➢ The Officers of the Local appreciate all the members who took the time to vote and ratify
the agreement that will allow all our members to receive the lump sum bonus and
retroactive wages that is so justly deserved. While we recognize that a minority of
members expressed dissatisfaction with the settlement, we respect the right of all
members to participate in the process and to participate with honest and truthful dissent.
➢ It is only through the full participation of the membership that the Union grows and remains
strong. It is through honest and forthright discussion, and not the distortion of the truth
and the presentation of falsehoods, that allows for the membership to be fully informed
and allows the Local to achieve success and allows the Local to resolve the problems that
remain ahead of us.
➢ We have now taken the first step with the new Wages and Working Conditions Agreement.
The new agreement will protect you and provide economic security for the next two years.
However, we must remain united, approach issues in good faith, and honestly address the
problems that are on the horizon. With all the members working together rather than
taking action to divide the membership, we will be successful.

PACE WEST:
➢ The team met with PACE to lay the ground rules for the contract negotiations. As a team,
we are not going to rush through the negotiations but we’re not going to move slow. We
are working to bring the members the best agreement with no losses or give backs. We are
trying to secure as many dates as possible and willing to work overtime to bring the
members of PACE West a respectable and rewarding contract. We will keep the members
updated as we move along with negotiations. We are also working to change the training
room restrictions and are hoping to bring the members some good news soon.
PACE NORTHSHORE:
➢ Thank you to our new Steward Aloy Anabaraonye for stepping up to the challenge to
represent the members of North Shore. Brother Anabaraonye will undergo training before
being able to fully represent the members of North Shore, but I’m confident he will be good
for the members of North Shore. We also are looking to start contract talks in the month
of March and bring the members of North Shore an agreement with no losses. We will
keep the members of North Shore updated as we move forward.
SAFETY:
➢ Safety is a major concern for this administration. We have partnered with the CTA and
have a new bill in Springfield, HB 4996, Sponsored by the Honorable State Representative
Justin Slaughter. The bill amends the Metropolitan Authority Act and provides that the
Chicago Transit Board’s rule and regulations may include the suspension of riding privileges
or confiscation of fare media.
➢ Amends the Criminal Code of 2012: Changes the penalties for aggravated assault on a
transit employee performing his or her official duties, or a transit passenger. We will keep
the membership updated on the movement of this bill. The membership must be ready to
take this fight to Springfield when called upon.
➢ We are still dealing with the issue of safety with the CTA. We are waiting the arrival of the
retro fit for the buses of the enclosed shields. All new buses that will be coming in, will be
equipped with an enclosed shield to protect all drivers.
➢ Also, you may notice some buses with sensors on them to detect someone moving in front
or alongside of the bus. This is put in place to reduce bus and person accidents. These are
a test as of now and may show up on all buses soon to reduce these types of accidents.
➢ 77th, we are still pushing to start the new relief location on 71st and Cottage Grove in the
mist of fighting to get the runs back. We have not had a follow-up conversation about this
but the Local will follow up and keep you posted.

➢ Pre-Arb was held in the month of January, we took over (32) cases winning (17), please
welcome our Brothers and Sisters back to work.
➢ Labor charges in the month of February: we had two (2) cases dismissed and no new cases
brought against the Local.
RUN PICK:
➢ We will be moving forward with the “Spring Run Pick” on March 12, 2022 and it will begin
on March 27, 2022. This pick will be put together without the changes that were made in
December and will keep our work together.
➢ The “System Pick” will be postponed until hopefully the fall, I will keep all posted. As of
now please remember that the pick is under COVID protocol.
STATE RE-OPENING:
➢ February 28, 2022, the State of Illinois will be opened up from the COVID restrictions. The
mask mandate will still be in place on public transportation.
➢ I have major concerns for our Brothers and Sisters at this time and I think this will place all
drivers in a situation or confrontation with the passengers who might be confused by the
lifting of the restrictions. I’m going to push both CTA and PACE to remind and reiterate to
the passengers that the mandate has not been lifted on public transportation. I’m asking
all members not to get into a confrontation with any passengers over the mask.

THINGS TO REMEMBER:
➢ Please remember the AVAS will be working starting April 1, 2022. For a good bulk of our
members this will be something new for them. Please see your Union rep to get a copy of
the award to understand how to protect yourself. Be on the lookout for Rap sessions at
your location to educate you as well.
➢ Please remember to count everyone that board your bus!!! PACE and CTA, this will play an
important role in the months to come as we protect our work in regards to ridership.
➢ The REED Group, I think has been a terrible choice to handle the business for our members.
The contract is up for renewal this year and Local 241 will be setting up meetings to
advocate to get someone better to handle the needs of our membership. Please remember
to report your FMLA usage correctly.

