Foreword
This compilation of outputs in Analytical Methods and Tools in Educational Management is a collection of all
the produced course-related work of the students of EM506 as one of the subjects in Doctor of Philosophy in
Educational Management at University of Rizal System Pililla Campus under the supervision of professor Dr.
Hermy D. Estrabo.
Analytical Methods and Tools in Educational Management covers different topics about various systematic
means and procedures as well as the instruments utilized in dealing with assessment of instructional
leadership and evaluation of student performances relative to the current situations in educational landscape
in the country.
The authors of this Compendium of Output on EM506 aim to help the future students of the said subject with
the available contents of topics, provide them with the samples of targeted products, and present various
materials they can use as future references.

The goal of any business analytic tool is to analyze data
and extract actionable and commercially relevant
information that you can use to increase results or
performance. But with so many tools available it can be
difficult to know what to use and when, while methods
are the observation, replication, and prediction and one
of the most important qualities of a good leader is being
observant. Data is one of the most important and
essential components which is driving business and
brands around the world. That is why companies need
to analyze data in a strategic and comprehensive
manner, so that they can adapt to the changing
demands and conditions of both customers and global
economies.
Data managers therefore need to track statistics and
interpret data in a manner that allows them to make
good choices regarding marketing campaigns and
growth strategy. These decisions in turn affect the long-
term success and failure of any company. S.W.O.T.
stands for Strength, Weakness, Opportunities, and
Threats. This is the most important technique used in
business analysis. It is conducted by a group of people
with different mindsets and perspectives in the
company in order to access a changing environment
and react accordingly.

PUP is broadly organized into 14 colleges, two high school departments (the Laboratory High School and the
Senior High School), the Open University System and a Graduate School. It offers an extensive selection of
more than 90 undergraduate and graduate programs.[48] The Graduate School and the College of Education
confers doctoral and master's degrees.[49] The PUP Open University System, which offers its distance
learning education programs, is the first institution of distance learning education in the Philippines and is
located inside the Ninoy Aquino Library and Learning Resources Center.[50] The Institute of Technology does
not require passing the entrance test for admission and offers six diploma programs.
PUP formerly has the lowest tuition among all the universities and colleges in the country. With the passage
of Republic Act 10931, students of all State Universities and Colleges will have a subsidized tuition. Students
will now only pay the miscellaneous fee.
The oldest college in PUP is the College of Education, tracing its roots back as a course in business education
in 1904. From the entrepreneurship courses offered in 1904 began the College of Business Administration,
while the College of Accountancy and Finance started in 1960 as a bachelor program in Commerce with
major in Accounting. The College of Computer and Information Sciences started in 1969 as an Electronic
Data Process course offered by the College of Accountancy. To develop the culture of sports and athleticism,
the present-day College of Human Kinetics was established in 1978 as the College of Physical Education and
Sports. The College of Engineering was established in 1986 as the College of Engineering and Architecture.
[51] In 2001, several collegiate departments were elevated into its own college which resulted in the
establishment of the College of Architecture and Fine Arts, College of Communication, College of Law, and
the College of Tourism, Hospitality, and Transportation Management. Its newest academic units are the
College of Arts and Letters, College of Political Science and Public Administration and the College of Social
Sciences and Development, all of which are founded through an organizational restructuring in 2012.[52]
The PUP Laboratory High School, which is one of few high schools in the country offering a commercial
curriculum, is regarded as one of the best high schools in the country and serves as the laboratory school of
the College of Education where students practice-teach. In 2015, the PUP Senior High School was created as
a separate department from the Laboratory High School and currently offers all the tracks in the K-12
curriculum.
PUP's bachelor's program in Filipinology and Journalism were recognized by the Commission on Higher
Education as Centers of Development.[53][54] Its Bachelor of Science in Information Technology program
was recognized as a Center of Development for Excellence by the Commission on Higher Education from
2000 up to 2006.[20]
Research
The PUP Engineering and Science Research Center will house the CCIS, CE, and ITECH upon its opening.

Research is a major function of the university. As a result, research undertakings in PUP is extensive. The
Office of the Vice President for Research, Extension, Planning and Development is the official research and
planning agency of PUP. It is composed of six research offices and five institutes. PUP is a member of the De
La Salle University–Commission on Higher Education Zonal Research Center,[61] and the Higher Education
Research Consortium Philippines.[62] Three of its research publications are accredited by the Commission on
Higher Education, these are the Mabini Review, PUP Journal Science and Technology and the Social Sciences
and Development Review.[63]
PUP organized the 2011[64] and hosted the 2013 International Research Conference in Higher Education.

The 4-storey Engineering and Science Research Center, designed by Filipino Architect Royal Pineda, is the
central research building of PUP. Once completed, it will be occupied by the College of Computer and
Information Sciences, the College of Engineering and the Institute of Technology. It will enhance future
research undertakings of the university.
Notable achievements on President de Guzman’s Agenda 2 which aims to embed a culture of research in PUP
are the following:
PUP convened the International Research Conference in Higher Education 2013 (IRCHE 2013) last October 3-
4 at the historic Manila Hotel to celebrate its nearly eleven decades of existence as a leading academic
institution.
IRCHE 2013 was a gathering of educators, scholars and researchers from various public and private
institutions and organizations from all over the world. Endorsed by the Commission on Higher Education
(CHED) and the National Research Council of the Philippines (NRCP), the event went with the theme
“Responding to Global Challenges through Multi-Disciplinary Research”.
IRCHE 2013 is an offshoot of the successful National Research Conferences organized by PUP in 2004 and
2006. This international assemblage of research enthusiasts forms part of PUP’s grand vision to transform
itself into an epistemic community, an institution that generates, propagates and disseminates knowledge
through research. It is primarily aimed at promoting and strengthening research in public and private
colleges and universities.
The University also highlighted the best practices in offering and fostering a conducive environment and
culture for research; build and maintain research expertise in higher education institutions for national
development; explore various modalities of research partnership/linkages between producers and consumers
of research skills and knowledge; and value the significance of strategies and actions for networking among
researchers in promoting and sustaining higher education research as well as output utilization through
IRCHE 2013.

