RATIONALE

In facing the new normal brought by COVID-19, the Department of


Education developed the Basic Education - Learning Continuity Plan (BE -LCP)
that provides clear guidance in learning continuity of the Filipino children and
serves as a major response and a commitment in protecting the health, safety
and well-beings of learners, teachers and personnel. Hence, one of the strategies
of BE-LCP is the adjustment of K to 12 Curriculum. The development of Most
Essential Learning Competencies (MELCs) is the first key reform area of Sulong
Edukalidad – “the MELCs shall serve as the primary reference in all schools, Schools
Division Offices and Regional Offices in determining and implementing learning
delivery approaches that are suited to the local context and diversity of learners
while adapting the challenges posed by COVID-19”

Anent to this, DepEd CALABARZON takes the lead in developing the MELC
PIVOT 4A Budget of Work (BOW). Making the K to 12 Basic Education Curriculum
suitable to the needs of the learners facing the new normal. MELC PIVOT 4A BOW
will also guide the teachers in restructuring their lessons delivery and assessment.
Thus, PIVOT 4A BOW lesson exemplars preparation using the IDEA instructional
process format was given focus to help teachers refocus the curricular direction in
the Region towards quality teaching-learning processes and desired learning
outcomes. The IDEA instructional process design is an abridged and refined format
based from the provisions of DepEd Order No. 42, s. 2020 (Policy Guidelines on
Daily Lesson Preparation for the K to 12 Curriculum). This also embodies the
complete cycle of learning from acquisition to reflection which is important in
developing holistic learners in the 21st century learning environment.

DepEd CALABARZON also conducted an analysis survey in April 2020 on the


learning modality preferences of the stakeholders. Out of 2,947,310 learners of
DepEd Region 4A, 63% or 1,256,805 learners prefer blended learning (F2F with MDL
or modular distance learning). On the other hand, 14% or 412,623 learners prefer
modular distance learning. Ten percent or 294,731 learners choose
homeschooling, 9% or 265,258 for online distance learning, 3% or 88,419 for ETV
distance learning and 1% or 29,473 for RBI distance learning. With these various
learning modalities, teachers and school leaders should work together and
support one another to carry out successfully the learning continuity in facing the
new normal. Thus, this program was conceptualized to ensure that they will be
provided the instructional process and technical assistance they need to meet
the learning modality preferences of the learners.

COURSE ESCRIPTION

This program/course aims to utilize the developed IDEA lesson exemplars


anchored on MELC- PIVOT 4A BOW. It consists of three (3) modules namely:

Module 1: Enhancing Teachers’ Module 2: Enhancing Capabilities


Capabilities in the Development and of School Heads in providing
utilization of IDEA Exemplars is Technical Assistance to Teachers
designed to enhance the teachers’ focus on the Development and
Capabilities in developing and Implementation of IDEA Lesson
utilizing developmentally sequenced Exemplars is designed to enhance
teaching and learning process for the capabilities of the school
varied learning needs and contexts heads in providing TA to teachers
in facing the new normal focus on on the development and utilization

Appropriate Technical Assistance Modalities to Schools and Learning

capabilities on implementing appropriate Technical Assistance modalities
to schools and learning centers based on quality assurance, monitoring
and evaluation results focus on development and utilization of lesson
exemplars to improve the teachers’ teaching practice thus, improve the
learners’ learning outcomes.
