PROGRAM NON-REVENUE WATER

(NRW) NASIONAL PENDEKATAN 1 – NEGERI KEDAH DAN PERLIS


APPROACH & METHODOLOGY
1. THE WORKS

1.1 CONTRACT AWARD AND DURATION


The Federal Government (FG) through Kementerian Tenaga Teknologi Hijau & Air (KeTTHA) is
desirous to appoint the CONSULTANT SERVICES in implementing the PROGRAM NON-REVENUE
WATER (NRW) NASIONAL PENDEKATAN 1 NEGERI KEDAH DAN NEGERI PERLIS.
The Contract Duration will be 39 months 14 days from the Start Date as advised in the Letter of Award.
The Contract Duration will consist of an initial period of 18 months (KEDAH) and 24 months for PERLIS
in the implementation of the physical works followed by 15 months and 14 days supervision under
Defects Liability Periods (DLP)

1.2 CEILING COST


The consultant ceiling cost is RM 1,550,000.00 (Ringgit Malaysia: One Million and Five Hundred and
Fifty Thousand only) in accordance with the Bill of Quantities as set out in the Summary of Tender to
this Contract.

1.3 OUTLINE SCOPE OF WORK


The Project Area will exclusively cover the State of Kedah and Perlis.
(Figure 1) For the Project Duration, as specified in Section 1.1 and within the Project Area, as specified
within this section, the CONSULTANT will be responsible for the performance of the following activities:

 Geographical Information System (GIS)


 System Input Volume (SIV) Meter Replacement
 Consumer Meter Replacement Programme
 Reservoir Enhancement & Replacement

2.1 GIS
General
Digitised network maps shall be produced as follows:
 incorporate pipelines shown on existing maps update according to information gathered as
described above
 Continuously update on basis of information gathered during execution of works, repairs
etc.
In the beginning of the project the mapping process will be focused predominantly on the water
networks spatial features and their descriptive data, and to complete network assets automation in
possible fastest time. All base map data will be automated in a manner that will allow using it as a
background for the network objects. The following routines will be applied to incorporate base map data
into the mapping system.
Base maps shall be procured for the whole of Kedah & Perlis State. These digital base maps in vector
format (DXF) will be converted and incorporated into the applied mapping system. If possible, spatial
data will be classified and allocated to separate layers / coverage to facilitate data manipulation.
Base maps will not be topologically linked with water network data, but will constitute the background
for the water distribution network. Background images can be geo-referenced and displayed as a layer
behind the data collected in the field. The background layers will be divided into unified tiles of the
dimension that will ensure the best performance of the system.
Manual “on screen” vectoring of base map objects will be carried out in necessary cases. Only
important base map objects that are essential to identify location of the water distribution objects (like
streets kerbstones etc.) will be vectored manually, assuming that base map layers will be replaced in
future by more, accurate digital base maps. Mapping will start with the mains inside and around the
future zones in order to deliver the drawings required for leak detection activities.

Mapping Software
The CONSULTANT will recommend a new and latest mapping software for Kedah and Perlis.
The accuracy of the information and the reliability of data will be the main factors. The map will
incorporate the following elements and landmarks, so as to enable easy reading of the map and field
location of network elements:

 streets, roads, paths and their respective names, if available


main buildings and facilities with their names
 topographic features/data of the supply area, including spot levels (for pressure analysis)
 Prominent natural landmarks (rock outcrops, water bodies, etc.)
 “Hands-on” training for WATER OPERATORS staff will be provided. Computer hardware,
software and completed mapping system will be handed over to WATER OPERATORS at
the end contract.
Network Information System
Incorporated into the Mapping Software will be a Network Information System (NIS). The NIS is a
database of information associated with the features that have been digitised and presented
topographically against the background base maps.

NIS Database
A numbering system for pipelines as well as all appurtenances will be introduced. During the course of
the project, the NIS will be permanently updated and therefore its accuracy improved. Sources of
information will be:
 Collection of available maps.
 Collection of other available information.
 Investigations (excavations of trial holes).
 Information gathered during leak detection activities.
 Information gathered during the construction period.

From the very beginning of the project, the database will be linked to the base maps. Effectively, a
‘mini-GIS’ will be established.

