Dallas Independent School District Core Beliefs:

Academic Improvement and Accountability


 The Social Studies Department received Senate Proclamation No. 193, in observation of the
inaugural American Indian Heritage Day, celebrated on Sept. 27, 2013. This proclamation was
signed by Senator Royce West.

 On Oct. 19, 2013, several Dallas ISD elementary schools participated in the Marathon Kids Kick
Off event at Loos Stadium, the official start to the Marathon Kids 26.2 Mile Challenge.

 The Texas Music Educators Association (TMEA) Region 20 All-State Choir second round
auditions were held on Oct. 19 at Woodrow Wilson High School. The district had 85 students
representing Adams, Carter, Conrad, Kimball, Rangel YWLS, Skyline Magnet Center, South Oak
Cliff, Sunset, Townview Magnet Center, Booker T. Washington HSPVA, White, Wilmer-Hutchins,
and Wilson high schools advance to the second round audition.

 Nineteen Dallas ISD high school bands participated in the UIL Region 20 marching contest on
Oct. 1, 2013. Six of the bands received a Superior – First Division Rating: 5A Bands – Skyline
HS, Sunset HS, and W.T. White HS and 4A Bands – Bryan Adams HS, Molina HS, and Thomas
Jefferson. The 4A bands will be competing in the Area contest on Oct. 26 in Mesquite.

 Emily Sanchez, a senior at Adamson HS and her theatre teacher, Catherin Hopkins, have been
selected to accompany representatives from the Dallas Theatre Center to the National Arts and
Humanities Youth Program Awards ceremony in Washington, D.C. Nov. 21 and 22. The Dallas
Theatre Center is being recognized for its educational program, Project Discovery. The awards
will be administered by First Lady Michelle Obama.

School Leadership
 A gift of $250,000 designated for the School Net Learning Management System was received this
week from the Dallas Education Foundation.

 Capital One Bank, together with Heart of America, cut the ribbon on the newly renovated library
(valued at $80,000) at James Madison High School on Oct. 24.

 T-Mobile selected Edwin J. Kiest Elementary School to be the recipient of their Oct. 24 Day of
Service. Trustee Micciche and City Councilman Kadane attended the kick off.

 “My Life My Power” and the Dallas Mavericks have partnered to support a program for secondary
at-risk students at 10 DISD schools.

 Four seniors at Irma L. Rangel Young Women’s Leadership School were named as finalists in the
Questbridge College Matching Program. This program assists outstanding low-income high
school seniors gain admission and full four-year scholarships to some of the nation’s most
selective colleges.

 Edna Rowe Elementary was recently adopted by the neighborhood Wal-Mart and received $1000
to assist with the purchase of teacher supplies and resources.

Human Capital Management


 HCM’s Talent team is hosting an invitation-only Fall Teacher Job Fair Oc. 26 from 8 am to noon at
the Loos Stadium. In addition, they collected more than 500 handwritten thank you notes welcoming
new teachers to DISD in connection with The Teacher Thank You Project that happened on Oct.
19 at the Lamar Street Festival.

 HCM’s Alternative Certification department sent representatives to the Consortium of State


Organizations for the Texas Teacher Education Annual Conference Oct. 20-22 in San Antonio, TX.

 HCM’s Compensation department is focused on the CRF Analysis for 3rd Quarter, HVAC
Department review and Salary Quotes.

Technology
 Ongoing and completed projects in the Information and Technology Services Division include:
o Secondary team successfully setup STARR/TAKS Testing Schedules for all secondary
campuses requesting modification.

o Elementary and Secondary team assisted campuses with their Certify data cleanup to
increase the Data Certification Scorecard overall rating to 80%.

o New telephone system SIP Servers were installed in Data Centers, the beginning of the
District’s move to the new phone system featuring Microsoft Lync and a $2M annual
savings.

o Completed the installation of new Storage Array Network switches. The new SAN switches
enhance performance and provide redundant support between Data Centers. The result is
faster student and business systems with higher availability.

o A two week user testing of the new major upgrade of Chancery (now called PowerSchool)
was completed on Friday Oct. 18.

Financial Services
 Budget Services held a CBRC meeting on Oct. 15. Updates were provided on the
recommendations that were adopted in the 2013-2014 budget; items included were Pre-K and
Extra-curricular (Student Activities, Athletics and Fine Arts).

 Budget Services has provided an updated District Action Plan Budget Summary by Chief (see
attached).

Operations
 There are no items to report this week.

Communications
 State and local officials joined parents and community for the dedication of Thelma Page
Richardson Elementary School on Oct. 23.

 Communications hosted a community meeting for the Teacher Excellence Initiative at the Latino
Cultural Center on Oct. 16.

 Communications worked with Evaluation, Accountability and Information Division on a new look for
the TEI achievement templates and made a presentation to feeder pattern executive directors
about those templates.

 Communications produced a one-page, bilingual profiles for some Imagine 2020 schools

 Translation Services broke a record this week by being able to provide language interpreters at 80
parent/community meetings. This number does not include the parent/school issues addressed via
the SI (Spanish Interpreter) hotline, which receives an average of 65 calls a week. Through the
hotline, interpreters are able to assist school staff in communicating academic and student health
issues to parents.

