Section B LT AC Distribution Board
1. Scope

This specification covers design, engineering, manufacture, testing at works, packing & forwarding
415V Auxiliary Supply Board (ASB).

The bidder shall provide all necessary requirements for Control & Monitoring of this equipment to
ensure complete compatibility with SCADA & Substation Automation as asked for in this specification

2. Standards

The materials covered by this specification shall unless otherwise stated, be designed, constructed
and tested in accordance with the latest revisions of relevant Indian / International Standards.

3. Climatic Conditions of the Installation:

a) Altitude: 216 meters above mean sea level.


b) Wind pressure: 195 Kg/Sq.m up to an elevation of 30meters as per IS: 875-1975.
c) Ambient temperature (Ave. Daily): Max. 31.4 Deg.C & Min.18.8 Deg.C.
d) Reference temperature for design: 50 Deg.C.
e) Relative humidity: Max. 100% & Min. 10%.
f) Average number of rainy days per annum: 50.
g) Average number of thunderstorm days per annum: 40
h) Rainy months: June to October
i) Average annual rainfall: 750 mm.
j) Atmosphere: Generally laden with mild acid and dust suspended during dry months and
subjected to fog in cold months.
k) Seismic Zone: Zone IV as per IS: 1893

4. General Technical Requirements

Auxiliary supply board shall be rated for 415V, 400A, 3-phase, 4-wire system. The incoming &
outgoing feeder requirement shall be as per single line diagram shown in Annexure “A”.

4.1 LT Switchgear:

a) Standard: IEC 60947 / IS 13947 amended to date.


b) Only IRCON approved makes of switchgears shall be used.
c) Operation: Manual
d) Setting: Variable
e) LT switchgears shall be provided with necessary in built over-current, and short circuit
releases
f) Selection of LT switchgear shall be as under

4.2 Energy meter: 3-phase, 4-wire LT CT operated static energy meters (5A) (Class 0.5) with
associated CT’s (400/5 A, Class 0.5, 15 VA) shall be provided for each incomer to record energy
consumption. Only IRCON approved makes of energy meter & CT’s shall be used.

4.3 Ammeters: Moving iron spring controlled type, flush mounted, 96 sq. mm. and 90 degree scale
and clearly readable. Range 0- 400A. Only IRCON approved makes shall be used.

4.4 Voltmeters: Moving iron spring controlled type, flush mounted, 96 sq. mm. and 90 degree scale
and clearly readable. Range 0- 500V. Only IRCON approved makes shall be used.

5. General Constructions:

a) The ASB shall be metal-clad, free standing, compartmentalized, non-draw out, and modular
type suitable for Indoor installation.
b) The board shall be dust and vermin proof and the enclosure shall provide a degree of protection
of not less than IP: 54 as per relevant standard.
c) ASB shall be fabricated out M.S CRCA sheet steel of 14 SWG thicknesses as indicated in the
data sheet with stiffness wherever necessary. The ASB shall be easily extensible on either side
by the addition of module. The rear of the ASB shall have bolted covers in sections except
cable chamber. All bolted and hinged covers shall be fitted with low pressure rubber gaskets of
appropriate shore hardness numbers, to make the ASB dust proof. All retaining catches, screws
and bolts for doors and covers shall be hot dip galvanized screws and bolts shall be captive.
d) Mechanical interlocks shall be provided between incomers & bus coupler. Detail scheme will be
finalized during engineering.
e) Equipment to be mounted outside cubicles shall be flush mounted on cubicle door.
f) All hardware for the complete equipment including foundation bolts, lifting lugs etc shall be
supplied along with the panels.
g) The bus bars shall be air insulated and made of high conductivity, Electrolytic aluminium of
suitable cross sectional area. It shall comply with the requirement of grade 63401 of relevant IS
and shall have a fault withstanding capacity of 50 KA for 1 second. The neutral busbar shall
have a rating of not less than that of the associated phase bus bars. The busbars shall be
designed at 0.7 A/sq.mm current density.
h) Minimum electrical clearances shall be maintained between phases, neutral & body as per
relevant IS.
i) The interconnections between the bus bars and the fuse switch should be of rigid conductors
and suitable for short time rating of 50 KA for 1 sec.
j) Switch board shall be supplied with all internal wiring comprising of PVC insulated 1.1 kV grade,
multi-stranded flexible copper conductor of 2.5 sq. mm. cross section.
k) Single line diagram for power distribution and wiring diagram for power and control shall be
provided in side the panel.
l) Lamp indications such as I/C ON, I/C OFF, B/C ON, B/C OFF etc. shall be provided.
m) ASB shall be painted with powder coating paint after seven-tank pre treatment. Shade shall be
RAL 7032. The base frame shall be painted with black colour.

The ASB shall be completely assembled, wired, and tested for operation under stimulated conditions
to ensure accuracy of wiring, correctness of control scheme and proper functioning of all equipment.
The LT switchboard shall be tested as per relevant standard at the factory in the presence of IRCON's
Engineer.

a. Test Certificates

The Bidder shall furnish copies of Type test certificates. Following type tests should have been carried
out on the ASB in certified Test laboratory during the period not exceeding 3 years from the date of
opening the bid.

a) Short time current test


b) Temperature rise test
c) One minute power frequency voltage withstand test.