Meanwhile, taking small steps to realize the University’s goal of becoming a research university, officials
from the different colleges and offices of the PUP presented their papers in international conferences and
conducted university and college visits in Asia, United States, and Europe from the month of May to June.
On the other hand, six faculty members from the Polytechnic University of the Philippines presented five
papers during the 12th Hawaii International Conference on Social Science, last May 29 - June 1, 2013, at the
Waikiki Beach Marriott Resort and Spa, Honolulu Hawaii.
More so, two researches undertaken by faculty members of the Polytechnic University of the Philippines were
read and delivered at the George Gerbner Conference on Communication, Conflict and Aggression at the
Budapest College of Communication and Business, Budapest, Hungary, June 14-15, 2013.
In addition, the Asian Media Information and Communication Center (AMIC) 22nd International Conference
held at Melia Purosani Hotel in Yogyakarta, Indonesia accepted four researches from PUP. More than 250
participants/ paper presentation from 24 countries were gathered during the four-day conference from July
4-7.
Officials representing the Office of the Vice President for Research, Extension, Planning and Development
presented papers in the 2013 Pinoy Youth Barometer Conference. The Conference was held last July 19,
2013 at the Bayleaf Hotel, Intramuros, Manila. Jointly sponsored by the Asian Institute of Management
Policy Center and the United Nations Children’s Fund in cooperation with the Philippine Economic Society, the
conference tackled papers on education, employment, and migration of the Filipino youth.
On the other hand, creative food entries from the Polytechnic University of the Philippines were featured in
the Research Innovation Competition and Exhibit (RICE) 2013 held at the Technological Institute of the
Philippines, Aurora Boulevard, Quezon City from July 31 to August 2.
Innovative food entries prepared by senior students from the Department of Nutrition and Dietetics (DND) of
the College of Science qualified for the National Capital Region’s Student Creative Research Category of the
Regional Invention Contest.
RICE aims to recognize and further develop the inventions of students from public and private schools
through the help of the Technology Application and Promotion Institute and the Department of Science and
Technology.
Meanwhile, faculty researchers of the University presented papers in the 9th International Conference on
Humanities and Social Sciences held in KhonKaen University Thailand on November 14-15. The conference
was attended by researchers from 15 countries and covered topics on disciplines such as philosophy and
religion; language and literature; culture; sociology and development; public administration; environment
and development; media, information and communication; area studies; and education in humanities and
social sciences in the two-day conference.
In addition, Reynold V. Luna and his co-researchers won two out of the five Surya Raghu and the Samahang
Pisika ng Visayas at Mindanao (SPVM) awards during the 2013 International Conference on Applied Physics

and Materials Science (ICAMS), the 2013 International Scientific Meeting on Complex Systems and the 15th
SPVM National Physics Conference held at the Ateneo de Davao University, Davao City, Philippines last
October 24-26, 2013.
The researchers’ papers garnered the Best Entrepreneurial Paper and the Best Scientific Poster recognitions.
The activity had 400 member-participants from different regions in the Philippines and delegates from Japan,
Taiwan, Malaysia, Pakistan, the United States of America, and the United Kingdom of Great Britain.
On the other hand, PUP College of Communication Dean Dr. Edna T. Bernabe represented the Philippines in
the Asia Media Forum 2013 held last October 28- November 1 in Songdo Convensia Incheon, Korea. The
forum focused on media’s role in creating an informed and responsive audience in 21st century Asia.
PUP was invited to the said forum because of COC’s inclusion in Quacquarelli and Symonds top five
outstanding Communication schools in the Philippines for the year.
Meanwhile, a dance delegation of PUP visited the University of Indonesia (UI) for a series of workshops on
folk and contemporary dances at Gedung IX FIB UI in Jakarta, Indonesia last November 21-26. Fifteen
students composed of dancers from the Movers and Motion , Teatro Komunikado, College of Education Dance
Troupe together with the Creative Media Artists Society as staff and documentation team collaborated with
the famous Krida Budaya of UI for a dance spectacle dubbed as “Unbreakable” . Supported by the
Nusantara Arts Forum (NAF) of Indonesia and the Lakandayang Cultural Association, Inc. of the Philippines,
the PUP dancers had the opportunity to sit during the round table discussion with Drs. A. G. Sudibyo, M. Si,
deputy director of the Directorate for Student Affairs of UI and Frank 'Toby' Rorimpandey, the artistic
director of NAF and talked about the present state of the arts particularly the performing arts and literature
in both countries as well as future collaborations especially of the two universities. With the representatives
from PUP sharing their thoughts about art and tradition preservation issues, the discussion was successfully
carried out at the Regent's building in UI.
The Polytechnic University of the Philippines’ Board of Regents (BOR) has finally approved the 133 out of 186
applicants who applied for faculty merit promotion last July 1. The faculty positions ranged from Instructor II
to Professor V.
Thirty-three (33) out of 42 faculty applicants moved up from Instructor 1 to Instructor II. Twenty-two (22)

Meanwhile, around 400 faculty members of the Polytechnic University of the Philippines gathered for a two-
day faculty development seminar-workshop at the Bulwagang Balagtas, Ninoy Aquino Library and Learning
Resource Center in Sta. Mesa Campus last September 5-6.
Billed as “Be the B.E.S.T. (Beaming Example of a Synergistic Team)! Building a Holistic Learning University,”
the activity was organized to establish shared understanding among the participants on the roles and
competencies expected of educators in a constantly-changing environment. It was also aimed at infusing a
united sense of purpose and spirit of commitment anchored on the ideals of the University.
The two-day activity brought together teachers from the 22 branches and campuses of the University.
Agenda 4: Modernization and Upgrading of Physical Facilities, Equipment, Library and other Campus
Development
The signing of the Memorandum of Agreement for the establishment of PUP Maragondon Annex in Alfonso,
Cavite was forged between the Provincial and Local Government of Cavite and the Polytechnic University of
the Philippines on May 17 at Belleview Hotel in Alabang, Muntinlupa.
Present during the ceremonial signing were Gov. Juanito Victor C. Remulla from the Provincial Government
of Cavite; Mayor Virgilio Varias and the councilors from the Local Government of Alfonso;Dr. Emanuel C. de
Guzman, PUP President; Dr. Victoria C. Naval, Executive Vice-President; Ms. Marissa Legaspi; Vice-President
for Finance; Dr. Joseph Mercado, Vice-President for Branches and Campuses; Prof. Denise A. Abril, Director
of PUP-Maragondon Branch; and the heads of offices from PUP-Maragondon Branch.
Meanwhile, officials of the Polytechnic University of the Philippines (PUP) and top-ranking officers of the
Cebuana Lhuillier Foundation, Inc.(CLFI) launched the PUP-CLFI E-Learning Center last August 16.
Led by PUP President Dr. Emanuel C. Guzman and San Marino Republic Consul General and Lhuillier Group of
Companies President and Chief Executive Officer Dr. Jean Henri D. Lhuillier, the launching of the center was
heralded as a major step for modern-type education in the University.
President De Guzman said that the major importance of E-Learning is that it broadens the horizons of many
students as it exposes students to the world outside their own localities or places.
On the other hand, PUP-Maragondon, Cavite branch recently received 180 classroom monobloc chairs from
the local government of the Municipality of Maragondon. Municipal Mayor Reynaldo Rillo personally
presented to PUP-Maragondon Director Prof. Denise A. Abril and Central Student Council President Reggae
Vecindario the chair donations in a ceremony witnessed by students, faculty and employees. Mayor Rillo
pledged his continuous support to the lone PUP branch in Cavite.