Trustee Requests
 Attached is the Trustee Request Tracker for the 2013-2014 school year. Please contact Deno
Harris if further clarification is needed.

 Trustees requested to be informed of public information requests from all media outlets. Attached
is a listing of public information requests submitted from Oct. 16 through Oct. 22, 2013. CDs
containing the responsive documents for release for the referenced timeframe are included in this
Friday’s Board Packet. Please contact Jack Elrod if further clarification is needed.

 Trustees requested the most recent listing of principals by campus. The requested information is
attached. Please contact Sylvia Reyna if further clarification is needed.

 Trustee Blackburn requested the national and state comparisons for the SAT and ACT during the
June 2013 Board Briefing. The SAT national and state comparisons have just now become
available and therefore, this information is now being provided. The requested information is
attached. Please contact Ann Smisko if further clarification is needed.

 Trustee Jones requested information regarding DISD students coming from Addison and areas
North of I-635. The requested information is attached. Please contact Jim Terry if further
clarification is needed.

 Trustee Nutall requested a list of all “Meet the Teacher Night” events in District 9. The requested

for principals and teacher vacancies.  Specifically, I am asking for a copy of your data source 
indicating the "more than 1,100 candidates" who applied for principal openings in Dallas ISD.

regarding the bus/transportation logistics for some campuses. I'm being told
that there concerns about unmarked vehicles that were not readily identifiable
as well as drivers themselves, that were utilized to transport students. I have

been informed that campus staff and parents were not comfortable in releasing
students to the unmarked an unidentifiable transportation staff. Supposedly
unmarked vans, town cars and even taxis were utilized, with none of the drivers
being able to provide proper identification.

I have received many calls about the teacher salary schedule.  It appears that the CYS numbers

In the most recent packet of info about district performance, we got some data indicating that 
teacher vacancies were 337 on 8/26, and are slightly lower now.  However, when I go to the 
district’s job postings, I count somewhere in the ballpark of 504 current openings.  One thing I 
noticed in that list of openings is that it includes positions that aren’t really classroom teachers.  
I saw a few Clerk positions, Parking Lot Attendant, etc.  I’m guessing the analysis factored that

out.  I also saw Instructional Coach positions, which aren’t really classroom teachers either.  So, 
within the web site’s “Teaching Openings for the 2013‐2014 School Year” section, are there 
200+ non‐teaching positions listed?  Are some of the listed positions actually for our permanent 
substitute pool, but just aren’t listed that way?   Or did the data set run before have a filter that 
missed some counts?

I’m trying to find data in my files, and can’t seem to find it.  The data point in particular:  how 
many teachers left the district in a given school year (this past  year, say:  July 1, 2012‐ June 30,

A teacher in DISD for 31 years and have been a substitute teacher since retiring in 2003. I don't 
often have the required 25 substitute days by April 1 each year due to other commitments, so I 
have had to go through the whole process of re‐applying to be a substitute and the substitute 
"training" several times. This year I had to complete an on‐line form (which states it will take 30‐
60 min. to complete) that anyone and everyone applying for a job in DISD must fill out. I turned

in that application on July 30 at 11:56 am. I received an email from that office stating I would be 
contacted when my application was accepted. I have not had any contact from the sub office 
since and have had to turn down 5 sub jobs, because at this time I am not employed by DISD. I 
am a bit baffled by this delay, especially when the district needs good subs. Do you know what 
the hold‐up is?
A parent called in to say her twins plus 15 or more other Gaston Middle School students no

Burleson ‐ IMike, I wanted to follow up on my phone call to you this morning. As I indicated, 
there appears to be significant racial tension brewing regarding matters at the Burleson 
elementary campus. I have received numerous calls from concerned parents, teachers and 
community members about the situation.I understand that there have been some allegations 
lodged by one demographic of the school’s community against the current principal.  I also 
understand Mr. Martinez, acting as one of the community’s representatives, desires to ensure 
that the interests of his community are properly addressed. As Mr. Martinez has articulated to 
me, he will continue to utilize his access to the administration to advocate for his community, 
and that is perfectly understandable. However, other community members believe that their 
concerns are not being properly addressed and that they are not being given the same level of 
access. In essence, they believe that the ability to have a fair and consistent process is not

possible.  Of particular concern is the revelation in previous emails by Mr. Martinez to the 
administration, that appear to indicate that he has issues with principals that work with African 
Americans, or “AA” as noted in the correspondence. They take this to mean that he would also 
have issues with African American principals in general. That’s not my call to make. However, as 
Trustee for Burleson elementary, I do want to make sure that every demographic of our 
communities, and the entire district, is granted equal and fair access to the administration and 
that the administration is responsive to all concerns of all communities. I want to be sure that 
you understand that this isn’t about the pet term patronage, but rather about a system that 
doesn’t appear to be fair and consistent. Considering that you have already reached out to 
Trustee Blackburn regarding this matter, I am requesting a meeting between Dr. Blackburn, you 
and myself to occur as quickly as possible.

a rate comparison between P3’s new rate and DISD’s new rate.  I have attached it to this email

I’ve made the assumption that the letter quoted a gross rate, exclusive of fees, and not a net 
rate factoring everything that is paid.  I’m wondering if you have a more detailed analysis that
