1 GENERAL

This specification covers minimum requirements for rust preventive measures to be provided at the
manufacture's shop for the protection of equipment and materials for Sohar Refinery Project. This specification
does not apply to the following items.

Items requiring special rust preventive treatment for the reason of process operation.
Machinery, instruments and electrical equipment.
Precision equipment and special equipment.
Surface of stainless steel, High Ni-alloy and non-ferrous metal.
Surface of steel structure and casing where refractory will be applied at field.
Surface to be painted, such as outer surface of equipment, shall apply General Specification for Painting :
S-000-13A0-001.

1.1 Document to be Submitted by Vendor

1.1.1 The vendor shall fully consider the conditions of transportation from the shipping port to the job site
and the storage at the site for establishing rust preventive procedure.

All equipment and materials shall be provided with such rust preventive measures so that no rust may
develop on their inside or outside surfaces or internals. Rust preventive materials used shall be
effective at least for 2 months of overseas transportation and 6 months for subsequent outdoor/ indoor
storage at the construction site in Sohar Sultanate of Oman.

1.1.2 Regarding precision equipment and special equipment, the vendor shall prepare and submit their rust
preventive treatment procedures to the purchaser for review.

1.1.3 Regarding machinery, instruments and electrical equipment, the vendor shall submit their standard of
rust preventive treatment procedures prepared for exported equipment, to the purchaser.

1.1.4 Vendor's conformance with this procedure or recommendation of their own rust prevention
procedures, does not release the vendor obligation to prepare and submit the procedure to the
purchaser for review.

1.1.5 The vendor shall indicate rust prevention procedure during construction phase after installation, in his
instruction. Rust preventive measures shall be guaranteed under unpacking condition without any
countermeasure.

2 RUST PREVENTIVE PROCEDURES

2.1 Surface Preparation

In case of surfaces not to be painted, surface preparation shall be performed as indicated below.

(1) Rust Removal

Rust, scale, spatter and all other foreign substances shall be removed by mechanical (power
tool cleaning, hand tool cleaning, etc.) or chemical (acid wash or alkali wash) methods, except
for machined surfaces requiring special protection (e.g.: flange gasket face).
When the chemical method is used, post treatment such as neutralizing, hot water washing and
drying shall be carefully conducted.

(2) Washing and Drying

(a) All surfaces that are to be cleaned by using petroleum based organic solvent, shall be
cleaned off oil, grease, marking ink and all other foreign substances by immersion in
the solvent or solvent application (atomizing, brushing or spraying) and shall be dried
using compressed air, hot air or infrared ray (lamps).
If absolutely necessary, the surfaces may be wiped by using clean cloth.
In any case, the work shall not be done with bare hands.

(b) In cases where there are interior surfaces which cannot be dried sufficiently, corrosion
inhibitor shall be dissolved in the hydrostatic test water and/or test operation water.

2.2 Rust Prevention Method

Vendor can select either of the following rust prevention methodologies.

2.2.1 Rust Preventive Treatment (See Table 1)

(1) After confirmation on completion of surface preparation (rust removal, washing and. drying),
rust preventive treatment shall start.

(2) In cases where drying cannot be sufficient due to its complexity of construction, the
requirements indicated in Item 2.1 (2) (b) shall be followed.

(3) When equipment is shop tested with oil, the rust preventives dosage to the oil will be
permissible only in accordance with Vendor's standard.

(4) If any welds arise after completion of rust preventive treatment, such portions shall be
thoroughly cleaned and coated with rust preventive of the same type as that previously used.

(5) Parts and components, if protected with rust preventive before assembly, shall be covered so as
not to be exposed to dust and moisture during storage.

(6) Sliding parts, bearings and other important parts and components whose machined surfaces
require special treatment, shall be sufficiently protected.

2.2.2 Nitrogen Purge

(1) After confirmation on completion of surface preparation (rust removal, washing and. drying),
nitrogen shall be filled into equipment.

(2) Vendor shall provide the following accessories with equipment.

• Pressure gauges for pressure monitoring at suitable nozzle


• Top-up nitrogen bottles (suitable volume)

These information shall be provided to Purchaser for review.

2.2.3 Desiccant

(1) Quantity and location of desiccant such as silica gel bags shall be proposed for Purchaser
review.

2.3 Work after Rust Preventive Treatment

(1) Flanged openings shall be protected with bolted-on metal covers or equivalent using at least
four bolts. (Wiring on covers is not acceptable.) An adequate gasket shall be used between
the flange and the cover. The gaskets do not need to be the same quality of operation case.
Material contains asbestos shall not be used. After openings have been covered, the joint shall
be wrapped with waterproof tape.

(2) When the entire equipment is packed after rust prevention, the package shall be hermetically
sealed, so that inhibitor vapor/nitrogen may not leak from the package, and moisture ingress
can be avoided.

(3) Exposed machined surfaces such as shaft ends and couplings shall be wrapped in rust
preventive paper or polyethylene sheets and sealed with tapes after rust preventive treatment.

(4) Shaft bearing portions in casings and blinded openings which must be air-tight, shall be sealed
with tape.

(5) Each equipment shall be packed considering the limits of transportation defined in
Shipping/Packing Instruction.

3 INSPECTION

3.1 Surface Preparation Inspection

Visual inspection shall be conducted.

3.2 Rust Preventive Treatment Inspection

Visual inspection shall be conducted based on Table 1. Inspection certificates shall be provided for
pressure vessels and heat exchangers.

Note 1: The volatile corrosion inhibitor or desiccant shall be packed in pouch made of permeable material and
shall not be uncoveredly put or scattered in side the vessels.

Vendor shall submit drawings which shows the places and number of desiccant or volatile corrosion
inhibitor in vessels etc. Also, the number of desiccant pouches marked or tagged to each vessel.