Overall governance of De La Salle University is vested on and exercised by its 15-member Board of Trustees
composed of Lasallian Brothers and lay partners. The Board, as part of its functions, oversees the immediate
and long-range plans for the improvement of the University’s academic programs, its teaching and research
activities, and its physical plant and facilities. The Board approves the annual budget and supervises the
management of fund.
ENHANCING THE ELEARNING “WHITE SPACE” IN A FULLY-ONLINE SOUTHEAST ASIAN STUDIES COURSE AT
DE LA SALLE UNIVERSITY
In the Philippines, the COVID-19 lockdown (officially known as Community Quarantine) became a crucial test
for many universities on how to conduct teaching and learning remotely. The transition of De La Salle
University (DLSU) to a fully-online learning program was immediately implemented when President Rodrigo
Duterte announced the lockdown covering Metro Manila on 5 March 2020. Although some limited access to
the campus was originally allowed, a flexible online learning program had been planned by the management.
A detailed “new normal guide” 1 was given to all faculty members explaining how to operationalize the fully-
online learning in the last few months of the 2nd semester.
The use of technology indeed increased the opportunities for alternative forms of teaching and learning.
When DLSU reopened on 1 July 2020, all its courses were taught fully-online due to the continuous
enforcement of the Community Quarantine. Through the online training programs conducted by DLSU’s
Academic Support for Instructional Services and Technology (ASIST), many students and faculty members
became comfortable in using technology and became used to the convenience of attending and conducting
online classes. But what will happen after the lifting of the Community Quarantine or the post-coronavirus
pandemic? What should the university do in response to students who have already developed a familiarity
and preference for online learning?
Educators in the Philippines are now rushing to learn how to incorporate new tools and methods in their
courses and lessons. Many are regularly attending online training seminars focusing on the best practices in
online teaching. If the faculty are getting the necessary training, how about the students? How are they
coping with online classes? When the pandemic ends, will teaching and learning in the Philippines change
forever? With those ideas and questions in mind, my reflection focuses on two key points:
The “new normal” in teaching requires “new thinking” especially on how to apply creative methods and
create compelling and engaging content with the use of technology. The already established online teaching-
training programs of DLSU have resulted in a more favorable or easy transition from face-to-face to a fully-
online teaching and learning. The university also conducted online training for more than 2,000 teachers
nationwide in June and August 2020. 2 The nationwide online course design and management program was
spearheaded by a pool of DLSU faculty members. The teaching training programs of DLSU have created a
viable space for courses to be fully-online that are traditionally face-to-face, like those courses in Southeast
Asian Studies.
For online educators, they can spend a portion of lecture time or set a schedule to allow students to chat and
play with their mobile devices. According to research, while the students are conducting their chat and play,
their brains are busy processing information from the lecture. Moreover, the sense of isolation from their

classmates, friends, and teachers might disrupt the students’ normally expected learning process. It is very
hard to gauge whether the information in a fully-online learning platform is retained in the minds of those
students that might be anxious. Therefore, online educators should offer students enough “white space” in
their study routine.
How do we design a good online course? How do students learn in an online space? According to Seymour
Papert (1980), students use technology to become creators, furthermore, learning can be associated with
play and hard fun (Papert 1980, pp. 9; 17; 36; 47; 181; 185–87). For Linda Harasim (2012), learning has
historically been linked to technology in human development. There is a need to reflect on the theory of
learning and to rethink and reassess the teaching practices, and pedagogical approaches in relation to the
opportunities offered by online technologies (Harasim 2012, p. 3). This rethinking and reassessing of the use
of technology will help in creating a suitable method that will support a student’s learning needs especially
during the suspension of face-to-face classes. Educators need to think out of the box and consider how the
use of technology and alternative teaching methods can contribute to the learning process. The integrated
model approach to education of Anthony Picciano (2017) is a good proposal. The main argument is that
fully-online learning has evolved overtime and became the new normal or new form of instruction. And as a
basis for an integrated model for the future of teaching and learning, all courses in universities according to
Picciano should have online learning components in them (Picciano 2017, p. 187). Furthermore, it
presupposes that new and already established technologies could take part in and contribute to the learning
process and practices, and how they are formed.
In this integrated model approach, the development of “white space” focuses on how the different course
materials and methods contribute to enhance students’ learning experiences. When we design courses, the
students should make sense of it and never feel overloaded with the different elements. According to the
principles of graphic design, each empty space on a screen has a purpose (Samara 2007, p. 151). This
“empty space” or “white space” means the screen is pleasant and has a calming effect (Samara 2007, pp.
151-153). It creates a level of comfort and helps the learner focus on the content. White space draws the
attention of students to the content. In an online class, students will take less than 20 seconds to look at the
screen and judge. If students find the screen too cluttered, it is possible they may try to skip the PowerPoint
slides and become demotivated in paying attention or even attending the whole online session.
This “white space” is also a mental pause; a period of rest that provides students the time and space to use
their natural cognitive strategies to absorb and reflect. This idea is based on the research of Ori Brafman
(2013) who reports that when we rigidly structure the learning schedule of students, we are limiting or
preventing critical thinking, innovation, and the ability to synthesize information and ideas (Brafman and
Pollack, 2013 pp. 15, 96, 102, 118):
The idea of mental white space is a sort of downtime for a person [student] to reflect or a moment of rest
for the brain. During this moment, the brain synthesizes information on a deep unconscious level. Our
memory becomes overloaded and the brain needs some processing time to reflect and guide our decision
making. What is happening is when we are trying to find a solution on a problem all day and then waking up

