Net output after treatment).
The scope of work also includes refurbishment of existing WTP (30MLD each at
Cheradi and Sarita). Refer detailed technical specification and scope of work under
refurbishment of WTP work. Refurbishment of existing WTP at Cheradi and Sarita
will be start after the successful commissioning of the proposed WTP at each

headwork and entire water supply system for Gandhinagar with trial-run of 3 months
and as directed by engineer-in-charge.
II. The proposed water treatment plant will have to be designed & constructed
considering the given hydraulic flow levels for the raw water at first unit of WTP on
one side and FSL of clear (treated) water sump (reservoir) on the other side.
III. The scope also includes geotechnical survey of plot to derive soil bearing capacity,
strata classification and details of water table etc. Contractor shall also prepare
survey report including Contour plan at site. Bidder to note that FGL (Finished
Ground level) selected of site should be at least 500 mm above HFL (High Flood
level) at site & FGL should be at least 300 mm above nearby road level to prevent
Flooding at site. Further one common FGL should be adopted by Contractor until
unless agreed & approved by Engineer in charge based on site conditions. The Top
FGL layer of 300mm must of paraja rolling.
IV. The scope also includes providing of inlet isolation butterfly valve with chamber on
raw water incoming pipe within WTP premises and providing onwards piping up to
first receiving unit of WTP / at cascade aerator including its connection with puddle
pipe at cascade aerator along with required set of flanges of matching size.
V. Similarly on outlet side, the scope also includes providing pipe of required size
beyond Chlorine contact tank. The treated water of proposed water treatment plant
shall be conveyed to UGSR (Clear Water Sump).
VI. The scope also includes complete system for dirty back wash water Collection,
settling, recycling/pumping , clarifier sludge & backwash settled sludge collection and
disposal system as described in detail in datasheet & specifications.
VII. All M.S. Pipeline within the scope of this work shall be spirally welded and having
outer coating with epoxy paint & inner coating with food grade epoxy paint except for
raw water inlet pipeline.
VIII. All outside surface of civil structures including columns, etc. shall be painted with a
minimum of two coats of snowmen paint and all inner surfaces of various pump
house and buildings (chemical house, filter house, guard room, HT/PMCC rooms,
etc.) shall be painted with a minimum of two coats of Distemper paint as per civil
specifications. The paint shall be of Asian / Berger / Shalimar make only. The colour
shade shall meet approval of Employer.
IX. The scope shall also include development of lawns, landscaping, and plantation
along the periphery of the site proposed for construction of WTP including
maintenance of all during entire O&M period.
X. Trial run of water treatment plant with allied works for a period of three (3) months
and operation and maintenance of water treatment plant (WTP) for a period of 84

XI. Wherever reference is made of the employers design, drawings, or concept, it may
be understood that these are concepts of the employer and the responsibility for
correctness of designs, drawings and safety of equipment/structure shall rest on the
contractor. Bidders are advised to inspect the site for further clarifications and to
understand the scope of work. It is the bidder’s responsibility to carry out all the
works required to complete the scheme under this project whether it has been
mentioned or not.
XII. All the material / bought-out items shall be procured as per approved make / vendor
list only and in absence of such a list for any item, the same shall be procured with
prior approval for such make from Employer. The approved vendor list for civil,
electrical and mechanical goods are attached herewith in this volume.
Supplying & interconnecting the raw water inlet pipe to first receiving unit of WTP / at
cascade aerator including its connection with puddle pipe at cascade aerator along
with required set of flanges of matching size shall be in Bidders scope. Inlet Isolation
butterfly valve with valve chamber shall be provided by bidder on raw water inlet
pipe.
The treated water of proposed water treatment plant shall be brought to UGSR (Clear
Water Sump). Cost of UGSR will not be the part of WTP. However, while working on
hydraulic flow diagram, UGSR levels will be taken into consideration.