Data Collection by Site Inspection


Data collection is of utmost importance for the implementation of the mapping system. All known water
supply appurtenances (valves, air valves, tees, wash-out etc) in chambers, buried or without chambers
will be located with ferromagnetic devices. Inspection of all appurtenances (valves, hydrants, air valves,
pressure tappings etc.), will be carried out in order to provide first information for the revision of the
network drawings. Excavations will be carried out if necessary to ascertain the accuracy of the
information. This level of detailed data collection will only be carried out within the NRW Zones that are
implemented

Pipeline Location Surveys


Based on existing drawings, interview with WATER OPERATORS staff, information given from local
population and especially information on the previously located valves, a first draft of the distribution
network will be outlined.
Within the NRW Zones, previously setup by the WATER OPERATORS, detailed pipe location will be
required. An electromagnetic pipe locator will be used to locate metallic pipelines. In addition,
excavations might be required to clarify important connection details. Pipe locating systems for non-
metallic pipelines are available but may be used in a few selected cases only. As nearly all of these
systems work with vibrations applied on the pipelines, the negative impact on networks in poor
condition is unnecessary tensions on weak joints.
Access to the Mapping Software and Databases
All system applications and database, information processing operations and computer communication
will be centralised at the CONSULTANT’s and Operators office. A Web-based software system will be
developed that will allow remote users (authorised staff within WATER OPERATORS offices) to access
the mapping software and databases.
All mapping information will be stored centrally and users can remotely access the information by
logging in to the web site. An application menu will direct users to the required information page, i.e
maps. An access level will be set up to control system security. Remote users will only be able to view
data, they will not be able to edit or change the data in any manner whatsoever. Each user will also be
assigned to a certain access level, which will limits the links that are required or necessary for each
user requirement. User can view information on line at their workstation without saving it to the local
drive and will have the option to print viewed information locally.
All request and activities received by the web will be handle by a server with secured access and
control by system firewall. All related hardware that will be located at the CONSULTANT Office will be
handed over to WATER OPERATORS after the completion of the project.
2.2 CONSUMER METER REPLACEMENT PROGRAMME
Criteria For Consumer Meter Replacement
WATER OPERATORS has identified a list of consumer meters to be replaced. The CONSULTANT with
the assistance of WATER OPERATORS shall prioritise this list for meters replacement.
The selection criteria for meter replacement shall be as follows:
 Stuck Meters
 Meter Ageing (7 years and above)
 Resizing water meters
The CONSULTANT shall do a proper analysis on the criteria. The Analysis by CONSULTANT shall
cover:
 Analysis on the impact of commercial losses before and after the replacement
 Impact on the NRW Reduction by percentage
 Produced a report on m3/day/conn. on a average increment
 Registry of failure

Obligations of WATER OPERATORS


Water Operators (SADA/SAP) shall:
 Giving access to CONSULTANT in getting information from the Water Operator
Billing System.
 Giving access to CONSULTANT to all information, plans and data necessary to
permit CONSULTANT to carry out the consulting services.
 Provide full co-operation with the CONSULTANT
Priority in carrying out meters replacement programme will be given to meters which will contribute the
most savings or increment; however the Supervising Officer may request the CONSULTANT to carry
out the programme by using the Electromagnetic Flow Meter on the large user.
2.3 RESERVOR OR WATER TANK ENHANCEMENT & REPLACEMENT WORKS
Corroded steel plates and degrading of gasket material has caused a number of elevated water tanks
to be taken out of normal service. Additional storage is required to meet the increased in demand in the
project area. Refurbishment of the existing elevated water storage tanks including suction tanks,
mechanical and electrical equipments will improve the efficiency and reliability of distribution network
system and thus the level of service to the customers.
Replacement Procedure
 The CONSULTANT will check and verify the integrity of the existing supporting structure. Minor
rectification works like replacing nuts and bolts and painting will be carried out if so required by
the CONSULTANT. A provisional sum shall be allowed for the load testing of the tank
supporting structure. If load testing is required, WATER OPERATORS shall supply the water
required at no cost to the contractor.
Upon the completion of the verification and testing works of the tank supporting structure, the
consultant shall carry out design of the new booster pumping station and engage specialist to
install the new tanks and pumps. The CONSULTANT shall obtain the approval from WATER
OPERATORS on the tanks and pumps prior to installation works.
In addition;
 The capacity of the new reservoir & tanks shall be not more than the existing tank with the
same top water level (TWL).
 The new elevated water tank will be designed to suit the existing supporting structure
without minimal modification to the elevated platform.
 The capacity of the suction tanks shall be of equivalent capacity as the existing suction
tank subject to space available.
 The existing switchboards, motors and pumps shall be refurbished, tested and
commissioned. The CONSULTANT shall not be responsible for the efficiency of the motors
and pumps
 All existing pumps removed from the site shall be returned to WATER OPERATORS
Stores.