1st Vice President Woodrow Eiland’s Report
February 2022
For the month February, I was assigned to the North Park garage to do discipline as well as
assisting the other garages and in addition to doing various duties assigned by President Keith
Hill and corresponding 1st Vice President duties.
SAFETY MEETING
Myself and President Keith Hill attended a “Safety” meeting via Zoom Conference Call with
CTA management.
We talked about:
➢ Mask wearing of the membership,
➢ Relief point that are dangerous to the membership,
➢ New relief point that will be implemented in the “Spring Pick”,
➢ Dirty washrooms in terminals
➢ Dirty buses including driver’s areas
➢ 47th and Lake Park
➢ Lock Mechanisms
➢ 95th and Ashland
➢ 67th and Oglesby lighting issues
➢ COVID supply shortages at various locations, they stated that they were going to get on
top of it. (Please contact the union reps, if there are shortages at your location)
➢ They also talked about putting the new buses in and getting them on the streets. The new
buses are rolling out with the new improved shields.
EXPEDITED ARBITRATION
I attended Expedited Arbitration hearings with President Keith Hill and 2nd VP Tanno
Muhammad. At Expedited Arbitration we submitted 65 cases and winning 43 cases, by way of
Allowed or Allowed In Part: 22 cases were Denied or Moot with no lawyer cost just arbitration
fees.
PRE-ARBITRATION
President Keith Hill and myself submitted 32 unwinnable cases and got 17 members their jobs
back with seniority with no lawyer involvement. The other 15 grievances go back to Regular
Arbitration status, we will keep trying to get the members back.
COVID PAY
If you had COVID, please contact CTA and REED Group as soon as possible. Follow your
physician’s instructions and get paperwork with proof back to CTA, and you will be paid for
your absence.
CONTRACT/TENTATIVE AGREEMENT
The contract and tentative agreement have been voted on, passed and signed by both parties. I’m
looking forward to all part-time operators that want to become full-time operators, to receive this
pension build up. We will back at it again next year, working on a new contract/tentative
agreement.
PENSION
The pension is solvent and it has 2 billion, 87 million in it.

AVAS-BLIS Revised Order Summary
• Bus Operators must sign and complete the "Operator's AVAS Dis pu te
Form" and turn in to the Transportation Manager no later than four (4)
days after the third (3 rd ) and final posting for the relevant bi-monthly
period .
• Fail ure to submit the "Operator's AVAS Dispute Form" within the four (4)
day period shall be taken as the bus operator's agreement of the AVAS-
BLIS data that is posted.
• Local 241 may grieve the level of progressive discipline.
• Local 241 must be provided all information that the CT A relied on for
disciplinary action including AVAS-BLIS data and reports and any other
relevant CTA and Bus Operator reports.
• CTA will notify the Recording Secretary of Local 241 of the disciplinary
action by email.
• Local 241 shall email the CTA a completed AVAS-BLIS Grievance form
within fourteen ( 14) days if they want to meet with CTA about the
disciplinary action.
• The CTA Vice-President of Bus Operations or his designee will meet with
Local 241 Recording Secretary or his designee at least once a month
about the disciplinary action . If they are unable to agree on the discipline,
Local 241 has the right to protest the discipline through the expedited
arbitration procedure within twenty-one (21) days of this meeting.
• If Local 241 does not email the CTA about the disciplinary action, the
discipline shall be deemed conclusively for just cause.

FEBRUARY 2022 REPORT
First, I would like to give thanks to our creator, Peace and Blessings to my Local Union
241 members, families and friends. I hope everyone is in good health and in the best
of spirit.
As the 2nd Vice President, I have responsibilities to represent this Local Union and
its members assigned by the President.
DISCIPLINE
In the month of February, I have been working very hard and resolving many
grievances at Step II hearings for all (7) seven garages. Also, I have been covering the
Chicago Ave. Garage with discipline. I was assigned to Chicago Ave. Garage by
President Hill for approximately 2 months and have been working diligently with the
Executive Board/Steward Kevin Gilkey and Brain Boakye. We brought several
members back to work.
EXPEDITED ARBITRATION
President Keith Hill, 1st VP Woodrow Eiland and myself attended Expedited
Arbitration hearings, submitting 65 cases and winning 43 cases, with no attorney
costs.
DRUG HEARINGS
In the month of February 2022, there was approximately 6 discipline hearings:
1. 1- Resigned did not have the 3 years of service.
2. 3- Substance Abuse Program SAP
3. 2- Shy Bladder cases that are pending
The Authority employs six (6) six FTA- mandated drug and/or alcohol tests in the
following circumstances: pre-employment, reasonable suspicion, post-accident,
random, return to duty, and follow-up.
PENSION MEETING
PENSION FUND: 2 billion 87 million dollars fund, membership contributed 13.324%
HCT Membership contributed 1% as of January 1, 2022
CTA will operate Sunday/Holiday schedules on all dates above, except those
designated with an asterisk(*). Martin Luther King Jr. Day and Veteran's Day shall
have normal weekday schedules.