Note:
a) All the interconnecting piping for all the units, bypass and final disposal piping
including fittings and valves for treatment plant, water supply & service water
lines shall be provided.
a) Approach road to WTP from the main road as required, all Internal Roads
including approach and surrounding roads for proposed WTP, Storm Water
Drainage (wherever required), Plant Pathways (min 2 m wide concrete
pathways), Plinth Protection & Roads. Width of bitumen carpeting shall be 5.00

mt having berm as 2 mt on both sides. As per cross section, drains on both the
sides with kerb stones and interlocking tiles arrangements shall be provided by
bidder.
b) Water distribution network for drinking purpose/service water within the WTP
premises and sewage disposal.
c) Bidder shall consider in his scope to provide lawns, plantation and landscaping
within the WTP battery limit. Plantation shall be provided along the plant roads,
plot periphery, open areas and others at places as directed by engineer in-
charge.
d) The plantation shall be provided with necessary protection (Tree guard) and the
species selected shall be suitable for the site environment and must be shade
giving trees. Contractor shall consider providing saplings such that minimum 80-
100 surviving trees are available. Bidder shall submit the Landscaping Design for
approval of EMPLOYER during detailed engineering and shall carry out the work
as per approval and direction of engineer-in-charge.
e) Contractor shall commence this work during 3 months period of trial runs and
commissioning and complete the same in all respects within 6 months from the
date of works completion i.e. during first 6 months of O&M period, to the
satisfaction of engineer-in-charge.
f) The maintenance of these lawns, plantation & landscaping works shall be in the
scope of contractor during O&M period.
g) Earth filling, levelling and dressing around the treatment unit including cutting of
trees, removal of debris, shrubs, etc. within the premises of treatment plant &
filling, to bring the site up to formation level, landscape, tree plantation, shall be
included in the scope of work of this contract.
b) Detailed sub-soil investigations to assess the safe bearing capacity, and the
physical and chemical characteristics of the soil.
c) Water quality tests to ascertain the inlet water quality on different parameters.

h) Any other item not indicated above but necessary, essential or incidental to the
completion of the above works and making them operational / All other
accessories, whether specified or not, but required for complete shall form a part
of contractors scope.
k) Obtaining Power connection for designed power load for running and operation of
treatment plant and other units within the project campus area from the power
supply company (as applicable) including all required Liaisoning. Only the
applicable statutory fees shall be borne by the employer.
l) Obtaining statutory approvals for the entire WTP facility including electrical
inspector, chlorine tonner storage & filling, etc.
m) Preparation and submitting of operation and maintenance manual for plant and
equipment in six copies.
o) Providing inspection and testing of all equipments(s) and material(s) required for
execution of the work at his own cost.
p) Providing spare parts and specialized tools in accordance with the schedules,
and at the Employer’s option.
t) All chemicals and consumables till the plants are handed over to the Employer.
u) All other equipment/services required to make system complete & those not
mentioned specifically in equipment and services by others will form part of
scope.

x) Lab testing, chemicals and reagents for commissioning / testing of various water
samples.

The Tentative Length of the pumping distribution network is around 350 km with pipe

Hydraulic and surge analysis shall be carried out by the contractor for the entire
pumping main and distribution network and adequate protection shall be provided
against any upsurge and down surge. Negative surge pressure is not permissible
considering the risk of contamination issues in water supply pipeline system to
Gandhinagar smart city. Surge protection devices should be selected accordingly to
withstand surge pressure as per AWWA/IS standards.
Detailed Surge analysis report need to submit to client for review/approval. Based on
the analysis suitable protection device to be provided with approval of client.

equipments, power & control cables/ cabling system, lighting system, earthing,
lightning protection, main & auxiliary power distribution, instruments, civil works
required for completion of Works.
Contractor shall take due care of the site Seismic conditions while design of all
equipments/ components used in entire electrical & instrumentation systems covered
in this specification. Contractor shall furnish list of additional design parameters
considered in design to fulfill above requirement.
Contractor shall be solely responsible for any shortages or damages in transit for his
supply scope, handling and/ or in storage of any materials and erection of the
equipment, supply of erection tools at site. Contractor shall ensure that it will not
affect any activity or project schedule. Any demurrage, wharfage and other such
charges claimed by the transporters, railways etc. shall be to the account of the
Contractor.
Contractor shall identify activities and mile stones of the work forecasted for next
month with optimistic and pessimistic dates of work completion. Contractor shall
prepare program evaluation and review techniques to identify critical path of project
and activity sequences. The project schedule shall be prepared and updated
fortnightly in MS Project.
Nothing in this specification shall be constructed to relieve the Contractor of his/ her
responsibilities towards following best engineering practices established in the
country.
All necessary legal fees required for various applications to GETCO/ PGVCL /GEB/
Electrical Inspector (CEIG), relevant Government Agencies, Statutory Authorities
shall be paid by the Purchaser upon production of valid receipts. The GETCO/
PGVCL /GEB deposit required to be paid for Load Release shall also be borne by the
Purchaser.

