Is the scenario fit for purpose or not? Why?

Are Tasks 1 (P2), 2 (P1) and 3 (M1) fit for purpose or not? Why?

The scenario includes a suitable job role, audience (H&S Officer) and purpose for
the following tasks (to provide an information booklet for new apprentices) and is
fit for purpose.

Task 1 for P2 is fit for purpose, based on the unit specification interpretation
provided earlier.

Task 2 for P1 is not entirely fit for purpose - learners are being asked to ‘describe’
when it is explanations that are required; in addition, learners should also be
providing some comments on legislation for P1 as well as P2 (based on the unit
content - Key features of legislation and regulations), especially given that the
regulations are derived from the health and safety legislation. There is no mention
of legislation in Task 2; however, the learners have been asked to consider four
regulations, as per the ‘Assessment’ section of the unit specification.

Task 3 for M1 is not entirely fit for purpose - a suitable embedded situation
has been provided (which has relevance to the engineering sector) and
learners have been asked to explain the consequences of management not
abiding by the requirements of the legislation (although the link to ‘roles
and responsibilities’, as per the criterion statement, could be more explicit);
however, the task only requires learners to ‘identify’ (rather than ‘explain’) a
single regulation (rather than ‘regulations’), with no link to the consequences
of management not abiding by the regulations.

• For P2, the learner has provided appropriate descriptions of the roles and
responsibilities under current health and safety legislation and regulations
of ‘employers’, ‘others’ (visitors rather than sub-contractors as per the
assignment brief, but this is fine), ‘employees’ and the ‘Health and Safety
Executive’. The response is generally accurate, has an appropriate level of
detail and includes some relevant, contextualised workplace examples. The
Assessor’s decision to award P2 is therefore correct.

• For P1, the learner has provided explanations of the key features of at least
four health and safety regulations as applied to ‘two separate working
environments’ (as per the ‘Assessment’ section of the unit specification) -
mechanical and electrical. The content of the response is contextualised in
some places but does generally lack specific examples. Nonetheless, the
explanations are accurate/detailed and the content provided for P2 can
also be considered for P1. The Assessor’s decision to award P1 can
therefore be supported.

• For M1, the learner has attempted to contextualise their assessment


response to the given health and safety situation (stated in Task 3);
however, the evidence essentially states what an organisation must do
given the requirements of a range of regulations (in a generic and
descriptive manner) - there is no explanation of the full range of
consequences that can arise if management do not abide by the
legislation and regulations (that apply to the given situation).
Consequently, the learner has not met the assessment requirements
of M1 and therefore this criterion should not have been awarded by
the Assessor for this assignment.

• The overall assessment decision is therefore inaccurate and cannot be


supported.
