1 Purpose

Fire incidents should be zero in each factory


Standard and quality design and materials should be used at any cost. We want no profit at the
expense of lives and national panic.

2 Scope

Aspects of all works and activities being done in premises, its Fire Hazards identification, Risk
Assessment & Control, that may cause harm to worker or environment. Control and minimization
of loss in case of any fire or other incident.

3 Definations and Abbrivations

"Emergency" refers to an unplanned or unforeseeable event that poses a risk of injury or death.

"Emergency preparedness" refers to programs to reduce or eliminate risk of injury or death to


employees and/or damage or loss of the company’s property in the event of a foreseeable
emergency.

"Emergency response" refers to established procedures to reduce or eliminate risk of injury or


death and/or damage or loss of company’s property during a foreseeable emergency.

4 Responsibility

Top Management:
 Is responsible to provide necessary resources
 Appoint fire wardens and Safety Manager

COMPLIANCE MANAGER :
 Establish procedures to enable the fire warden’s report and respond on fire call.
 Conduct Training and awarness program for wardens and rest of all employees.
 liaise with the local authority, fire brigade and civil defence.
 Responsible for ensuring that all aspects and activities of their work are assessed, Fire
Hazards are mitigatted, workers are working in safe environment.

FIRE FIGHTERS:
 Ensuring employees under their responsibility are aware of the emergency response procedures,
evacuation routes and assembly areas.
 Providing leadership and communications during an emergency.
 Ensuring all employees is accounted for during an emergency.
 Participating on the Emergency Response Team.
 Coordinating the Emergency Response Plan and supplies.
 Initiating and evaluating drills and organizing related training

EMPLOYEES:
 Workers must keep own workstation clear and clean, evacuate

FIRST AID TEAM


 Taking care of first aid needs. Will always wear first aid vest or other identification.

5 Procedure / Requirement :

5.1 Formation of Emergency Response Team

i) MR develop a organization for emergency response Team, its selection criteria, working,
responsibility and authorities.
ii) MR in coordination with Top management selects the candidates who have good awareness of
H&S, who have already some trainings about H&S, who can be a effective member to participate
and resolve problems.

5.2 Awareness and Trainings

i) To achieve an attitude of mind that reacts rationally when confronted with a fire or other
emergency situation.For a fire safety programme to be effective, staff must be familiar with the
parts of the fire safety programme which relate to them. Comprehensive instruction and training
should be given to staff to enable them to carry out their functions under the programme. All
staff should receive instruction in:
i. Everyday fire prevention measures Emergency procedures
ii. First aid fire fighting

ii) Compliance manager conduct the “Training Need Assessment” to all the workers, technicians and
users up to their level of job.

Compliance manager will arrange trainer with adequate knowledge and experience in H&S field.

Fire Evacuation Drills


Fire Safety manager schedule regular Drills(3 Months) to test the effectiveness of the
predetermined arrangements, to ensure safe, orderly and efficient evacuation of all occupants of
the building to use all exit facilities available in order that occupants are familiar with them. to
test all aspects of the emergency procedures.

5.3 Safety Inspections

Regular inspections are required to ensure the continued functioning of the active and
passive fire safety measures in a building and to detect dangerous practices. The
following should be monitored by regular inspection.

Electrical safety assessment:


o Is the electrical design proper and standard one?
o Testing continuity and insulation of the cables
o Operation of the circuit breakers
o Looking for any minor spark in the joint boxes
o Checking earthing system
Compliance manager get annually electrical audit to be compliant and remove hazard.

Stairways and Exit Doors:


o Stairways and final exit doors must never be obstructed, and all exit doors must be capable
of being opened easily and immediately from the inside while the building is occupied

Fire Safety Provisions:


o following provisions are in working condition i.e Emergency lights, illuminated exit signs, Fire
alarms, smoke detectors, Fire Extinguishers, fire buckets, Fire hydrants etc.

