s we end 2019, I somehow have these mixed
emotions and asked myself “is this real”, me referring
to the title of a song – “The Trouble with Hello is
Goodbye”. No, this is not the time for goodbye but
instead it is time to look back and reminisce the good

times we had being PubCom Team working on a
commitment to IIEE. This is also a very good time to
look forward to what is coming at 2020 in our lives.
For us PubCom Team, this 3rd Issue is not our way of
saying goodbye because for us –
“Goodbyes are not forever.”
Gaining positive reviews about the EE Magazine
being around and in circulation again is something
that is heart-warming. During the 2019 Annual
National Convention at SMX, Mall of Asia, the
Congratulation(s) and Thank You(s) are overwhelming,
and it is indeed amazing to hear the young and new
IIEE members say – “Wow, so IIEE has a magazine
too! This is a first for us.” So, PubCom Team, this
time we really did it - we made the pieces fit, with
our 3rd Issue at hand. To the Publications Committee,
as your Committee Chairman and Editor-in-Chief, I
THANK YOU ALL for the teamwork, talent,
and time we spent for IIEE.
Next year, the 2020 Publications Committee will still
be around to fulfill its commitment to IIEE, although
it remains to be seen if we will still have the same
contributors to this magazine. New ideas come as
other ideas go, but what is of paramount importance
is that EE Magazine stays in circulation for our MARIA JOSENIA R. BAUTRO
organization, its members, and industry partners. You,
our Dear Readers will still take pleasure in reading THE ELECTRICAL ENGINEER MAGAZINE
articles that you are familiar with, but on a different 2019, EDITOR-IN-CHIEF

have never considered or thought of before. And
mind you, that’s the perks of reading – getting new
ideas, views, and feeding the mind with things that
continuously help the brain function so that us, young
once somehow reduce the memory-gap tendencies,
while the young ones feed their minds with what
would be stock-knowledge.
Feeling nostalgic as the year ends, let me quote
some lyrics from a song that probably, only a few of
you members are familiar with –
“The Hands of Time (Brian’s Song)”

We had a great team at Publications Committee,
although there are only six of us. During our last
committee meeting we promised to continuously
support IIEE as we end our tour of duty at PubCom
in the year that is Two-O-One-Nine. For the 2019

A paper published in BioScience has outlined six steps humanity needs to take to
reduce the impact of the emerging climate crisis. Dr Thomas Newsome, a co-author of
the paper, says scientists have a moral obligation to warn of any great threat.

A global team of scientists including Dr Thomas Newsome at the
University of Sydney and international colleagues has warned that
“untold human suffering” is unavoidable without deep and lasting
shifts in human activities that contribute to greenhouse gas emissions

In a paper published today in BioScience, the authors from the
University of Sydney, Oregon State University, University of Cape
Town and Tufts University, along with more than 11,000 scientist
signatories from 153 countries, declare a climate emergency, present
data showing trends as benchmarks against which to measure
progress and outline six areas of action to mitigate the worst effects
of a human-induced climate change.

ur organization’s membership in IIEE has increased through the
years and we might as well say that it has also blossomed when
women became members. Although the membership is still
dominated by male in terms of numbers, the EE Women have
grown not only in numbers but active participation in IIEE too. We have EE
Women who served and still serve as Chapter President/Officer, Regional
Governor, National President (Oh yes, we have – Ma’am Fe Barrientos+ and
Ma’am Sheila Cabaraban), IIEE Committee Chairman, IIEE Fellows, and Council
of Former National Presidents.
EE Women have gone a long way, from being Registered Master Electrician
and Registered Electrical Engineers, many of our colleagues have upgraded
their profession and are now Professional Electrical Engineers. What is good
about IIEE is that in a male-dominated environment and profession, women
are given equal opportunities as members and as officers. On this 3rd

Council of Regional Governors
ore than three years ago, Former SLR Governors
united and formed a group that would now be
known as SLR-CRG (Southern Luzon Region
– Council of Regional Governors). The first
three years of its existence was an informal setup based on
camaraderie and there were no specific objectives except
that the council would help look after SLR and its members.
Last 21 September 2019, the Former SLR Governors convened
to formally integrate the Council objectives, chairmanship,
functions, protocols, activities, etc.
The Objectives of the Council:
1. To serve as advisory board or council to the incumbent
regional governor and chapter officers.
2. To assist the incumbent regional governor in the
performance of his/her duties as needed.
3. To help in motivating members to be active in IIEE
through participation in activities especially regional
and national conferences/conventions.
4. To help in promoting SLR as the number one region in
IIEE.
5. To help in promoting camaraderie and oneness in the
region.
The Charging of the Council was formally done at Centro
Royal Hotel, Nasugbu, Batangas on 19 October 2019 during
the Founding Anniversary Celebration of IIEE Western
Batangas Chapter.
The Council also attended the 2020 ANC Fellowship Night
on 28 November 2019, and their last activity for the year is the
Investiture during the Founding Anniversary Celebration
of SLR at Woodside Farm and Water Park, Brgy. Casile,
Cabuyao, Laguna, 7 December 2019.