after a good sleep with the answer is the power of white space (Brafman and Pollack, 2013 pp. 15, 30, 35,
68-69, 96, 102, 118, 202).
In a fully-online Southeast Asian Studies course, selected online class schedule can be dedicated to mental
white space sessions. These sessions or “eLearning white spaces” are intended to allow students to have
time to pause and reflect on the previous lessons. No quizzes, and deadlines but reading materials or videos
could be assigned together with a guide question. This eLearning white space is to simply consume less
information and focus more on reflection.
The colors green and white are closely associated with DLSU. Green was based on the Irish identity of the
founding Lasallian brothers of the university, while white represented the Philippines. DLSU’s green and
white color symbolism has evolved overtime. Currently, it is known as a green campus. The university is
very popular for its sustainable practices and also for having smart classrooms with modern technology..
DLSU’s white space in this reflection paper means two things: (1) it is how the design composition or
elements, delivery, and materials in an online course affect the learning experience of students; and (2) it is
a learning strategy that allows students to absorb and process all the information provided to them.
In 2018, DLSU welcomed the first batch of Southeast Asian Studies undergraduate students. Known as
ABSEA, in the program’s first academic year (2018-19), all its courses were taught face-to-face. The
majority of the student respondents 3 agreed that subsequent ABSEA fully-online classes did not
significantly affect their learning experience but the workload was much heavier. When asked what
innovations had been implemented in the course, one student 4 opined that although conducting online
ethnography has certain limitations, it mitigates the effects of the restrictions to conduct physical or face-to-
face research or data-gathering.
At DLSU, there are five major components of a fully-online Southeast Asian Studies course: (1) the use of
Learning Management System or LMS, particularly Canvas also known as Animospace, are used to upload
the syllabus and other course materials like readings, videos, and also for the student’s submission of
assignments; (2) real time online lectures via video conferencing and selected self-paced study weeks known
as independent learning weeks; (3) a flexible assessment and evaluation of student’s learning progress; (4)
to have the professor available as needed; and, (5) a discussion virtual space to allow the continuous
interaction of students and professor.
In this reflection paper, the different materials that were collected over a three-month period focuses not
only on how effective the synchronous classes but also on the viability of the independent learning weeks to
enhance the eLearning white space of students. The interview questions revolved around: (1) how has the
shift to fully-online teaching affected the pedagogical effectiveness of educators, such as in developing the
syllabus, and the course delivery; (2) what are the innovations implemented in the course; and, (3) how the
online space and materials participate in the learning practices.
Based on the survey conducted in August to September 2020, both synchronous and asynchronous classes
were used at DLSU. Synchronous is an online class meeting that takes place in real time. It is where
students and the professor interact in a specific virtual space, that is, video conferencing, or live-streaming

lectures (see Table 1). For synchronous meetings, according to two respondents, 5 lectures were conducted
and also a significant portion was implemented as kumustahan (“greeting session”), where students are
asked to discuss their own experience when they are consuming the required readings, films, videos or some
of their issues when answering the discussion prompts. This kind of approach not just provokes intellectual
discussion, but in many ways, professor also able to address the emotional aspects of the material, even the
experience of consuming and learning from them in these uncertain times. However, the limitation according
to one respondent is that you don’t really have that much time to dwell on many things. This is why forcing
them to answer discussion prompts is still very important.
On the other hand, asynchronous is an online class that happens on a specific schedule or self-paced. Here
professors are providing materials like readings, videos, and assignments for completion. According to one
respondent, 6 developing the whole new course that focuses on Southeast Asian cultural studies and to
conduct it mostly asynchronous sessions, without recorded lecture, is really a challenge. As a strategy, he
imagined how he himself would want to learn about the topic. So, shifting into the persona of the students is
very helpful in this sense as it allows the professor to craft the activities that he or she feels would be
fulfilling to the undergraduate students of Southeast Asian Studies.
While this reflection paper gives emphasis to the use of technology, it is not suggesting the abandonment of
the old or conventional teaching strategies. Online educators should consider utilizing the old and new
technology meaningfully. Sometimes, it is easier to think that new technology supersedes old technology.
But the greater need is to consider how old and new technologies contribute to specific learning objectives
and purposes. For example, how the self-paced or independent learning sessions are conducted and the
materials involved has an effect on the student’s white space. The pacing of the class should provide time for
students to assimilate new information into existing knowledge structures. Every student needs space and
time to reflect. The method is not only throwing information out there but giving students the time and
opportunity to think and re-think things through and to relate instructions and lessons to their own world.
Moreover, the online course design should make sense also in the student’s everyday experience and not
overwhelm them because this will promote successful encoding into their memory and effective retrieval of
the lessons and information. For Seymour Papert (1980), shareable ideas are keys to learning. Ideas
become shareable when students express them freely, and this will also help them communicate better with
others through their expressions. Lastly, adopting an integrated model approach to online teaching at DLSU
could be very rewarding. Using the five components of online course design and an inquiry and project-
based approach can encourage more student-directed learning. This could also improve their attitude
towards learning particularly in studying Southeast Asia.

In this challenge of distance learning in education, research capability has received an overwhelming
and remarkable interest not only among educators but also to medical practitioners, business owners, and
government officials because they believe that being active in research is very relevant in this trying times.

I. Rationale
Education is the key for generations of Filipinos to become full-fledged, productive members of society. This
is why we should be looking at how the nation will go back to school this coming October.
Education’s new normal will not just be about operating in an environment that secures the health of
students; nor will it be about completely transitioning to online modalities. Instead, it should be about using
technology to increase efficiency in areas with the capacity to do so, while empowering learners and
communities to create positive learning environments in which the student can grow. Also, Modular
Approach, another teaching learning platform. It should not sacrifice quality but continue to provide equal
opportunities, most especially to the marginalized and vulnerable sectors. It is not a one-size-fits-all
solution, but one that is dependent on the needs of each learning community.
While the DepEd carries most of the burden for this challenge, the role of local government units is crucial.
An alignment of resources and education goals within each community is needed to support the education
ecosystem of students, teachers, and parents and assist the adjustment to the new normal — home
schooling, parent-as-teachers training, Teacher-Volunteer training, a Citizen Watch for education,
establishing LGU leaders as education champions.
While the future remains unknown, by working together to support and empower the education ecosystems
in our communities, we can help establish the structures that our students will need to receive the quality
education they deserve, and bring stability in a time of uncertainty.

School Droupout is defined as the failure of the student in completing the current stage of
education he or she is enrolled from several reasons (Dekkere & Claassen,

Like any group or system, there is always an area or problem that needs to be addressed in-order
to achieve the targets. The school and it’s administration are working together and collaborate for the
success of its goal through the development and implementation of different school programs and
projects.
Bagong Nayon II Elementary School has been experiencing an increasing number of dropouts for
the past three (3) years. Based on the data gathered starting 2017-2018 with recorded 165 or 2.63% drop-
out rate, 210 or 3.25% in school year 2018-2019 and an increasing number and percentage of 220 or
3.39% in school year 2019-
2020.
With the abovementioned concerns, Project OPLAN: Completion was formulated to lessen the
number of dropouts by identifying the main problem and improving the delivery process to achieve the
school target

monitoring checklist submitted for the month of February for the SY: 2020 - 2021.
At the end of the School Year 2020-2021, the number of Grade 1 pupils at risk of Bagong
Nayon II Elementary School will be lessened from 46 to 23 or 50%.

