GROUND HANDLING OPERATIONS RELATED TO


AIRCRAFT OPERATION

1. Control of this Document


DC.1 Introduction

DC.1.1 The following Regulation is hereby established for compliance by


all persons concerned. This regulation shall be known as KCASR 14,
Volume III , Ground Handling Operations (GHO). And any reference to this
title shall mean referring to these regulations governing the requirements
to be met for the ground operations of aircraft.

DC.1.2 DGCA intention is to assure safe and efficient operations and on-
time performance are enhanced by modern ground service. The scope of
the part is primarily for safety, yet the economic aspects also important, as
the case for security aspects, concerning that outsourcing of ground
handling activities may have an adverse impact on safety.

DC.2 Authority for this Requirement

DC.2.1 This KCASR 14, Volume III, Ground Handling Operations of


Aircraft is issued on the authority of the President of the Kuwait Directorate
General of Civil Aviation.

DC.3 Applicability

DC.3.1 This volume has been established by Kuwait DGCA to address all activities
related to Ground Handling operations (GHO), both in and out of the state
of Kuwait territory including certification and acceptance of such activity
for GHO services provided to AOC holders granted by Kuwait DGCA.

DC.3.2 This volume applies to all operators and Ground Handling Agents
involved in Ground Handling Operations, either in or out of the
territory of the state of Kuwait,

DC.3.3 It shall be noted that beyond the state of Kuwait territory, Operators
shall confirm that the requirements of this KCASR have been
addressed and are accepted to Kuwait DGCA.
In addition, the Operator shall inform Kuwait DGCA of any other
State’s regulations and standards when Operating in their territory
or airports.

DC4. Scope

DC.4.1 KCASR 14, Volume III -Ground Handling Operations (GHO)- contains the
basic regulations to be complied with for civil aviation in the state of
Kuwait, The regulations are separated into the following civil aviation

2. General

1.1 The purpose of this volume is to provide the requirements, standards


and guidance on all Aviation Ground Handling Services associated
with aircraft operations other than Aircraft Maintenance activity.

1.2 Ground Handling (GH) Activities/services shall be conducted by:

a) An Operator holder of an Air Operators Certificate (AOC)


issued by Kuwait DGCA under its Ground Handling
Services (GHS) Certification.
b) Kuwait DGCA certified Ground Handling Agent (GHA)
conducting Ground Handling services in the state of
Kuwait.
c) Ground Handling Agent (GHA) issued with letter of
acceptance from Kuwait DGCA, to conduct Ground
Handling services out of the state of Kuwait to operators
holding an Air Operators Certificate (AOC) issued by Kuwait
DGCA.

1.3 An operator, who is the holder of an Air Operators Certificate (AOC)


issued by Kuwait DGCA, shall ensure that the Ground Handling (GH)
activity are permanently maintained and meets the required
standard of this part volume and any other parts of the KCASR.

1.4 An Operators Ground Handling Activities can be either:

a) All the Ground Handling services (GHS) related to ground handling


operations are conducted by the AOC holder, or
b) All or part of the Ground Handling (GH) function contracted to a
Ground Handling Agent (GHA).

Note: The following have the meaning stated below when used throughout this volume:
Operators: AOC holders, issued by Kuwait DGCA
Ground Handling Agent (GHA): Organizations that provide Ground Handling
Operation activities.
Ground Handling Services (GHS): Ground Handling Operation activities under an
AOC holder

3. Technical and Operational Standards for Ground


Handling Operations (GHO)
3.1 Ground handling operations must be carried out in compliance with:

3.2 In addition to the requirements prescribed in paragraph (3.1) of this


section and the rest of this regulation Ground Handling Operations
(GHO) must be carried out incompliance with:

3.2.1 In accordance with the procedures, standards and training


guidelines contained in the International Air Transport
Association (IATA):

a) Ground Operations Manual (IGOM);


b) Airport Handling Manual (AHM), including the technical safety
requirements and standards for motorized and non-motorized
ground support equipment;
c) Safety Audit for Ground Operations (ISAGO) Standards Manual;
d) Cargo Handling Manual (CHM), including live animal and
perishable goods regulations; and
e) Dangerous Goods Regulations (DGR)

3.2.2 In conformity with National Regulation concerning fuel and


with the specifications, procedures and recommended practices
contained in the Joint Inspection Group (JIG) standards for into-
plane fueling services, airport depots and hydrants.

recommended practices contained in the Guide to Hygiene and
Sanitation in Aviation of the World Health Organization (WHO)

and the World Food Safety Guidelines for Airline Catering of the
International Flight Services Association (IFSA).

