RE: Resolution Supporting Chamber of Commerce Letter Requesting Governor Walz Enact a
Property Tax Extension for Businesses.

Background

The impact of COVID-19 on businesses has been significant due to the requirements that several
categories of businesses shutter their doors to the public. This has had a significant impact to restaurants,
bars, retailers, movie theaters etc. The Minnesota Chamber of Commerce has drafted a letter to Governor
Walz requesting the State of Minnesota enact a 60 day extension to the May 15th deadline for businesses
to submit their 1st half property tax payments without penalty.

This Resolution supports the request by the Chamber of Commerce to extend the property tax payment
deadline by 60 days for businesses.

RESOLUTION NO. 20 – 04 - 25

Council Member _______, supported by Council Member _______, introduced the following
resolution and moved its adoption:

WHEREAS, due to the COVID-19 pandemic Minnesota employers have been doing all they can
to ensure the health and safety for their employees and customers, and

WHEREAS, during this time businesses are trying to maintain their viability; and

WHEREAS, many businesses have needed to close their doors during this time which has caused
a tremendous drop in revenue; and

WHEREAS, the financial assistance from both the federal and state level has been appreciated but
more can be done to help lessen the economic hardship for businesses;

WHEREAS, businesses are currently experiencing severe cash flow issues and a delay in having
to pay property tax will be extremely helpful for continuity of operations and will allow businesses
to focus on retaining employees and paying other fixed expenses;

NOW, THEREFORE, BE IT RESOLVED the City Council of East Grand Forks, Minnesota
respectfully requests Governor Walz’s administration enact a 60-day extension of the May 15th
property tax for business property tax payers without incurring penalty or interest and to create
uniformed approach across the State.

We wanted to let you know your local Chamber has added its name to the
MN Chamber’s letter asking MN Governor Walz to implement a 60-day
extension of the May 15th property tax payment for business property
taxpayers without incurring penalty and interest.

We are doing this to help ease the cash flow for business property owners.

We have also sent this letter to our local legislators and we will let you know
if it is enacted.

Dear Governor Walz,

During this time of crisis, Minnesota employers have been doing all that they can to ensure the health
and safety of their employees and their customers while also trying to maintain the on-going viability of
their businesses. We understand the need for the difficult decisions made to mitigate and slow the
health impacts of COVID-19. As a result, many businesses have been required to shutter their doors or
have seen a tremendous drop in their revenue. This is placing a serious strain on the continuing viability
of some employers. We appreciate the forthcoming financial assistance at the federal and state level,
and believe more can be done on a short-term basis to prevent further economic hardship and hasten
business recovery.

We respectfully request the enactment by your administration of a 60-day extension of the May 15th
property tax payment for business property taxpayers without incurring penalty and interest. There are
compelling and timing reasons to do so:

 Many businesses are experiencing severe cash flow issues and will not have the resources to pay
their May 15th payment. A delay will be extremely helpful for continuity of operations and will
allow impacted businesses to focus on retaining employees and paying other fixed expenses.
 A 60-day delay will allow for businesses to be able to access federal and state resources that
they may be eligible for but may not be able to access immediately.
 Businesses in virtually every industry, all sizes and throughout Minnesota have been negatively
impacted. We recommend action be taken by the Governor and Commissioner of Revenue so
there is uniformity across the state versus a county-by-county approach.

We look forward to our continued partnership with the Administration during these unprecedented
times to ensure the safety of Minnesotans and to help Minnesota’s economy come back stronger than
ever.