Recognition is a very rewarding experience for an excellent classroom teacher and his or her
students. Recognition for teachers builds off of some of the well known extrinsic and intrinsic
motivational theories. It offers hope for meaningful recognition to the other teachers working to
improve student-learning outcomes. It also brings pride and support from the teacher’s students,
administration, governing board and general public. Teachers are not satisfied with current
evaluation processes as they have not lead to meaningful outcomes for most of the best
teachers and/or those not performing .
Motivational theories over the years have focused on factors that lead to highly motivated
workers. Recognition for teachers is reflected in, and finds support, from two motivational
theorists and a recent study on worker motivation.
Maslow (1954), placed human needs in a hierarchy. He determined that the more basic needs of
humans needed to be satisfied before the higher level needs can be realised. His higher level
needs include: (1) working toward excellence and (2) self-actualization. In the basic needs he
identified include adequate pay as necessary to secure essentials for life.
Recognition is one program that is positive and can produce improved teacher motivation,
provide respect for the field of teaching and highlight for students and parents that they have
exceptional teachers in many of our schools today. It should also provide one additional way to
keep quality teachers within our schools.
This project is anchored with Program on Awards and Incentive for Service Excellence (PRAISE)
of the Department of Education (DepEd Order No.9 s. 2002) and the Search for Outstanding
Public Officials and Employees that has been conducted by the Civil Service Commission (CSC)
annually (CSC Memorandum Circular No. 03, s. 2016).

Yes, a pandemic crisis is either opportunity or threat. Pandemic crisis is a threat, in this time of
pandemic there's a lot of issues and concerns that emerge and drastically change the lives of
people around the world and even have a great impact on the country's economy and in the
massive companies. Lots of schools and universities have closed, limited socialization is
implemented with restriction, health risks, increase of deaths and mental wellbeing are fully
affected. All these factors affect the quality of education and academic performance. Teaching
Personnel have been working harder, rendering and delivering education 24/7 (exceeding
working time-8hrs). Creating Lesson Exemplar, Weekly Home Learning Plan, Individual Learning
Monitoring Plan, Self-Made Modules, Modified Activity Sheets, differentiated Performance task,
school reports, home visitation, training /webinars, SLAC sessions and lots of extra paper works
that are due in short period of time that result to the burn-out of teachers physically and
mentally and it's too sad to say it is the reality in this pandemic crisis. We cannot surely ensure
that the students receive a one on one support and better education in the home based learning
set up, their parents and guardians as a teacher’s support cannot grant full assistance because of
their family responsibilities and educational attainment.
Pandemic as opportunity, on the other hand these situations may become a way and venue for
the teacher’s capacity enhancement and for the sustainable development goals. Seasonal
teachers that are blocking their mindset to open their arms to the 21st century changes are now
obliged to adapt to the new normal set up. Training, webinars and open courses through virtual
are open to all personnel. Family bonding, health wellness and self-realization are firmly
perceived as amidst to this crisis.

improvement of individual employee efficiency. OPCRF made first before the IPCRF , OPCRF are
the foundation of visioning school plan of activities, goals and determinants of school
performance targets.Individual Performance Commitment and Review Form ( IPCRF) is a rating
monitoring scale of teachers that determine the annual accomplishment report of every
personnel. In this tool also we have a developmental plan(PART IV) that we narrow down the
strength and weakness that we need to enhance more. Through this monitoring tool it becomes
our plan of action and guide to active our target goals for the annual year.

the system of the organization because it really limits their movements to work face to face. On the other
side, the pandemic crisis is an opportunity as it allows everyone to think creatively in adapting the current

My top five projects should be funded in CY 2022 to enhance the teaching-learning activities in
DepEd are training programs for effective utilization of ICT, exploring different platforms for teaching-
learning activities, learning resources/ materials, projects and activities for different learning areas, and
allowance for internet load.

The OPCRF and IPCRF are used to monitor the competencies of the Principals/Deans/or Supervisor
and faculty members for developmental purposes. All heads of offices shall accomplish their respective
OPCRs. OPCRs must officially identify and declare the targets for the rating period and must be in
accordance with the over-all strategy map and commitments of the agency. Once these are reviewed and
finalized by the PMT, all OPCRs must be signed and approved by the contracting parties. Upon approval of
the OPCRs, these shall be cascaded to all employees for their reference in the preparation of IPCRF. All
employees shall accomplish their respective IPCR to stablish the individual performance commitments for the
rating period in accordance with the targets contained in their respective OPCR. For instance, classroom
observation. The school heads will monitor and evaluate the performance of the teachers for the KRA 1
Content Knowledge and Pedagogy that has objective is applied knowledge of content within and across
curriculum teaching areas. Through observation, the teacher will be given technical assistance by the school

to the teachers with regard to the K to 12 , teachers are being overloaded with its paper works that may

Precisely, yes! I agree that pandemic crisis is both a threat and opportunities. It is said to be a threat because
administrators and teachers were not prepared even the parents and pupils. It gives a lot of work to teachers
even to pupils and parents. Teachers are more on attending seminars and training online but they doesn’t have
the chance to impart knowledge of learnings to the learners. Also, learners are being bombarded with so much
modules to answers and that’s the reason some pupils are not able to finish their work due to over modules to
answers and parents are not that capable to teach their child.

1. What do you think are the most critical threats that should be addressed by your organization in the

The most critical threat that should be addressed in our organization is the insufficient resources or
availability of the learning materials. Some of the learning materials such as textbooks are not yet available.
Learning resources and other learning materials is very important in the implementation of K to 12 Program
because it facilitates the learning more effectively and lessen the task of the teacher in crafting and
developing materials that consume more time. Aside from learning resources the teacher must ensure that the
concepts and principles are mastered by the pupils before they proceed to the next grade level because the
curriculum uses spiral approach. Recently the Philippines was reported as lowest among 58 countries in
Mathematics Science global assessment. The result of the assessment has a great impact on the

Yes, pandemic crisis is both a threat and an opportunity. It is a threat because of the pandemic
some of the policies were changed and affects the entire organizations. The curriculum was modified
and evaluated, to continuously provide quality education among learners, but the problem is the realistic
assessment among pupils because of the absence of face-to-face interaction. New normal is different
from a normal classroom setting because in normal setting we easily identified the needs of our
learners compare to new normal we cannot ensure if they properly acquired the knowledge and skills,
they need particularly for those schools who implemented pure modular instructions.
Pandemic also an opportunity because the teachers learn more in technology particularly the
utilization and application of it in education. We also learn the other way of teaching which is through
online class. It teaches us how to make and use an online assessment to measure the learnings of our
pupils.

members because these two things are interconnected to each other. The OPCR serves as a guide of
the faculty members in their IPCR. The faculty members act accordingly on the identified IPCR which is
based on the OPCR. Collaboration between the two guided with this identified role will ensure the proper
implementation and deliberation of a certain policy.

Answer:
The other threat is the inadequate facilities from the public schools to cater SHS
Program. Many public schools do not offer SHS Program because they do not have enough
laboratory facilities to teach the different tracks of SHS and that’s the reason why some
students are transferring to a private school who have enough facilities but it cost much even
there is a voucher program. Some are transferring to other public schools but far from their
residence so they have to consume additional travel expenses. In the end some students
were also stop schooling and they just ended up to grade 10 only.
2. Do you agree that pandemic crisis is both a threat and an opportunity? Justify and give
realistic example.
Answer:
Opportunity in a sense that this pandemic became a way to almost all people to
became more closer to their families because of the staying home and working at home that
gave a chance to working people to spend more time on their families that they never did in a
normal scenario. The other opportunity in many people exposed to technology and learned to
used different online platforms on their works and classes that I think if that pandemic did not
exist they will no urge to do that.