Overflowing Reservoir
 The CONSULTANT shall do a proper checking and evaluation on the failure of the reservoir
such as:
 Altitude Valve
 Float Valve
 Data Loggers
 Telemetry System
 Others fitting that related to the above valves
 Proposing a new and advance equipment in monitoring and controlling
reservoir level
 Web-base data controlling system
2.4 SYSTEM INPUT VOLUME (SIV) METER REPLACEMENT
The CONSULTANT will identify all the Production Meter in or outside the Water Treatment
Plant (WTP). CONSULTANT shall produce an initial report on the flow meter installed
previously. The report shall consist:
 Type of flow meter
 Size of the flow meter
 Method of Reading and verifications
 Flow Data abstracting
 Software
The production meters shall be replaced upon the final checking and verification by the
CONSULTANT and Water Operators. The CONSULTANT will advice and supervise the
contractors on the Standard of Practices and Installation. The CONSULTANT will ensure that
the Installation works MUST be according and specified to Bill of Quantities. Notice will be
given to the Water Operators for the shutdown of Water Supply while the installation works took
place.

2.5 PROJECT SOFTWARE AND HARDWARE


A set of each project related software procured, developed and used in the course of the Contract
would be delivered to WATER OPERATORS. This software shall be installed in two appropriate
computers. The two sets of software will be respectively licensed to WATER OPERATORS Head Office
regional Office.
 Mapping software
 Network Information System (NIS)
 GPS interface and conversion
 Data logger software and applications
The two computers supplied to WATER OPERATORS under this contract will include a notebook
computer for the Head Office and a desktop PC for regional office.
2.6 PROJECT IMPLEMENTATION PROGRAMME
The CONSULTANT will inform WATER OPERATORS of its work and progress throughout the contract
period in accordance with the reporting requirements as set out in Term of Reference (TOR). The
CONSULTANT will also periodically meet with the District Water Engineer of WATER OPERATORS to
inform them of the objectives and content of the work and progress in achieving guidelines.
The Contract Duration 39 months will be divided into 3 stages as follows:
Months 1 to 12 inclusive
 Strategy formulation and works implementation
 Inspection, evaluate, design, test; install, refurbish and commission reservoir & water
tanks, switchboards, motors and pumps; data control and abstracting
 Procurement of base maps and preparation of digitised network mapping;
 Inspect, design and commission replacement works
 Provide current Water Balance (IWA Methodology)

Months 13 to 24 inclusive
 Continue consumer meter replacement works;
 Continue monitoring and supervising the SIV replacement works;
 Continue digitised network mapping & GPS works;
 Continue refurbishment works/installation and commissioning of water tanks,
switchboards, motors and pumps (PERLIS ONLY)
 Quarterly Reports.

Months 25 to 30 inclusive
 Completion of consumer works;
 Monitoring of Production Meter Data by using the GSM,GPRS data Loggers, Data
Collections, Baseline Reading & Verifications, Intermediate Water Balance
 Completion of tank replacement works;
 Completion digitised network mapping;
 Completion of reservoir enhancement &water tank replacement works.

Months 31 to 39 inclusive
 Verification on the Final Water Balance
 Preparation of As-Built
 Preparation of Defect List
 Transfer Technology Course
 Outcome & Project Impact Report

2.8 PERFORMANCE AND REPORTING
The CONSULTANT shall conduct all engineering work, physical surveys and analysis of all network
related data and other work as required to attain the objectives stated above.
In the course of execution of the works, the CONSULTANT will install equipment and materials and
apply workmanship that is in accordance with, or better than, the standards and specifications normally
employed by the WATER OPERATORS.