3.2.3
3.2.4 In conformity with the requirements of the applicable parts and
annexes of the Aerodrome Manual (ADM) and relevant SLAs.

3.2.5 In conformity with their customer's specific operating
procedures and requirements (relevant SLAs), where applicable,
and

3.2.6 In conformity with the certificate holder's manuals, policies, and
procedures as accepted by the PresidentKuwait DGCA.

3.3 In cases where the procedures, standards and recommended practices


contained in the documents referenced in paragraph (3.1) of this section
contradict any requirements prescribed in this part or relevant Kuwait
DGCA regulatory and guidance material, this part volume or Kuwait
DGCA regulatory and guidance material must shall prevail.

4. Ground Handling Policy

4.1 The Operator:

4.1.1 An operator, when issued with an AOC from Kuwait DGCA, is


permitted to undertake all ground handling services (GHS) as defined
in KCASR 6 and in this volume provided the relevant procedures has
been certified by Kuwait DGCA. If Kuwait DGCA determines that the
ground services provided by the air operator do not provide an
acceptable level of safety, Kuwait DGCA may prohibit the air operator
from providing its own ground services.

Note: The operator’s ground handling services (GHS) certification by Kuwait


DGCA is conducted during the initial, renewal or variation of the AOC
processes.

4.1.2 An operator is permitted to utilize a Ground Handling Agent (GHA)


accepted/certified by Kuwait DGCA to provide ground operations
services. However, the operator shall maintain responsibility for
ground handling operations activities as per KCASR relevant parts.

4.1.3 An operator shall only enter into a contract with a (GHA)


accepted/certified by Kuwait DGCA prior to commencing ground-
handling services. The contract shall be kept in the operator custody
and a copy to be provided to Kuwait DGCA.

4.1.4 An operator shall ensure that the contracted (GHA) has a full
understanding and implementation of relevant Safety Management
SMS requirements as stipulated in KCASR 19 and relevant KCASRs;

4.1.5 An operator contracting its ground handling operations to a (GHA)


shall be responsible for the following:

a) Maintaining of proper standards by personnel of the contractor by


supervisory means that include training, checking and monitoring
programs acceptable to Kuwait DGCA;

b) Shall ensure all licensed and authorized personnel from the (GHA)
are trained and qualified to perform the required activities;

c) A flight dispatcher must hold a valid and current Kuwait DGCA


license, while other personnel who require an authorization to be
in possession of a valid certificate issued by the operator;

d) Shall ensure that all personnel mentioned in paragraph “b” above,


shall continue to receive recurrent training as stipulated by Kuwait
DGCA documentation, operator’s Operations Manual, Training
Manuals, Quality Manual. And shall ensure that copies of the
individual training record on all (GHA) personnel are properly kept;

e) Shall ensure that the contractors involved possess at the particular


location, a copy of the relevant section of Kuwait DGCA KCASR
(kcasr.dgca.gov.kw) as well as the operator’s relevant part of the
Operations manual and shall ensure that the contractor is kept up
to date with relevant KCASR regulation;

f) Shall ensure that pre and post flight records and documentation
are retained for a minimum of 5 years.

g) Shall ensure that audits on (GHS) and/or (GHA) ground operations


are conducted by quality operations, at least once in every 12
Months and spot checks at regular intervals as required;

g)h) Kuwait DGCA may delegate a 3rd party entity to carry out Quality
audit on behalf of Kuwait DGCA, the expenses of which shall be
endured by the Operator.

h)i) In addition, an operators (GHS) is also subject to audits by Kuwait


DGCA, when required, based on Kuwait DGCA regulatory
requirements and operator’s Operations and Quality Manuals.