Threat because we already know that many people were restricted to stay at home
and many people became jobless because of the pandemic. All classes were affected both
private and public at all levels that leads to DepEd initiates the different distance learning
modalities that really affect the learning performance of the learners.

Answer:
As a future administrator, the top 5 projects that I will funded in CY 2022 to enhance
the teaching-learning activities in DepEd are first; the provision on Internet Connectivity for
both teachers and pupils for their online learning because I think this online learning is the
most applicable distance learning of all the distance learning modalities in the time of
pandemic for keeping safe the learners and the faculties. Second is the provision of Online
Learning Management System(LMS) from which both learners and teacher can get enough
materials the they will be needing on online learning. Third is to conduct Training for
Teachers to enhance their skills on ICT to become more equipped on conducting online
classes. Fourth is to conduct training workshop for the parents also to become
knowledgeable to guide their children on online learning. And the last is conducting seminar
on Mental Health for both parents, teachers and pupils to cope up the stress and anxiety with
the pandemic that is happening.

kind of work environment but most of people did not notice that there
is health risk in the work from home kind. It is also a threat in our
economy, there is an increasing rate of unemployed at the same the
people become creative in putting and selling in their business.
People are staying at home that made used them more of electricity
consumption, but other use this in online selling for business to make
an income. In education, teachers also enhance and practice their
teaching in a creative way in online or modular learning. There are
different new launch programs that can benefits the welfare of the
pupils. The parent and teacher creates more closely monitoring in
teaching the pupil. As well as the organization itself that creates more
program and best practices amidst the pandemic. Many teachers
become tech savvy and embrace the changes in technology. Most
teachers create their YouTube channel that post different lessons that
will help the pupils and also the parents and teachers. At the same
time, it can be their other source of income if their YouTube channel
are monetized by YouTube. There are also a lot of webinars and
training in online that helps teachers in the new normal in education.
Most of our expenses increases but at the same time we realized the
things that we have to value more like family and in loving ourselves.
We also realized that health is really wealth and appreciating small
things that matter. Lastly, we have strengthened our mental health
and our faith in God.

Teachers teaching junior to senior high school, why I say it was a threat,
due to we are not academically inclined and mismatching, teachers tend to be
very difficult in teaching the subjects, we have to hire quality and competent
teachers to be able to create a quality learner, in some reasons during the
implementation of k-12 that we are not properly prepared, and teachers doesn’t
have enough knowledge and seminars prior to the implementation of k-12. That’s
why they adopted the teachers holding National Certificates or NCII and NCIII to
teach the tech Voc. Courses. In this situation the scenario on pilot opening of k-
12 is crawling to the gaps and issues during the implementation of k-12 and from
the education sector finds its way to create innovation and different solutions to
the gaps.

we can observed in the implementation of k-12.
1. Creating opportunities for authentic learning. Students must learn the process
for problem solving, which requires more time asking questions before jumping
to solutions. On the other hand, teachers must empower students to be
“completely in charge of how they learn the standards.
2. Supporting Students’ Non-cognitive and social emotional skills development.
supporting students’ non-cognitive development is challenging because it
requires teachers to adopt a new mindset, different from the traditional view of
teachers as content experts. To best support students’ non-cognitive skills, she
says teachers must begin to see students as teachers, and “provide student-
driven lessons that enable students to take the lead role in learning.
3. Fostering deeper learning. Which is partly hard specially in upland. Parents
focuses on survival which is working rather that teaching their children and the
problem with the students is that they were not able to learn independently before
so now they are really struggling hard.

I think the most critical threats that my school should addressed in the

teaching the learners. Multigrade teacher is very challenging task. The school

funded are the Project for E-learning in which all students will have a tablet for
online learning. Another is Project Laptop for teachers were in all teachers will

still DepEd should provide laptop for school purposes and we all know that life
span of laptop is for 5 years only. Project Wi-Fi is also needed for the students as

1. The most critical threat that should be addressed in our institution is the decision that one of our
school campuses including all the facilities to be used as an isolation area of covid patients in
Angono. We understand that it is for the call of municipal authorities considering the welfare of
many especially the patients. But, on the other hand, it will result in limited movement of our
academic activities to cope up with the increasing demands of what our institution should
perform in addressing the needs of our clientele especially our dear students.

3. As a future administrator for the enhancement of the teaching-learning activities in DepEd I will
prioritize projects in:
Advancement of Internet Infrastructure on every school;
Provision of ICT equipment and Gadgets for teachers and students.
Flexible Work Training course for Teaching and Non-teaching personnel.
Health-risk insurance program for DepEd Teaching personnel.
Community-based School Sub-offices.
Note: The projects are not chronologically arranged; Prioritization will be based on the
immediate needs of the majority.
4. In the school level, The OPCR of the principal sets the priority objectives of the school which
should be associated with the objectives of the department. These objective goals are subjected
to the approval of the superiors. Then the School head should lay this down to the employees for
them to use it as a basis to begin their IPCR. The OPCR should look for the different areas of
improvement particularly in Academic and administrative areas by checking the IPCR of each
teacher, through this the principal will be able to have a good set of programs and projects to
address the needs of teachers and the institution. For example, seasoned teachers are not that
skilled in using digital platforms to conduct classes, in their E-sat (Self-Assessment Tool) this will
be determined that the needs for upskilling in the use of ICT devices and integrating it in
teaching should be one of Priority Improvement areas in the OPCR of the principal, if the head of

I think the most critical threats that my school should addressed in the implementation of K to 12
curricula is the capacity and ability of the teachers in teaching the learners. Multigrade teacher is very
challenging task. The school must provide trainings and seminar that will enhance the teaching capacity of
the teacher in whatever changes and challenges happens, teachers will cope all the challenges encountered.
The performance of the school is based on the performance of the pupils. And when we have a flexible
teachers and efficient teacher we can also have a better student.
2. Do you agree that pandemic crisis is both a threat and an opportunity? Justify and give
realistic example.
Yes, pandemic crisis can be a threat because of the mode of learning delivery used by the school are
sometimes inadequate for the learners. Although DepEd conducted survey on what they preferred mode of
learning before opening of classes, still there are some learners cannot accomplish the task given due to
several factors like inability to answer the module, poor internet connection, lack of gadgets to use, parents
are illiterate etc. At this point the quality of education as well as the learning performance will become
critical. There are also some parents tend to refuse to enroll their children because of they cannot support
their children in learning.
Pandemic crisis is also an opportunity for the learners and parents to develop harmonious
relationship between them. It can help the parents become aware on the learning abilities of their child.
Another opportunity is the development of teacher’s digital skills. Online meeting and seminars are trends to
continue communication with other workers and communication with the parents and students. The
importance of being technologically aware will be beneficial for the future trends and what we called new
normal.

