Chapter 1
The Problem and its Scope

Rationale of the Study

Financing is the act of providing funds for business activities, making purchases

or investing. Money plays a vital role in every person’s life. It is the medium used for
exchange, unit of account and store of value. It is used to buy goods and materials that
are necessary in life. It can also prevent the sufferings that come from poverty like cold
and hunger. It gives satisfaction, provides education and even power. For instance, one
cannot buy their needs and wants. In fact, according to Any Rand, “money is the source
of survival. However, with escalating responsibilities and opportunities as they go
towards higher level of education, particularly in college, it becomes very challenging for
students to manage their allowance or money. Tuition, textbooks and transportations are
not the only things they need to worry about there are having food, and supplies together
with socializing.”

According to the Department of Education, the continuous increase of the

students which are out of school and those which don’t like school because of poverty.
Well, as today a good status of the family of the students continuous to exert a
significant influence on the academic progress of the recent generation of students. That’s
true, the status of the family affect the studying of the student belong to that family.
Why? Because there are many difference between a poor and rich student. Due to the
factor that the status of the family affects the academic performance of the student belong
to that particular; the researchers wants to conduct a survey about a poor and a rich
student to benefit the people who are interested in this topic.

This study intends to know if financing education could affect the k- 12 student’s
academic performance in AMA COMPUTER LEARNING CENTER.

Theoretical Background of the Study

K to 12 students learning performance is affected by their allowance which is
allowance is a sum of money allotted or granted to a person on a regular basis as for
personal or general living expenses and performance is a display of exaggerated behavior
or a process involving a great deal of unnecessary time and effort. Many researchers
conducted a research about the performance of the students by (Zappala, 2002) noticed
that parent’s income or social status position affects the student test score in examination.
According to (Minnesota 2007) "The higher educational performance is depending upon
the allowance of graduate students.” According to (Durden and Ellis quoted Staffolani
and Bratti 2002) observed that "The measurement of student’s previous educational
outcomes are the most important indicators of student’s future achievement, this refers
that as the higher previous appearance, better the students’ academic performance in
future endeavor". However, as enticing as it may sound, Filipino homes are just not
prepared for two more years of school financially. Beyond perennial shortages and
backlogs on classroom, books and teachers, lawmakers have sounded the alarm on
possible massive drop outs due to financial woes in the following year, when SHS will
receive its first batch of students.

According to a study done by youth solon Kabataan Party-List (KPL), students

entering SHS will need to shell out as much as P100,000 to P200,000 in the next two
years. Computing the food and transportation allowance of average students of P100 to
P150 for 200 school days, families will need to produce around P20,000 to P30,000
annually. Meanwhile, calculating the cost of school supplies and other miscellaneous
expenses, such as uniforms and workbooks, based on Department of Trade and Industry
data and case studies from Araullo High School, KPL estimates another P10,000 burden
for parents.

Education is declared to be an investment in human capital. Reform in school

finance systems is long overdue in many states, but much progress has been made, and
will yet be made, due to far-reaching decisions in a number of relevant court cases in the

1970s. To provide practical guidelines and cost-effective decision-making techniques for

handling day-to-day problems and long-term financial concerns, this text is presented.
The development of school finance theory and practice is investigated in 17 chapters: (1)
"The Economics of Education"; (2) "Financing Education Adequately"; (3) "Financing
Education Equitably"; (4) "Sources of Local Revenue"; (5) "Local Control: A Threatened
Tradition"; (6) "Education: A State Function"; (7) "Federal Interest in Education"; (8)
"Early School Finance Systems"; (9) "School Finance Reform during the 1970s"; (10)
"Post-Serrano School Finance Systems"; (11) "Public Funds and Nonpublic Schools";
(12) "Financing School Facilities"; (13) "Administering the School Budget"; (14)
"Accounting and Auditing"; (15) "Property Management and Insurance"; (16) "Personnel
Administration and School Finance"; and (17) "The Road Ahead in School Finance
Reform." Each chapter includes pertinent figures and tables, a summary, assignment
projects for classroom use, selected readings, and endnotes. An appendix outlining
important federal programs is provided; an index completes the book. (WTH)

can help them to realize that the status of their family and the amount of allowance affect
the academic performance of their children.

Teachers – understanding the effects of the status of the family of the student will help
them to know what to do regarding with the student that have difficulties on their school
responsibilities in submitting at exact date and time because of poverty.

Society – can serve also an eye opener to them that the amount of allowance affects their
study.

School – this study can help to understand the student’s financial aspects in regards to
their school responsibilities. 5

6
Scope and Limitations of the Study

This study will be conducted at ACLC College of Mandaue during the first
semester of the School Year 2017-2018.

The target respondents of the study are the K to12 students in the said school. The
researchers planned to survey about 300 students from different strands namely, ABM,
GAS, ELECTRONICS, TVL-ICT, and TVL-HE. Impact of the allowance on the
students’ performance is mainly the focus of the study, but it depends on student’s true or
false opinion opinions.

This study involves survey for the collection and gathering of information’s to
evaluate how students’ performances are affected by their allowance.
This will be conducted on October 06, 2017 and will end on December 06, 2017.