Following Routine Tests shall be carried out on each ASB

a) Mechanical operations test


b) Dielectric tests.

b. Packing & Transport

Supplier shall ensure that all equipment covered by this specification shall be prepared for rail/road
transport (local equipment) and be packed in such a manner as to protect it from damage in transit.

c. Guaranteed Technical Particulars

Bidder shall submit guaranteed technical particulars. Format is attached.

d. Drawings documents and Instruction Manuals

The following drawings and documents shall be furnished.

a. General arrangement drawing of the ASB showing:


i. Overall dimensions
ii. Terminal locations
iii. Total weight
iv. Foundation details
v. Sectional view
vi. Bill of material with make and quantity.
b. Single line diagram and wiring diagram with terminal block details.
c. Technical details for ASB, switchgear, lamps, meters etc.
d. Calculation for sizing of bus bars.

ANNEXURE “A”

 LT Distribution Board to have two incomers: -

Labels shall be provided on distribution board to describe the duty of every instrument /
circuit. It shall be aluminium strip with black colored fonts of size 20 mm height on light
background colour. Description of labels shall be as under

Distribution board shall be provided with potential free contacts for Mains ON, I/C 1 ON, I/C
1 OFF, I/C 2 ON, I/C 2 OFF, B/C ON & B/C OFF etc. for SCADA . Supplier will provide wiring of
these contacts up to terminal block in ASB.

Dual output voltage transducer to be used for measurement of voltage on SCADA.

HT Capacitor Bank
Section B

1. Scope:

This specification covers design, engineering, manufacturing; shop testing, packing &
forwarding 11KV Capacitor Banks with associated accessories.

2. Applicable Standards: The design, manufacture & testing of capacitor banks with associated
accessories including all interconnecting materials shall be as per the latest Indian
Standards/International standards, Indian Electricity Rules.

3. General Technical Requirements:

4.1 CAPACITOR BANK- 3-phase, 50HZ, 5.0 MVAR capacity designed for highest system voltage of
12.65KV. Capacitor bank shall be supplied with 6 nos. single- phase series reactors and
Neutral Current Transformer. Complete system shall be suitable for maximum symmetrical
short circuit level on 11KV system of the order of 500MVA. Elevating structure for installation
of capacitor bank with all associated accessories shall be deemed within scope of supply.

4.2 CAPACITOR UNIT- Total 30 nos. cells each rated for 200KVAR, 1-phase, 7.3 KV conforming to
IS13925 amended to date. Units shall be arranged in star configuration each star comprising
15 cells (5 nos. per phase). Capacitors shall be suitable for outdoor application under ambient
temperature 50 Deg. C

4.3 SERIES REACTORS- In order to protect capacitors against inrush currents during switching
operations series reactors of 0.2% rating of capacitor bank (2.4 KVAR per phase) shall be
provided. Reactor shall be connected between neutral & respective phase. Series reactors
shall conform to IS 5553. Max. Permissible continuous current: through reactor shall be
130% of rated current and Short time current for winding, outgoing & incoming terminals shall
be 16 times rated current for 2 sec. Reactor winding shall be designed for insulation level of
11KV. However support insulators shall be suitable for full system voltage.

4.4 NEUTRAL CURRENT TRANSFORMER- Neutral Current Transformer (NCT) shall conform to IS
2705. Rated frequency shall be 50 Hz. Ratio: 20-10A /1-1 A. Core I: 10VA, class 5P, ALF 20
and Core II: 10VA, class 1.0. ISF < 5

4.5 OTHER-Interconnecting materials, conductors, bushings, all types of cables, insulators,


clamps, nuts bolts, steel structures, elevating structures, angles and any other material which
is not covered in this specification but essential for execution of the job shall be as per
relevant IEC / IS and type tested. Approval for sub-vendor shall be given by HSIIDC. Supplier
shall submit latest type test certificate for item as required by HSIIDC.

4.6 VERTICAL CLEARANCE FOR LIVE CONDUCTOR: 2.8 meter for all equipments. Accordingly
elevating structure shall be designed.

4. General Constructions

4.1 CAPACITOR: The enclosure shall be made of adequate thickness to avoid damage in case of
internal fault. Enclosure shall be of fabricated construction with all joints properly welded and
designed to withstand rough handling. The enclosure shall be painted with two coats of light
Grey paint after seven tanks pretreatment. Capacitor unit shall use Aluminum foils as
conducting layer and it shall be of APP design. The dielectric used shall be combination of
Polypropylene film and conducting material as aluminum foil. The impregnant shall be Non-

PCB and Non-toxic type. The capacitor unit shall be vermin proof, adequately ventilated and
totally enclosed type. Adequate number of such elements shall be assembled and enclosed
in the enclosure to form single-phase unit with terminal bushings. The value of the tangent of
the dielectric loss angle and the power loss of the capacitor unit including the discharge
resistance shall be as per IS. Capacitor unit shall be provided with internal fuse arrangement.
Each capacitor shall be fitted with an integral low loss continuously rated discharge device.
The discharge device shall be so designed that the residual voltage will be reduced to 50
volts or less within ten (10) minute of the disconnection of the capacitor from the source of
supply as per IS13925.

