Independent Power Plant

for

Gulf Ferro Alloys Co (SABAYEK)

Introduction:

The purpose of this power plant project is to provide SABAYEK plant, in Jubail Industrial City
with its requirement of electric power at low price (Tariff) on a long term basis.

Plant History:

Gulf Ferro Alloys Company has been designed and build by SMS DEMAG Germany and
production started in year 1996.

The furnaces has been designed to smelt Ores, quartz, reductant flux to:

 Ferro manganese
 Silico manganese
 Ferro silicon
 Silicon metal

Existing Facility at SABAYEK:

 Gulf Ferro Alloys Company is having an indoor Gas insulated 230 kv substation (GIS
type ELK1 make ABB) Connected to SEC (JUBAIL SOUTH WEST).

 It has an incoming 230kv isolator with circuit breaker feeder to two (2) 80/120 MVA,
230/34.5 KV step-down transformers for supply to main 34.5 kv switchboard.

 It has four (4) submerged electric arc furnaces of 27 MVA capacities each.

 It has four (4) power factor correction bank and total capacity 62.4 MVAR.

 Total power demand is 120 MVA.

 The available design capacity is 108 MW.

 The actual plant load based on four furnaces operation (silico manganese & Ferro
manganese) operation 75 MW.

 In short currently SABAYEK is getting its power requirement from Saudi electric
company (SEC) at 230kv, by means of two feeders terminating in the substation &
step-down 34.5 kv, which is taken to main power distribution panel. (PDP).

Existing electrical supply:

The plant has been design for the following voltages.

 Power supply from SEC to SABAYEK 230KV – 3 Phase 60 Hz.


 Main distribution voltage furnaces 34.5kv – 3 Phase 60 Hz.
 Medium voltage (MV) distribution 4.16kv- 3 Phase 60 Hz.
 Low voltage (LV) distribution 460v – 3 Phase 60 Hz.
 Lighting and power outlet 380/220v- phase and neutral
 Control voltage 110 v-60 Hz.
 Tripping voltage 48 vdc.
 Instrument voltage 110 VAC or 24 VDC.
 Instrument single 4.20 Ma.
 Power factor minimum lagging 0.85
 Short circuit capacity Maximum 63 KA at 230 KV bus.

Scope of supply:

The contractor shall supply to SABAYEK plant with electric power in accordance to the
following parameter.

 Power demand is 84.2 MW with an infrastructure for upgrading to total 125 MW in


future.

 Incoming power to 34.5 kv or 230kv three phase to synchronize to the grid.

 Frequency to be 60 Hz.

 Required first stage 2 gas turbine each capacity 42.1 MW. With generators, circuit
breaker with protection, step-up transformers and utilities.

Scope of Work:

 On Build Own, Operate and Transfer (BOOT) basis. Plant location will be within
SABAYEK premises.

 On Build Own, Operate (BOO) basis.

Term and conditions:

The contractor shall executes the project in accordance to the following term and condition.

1- Contractor shall purchase, deliver, install, commissioning and operate the IPP in
accordance to the applicable international standards.

2- Contractor shall arrange the financing required for the project.

3- Incoming feeders shell be terminated at existing switch gear in the main PDP or
230kv with all the required circuit breakers (SF6 & GIS) bus bar and protection
interlocking system etc.

4- Contractor shall provide and maintain a power metering station inside SABAYEK

5- Contractor shall builds the complete automation system for IPP (DCS OR PLC).

6- Contractor shall obtain all required permits and licenses and following the applicable
regulation, standards and guide lines that are imposed by the royal commission and
or any government authority.

7- Contractor shall arrange for all utilities required for the IPP project.

8- Contractor shall arrange an agreement with SEC for exchange of electric power.

9- SABAYEK will arrange for the natural gas supply from ARAMCO, if the proposed
power plant will be located within SABAYEK premises.

10- Contract shall provide and maintain a gas metering station inside SABAYEK
premises.

11- Contractor shall dismantle and re-locate, industrial west water pond, diesel storage
tanks, and LPG tanks within the SABAYEK premises.
