I. Program Title
Five Typhoons, with local names of Quinta, Rolly, Siony, Tonyo and Ulysses, of different
intensity hit the Philippines from October 23, 2020 to November 13, 2020. These series of
typhoons have more than three million people from 5,594 barangays and eight regions affected,
according to the latest government reports, with 283,656 people seeking refuge in 2,205
evacuation centers (mostly are government owned school buildings) while 158,926 people are
in home-based settling. (UN-OCHA report, 17 Nov 2020) Bicol Region is among the affected
areas. These halted the distribution and continuation of the distance learning modality specially
in the areas badly hit by these typhoons. Every individual affected devoted most of their time
saving what is left and repairing damages incurred because of the unfortunate occurrence of
these typhoons.
In line with this, teachers being the front liners in the delivery of learning must develop
new plans and be equipped with necessary tool to manage and execute the delivery of results
of MELCs for the First Quarter and prepare for the MELCs for the second quarter which is still
under the distance learning modality.
Since pupils are the main clientele, teachers must be connected to them and be able to
understand their behavior because aside from teacher’s development, one reason why this
training will be conducted is for the pupil’s welfare, learning and competencies. This training
is also in line with the DepEd’s Core Values Maka-Diyos, Maka-Tao, Maka-kalikasan and
lastly Maka-bansa which anchored on the following topics; SDRRMC topics for maka-
kalikasan, child protection, welfare and Gender & Development for Maka-Diyos and maka-
tao, and accountability for maka-bansa.
In-Service Training (INSET) has been considered as crucial to the maintenance and
sustaining the capacity of the teacher to continue to provide quality teaching even if the current
situation of learning is not done inside the classroom. This is organized to solve some special
needs or deficiencies that will be identified by the teachers themselves.
This training program Aims to prepare a catch-up plan and activities in relation to the first
quarter MELCs delivery results and second quarter instructions in relation to MELCs under
the Distance Learning Modality. The Topics for this INSET shall include Orientation on
Memorandum OUCI-2020-307 entitled Suggested Measures to Foster Academic Ease During
the CoViD-19 Pandemic and LAC sessions on the most pressing need based on SPPD.