4.2 SERIES REACTOR- It shall be single phase, Dry type (Resin impregnated, aluminum wound),
Air cored, ONAN cooled. Class of insulation for reactor windings shall be “F”. Reactor shall be
free from annoying hum or vibration. The design shall be such as not to cause any
undesirable interference with radio or communication circuits.

4.3 Neutral Current Transformer (NCT) - It shall be oil cooled type and suitable for outdoor
application. NCT shall have Prismatic type oil level indicator, Oil drainage plug, Pressure
release / oil filling plug, Nitrogen filling valve and Earthing terminal

5. TESTS: ALL TESTS AS PER RELEVANT INTERNATIONAL / INDIAN STANDARD SHALL BE CARRIED OUT
ON EACH CAPACITOR UNIT & ASSOCIATED EQUIPMENTS

6. Type Test Certificate: The vendor shall submit the latest Type Test certificate for capacitor
unit, Series Reactor & NCT from a recognized laboratory. Type tests on respective items
should have been conducted in certified test laboratory during the period not exceeding 3
years from the date of opening the bid.

7. PACKING & TRANSPORT: Supplier shall ensure that all equipment covered by this specification
shall be prepared for rail/road transport and be packed in such a manner as to protect it from
damage in transit

8. GUARANTEED TECHNICAL PARTICULARS: Bidder shall submit separate sheet showing


guaranteed technical particulars- Format is attached.

9. PARES, ACCESSORIES
& TOOLS: Bidder shall submit recommended list of spares, if any with unit
prices and recommended quantity. HSIIDC while placing the order will decide the exact
quantity.

10. DRAWING AND DOCUMENTS - Following drawings & Documents shall be prepared based on
HSIIDC specifications and statutory requirements

a) General layout diagram for capacitor bank.


b) Drawing of capacitor unit
c) GA & dimensional drawing for Series Reactor
d) GA & dimensional drawing for NCT
e) Single line diagram for Capacitor bank.
f) Name plate details for Capacitor bank, Capacitor unit, Reactor & NCT
g) Earthing layout for capacitor bank
h) Foundation details for capacitor bank

11. Instruction Manuals: Supplier shall furnish two softcopies (CD) and four (4) hard copies of
nicely bound manuals (In English language) covering erection and maintenance instructions
and all relevant information and drawings pertaining to the main equipment as well as
auxiliary devices. Marked erection drawings shall identify the component parts of the
equipment as shipped.

Section B Chapter 10
Earthing and Lightning Protection

1.0 Introduction

This part of GTR covers the technical requirements of design, supply, installation and
testing of earthing and lightning protection system complete in all respects.

Earthing protection as specified in the earthing layout shall be carried out as per best
engineering practices.

Earthing will be done in accordance with requirements given hereunder and drawing
entitled “Earthing Details” enclosed with the specification.

The earth mat design shall be done by the contractor as per IEEE80, 2000. The soil
resistivity measurement shall also be done by the contractor. The main earth mat shall be
laid in the switchyard area in accordance with the approved design requirements.

2.0 Recommended Standard

The Earthing System covered in this specification shall unless otherwise stated be
designed, installed and tested in accordance with the latest revision Indian Standards.

a) IS 3043 : Code of practice for earthing.

b) IS 2309 : Code of practice for protection of


Building and allied structures against lightning.

c) IEEE Standard 80-2000 : Guide for safety in alternating


current substation grounding.

d) Indian electricity rules. 1956.


e) CBIP Manual

3.0 General Requirements

3.1 Switchyard shall be provided with a complete earthing system, comprising of buried earth
grid for safe limits of step and touch potentials along with earth electrodes.

3.2 The design of earthing mat shall be such that the safe values of touch, step and
transferred potential are not exceeded under any condition. Also the combined
resistance of earth in the station shall not exceed 1.0 ohm (maximum). Earth electrodes
shall be provided as required and connected to earthing mat to achieve the desired
value, if considered appropriate.

4.0 Earthmat

4.1 An indicative earthing quantity have been furnished with tender document. However after
award of contract, the contractor shall conduct soil resistivity test, and design the earthing
system as per ‘IEEE 80’ (latest) for step & touch potentials at required depth and spacing
and submit the same for approval of the purchaser. The Electrical resistivity of soil
considered 45 ohm - meter, however, contractor/executing agency will verify this valve
before laying the earth mat/earthing system site.

4.2 Main earth mat conductors shall be laid minimum 650mm below the ground level,
however ,to achieve the safe values the depth of main conductor be accordingly
adjusted. All the equipments, structure and towers shall be earthed by running main and

duplicate earthing conductor from the equipment base along structure to the main mat.
Mat shall be formed by welding.