If I were become a future administrator and then the situation is still the same with no face to face
learning, the five project that I will propose to be funded are the Project for E-learning in which all students
will have a tablet for online learning. Another is Project Laptop for teachers were in all teachers will receives
laptop for online learning. Although teachers must have personal laptop still DepEd should provide laptop for
school purposes and we all know that life span of laptop is for 5 years only. Project Wi-Fi is also needed for
the students as well as the teachers as support in their teaching and learning activities. Another project is
Project Immune in which all teachers and pupil must have a vaccination as support for their home visitation
activities. And last project is Project

The OPCR is a tool for the School head performance on the management of the schools handled. It
measures progress of the performance of the school. It also shows the strength and weakness and the
trainings needs of the school head. While IPCR is the set of standards and measures progress of the
employees based on office and department targets.
It simply explains the role and responsibility of the school head on how their employees will grow by
giving opportunities on their strength and improving assistance for the weaknesses of the employees. For
example, the employee has weaknesses on content and knowledge and also in assessment and reporting,
the school must look for the needed training for teacher to improve in the said areas. The result also of the
OPCR and IPCR reflects on the performance of the school in which this tool assesses all the learning areas in
school.

assessment for the teacher which is essential in the school planning management.
SWOT tools is the summary of all the strengths, weaknesses, opportunities and threats that helps
to build on what you do well, to address what you're lacking, to minimize risks, and to take the greatest
possible advantage of chances for success. It is also important in planning by identifying the internal and

I agree that pandemic crisis is both a threat and an opportunity. It is a threat as people can get the
disease on their workplace. For instance, a teacher mingles to a co-teacher or other person without knowing
that he/she was exposed to the virus so the possibility of spreading the disease is there. It will really affect
the system of the organization because it really limits their movements to work face to face. On the other
side, the pandemic crisis is an opportunity as it allows everyone to think creatively in adapting the current
situation. For example, the teachers learn different platforms in teaching their students using the technology
during distance learning. Pandemic crisis teaches educators to explore more using the technology. They
realizes that there is more creative ways for teaching and learning activities that will make students
motivated and interested to learn.

My top five projects should be funded in CY 2022 to enhance the teaching-learning activities in
DepEd are training programs for effective utilization of ICT, exploring different platforms for teaching-
learning activities, learning resources/ materials, projects and activities for different learning areas, and
allowance for internet load.
4. What could be the role of OPCR of the Principals/Deans/or Supervisor and the IPCR of the faculty
members on the discovered weaknesses and threats in the organization? Explain its relationship to academic
and administrative governance of an institution. Present realistic example.
The OPCRF and IPCRF are used to monitor the competencies of the Principals/Deans/or Supervisor
and faculty members for developmental purposes. All heads of offices shall accomplish their respective
OPCRs. OPCRs must officially identify and declare the targets for the rating period and must be in
accordance with the over-all strategy map and commitments of the agency. Once these are reviewed and
finalized by the PMT, all OPCRs must be signed and approved by the contracting parties. Upon approval of
the OPCRs, these shall be cascaded to all employees for their reference in the preparation of IPCRF. All
employees shall accomplish their respective IPCR to stablish the individual performance commitments for the
rating period in accordance with the targets contained in their respective OPCR. For instance, classroom
observation. The school heads will monitor and evaluate the performance of the teachers for the KRA 1

To improve the student assessment, grading and awarding of honors among students this pandemic
we must carefully evaluate the policies that we are implementing today. Since this is new process in DepEd
we need to be careful in selecting and awarding honors pupils. As a teacher who handle pupils with different
backgrounds and with different academic capability, I would like to propose to have first a background check
on the academic performance of the aspiring candidate for the awards/honors. Different DepED forms can be
utilized to deeper understand the capability of the pupils. Background checking will provide academic
information on the abilities of the pupils that will help the teacher to decide if he/she will give the awards.
Aside from background checking of information, we need also to ensure that the pupils acquired the
knowledge and skills through proper evaluation using the different assessment tools such as performance

Individual Reflection and analysis on the assessment of students performance in pandemic, grading system
and honors students criteria and guidelines of Dep Ed. Given a chance to propose an improvement and
enhancement, what will be your proposed new concepts or amendments to improve the student assessment,
grading and awarding of honors among students.
Educators assessment structure in this time of pandemic are quite unformed, the teachers modified the
assessment tools based on the simplified form of standard assessment to be more fitted to the situation
where our learning and teaching process is in distance modalities. The teachers modified the standard
assessment form of three (3) criterion which are the; Performance , written and periodical test to 2 more
simplified assessment form which are the Performance and written. Because of the congested competencies
to the national implemented guidelines of skills to be achieve to this new normal set up and the limited/short
time of academic span the assessment are more less and unreliable.
The reliability of assessment result/outcomes also are big question to this time as an influence by many
factors like the open virtual references, un monitored students and parents who answered the activities and
as it domino effect to the grading and honors students. That’s why the grading system and honors students
are somewhat questionable in the reality.
In terms of the selection of honors based on the DepEd Order No. 18, s. 2021 “DepEd Interim
Guidelines on Giving of Awards and Recognition in Light of the Basic Education Learning Continuity Plan for
School Year 2020-2021” . This deped memorandum is giving the rights to the school to give Academic
Excellence Award in the grades 6, 10 and 12 who have attained a general average of at least 90 and a
passing final grade in all learning areas (DO No. 36, s. 2016). This award, which covers the following
categories: With Highest Honors (May Pinakamataas na Karangalan), With High Honors (May Mataas na

Grade 11. Like what I said earlier if the initial assessment are not reliable, the output gathered by the
teachers are not credible the domino effect to the grading are presently issues as a ground to the selection
of honors based on their Average grade.
And for the selection of honors we need to scanned clearly and assess strictly the student who achieve the
given standards of deped “Interim Guidelines on Giving of Awards” and also I suggest that we need to
scrutinize the previous grades of the students in the face to face set up as a references.

Output 4: Individual Reflection and analysis on the assessment of students’ performance in pandemic,
grading system and honors students’ criteria and guidelines of Dep Ed. Given a chance to propose an
improvement and enhancement, what will be your proposed new concepts or amendments to improve the
student assessment, grading and awarding of honors among students.
For me the teacher should provide high standards for the students’ assessment. I will propose an
indicator with means of verification for the assessment of the students. In academic, leadership and values I
will propose some rubrics that will use to assess the graduating students. I will also add the two decimal
places in the students grades it will be a points matters so that they take being an honor student seriously. I
will adjust the bracket of grades in order to be an honors student. The student with honor must possess 95-
96 average and grades in order for them to call with honors. Then, in with high honors an average grades
bracket will be 97-98. And the students with highest honors must possess an average of 99-100 with
consistent grades and values.