equipment/components/system for complete scope for gravity mains, sump for WTP,
WTP, pump houses for WTP, rising mains for WTP.
The Contractor’s scope shall also include measurement of soil resistivity at site by
Wenner’s four electrode method as per IS: 3043 – 1987 (Reaffirmed in 2006) at
minimum four locations at site. The earthing system shall be designed for the actual
mean soil resistivity value obtained.
Even if all components of a system included in this specification are not explicitly
identified and/ or listed herein, these shall be supplied under this contract to ensure
completeness of the system and facilitate proper operation and easy maintenance of
the plant. Any and all other works not indicated above but necessary/ required to
complete the job in all aspects, are included in the Contractor’s scope.
The Contractor shall include start up spares, essential spares, recommended spares
and a set of special tools necessary for operation, routine maintenance of equipment
supplied for a period of five years.
Whether specifically called for or not, all accessories required for normal and
satisfactory operation (as deemed by the Purchaser) of the equipment shall be
considered to be a part of the Contractor’s basic scope of supply and/ or work and no
claims whatsoever, for extra payment on these grounds, will be accepted.
Contractor should visit site and get himself/ herself ascertained regarding the scope
of work for the complete Electrical & Instrumentation works before submission of
quote/ offer.
Tariff metering equipment & electric supply connection shall be provided by GETCO/
PGVCL /GEB for which necessary liaison shall be done by Contractor.
Two/ four pole structure (along with necessary earthing, fence and gate) for receiving
incoming supply with GOD (including operating handle and lock), Lightning Arrestors
and Drop Out Fuses (wherever applicable for transformer(s) being fed directly from
Two/ Four pole structure) for the incoming power supply obtained through overhead
transmission line/ cable.
Incoming point of supply breaker panel/ Ring Main Units (if installed capacity of
transformer exceeds 800 kVA/ as per statutory requirement) outdoor type.
Oil type, ONAN, Dyn11, Distribution Transformers with OCTC/ OLTC + RTCC, AVR,
Marshalling box.
LV metal enclosed switchgears including Power and Motor Control Centre (PMCC)
including starter feeders, equipments (as per electrical Single Line Diagram &
technical specification requirements), PDBs, Sub DBs, Lighting DBs, Receptacles for
utilities. Local Start/ Stop push button stations shall be provided near those motors

LV capacitor banks with control panel consisting of automatic power factor correction
(APFC) relay to improve the plant power factor up to 0.99. APFC panels shall be
provided on both bus sections of the PCC/ MCC.
Cabling system shall consists of various earthed grade HV and 1.1 kV grade, XLPE/
PVC insulated, multi-stranded Al/ Cu, GI round wire/ flat strip armoured power,
control & instrumentation cables, GI ladder/ perforated type Cable Trays &
associated accessories including support structures.
Provision for continuous monitoring of electrical Power & Energy parameters like
Voltage, Current, Power Factor, Frequency, Kilo Watts, Kilowatt-hours etc.
Earthing for HV/ LV equipments and lightning protection system for all buildings in
the water works locations. The general design shall be on the basis of IS,IEC and
CEA regulations and standards (their latest amendments) in line with design criteria
& specification requirements.
Lighting system for all indoor & outdoor areas of water works. The lighting system will
be controlled by lighting panels installed in respective plant/ station areas, which will
be fed from PCC/MCC.
Contractor’s scope shall also include all civil works and structural works required for
installation of all electrical equipment/ systems such as equipment foundations,
indoor & outdoor trenches, equipment support structures, two pole structures, control
rooms, all excavation works including those for earthing, cabling etc, de-tanking area,
soak pits, burnt oil pits, chamber etc.
It is not the intent to completely specify all details of design and construction herein.
Nevertheless, the Electrical system shall conform to high standard of engineering,
design and workmanship in all respects and shall be capable of performing
satisfactorily in continuous commercial operation under the specified environmental
conditions.