4.3 Minimum spacing of 3000mm between earth electrodes shall be maintained.

4.4 Whenever earthing conductors cross cable trenches, underground services ducts, pipes,
tunnels, railway tracks, etc. it shall be laid minimum 250 mm below them and shall be re-
routed in case it fouls with foundations.

4.5 Tap - connections (risers) from the earthing grid to the equipment / structure to be
earthed shall be terminated to the earthing terminals of the equipment / structure, if the
equipment is available at the time of laying the grid. Otherwise, “earth insert “shall be
provided near the equipment foundation/pedestal for future connections to the equipment
earthing terminals.

4.6 In outdoor areas, tap connections shall be brought 300mm above ground level for making
connections in future, if equipment is not available at the time of grid installations.

4.7 Earthing conductors along their run on cable trench ladder, columns, beams, walls, etc.,
shall be supported by suitable welding / cleating at intervals of 750mm. Earthing
conductors along trenches shall be on the wall nearer to the equipment. Cable trays and
supports shall be connected to the earth mat at every 30 meters interval. Wherever it
passes through walls, floors. etc. galvanized iron sleeves shall be provided for the
passage of the conductor.

4.8 Both ends of the sleeve be sealed to prevent the passage of water through the sleeves.

4.9 Earthing conductor around the building shall be buried in earth at a minimum distance of
1500mm form the outer boundary of the building. In case high temperature is
encountered at some location, the earthing conductor shall be laid minimum 2000mm
away from such location.

4.10 Earthing conductors wherever crossing the road shall be laid at 1000mm below ground
level.

4.11 Earthing conductors embedded in the concrete floor shall have approximately 50mm
concrete.

5.0 General Requirements

5.1 The connection between earthing pads of equipment and the earthing grid shall be made
by short and direct earthing lead free from kinks and splices. In case earthing pads are
not provided on the equipment to be earthed, same shall be provided in consultation with
the purchaser.

5.2 Whether specifically shown in drawings or not, steel / RCC columns, metallic stairs etc.
shall be connected to the nearby earthing grid conductors by two earthing leads.
Electrical continuity shall be ensured by bonding the different sections of hand-rails and
metallic stairs.

5.3 Metallic pipes, conduits, and cable tray sections for cable installation shall be bonded to
ensure electrical continuity and connected to earthing conductors at regular interval.
Apart from intermediate connections, beginning points shall be connected to earthing
system

5.4 Metallic conduits and water pipes shall not be used as earth continuity conductor.

5.5 A separate earthing conductor of 1 sq.mm of copper wire, Green PVC insulated shall be
provided for earthing of lighting circuits, light receptacles , switches, junction boxes,
lighting conduits, switchboxes, sockets etc and 2.5 Sq.mm copper wire green PVC
insulated for power Ckts.

5.6 Wherever earthing conductor crosses or runs along metallic structures as gas, water,
steam, conduits, pipes, or steel reinforcement in concrete, it shall be bonded to the same.

5.7 Lighting poles, junction boxes on the poles, cable boxes/glands, lockout switches etc.
shall be connected to the earthing conductor running along the supply cable/earth grid
which in turn, shall be connected to earthing grid conductor at minimum two points,
whether specifically shown or not.

5.8 Substation Earthing conductor shall be extended minimum 1000mm outside the
substation fence on all the sides. Every alternate post of the fence and gates shall be
connected to earthmat by separate earthing Conductor.

5.9 Flexible earthing conductors shall be used wherever earthing of moving parts (handles)
are to be connected to the earthmat.

5.10 Metallic sheaths and armour of all multi core power cables shall be earthed at both
equipment and switchgear ends. Sheath and armour of single core power cables (if any)
shall be earthed at switchgear end only.

6.0 Specific Requirement For Earthing Systems

6.1 Each of the two earthing leads from the neutral of the power transformer shall be directly
connected to an independent pipe electrode in treated earth pit, which in-turn, shall be
connected to station earth mat.

6.2 Auxiliary earth mat of 1.5m X 1.5m grid shall be laid below transformer to be connected to
the main mat. Auxiliary mat shall be provided at a depth of 300mm from ground below the
MOM box of Isolators, MOM shall be directly connected to auxiliary mat.

6.3 Earthing terminals of each lighting arrestor & capacitive voltage transformer shall be
directly connected to earth electrode which is in turn connected to earth mat.

6.4 Each rail of transformer’s rail track is to be earthed to the main mat at least at two
locations.

6.5 For lightning arrester, only one earthing conductor from the equipment’s earthing terminal
is to be run through surge monitor to an independent earth electrode. Any how, main and
duplicate earthing conductors are required for LA structure earthing.

6.6 Earth pit construction shall be as per relevant IS. All earth pits shall be filled with
homogenous layers of coke, charcoal, salt and sand. Pipe electrode shall have funnel
and wire mesh arrangement on its top. The electrode shall be enclosed in a cement pit
with a cast iron cover hinged to a cast iron frame.

