Barangay Ordinance No.

AN ACT MANDATING OWNERS OF KENNEL (DOG) AND FELINES (CAT)


TO REGISTER THEIR PETS TO THE BARANGAY, AND PROVIDE LEASH
OR CAGE, AND FURTHER, PRESCRIBING PENALTIES.

NOW THEREFORE BE IT ORDAINED AS IT HEREBY ORDAINED BY THE


SANGGUNIAN BARANGAY OF BONFAL EAST BY VIRTUE OF THE POWERS
VESTED IN BY LAW, IN SESSION ASSEMBLED THAT:

Section 1 - Title. This Ordinance shall be known as “Responsible Pet Ownership of Barangay
Bonfal East”.

Section 2 - Definition of Terms. As used in this Ordinance the following terms shall be
understood to mean as:
 

a. LEASH - a strap or cord for restraining and guiding a dog or other animal

b. CAGE - is an enclosure often made of mesh, bars or wires, used to confine, contain or
protect something or someone.

Section 3 - REGISTRATION AND OWNERSHIP   –  (a) Local residents, corporate entities


or particular member/s of the family residing in Bonfal East, Bayombong who are pet-owners,
cuddler, custodian, keepers, and possessors of animals categorically related and/or
scientifically classified to belong in the family of dogs (kennels) and cats (feline) within the
territorial jurisdiction of the Barangay Bofal East, shall register the said domesticated pets in
the Barangay.

(b) Upon registration of animal possessions, the series process of vaccination immediately
follows. A pet tag shall be assigned to every domesticated pet that bears its respective serial
number to serve as its corresponding identification tab for reference of their health and record
of vaccination.

(c) A fee of One Hundred Pesos (P100.00) shall be collected from the animal-keeper/owner
for every pet tag issued; and in case of lost, the same amount shall be paid for the replacement
thereof. The owner or possessor of the registered animal shall ensure that the pet tag is worn
by their respective pets at all times.

Section 4 - LEASHING AND PROPER KEEPING OF ANIMALS. (a) Dogs, cats and other
domesticated animals shall be kept and nurtured within the premises of the residence or
establishment. In addition thereto, owners of potentially vicious dogs or wild cats shall signify
the presence of such animal through visible printed words written and prominently displayed
immediately outside the said premises.

(b) Potentially vicious dogs or cats can be brought for a walk outside the premises of the
residence or establishment shall be held securely on a leash to be accompanied by the owner,
keeper or possessor. The leash shall not exceed two (2) meters in length.

(c) All cat owners shall provide a cage for the domesticated animal.

Section 5 - Prohibited Acts. It shall be unlawful for a person to;


a. It shall be unlawful for any person or institution to keep an unregistered, unvaccinated and
unsecured dog within their territorial domain. 
b. It shall be unlawful for pet owners to not provide leash and cage for the domesticated
animals.

Section 6 - Penalties. Any person who found to be guilty of violating this ordinance shall be
subject to penalty amounting to P1000.00 without warning and a community service for
72hours.

Section 7 - Implementing Rules and Regulations. The Punong Barangay, the Community Brigade
(Tanod) shall be subject to promulgate the rules and regulations to carry out the regulations of this
ordinance.

Section 8 - REPEALING CLAUSE – Any existing Barangay Ordinance or any provision thereof
which is contrary to or inconsistent with this Ordinance is hereby repealed or amended accordingly.

Section 9 - SEPARABILITY CLAUSE – However, if, for any reason, any provision, section, or parts
of this ordinance is declared unconstitutional or invalid, the remaining provision, section, or parts shall
not be affected and shall continue to be in full force and in effect

Section 10 - EFFECTIVITY CLAUSE – This Ordinance shall take effect after fifteen (15) days from
its approval.

ENACTED BY THE SANGGUNIANG BARANGAY OF BONFAL EAST, BAYOMBONG,


NUEVA VIZCAYA, in its regular session.

WE HERBY CERTIFY to the correctness of the foregoing ordinance.