4.2 Ground Handling Agent (GHA):

4.2.1 A (GHA) providing services in the territory of the state of Kuwait


shall hold a valid Ground Handling Certificate issued by Kuwait
DGCA;

4.2.2 A (GHA) providing services out of the territory of the state of


Kuwait and to Kuwaiti operator shall hold a valid Ground
Handling acceptance letter form Kuwait DGCA;

4.2.3 A (GHA) providing services to a Kuwaiti operator shall be audited


by the operator, every time when initial, renewal or variation of
Kuwait DGCA ground handling operations authorization is
conducted;

4.2.4 In addition, a (GHA) is also subject to audits by Kuwait DGCA,


when required, based on Kuwait DGCA regulatory requirements
and operator’s Operations and Quality Manuals. The ground
operations activities contracted shall be part of the Operator’s
Quality audit program and listed in the operators’ Quality
manual. In this instance, the operator’s Quality manual
approved by Kuwait DGCA constitutes a formal acceptance/
certification of the (GHA) certification;

4.2.44.2.5 Kuwait DGCA may delegate a 3rd party entity to carry out
Quality audit on behalf of Kuwait DGCA, the expenses of which
shall be endured by the Certified Ground Handling Agent.

4.2.54.2.6 Shall ensure that pre and post flight records and
documentation are retained for a minimum of 5 years.

5. Ground Handling Activities


Operators (GHS) and Ground Handling Agents (GHA) are authorized to
perform Ground Handling Operations, provided they applied and are
accepted/certified by Kuwait DGCA to perform the following functions but
not limited to:

a) All ground services provided to the aircraft on ground that are needed
to secure a safe flight excluding maintenance activities.

b) Preparation and submission of Air Traffic Service (ATS) Flight Plan,


c) Preparation of Operational Flight Plan,
d) Compilation and supply of weather report and NOTAM,
e) Preparation of Mass and Balance documentation including,
computation if specifically authorized,
f) Loading of passenger and cargo,
g) Aircraft fueling,
h) Flight dispatch and flight watch including ETOPS and AWO,
i) Aircraft parking and marshalling,
j) Obtaining over flight clearances and landing permissions,
k) De-icing and Anti-icing of aircraft,
l) Catering activities.
m) Ground equipment (GPU, ACU, ASU... etc.)
n) Storage of documents and records,
o) Other authorizations, when specified,

6. Ground Handling Level of Service Standards


6.1 Equipment
The service provider shall insure:
a) State of the art equipment are to be used.
b) Equipment are kept Clean and fully maintained.
c) Adequate resources are allocated to complete the services as per
relevant standards within this regulation and the SLAs.

6.2 Data sharing

The Service provider shall provide means of electronic data sharing with
Kuwait DGCA to insure complete access to statistics data including but
not limited to:

(a) Number and type of Aircraft serviced;


(b) Types of Services provided;
(c) Audit reports from other entities and operators.

6.3 Service agreement SLA:

Provisions of the level of service should be included in service


agreements, between specialized ground handling agent with operator
and with Kuwait International Airport.

Note: Guidance on standard service agreements between GHA and air operator
published by IATA, and between GHA and aerodrome published by ACI.

6.7. Ground Handling Operations Manual (GHOM)


6.17.1 An operator (GHS) or a (GHA) shall possess a Ground Handling operation
Manual (GHOM);
The ground operations activities CAN NOT be part of the operator’s Operation
manual and shall be issued as a separate manual known as Ground Handling
Operations Manual (GHOM);

6.27.2 The operator (GHS) or Ground Handling Agent (GHA) shall also ensure that the
Ground Operations manual contains the contents and follows the format as
shown in Appendix 3 to this volume;

6.37.3 Ground Handling Operation Manual (GHOM) shall be submitted to Kuwait


DGCA for approval and any changes to the (GHOM) shall be resubmitted to
Kuwait DGCA for re-approval.