6.7 If the earthing mat extends right upto the fencing or where electrical isolation between the
earthing mat and fencing cannot be ensured, but the design calculations reveal that the
values of touch potentials both from within and outside the fenced-in area are within safe
limits, fencing shall be connected with the earthing mat at frequent intervals.

6.8 Two nos. earth pits shall be provided for transformer neutrals. Neutral will be connected
by 50 x 6 mm copper strip and then copper plate electrode.

7.0 Jointing

7.1 Earthing connections with equipment earthing pads shall be bolted. Contact surface shall
be free from scale, paint, enamel, grease, rust or dirt. Two bolts shall be provided for
making each connection. Equipment bolted connected after being checked and tested
shall be painted with anticorrosive paint/compound.

7.2 Connection between equipment earthing lead and main earthing conductors shall be
welded / brazed type. For rust protections, the welds should be treated with red lead and
compound to prevent corrosion.

7.3 Steel to copper connections shall be brazed type and shall be treated to prevent moisture
ingression.

7.4 Resistance of the joint shall be more than the resistance of the equivalent length of the
conductor.

7.5 All ground connections shall be made by electric arc welding. All welding joints shall be
allowed to cool down gradually to atmospheric temperature before putting any lead on it.
Artificial cooling shall not be allowed. Minimum welding length shall be twice width of
ground strip.

7.6 Auxiliary earth mat of 1.5m X 1.5m grid shall be laid below transformer to be connected to
the main mat. Auxiliary mat shall be provided at a depth of 300mm from ground below the
MOM box of Isolators, MOM shall be directly connected to auxiliary mat.

8.0 Earthing Inside Control Room

8.1 All the panels inside the control room shall be earthed by running a main earthing
conductor all around, inside the control room along the wall and by connecting two
earthing leads from each panel to this main conductor.

8.2 This main earthing conductor shall be connected to two earth pits as well as connected to
the switchyard earthmat.

8.3 All lighting system shall be earthed as specified in “Equipment & Structure earthing “

9.0 Lightning Protection System

9.1 The lightning protection system shall be with spikes to be put on the building at 4-5
location

9.2 Conductors of the lightning protection system shall not be connected to the conductor of
the safety earthing system above ground level.

9.3 Down conductor on the tower shall be clamped at every 750mm interval.

9.4 Connectors between each down conductors and the earthing lead from rod electrode
earth pit shall be located approximately 300mm above ground level by a test link.

9.5 Lightning conductors shall not pass through or run inside G.I conduits.

9.6 The lightning protection system shall not be in direct contact with underground metallic
service ducts and cab

9.7 The Lightning Conductor shall be earthed through separate Rod Electrodes for all peak
Towers.

10.0 Substation Lightening Protection:


Substation Lightening Protection shall be obtained by Overhead shield wire connected to
the power peaks and the internal /External angle of protection shall be provided as per
the IS and it shall ensured that the entire substation equipment & the busbars are
adequately protected. Protection zoning diagram shall be submitted to prove the
adequacy of shielding.

1.0 Introduction

This part of the GTR covers the substation internal & out door lighting system. The
Lighting shall be complete in all respects and any item not included in this specification
but essential for proper installation and functioning of the lighting system shall be deemed
to be included in the scope of the specification whether specifically mentioned or not.

All equipment shall be thoroughly cleaned from packing materials, scales, rust, oil, grease
etc prior to commencement of the installation work.

All equipment shall be checked physically for the completeness of all components and
devices before taking up installation.

All equipment and accessories shall be installed strictly in accordance with the
manufacturer's instructions / drawings. Equipment supplied in sections or dismantled
condition shall be reassembled at site with all associated accessories as per the
manufacturer's instructions.

IS-3646 : Code of practice for Interior illumination
IS-3043 : Code of practice for earthing.

The erection and commissioning work under this contract shall conform to the above
codes and regulations of the statutory authorities. Nothing in this specification shall be
construed to relieve the contractor from his responsibility whether specifically mentioned
in this specification or price schedule or in the drawings or not.

4.0 General Requirements:

The scope of work for lighting shall cover the following areas.

The activities under the Scope of Work in this contract shall also includes the following.

a) Design & Engineering of lighting system as per relevant standards &


specifications for the areas / buildings covered under this contract.

b) Supply, Installation, Testing & Commissioning of Light fittings, Lighting switch


boards / distribution boards.

c) Laying of cables, supply & erection of single compression glands and


terminations etc.

d) Testing and commissioning of the system.

e) Earthing of the individual/total system as per the specification/statutory


authorities requirements.

f) Any other work related to the above system as instructed by owner / Engineer.

5.0 Installation (Indoor / Outdoor)

5.1 The lighting installation shall be integrated with the general building design to give a
better and modern appearance.

5.2 Light fittings shall be wired using PVC insulated aluminum conductor armoured cables /
PVC insulated copper wire as per the schedules.

5.3 The cables shall be terminated in the light fittings / distribution boards using single
compression type cable glands. The terminations shall be done with suitable copper
lugs. The terminations shall be done with proper care and with perfect finish by
considering safety and easy maintenance.