As an administrator I would suggest not to use the numerical grading system at this time
as it may cause more pressure on students, all that should be done is to use the Yes-No approach
where there are rubrics that will be used in the particular subject and the only thing to look at is
whether or not the child has done it, if the child cannot answer, here will be support activities to
help children keep up with other students, the activities will depend on the reason why can't he
keep up with the class

Many institutions worldwide suspended classroom teaching due to the novel coronavirus pandemic and
switched to online teaching and others to Modular Distance Learning.
This form of learning provides an alternative way to minimize either the contact between learners
themselves or between the learners and teachers. However, many learners have no access to the online
teaching due to lack of either the means or the instruments due to economical and digital divide and that’s
the reason DepEd formulated and developed Modular Distance Learning Modality to bring education to the
learners.
It is hard to validate for the teachers if the learners are really the one to answers and do their module
activities also if they learned from the lessons through modules.
If I have given a chance to propose an improvement and enhancement grading system, I’ll give 30% on
the written works, 50 % on the performance tasks and 5% on parents involvement, and 15 % on the
reflection of students experience on doing their tasks. In this criteria, this will be justify the involvement of
parents and the learners experience to do the task.

In this time of pandemic crisis all face to face classes were suspended and DepEd introduced the use
of distance learning modalities which comprise of online distance learning, modular distance learning and
blended learning. Among these modalities most of the students in the public schools preferred to use
Modular Distance Learning due to insufficient gadgets and lack of internet connection on most of the
students. With this modality the learners learned and answered their self-learning modules at home with the
help of their parents and relatives. With this scenario the teacher could not monitor the learnings and unable
to detect if the learners were really learned with themselves. It means that the assessment on their
performance is not reliable using the given Summative Test and Formative Test. I think the DepEd should
make some necessary adjustments and formulate new policies in assessing the performance of the learners
in time of pandemic to ensure that the learners are gaining knowledge with themselves.
The DepEd also issued new guidelines on Grading System in time Covid as stated on DepEd Order
no. 31 s. 2020, which compose of Written Work and Performance Task only and the Periodical Examination
was removed. I agree with this guidelines because we cannot detect the reliability of the test while the
learners are on their home taking the exam.
The Selection of Honors in time of pandemic still adopted from DepEd Order no 36. S. 2016, also
known as “Policy Guidelines on Awards And Recognition For The K To12 Basic Education Program”. Base on
this all graduating students who gained an general average of 90% and above will be awarded an academic
excellence award regardless of their number of enrollees and with atleast passing grade of 75%. With this
guidelines there is no limit on selecting the number of honors even the whole class will be awarded as honor
if they all meet the 90% general average. I think this guidelines should revisit and should revise by the
experts to deeply understand the basis in selecting honor students. Maybe they can provide new policy and
criteria in selection of honors specially on the graduate students.

Answer: DepEd ORDER No.18, s. 2021 INTERIM GUIDELINES ON GIVING OF AWARDS AND RECOGNITION
IN LIGHT OF THE BASIC EDUCATION LEARNING CONTINUITY PLAN FOR SCHOOL YEAR 2020-2021 stated
that. Awards and recognition have been embedded in the Philippine basic education curriculum because of
their profound effect on learner’s morale, motivation, self-efficacy, and commitment of learners to
consistently perform and strive to do better. These meaningful moments of recognition inspire others and
reinforce behavior that leads to improvement. Stakeholders highly value formal recognition program because
it promotes positive reinforcement in learners' performance and behavior and influences their intrinsic
motivation during low-interest and high-interest tasks (Cameron, et al., 2001). Moreover, using praise and
reward system can decrease inappropriate behavior and reinforce desirable behavior in a positive learning
environment under certain favorable conditions (Partin, 2O2O; Laura & Peters,20lO). However, as teacher, I
agreed with the DO no.18, s. of 2021, Academic awards to those grade levels mentioned in the DO number
18 is important because of the requirements for having a scholarships and as a requirements to their
admission in their grade 7, as we need to boost the learners moral and confidence with regards to giving
awards to specific grade level, they are the previous honors and awardees so we know well their capacity
and ability. However, they don’t want to give honors to other grade level which is good, because we all know
that some of their module Is being answered by the parents specially in the lower grades. Instead of
certificate of recognition might as well give them certificate of completion for every learners who complete
every year or quarter just to give parents for the learner who academically abiding during this pandemic.

Based on the guidelines release by the DepEd or the DO no. 18 2021 The interim guidelines for
awards and recognition for basic education continuity plan for the school year 2020-2021, only academic
excellence in grade 6,10 and 12 will have an awardee. There are suspended awards and recognition for
grade 1-5, grade 7-9 and 11. And those students who had an average of 90 will received academic
excellence (with honor, with high honor and with highest honor) without failing grade or below 75 in all
subjects.
It implies that the guidelines in giving awardees in this time of pandemic has an exemption on the
lowest grade unlike before in which the honors will not receive lower than 83. It reflects that all students
have a chance to become honor student even he/she have grade lower than 83. And for the other grade
level, there is an implication that they don’t have a chance to recognized even they excel in class.
If I were given a chance to propose an improvement and enhancement with the guidelines in giving
awards and recognition, I will be proposed to give certificate of recognition for the students who got an
average of 90 in grade 1-5,7-9 and 11 for giving efforts and time in accomplishing the module with high
level of competence. For the consideration and having recognized in this time of pandemic and makes them
feel the value of giving extra effort for education.

This Pandemic is not expected, and everything is very new to us, how much more to our students?
Assessing student’s performance is difficult to me as a teacher. But I do not focus much on it. I know very
well that most of their output is not real because its either from the internet or from their parents. And I get
it since studying individually is really hard specially to those students who always depend on their teachers.
As a teacher, measuring their performance was hard because you will only be based it
from the output that they submitted. This pandemic has changed so many live. But we as a public
teacher who depends on the Division order its not that hard for me. I just obeyed what the higher
ups ordered; do not fail your students, dropping out is not an option also. As Sec. Briones said,
have patience, understand them, embrace them, make effort, and make sure that there will be no
left behind.
Following her orders, I have no choice but to promote each of my students.
With regards with selecting honors, no problem with grade 8 to 10 because we know them
already before the pandemic strike. But with the grade 7 it is challenging. What I did was I made
queries from their previous school, I studied their report cards and made my list of submitted
output updated.

are really working alone to achieve that. When it comes to grading system, I will create a
standardized criteria and rubrics that will measure their performance. I will also make it a point
to meet them one at a time to conduct interview with their parents following the IATF Protocol. I
believe with this I would be able to get to know them. A short interview with short reading an
assessment test will do.
