1.0 PURPOSE
To ensure that optical fiber cable installation and splicing are performed safely,
efficiently and in accordance with good working practice as per Project Job
Specifications, Standards and Manufacturer’s recommendations. The procedure is
intended to provide general application guidance and establish controls for the
preparation and executing the installation & splicing work.
2.0 SCOPE
This method statement defines the requirement for fiber optic cables installation and
splicing of above ground inside/outside tunnel installation activities such as in cable
trays and cable trenches (direct buried), which are to be installed in AMAAD Business
Park - Hospitality Project, Dhahran Saudi Arabia.
3.0 DEFINITIONS
SAT : Site Accepting testing
IFC : Issued for Construction
HSE : Health Safety & Environment
QCIP : Quality Control Inspection Plan

4.0 RESPONSIBILITIES
4.1 Construction Manager:
Construction Manager is responsible for providing the resources necessary for the
production, assignation of receiving of materials, equipment and labour hand for the
elaboration, transportation, pre-assembly, finishing of steel structure, likewise is
responsible for the correct application of present procedure.
4.2 Site Engineer:
He shall be responsible for ensuring the Installation process according to project
specification & IFC drawing. Distribution of responsibilities to his Construction team.
The constant coordination with the safety engineer to make sure that works are
carried out in safe environment monitoring the work progress according to work plan
and send report to his superiors.
4.3 QA/QC Inspector
He shall be responsible for verifying the correct implementation of the guidelines. As
well to verify or testify the necessary tests and inspections and make sure that
approval method and material are being used and conformance of the specification.
4.4 Safety Supervisor:
Safety supervisor will monitor the work with all the safety requirements in place
and make sure that the work area is ready for safe work and monitor properly from
time to time. Implementation of safety procedure, requirements and verify that
equipment and tools are properly inspected and meet the minimum requirements.
5.0 INSTRUCTIONS

be used to carry out the installation works

Notes:
All tools and equipment shall be inspected and approved and calibrated.

5.2 Procedure:-
 Approved and valid permit shall be provided before the start of fiber optic cable
activities. This shall be appropriate for the execution of fiber optic cable works.
 Workplace shall be evaluated first for any hazards like toxic gas, falling debris, etc.
for workforce safety.
 Make sure that cable splicer who will perform fiber optic cable termination &
splicing are issued with Job Clearance Card.
 Check material for damage before transporting to the work area. All materials of
doubtful condition or quality shall be immediately segregated from the job site.
 Confirm all drawings / documents are latest revision.
 Ensure safety barricade are erected at designated work areas.
 Safeguards, warning signs and proper PPE shall be employed at all times.
 For cable routing / pulling of fiber optic cables, prior to cable pulling activities, a
field survey shall be made of all proposed fiber optical cable installation routes to
determine that working place has been cleared by other working groups i.e. Civil,
Structure.
 Ensure all routes i.e. cable trays, conduits, ducts are already completed and
inspected prior to pulling operation.
 Use two-way radios for pulling operation. Proper coordination shall be observed
among workforce to ensure pulling is done in harmonious way.
 Temporary marking (cable from/ cable number/cable to) shall be put in both ends
of the cables to be pulled prior to termination. Marking shall be clearly and visibly
written at cable ends. Permanent Cable Identification shall be provided.
 When needed apply lubricant that is compatible with cable, conduit and cable tray,
do not use petroleum base lubricant.
 Fiber optic cables shall not be twisted, damaged or scratched when pulling/laying
cables in to cable tray or conduits. Physical protection to cables shall be considered.
 Bending radius shall not be made such that it could damage the cable.
 Appropriate cable tie shall be used to secure from the tray. Cable tie at cable tray
shall be installed at every other rung of the tray.
 Grounding and bonding shall be as per project specification.
 Make some special arrangements for ventilation and lightning inside tunnel during
work.
5.3 Splicing/Termination of Optical Fiber Cables:

 Prior to cable splicing, cable routing, dressing in the tray/conduit shall be inspected
first by Quality Control Inspector.
 Fiber optic cable shall be cleaned by an approved fiber optic cleaner.
 Wipe the cable by means of cloth (preferably cotton) or equivalent to ensure that
dirt or cable lubricant is already removed or wiped out.

 Approved permanent cable number shall be put as per the standard.


 Secure the fiber optic cable from the terminal side i.e. junction boxes, panels.
 Black shrinkable sleeve shall be installed between the outer sheath and dressed
part of the fiber optic cable at the junction boxes, panels etc. Apply heat by means
of a heating gun to shrink the sleeve. Ensure that heating is not directly focus to
any electronic or electrical part of the junction box, panels.
 Cables must be properly protected by the cable entry.
 Before beginning the splicing operation, the cable must be secured in an optical
fiber splice organizer. All metallic members of the cable are bonded and grounded.
 Handle buffer tubes and fibers carefully while bending and placing the organizer to
prevent fiber damage.
 Follow manufacturer’s instruction for the splicing equipment to be used when
splice the fiber.
 The fiber coating stripper used shall be approved for the specific fiber being
stripped.
 Dispose of bare fiber is being properly handled by using the sticky side of piece of
tape to pick up and discard any loose ends in a container.
 A permanent junction between optical fibers will be thermally fused.
 During splicing operations, handle fibers carefully to avoid introducing flaws,
breaking or scratching the fiber surface or in any way damaging the fibers (sharp
bends, crushing force, etc.)

 Continuity and Polarity Test
 OTDR Test
 Power Meter Test (Light Power Loss)

7.0 Safety Measures:


Safety arrangement shall be carried out according to Contractor and Owner safety
requirements.
 Make sure that all workers must use proper P.P.E
 JSA must be discussed with all involved personnel prior to job execution. Toolbox
meeting should be held on site prior to starting daily work to discuss relevant
issues, technical procedures and assignment during job execution.
 Barricade the working area.
 All safety precautionary signboards must be visibly posted.
 Ensure that only authorized personnel are within the working area.
 Assign a safety officer for the safe working Environment.
8.0 REFERENCES
All stages of work shall be inspected and documented in accordance with Project
Specification (Volume 2 part 5 & Volume 2 part 7), Project Drawings, Approved Project
Quality Control Inspection Plan