5.4 The total number of light points connected in each circuit shall not exceed 10 points or
800 watts whichever is maximum as per IS-732.

5.5 The light fittings shall be earthed by using the third core of the cable and no separate
earthing is permitted. However, the core earthing shall be connected to the main earth
bus at required intervals as per standards / statutory requirements.

5.6 Suitable size of junction boxes depending upon the circuit routing shall be used and
erected by the Contractor wherever required at no extra costs for both point wiring and
cable wiring. The scope includes the supply and erection of the junction boxes, saddles,
supporting frames, ERW/PVC conduits, cable clamps and other accessories required and
the prices shall be included in the cost of point wiring/cable wiring and no extra price shall
be payable to the contractor.

5.7 All the ERW conduits, Boxes wherever used shall be applied with 2 coats of synthetic
enamel paint to suit the colour of interior.

5.8 All the light fittings shall be controlled from the indoor/outdoor/emergency local
distribution boards / individual single pole switches and these boards shall be mounted at
a height of minimum 1500 mm above the finished floor level.

5.9 All sockets shall be fixed at a height of minimum 1200 mm from finished floor level with
synthetic enamel painted MS box.

5.10 The minimum clamping distance of saddles/clamps shall not exceed 450mm and good
workmanship shall be maintained.

5.11 The supports structure required for fixing light fittings, control gear, switchboards, DBs
etc., and any other support structures/frame work shall be included in the scope of
erection of the item/lighting system and no extra price will be payable to the contractor.

5.12 All the junction boxes, bends shall be of reputed make recommended in enclosed list and
suit the colour of the conduit used.

5.13 All the necessary civil works connected with the lighting installation shall be done by the
contractor only. No extra payment will be made on any account and co-ordination with
civil contractor is also the responsibility of the contractor.

5.14 All cable termination shall be done with properly sized copper sockets and suitable type
of glands.

5.15 All cable armour and glands should be earthed with No.14 SWG copper by using correct
size of copper sockets from earth bus.

5.16 The switches used shall have proper identification markings to the load which they are
controlling.

5.17 Whenever the contractor is required to work in coordination with false ceiling if necessary
and other interior décor work, care shall be taken and prime importance shall be given
before installation of light fittings and sockets etc., in those areas, and prior approval shall
be obtained from owner/consultant.

5.18 For identifying the circuit no. at local control panel / LDB suitable Nomenclature for the
boards/panels shall be painted with black paint on white back ground containing
description, feeder details and cable size etc.

5.19 The rate quoted for cables shall also include the cost of the clamps, screws, painting
suitable for wall/structure, wall chipping, plastering and finishing it with existing colour
shade etc.

5.20 Surface / concealed conduit system shall be adopted using PVC conduits / ERW conduits
/ PVC casing and capping for all the areas mentioned in the scope of work with suitable
inspection type (PVC/MS) Junction box shall be used to facilitate drawing of wires / ease
of maintenance.

i) Each circuit shall have separate conduit outgoing from DBs for power.

ii) Two circuits of same phase may be taken in a single conduit for lighting
alone.

5.21 The minimum size of the conduits shall not be less than 19 mm and thickness shall not
be less than 2 mm. The size of wires/conduit shall never exceed the limits specified in the
relevant standards. PVC casing and capping shall be supplied with necessary bends,
junction boxes and other accessories as required. It shall be suitable for interior decor
colour and neatly fixed with proper screws etc.

5.22 Fan points shall have concealed wiring and 12 mm dia GI hook with anchor fastener for
open wiring. Fans shall be suspended with MS conduit pipe and finally finished with two
coats of paint to suit the colour specified by owner/consultant after completion.

5.23 Switches for fan and lighting points shall be mounted at 1500 mm above finished floor
level with 14 SWG sheet steel box and cover plate shall be hylam / perpect sheet 3mm
thick which shall match with interior wall colour. (The colour shall be checked with
Owner/Consultant at the time of erection).

5.24 All 15A/20A socket shall be fixed at 1500mm from finished floor level in a suitable MS box
generally but to suit the site condition/owners requirement.

5.25 All MS boxes wherever specified shall be applied with 2 coats of anti-corrosive primer
and finished with two coats of paint of interior wall colour.

5.26 Light fittings shall be attached to ceilings and wall with proper dropper to an elevation
required by Owner / Consultant. Where fittings are to be suspended, MS conduit pipe
suspended units shall be employed with ball & socket arrangements and finally finished
with two coats of white paint.

5.27 Earth continuity shall be maintained throughout the entire wiring installation with separate
earth continuity conductors of copper and ultimately connected to a common earth
terminal at the distribution board with PVC sleeves (Only inside the DB). All the MS boxes
and DB's shall also be earthed.

5.28 Each circuit shall have separate neutral wire from DB to the final point. The neutral shall
not be looped in middle from one circuit to another circuit. For each circuit the circuit main
shall also be a part of point wiring. The neutral wire shall also be brought to all the switch
boxes whether socket points shall be provided in the switch box or not. Two lights
controlled by one switch (stair case point) shall also be considered as one point only.

