Dear Mr.

Johnson,

Thank you for meeting with us with regards to your development and integration requirements.

We welcome the opportunity to work with you on this project and we wish to acknowledge that we can
work on your project.

Please find enclosed our proposal together with areas where we would need to work, multilaterally,
with your support, upon your confirmation.

We will await your response for confirmation, or further discussion, regarding this.

Features, Functionalities and Action points for MSS platform

Activity Action points

Graphical user interface for monitoring CATS to handle
(optional: real time) and error correction and
reporting
Integration with M-PESA USSD: KEKE to arrange meeting between Vodacom and CATS
1. USSD gateway in order to get details for setting up.
2. Hosting server
3. Security
Integration with TIRA MIS KEKE to arrange meeting between TIRA and CATS in
order to get details
Development of internal system for form CATS to handle
entry and sticker creation (as per figure 1 and
2 below)
Integration with SMS to provide a link for CATS to handle; however KEKE will need to procure
downloading the motor insurance sticker and some systems for this, depending on the setup.
other documents, which can be used by the
purchaser to verify

Integration with one insurance company for KEKE to arrange meeting between the Insurance
receipting (ESD) and one policy coverage Company (in this case STRATEGIS) and CATS in order to
get technical details.

Simultaneous number of users that can access the system:

 This depends on the RAM and CPU and should scale to a couple of thousands of simultaneous
users. Usually such figures are obtained by profiling an application as it runs in order to
determine its characteristics and extrapolate. Load testing tools can also be used after the
application is built, in order to get more details. Furthermore, optimization techniques can be
used to further increase the number.
 It will also be important to know whether there are any limitations with the
Telecommunications provider.

Database Capacity (either MySQL of MSSQL):

 MySQL has a free and paid version. KEKE can start with this and upgrade later to MSSQL if
required
 MSSQL has a free and paid version though the free version may not be suitable.

Minimum hardware specifications required from KEKE (Lenovo, HP or other):

 1TB+ HDD
 16GB RAM upgradable to 32GB
 x64 Server Processor, 2 GHz (these can automatically go up to 3 GHz)
 Dual processor @8 core; total of 16 cores

Usual price is approximately USD 3000-3500

Operating System:

 Basic windows server license 2012+

Usual price is approximately USD 900 – USD 1000

The costs of database, hardware and OS are separate from the cost of the application.

Others:

1. KEKE to meet with TCRA (CATS can accompany) to inquire if Application Services license will be
required. In all likelihood this will not be required as it is usually for companies that provide
Application Services that other companies can use and pay for, whereas KEKE’s requirement is
internal (i.e. for its own business requirement); however it is important to check.

Figure 1 Figure 2
Development process
1. Document full requirements as per discussions
2. Sign off
3. Development of main application
4. Development of test cases to ensure robustness of each part of the main application
5. Manual testing. Note: testing can be done on the browser and on live systems.
6. Move to live production system

Cost and timeline for entire project

The entire project will take two to three months based on CATS’ estimate should all the information be
made available by KEKE (including integration partners).

These costs are exclusive of third-party charges and hardware e.g. Vodacom, and VAT and withholding
tax.

Item Cost
Phase 1: Prototype development (see section below) 25,804,507 /- Tshs (paid in advance)
Phase 2: Main application development and integration , , /- Tshs (paid in advance)
with development of automated test cases for Quality
Assurance
Phase 3: Final payment upon completion after User 32,255,634 /- Tshs
(KEKE) acceptance testing.
Grand Total 80,639,085 /- Tshs

Prototype and prototype timeline

Timeline for prototype will be 6 weeks based on CATS’ estimate should all the information be made
available.

Activity Calculation options for Prototype

Graphical user interface for monitoring Basic simulation (will only have minimal features and no real
(optional: real time monitoring of traffic) time monitoring of traffic)
and error correction and reporting
Integration with M-PESA USSD: Basic simulation (this will not involve USSD M-PESA, but will
1. USSD gateway have a mobile based solution for demonstration)
2. Hosting server
3. Security Note: If the basic simulation does not satisfy the prototype
requirement for TIRA approval, then a full USSD integration
will be required, for which 30% of Phase 3 payment will
become payable at that time in advance of the
development.

Integration with TIRA MIS Basic Simulation (this will not involve actual integration with
TIRA MIS)

Development of internal system for form Basic simulation

entry and sticker creation (as per figure 1
and 2) and PDF document.

Integration with SMS to provide a link for Basic simulation using USB modem
downloading the motor insurance sticker
and other documents, which can be used by
the purchaser to verify

Integration with Insurance company for Basic simulation

receipting (ESD)

Future features
1. WhatsApp integration for insurance policy purchase, chatbot based customer service, marketing
and consulting
2. Instagram, facebook, etc
3. Payment with Airtime
4. SMS based purchasing (e.g. by sending an SMS to a number or replying to bulk SMS advert from
KEKE)
5. Artificial Intelligence / Machine Learning

Future digital strategy roadmap
Emerging digital trends are changing the way people interact with commodities market (like insurance
policies as they are being sold now) and in some cases, such as in the insurance industry, leading to
vertical integration and consolidation. Insurance companies will have better reach to the end
consumers, which will put at risk the relevance of insurance brokers.

While brokerage firms will benefit from integration with fin-tech platforms, this may be short lived and
more digital enabled market strategies and offerings will be required.

For this relevance to be enhanced, if not at the least maintained, brokerage firms with have to develop:

1. Better outreach strategies

2. Better interaction and onboarding strategies
3. Better engagement strategies
4. Better client management and offering strategies (e.g. de-commoditization)

CATS looks forward to KEKE’s growth in this area and, aside from this project, hopes to assist KEKE in
exploring and understanding these aspects in the future, as a digital partner.