5.4 Maintenance of Fire safety provisions

Regular check up of all equipments needs to be done in every 15 days intervals. The use of
all equipment needs to be ensured at least two times in a month and all equipment need to
properly clean.
Regular observations as well as self-initiatives should be taken by the authority of the
factory. Proper recommendations are given at the time of providing fire license and renewal
of license.

5.5 Fire Safety planning

Compliance manager prepare fire safety plan considering below points.


Floor-wise fire safety plan made by a fire expert should be implemented. The plan should
be set up at each floor visibly
In order to construct a factory, factory rules should be followed strictly.
Fire Safety Manager will sure that people and property are safe from fires in the following
ways:
 By raise the mass awareness in order to create safety at the factories; Regular fire drill
in 3 months
 Maaintaining building as per proper fire evacuation system
 Providing proper training to the fire evacuation team and rescue team and need to
provide adequate training on fire evacuation and fire drill
 Need to accept proper connectivity of electricity
 Need to separate the risky and safe store by following the store policy
 Set up a permanent fire evacuation system
 The building itself should be examined and modified where necessary to mitigate the
affects of a fire.

5.6 Emergency Procedure

5.6.1 Identification of fire

Fire safety manager conduct analysis and get install all instruments that are required to
indicate the fire automatically as well as the provision that are required to indicate fire
manually. Also a procedure will be developed “How to respond upon fire identification”
Following provisions will be provided.
i) Fire Alarm
ii) *Manual Syren (Optional)

iii) *Heat sensors (Not needed to us)


iv) Hooters
v) Beacon lights etc
5.6.2 Evacuation & Assembly Area
In case of fire:
Employee will Stay Alert, Keep Calm, Think clearly and Act Decisively.Employee using the
stairs will gather in assembly and the do not use elevator nor will run in panic
condiaiton.Evacuation wardens will cover the gate and keep maintain evacuation in smooth
way. Employee will swith their machines (for Operators only) and every employee stop their
work as it is whereit is then they will start evacuation. Employee is not allowed to waste
time in gathering their personal belongings.

Fire safety manager makes sure on regular basis that the arrangement need for safe
evacuations are proper and upto date. The follow would be check on daily basis.
 The exit doors are unlocked, fire grade, have free from any kind of
obstructions.
 Exit doors are marked and illuminated Exit signs are installed.
 Emergency lights are working and covering all evacuation pathway.
 Evacuation plans are posted in visible area and can be readable from 20 ft.
 Aisle pathways are marked and cleared.

5.6.3 Fire Fighting

Trained fire fighters will pick fire extinguishers as per fire type and start fire fighting.
Fire safety members will start fire hydrant and reinforce the existing fire fighters.
Fire fighters will maintain their respiration and keep away them from smoke.

5.6.4 Calling and Assisting Fire Brigade

According to condition of fire, fire wardens will call Top management and Fire brigade
stations. Calling person will completely guide the type of fire, structure of building, nearest
land mark, number of injured persons.
Upon receiving of fire engine, fire wardans will guide them the building structure, Fire Safety
plan (that displayed on main gate), hydrant connection etc.
5.6.5 Head counting & Rescuing injured

Head counting team instruct the employees to keep in a row, headcounter will verity the employees
from the current attendance and highlight if any missing to rescue squad. Rescue squad searches the
missing person in his depart and on finding him / her they will bring them for first aid.

5.7 Post Fire Incident Activities

Compliance manager along with local authorities will log the fire incident will all particular details, and
pictorial evidences.
An inquiry will be conduct to find the root casue and corrective action & Preventive action.

5.8 Fire Safety Meeting (Combined with H&S Committee Meeting)

i) ERT conduct quarterly meeting to review the performance, problems, progress of ERT.
ii) ERT announce meeting date to member and other workers and appreciate non-members to
participate and highlights their problems.
iii) ERT review open points, issues and progress.
iv) ERT note the the suggestions and meeting minutes.
v) ERT kept the meeting minutes as a record to follow and resolve the open points.