5.29 Cables above ground shall be adequately supported in steel brackets or shall be clipped
or cleated direct to the wall depending upon the number of cables. No extra payment
allowed to claim in steel weight basis. On multiple cable runs, the cables shall be neatly
grouped and where bends are required, additional clipping shall be used.

5.30 All cable armour and glands, MS boxes shall be earthed with No. 14 SWG Cu. properly
sized sockets from earth bus.

5.31 The distribution boards shall be as per the make approved by Owner / Engineer. The
Distribution boards shall be of factory made only and fabricated boards not acceptable.

5.32 For all wires / cables / PVC pipes, ISI mark certificates shall be produced.

5.33 Light/fan point shall also include the 5A switch for each point.

5.34 Colour codes for wiring shall be used as follows:

Earth - Green

For identifying the circuit no. at local control panel suitable labels shall be marked. The
phase wire from the single phase DB shall have the respective phase colour code upto
the switch.

9.0 Flood Light Fitting

The flood-light fittings required for area lighting shall be as specified below:

Industrial weather – proof type wide beam flood-light fittings suitable for 1x250 W HPSV
lamp shall be of cast aluminium housing having brightened anodized spun aluminium
reflector with toughened front glass, fitter with neoprene rubber gasket, cast aluminium
back plate accommodating lamp holder assembly, mounting bracket and porcelain lamp
holder. The fittings shall be supplied complete with 2mm thick sheet steel weather proof
control gear box incorporating ballast, power factor improvement capacitor and ignitor
fully wired.

10.0 Post-Top Lantern

The decorative post top lanterns for mounting on low height steel tubular poles shall be
suitable for 70 W sodium vapor lamp. The fittings shall be made of cast aluminium, stove
enameled, having opal acrylic diffuser bowl, spun aluminium canopy and built in control
gear accommodating ballast, power factor improvement capacitor etc.

11.0 Fluorescent Fittings

Fluorescent fittings shall be supplied complete with copper wound ballast, starter, bi-pin
spring loaded holder and power factor improvement capacitor, fully wired suitable for
fluorescent tube lamps.

The fluorescent lighting fittings shall be as specified below:

a) Mounting rail type fluorescent fittings (HPF) suitable for single / twin 36/40W
fluorescent tube lamp to be suspended or mounted on ceiling having heavy
gauge sheet steel cover for the channel.

b) Industrial type fitting (HPP) with rejection suitable for Twin 36/40W fluorescent
tube lamps to be suspended or mounted on ceiling.

c) Corrosion resistant fluorescent fittings (HPF) suitable for twin 36/40W fluorescent
tube lamps suitable for suspended or mounted on ceiling.

d) Wide spread, decorative recessed mounting florescent fittings (HPF) suitable for
twin 36 / 40W fluorescent tube lamps, together with stove enameled sheet steel
mirror assembly and all accessories.

12.0 Street Light Fittings

Street light fittings wherever specified shall be suitable for 150W HPSV lamps and shall
be cut off / Semi cut off or noncut off type. The luminaries shall have integral type control
gear with power factor improvement capacitor, ignitor etc. wired upto the terminal blocks
and comprises of sheet aluminium deep drawn canopy finished hammertone silver grey
to resist corrosion. A synthetic rubber gasket adhered to the cover using suitable
adhesive to ensure the fittings weather proof / rain proof with IP: 43° of protection.

13.0 Bulk Head Fittings

Bulk head, weather-proof fittings for use in covered porches, surrounding the switch gear
room shall be suitable for direct fixing to wall/ceiling and to accommodate upto 100W
incandescent lamp.

14.0 Lighting Poles for Substation

Lighting poles shall be of 9m height swaged steel tubular, welded with 300x300x10mm
thick MS plate at the base. Poles shall be buried to a depth of not less than 1.5m below

ground level embedded in concrete foundation. Foundation shall be to a depth of 150mm


below base plate and shall have PCC upto 450mm above ground level with coping.

A junction box made of 14G MS sheet steel of size not less than 200x175x100mm shall
be fixed at 750mm above ground level. This junction box shall house necessary terminal
blocks to terminate 16/25 sqmm cable and a 16A porcelain rewireable fuse. Junction box
shall have entry for 2nos of 40mm dia GI pipes for cables and threaded at junction box
end and shall be buried upto a depth of 750mm below ground level. Junction box shall
have hinged door.

Emergency light fitting which shall be fitted in the pole below flood light fitting. The wiring
shall be made separately from the DC source. The emergency fitting shall be of flood light
fitting with GLS lamp and the protection class of IP: 54.