2.9 OPERATIONAL RELATIONSHIPS BETWEEN WATER OPERATORS AND THE CONSULTANT


In conducting their work, the CONSULTANT shall collaborate closely with the S.O, his representatives
in the Districts in which the work is carried out, and all of their respective staffs. Similarly, the S.O and
his representatives will work with the CONSULTANT and their staff in a constructive and cooperative
collaboration, and will not hinder the CONSULTANT in any way such that any action - or inaction -
hinders the progress of the CONSULTANT.
WATER OPERATORS will:
 make available rapidly to the CONSULTANT and free of charge all available customer
meter records and data, reports and drawings on the distribution systems of KEDAH and
PERLIS and all other records and assistance needed by the CONSULTANT in the course
of their work and connected with it;
 provide rapid access for the CONSULTANT to whatever part of the distribution systems of
KEDAH and PERLIS as are needed for the execution of the work without delay and
provide such assistance as is needed on the system to ensure that the CONSULTANT is
able to work on the system as necessary to adapt it to the work;
 make available to the CONSULTANT and free of charge all available data, reports and
drawings on the distribution systems of other districts in the State of Kedah and all other
records and assistance needed by the CONSULTANT in the course of preparing the digital
maps and works connected with it;
 provide with temporary WATER OPERATORS identification cards those staff of the
CONSULTANT who will be working on the WATER OPERATORS distribution system or
who, in the normal course of their work on the Contract, will come into contact with the
WATER OPERATORS customers.
 The CONSULTANT shall be solely responsible, however, for the interpretation of all data
and Works received and for findings and recommendations contained in their reports.
2.10 ACCESS TO WATER OPERATORS DISTRIBUTION SYSTEM INFRASTRUCTURE
Being essential to the progress of work by the CONSULTANT, the managers and staff of WATER
OPERATORS will ensure that the CONSULTANT has access to all elements of the WATER
OPERATORS distribution system infrastructure as and when needed. Should WATER OPERATORS
required to be present when the CONSULTANT is working on any part of the WATER OPERATORS
distribution system infrastructure, such attendance will be done without any charge to the
CONSULTANT.
To facilitate this, the CONSULTANT will give 2 working days notice of any need to have access to any
part of the distribution system infrastructure, notifying the Manager of the District concerned by fax. It
should be recognised that there may, on occasion be a need for immediate access, without the
possibility to provide this advance notice, in which case the Manager of the Regional Region will make
his best endeavours to accommodate such requests.
2.11 PERFORMANCE AND ITS MEASUREMENT
Performance Guideline
By the end of the Contract period, the CONSULTANT will meet the following performance guidelines:
Meet all targeted and Term of Reference.
CONSULTANT Performance
Performance under this Contract is measured against guideline set for all Major Scope of Works under
LAMPIRAN 1, 2 & 3.

2.12 REPORTING
The CONSULTANT will report to the Supervising Officer or his representative on overall management
of project preparation and day-to-day activities.
The Supervising Officer will be responsible for authorisation of payments to the CONSULTANT in
accordance with to this Contract. To facilitate this, the CONSULTANT will produce the following reports:
 Quarterly Progress Reports.
 A Final Report within 2 months after the completion dates which will summarise the work
done and the performance achieved and a long term strategy for NRW Nasional
Pendekatan 1.

2.13 WATER OPERATORS AND ITS EVENTUAL SUCCESSORS


It may be possible that, in the course of the Contract, responsibility for the operation of the WATER
OPERATORS distribution system will be transferred, either wholly or in part, to another organisation or
organisations. Such organisations may be either public or private sector.
Should such transfer of responsibility take place in the course of this Contract, and include the taking
over of ownership of this Contract, all of the responsibilities and obligations of the WATER
OPERATORS under this Contract, and relationships between WATER OPERATORS and the
CONSULTANT, will pass to the new organisation or organisations.
In the event that the new organisation is a private sector company, an independent third party will be
named by the State Government of Kedah/Perlis to act to resolve any disputes between the new owner
of the Contract and the CONSULTANT on organisational and contractual matters which cannot be
resolved between the two parties. This third party will become involved in dispute resolution before
proceeding to invoke the arbitration procedure set out in this.
3,0 CONCLUSION.
Water supply service level Kedah/Perlis could be enhanced if the implementation of holistic non
revenue water reduction programme could be expedited.
Currently, NRW level for Kedah 45.2% and Perlis 56.3%. The NRW reduction programme will give a
return (Nett Benefit-NPV) in 5 years time.
Most effective ways in handling the NRW problems nationwide is through holistic approaches which
involve the following scope of works:-
i. Comprehensive leakage repair
ii. Replacement of Production Meter
iii. Establishment of District Metering Zones (DMZ)
iv. Proper Water pressure Control
v. Replacement of dilapidated pipes.