6.47.4 The (GHOM) shall contain all instructions, procedures and information
necessary for operations personnel to perform their duties related to ground
operations;

6.57.5 The (GHOM) contents shall be presented in a form in which they can be used
without difficulty and shall address SMS and Human Factors principles.

6.67.6 To ensure that (GHS) and (GHA) personnel are aware and familiar with the
Ground Handling Operations procedures, a copy of the relevant Ground
Handling Operations Manual (GHOM) section shall be made available to the
relevant personnel and kept up to date.

7.8. Ground Handling Documentation

Operators (GHS) and Ground Handling Agents (GHA) shall have means to document
and control / data retention requirements on ground as per their relevant Kuwait
DGCA certification (a minimum of 5 years during operation and at least 18
months after cease of operations).

8.9. Training Requirements


a) All training as specified in relevant KCASR and operator’s Operations
manual shall be conducted,
b) Airside Driving Training shall be conducted for all staff required to drive on
the airside, and issued with an (Airside Driving License)
c) Airside Safety Training shall be conducted,
d) Specific equipment training as necessary,
e) Hand signals training for vehicles marshaling,
f) Relevant Human Factors training,
g) Familiarization on data processing if electronic mean is used in the
system,
h) SMS training shall be conducted,
i) Familiarity with any related CASPs and Bulletins,
j) Recurrent training.

j)l) Dangerous goods awareness

9.10. Medical
Any personal operating equipment shall be medically fit, the following
are minimum requirements:

a) Vision,
b) Blood sugar,
c) Blood Pressure,
d) Medical back ground check,
e) Declaration of any permanent or temporary medical conditions,
f) Clear from any drug or alcohol addiction.

10.11. Application
10.111.1 An Operator (GHS) intending to perform ground operations are
required to file an application with Kuwait DGCA.

10.211.2 An Operator intending to contract (GHA) ground operations out of


the territory of the state of Kuwait is required to file an application with
Kuwait DGCA.

10.311.3 A Ground Handling Agent (GHA) intending to perform ground


operations in the state of Kuwait territory are required to file an
application with Kuwait DGCA.

10.411.4 Application Process:

a) Letter of the request as per sample in Appendix 1,


b) Ground Handling application form refer to online forms & applications

c) Ground Operations manual as per Appendix 3,
d) Ground Handling management structure and accountability,
e) The application must be made at least 30 days, or otherwise agreed,
before the date of intended operations or before the end of the existing
period of validity,
f) A GHO Certification issed by other entities and acceptable to Kuwait
DGCA e.g. IATA ISAGO if available.
g) Charges and fees (ref. to KCASR 27).

10.511.5 Upon acceptance/certification by Kuwait DGCA the Operator


(GHS) or Ground Handling Agent (GHA) organization will then be issued
with a letter of acceptance/certification (sample in appendix 4).

11.12. Specific Requirements - Related to (GH)


Activates
The following are the specific requirements to be met by an operators (GHS) and
Ground Handling (GHA) Operations;

11.112.1 Mass and Balance:

a) All Mass and Balance procedures adopted shall be in accordance with


the requirements stated in the operator’s current and approved
Operations manual. The requirements must also conform to the
regulations contained in KCASR relevant part,

b) The contractor involved shall possess at the particular location, a copy


of the relevant part/section of the KCASR and an operator’s approved
aircraft type Mass and Balance manual/procedures,

The preparation of the Mass and Balance shall be performed by a


Kuwait DGCA licensed dispatcher or personnel authorized for this
function trained on type,

c) The computation of the Mass and Balance shall be in accordance with


the operators’ approved Mass and Balance manual for that particular
type,

d) Electronic means may replace manual Mass and Balance computation


provided Kuwait DGCA approve the system; The license dispatcher or
the authorized personnel involved must be trained on the software
application used,

e) Final acceptance of Mass and Balance document is the responsibility of


the aircraft commander, the commander signature in the relevant
column of the document confirms the acceptance. An electronic
signature is accepted provided it has been consented by Kuwait DGCA.

11.212.2 Operational Flight Plan

a) The Operator (GHS) or (GHA) shall possess at the particular location,


a copy of the relevant part/section of the KCASR and operator’s
approved Operations Manual;

b) The Operator (GHS) or (GHA) shall adhere to the regulatory


requirements as stated in KCASR Flight preparation and operators’
operational flight Plan procedures;

c) The preparation of the Operational Flight Plan shall be performed by


a Kuwait DGCA licensed dispatcher or personnel authorized for this
function trained on type;

d) The computation of the Operational Flight Plan shall be in


accordance with the Operators’ approved procedures for that
particular type;

e) Electronic means may be used for this purpose provided Kuwait


DGCA approve the system; Those involved must be trained in the
software application used;

f) Final acceptance of Operational Flight Plan is the responsibility of


the aircraft commander. The commanders signature in the relevant
column of the document confirms the acceptance. An electronic
signature is accepted provided it has been consented by Kuwait
DGCA.

11.312.3 ATS Flight Plan

a) The preparation of the ATS (Air Traffic Services) Flight Plan shall be
performed by a Kuwait DGCA licensed Dispatcher or personnel
authorized for this function trained on type;

b) The information to be filled in the ATS Flight Plan shall be relevant


to the aircraft type.

11.412.4 Weather & NOTAM

a) The Operator (GHS) or (GHA) shall adhere to the regulatory


requirements as stated in KCASR - Additional information and forms to
be carried;

b) The compilation of the weather report and NOTAM shall be performed


by a licensed dispatcher or personnel authorized for this function
trained on type;

c) The source of the weather and NOTAM information must be from an


approved source as stated in the Operator’s Operations Manual.

11.512.5 Loading, Parking, Marshalling and Aircraft Fueling

a) The Operator (GHS) or (GHA) shall possess at the particular location, a


copy of the relevant section of the KCASR, copy of relevant parts of the
Ground Handling Operation Manual (GHOM) and Operator’s Operations
Manual requirements;

b) The Operator (GHS) or (GHA) shall adhere to the regulatory


requirements as stated in KCASR, Ground Handling Operation Manual
(GHOM) and Operator’s Operations Manual requirements;

c) The passenger and cargo loading, aircraft parking, marshalling and


fueling activities shall be performed by trained personnel. On type
training is required for loading.

11.612.6 Over Flight Clearances & Landing Permissions

Obtaining overflight clearances and landing permission for the state of


Kuwait operators do not require Kuwait DGCA authorization. The
clearances and permission, however, form part of pre and post flight
documentation and should be retained by the operator for at least 6
months.

11.712.7 Flight Dispatch and Flight Watch including ETOPS and All
Weather Operations (AWO)

a) The Operator (GHS) or (GHA) base including facilities, equipment, staff,


documentation, etc. shall be audited by Kuwait DGCA for initial
approval and as required by Kuwait DGCA;

b) The Operator (GHS) or (GHA) flight watch system if involves ETOPS must
be a pro-active;

c) The Operator (GHS) or (GHA) shall possess at the particular location, a


copy of the relevant part/section of the KCASR and Operator’s approved
Operations Manual;

d) The Operator (GHS) or (GHA) shall adhere to the regulatory


requirements as stated the KCASR (ETOPS, AWO) and Operator’s
Operations Manual requirements;

e) The Flight dispatch and flight watch shall be conducted by Kuwait


DGCA licensed Flight Dispatcher;

f) The Flight dispatchers shall be trained on the Operator’s ETOPS and


AWO operations.

11.812.8 All flight dispatchers and personnel authorized to perform this


function shall undergo an initial, recurrent and upgrade training and
checks as follows:

a) All training as specified in KCASR and operator’s Operations


manual for Flight Dispatchers;

b) Internal operators familiarization training (to assure that the


personnel knowledgeable on the company policy and procedures).
In addition, the training includes the applicable regulations
(KCASR Parts 6,14 and 19), operator’s Operations manual and
Kuwait DGCA guidance material like CASPs and Bulletins;

c) Familiarization on data processing if the electronic mean is used


in the system;

d) SMS training;

e) Human Factors;

f) Recurrent Training.