15.0 Lighting Distribution Board (LDB)/Emergency Distribution Board

i. The LDB shall be fabricated out of 2mm thick Sheet steel and suitable for
mounting on walls. The cover of the DB shall have male female type hinges and
90° rotation knob to close and open. The door shall be provided with continuous
synthetic rubber gasket to make the board complete dust proof.

ii. TPN lighting distribution board shall be with incomer controlled by 4 pole MCB +
ELCB 100 MA and outgoings each controlled by MCB (SPN) as required

iii. The MCBs shall be so mounted inside the enclosure that their operating knobs
project out of the enclosure for easy operation. Emergency DB shall have rotary
type switch.

iv. Two earthing terminals, one inside the board and one outside the board shall be
provided.

v. The DB shall be internally wired, provided with knock out, with incomer at bottom
entry and outgoing circuits at top.

vi. Suitable name plates for the board and circuit nos. of all outgoing feeders shall
be provided.

vii. Sufficient No. of blank plates shall be provided to cover the openings in the DBs.

16.0 Accessories

a. Control Switches, Receptacles Etc.

(i) The control switches, receptacles, junction boxes, etc. shall conform to relevant
Indian Standards or equivalent specifications.

17. Lamps

(i) GLS lamps if specified, shall be provided with bayonet caps and shall be of
'Clear' type unless otherwise specified.

(ii) The fluorescent lamps if called for, shall be 'Day-light colour' type unless
otherwise specified and it shall be with features to avoid blackening of lamp
ends.

(iii) The lamps shall be suitable for use in any burning position. Restrictions, if any,
shall be clearly stated.

(iv) The lamps shall be capable of withstanding small vibrations and the connections
at lead in wires and filaments / electrodes shall not break under such
circumstances.

18.0 Spare Parts

Whether included in the manufacturer's recommendation or not, unit prices of the


following items shall be quoted together with the suggested quantities and catalogue
numbers.

Fire Fighting System

1.0 Introduction

1.1 Portable fire extinguishers of Carbon Dioxide type and Dry chemical Powder type shall
be provided in adequate numbers for protection the Control room building and all
others buildings in the substations. The Protection shall cover all the rooms/areas of
the buildings. The quantity and location of the extinguishers shall be as per the
requirements of Fire Protection Manual (Part 1) issued by Tariff Advisory Committee of
India (TAC) and IS 2190.

1.2 Trolley Mounted fire extinguishers of 25 Kg Carbon dioxide type and 25 Kg Dry
Chemical Powder type shall be used for protection of power transformers in the
substation. Two DCP type and two CO2 type extinguishers shall be provided for each
transformer/reactor.

2.0 Portable Type Fire Extinguishers

2.1 This specifications lays down the requirement regarding fire extinguishers of following
types:

a) Carbon dioxide type


b) Dry Chemical Powder Type

2.2 All the extinguishers offered by the bidder shall be of reputed make and should have
been approved by tariff advisory committee of India or any other International
authorities like FCC-Landa, NFPAI – USA. Certificates to this effect shall be furnished
by the Bidder. All extinguishers shall be ISI marked.

2.3 General Requirements

2.4 All the portable extinguishers shall be capable of discharging freely and completely in
upright position.

2.5 Each extinguisher shall have the instructions for operating the extinguishers on its body
itself.

2.6 All extinguishers shall be supplied with initial charge and accessories as required.

Portable type extinguishers shall be provided with suitable clamps for mounting on
walls or columns.

2.7 All extinguishers shall be painted with durable enamel paint of fire red colour
conforming to relevant Indian Standards.

2.8 Capacities of each type shall be as indicated in the schedule of quantities.

2.9 Carbon dioxide (CO type) extinguisher shall conform to IS: 2878.

2.10 Dry chemical powder type extinguisher shall conform to IS: 2171.

3.0 Tests and Inspection

3.1 All tests required to ensure that the equipment conforms to the specification
requirements and relevant standards and codes.

3.2 A performance demonstration test at site of five (5) percent or one (1) number
whichever is higher, of the extinguishers shall be carried out by the CONTRACTOR.
All consumable and replaceable items require for this test would be supplied by the
CONTRACTOR without any extra cost to Purchaser.

3.3 Performance listing of extinguisher shall be in line of applicable Indian Standards. In


case, where no Indian Standard is applicable for a particular type of extinguisher, the
method of testing shall be mutually discussed and agreed to before placement of
order for the extinguishers.

4.0 Performance Guarantee

The CONTRACTOR shall guarantee all equipment supplied by him against any defect
due to faulty design, materials and workmanship. The equipment shall be guaranteed
to operate satisfactorily at the rated conditions at site.

5.0 Painting

Each fire extinguisher shall be painted with durable enamel paint of fire red colour
conforming to relevant Indian Standards.

6.0 Trolley Mounted Dry Chemical Powder Type Mobile Fire Extinguisher

This specification lays down the requirement regarding wheeled fire extinguisher of dry
chemical powder type.

Design, Manufacture, Material of construction and performance of mobile type fire


extinguisher shall comply with the requirements of latest Indian Standards & shall have
BIS approval (ISI marked).

7.0 Performance requirement

The capacity of the mobile dry chemical powder type fire extinguisher shall be 25 Kg
which means the total capacity of the container, when powder completely filled to the
specified level shall be 25 Kg.

The fire extinguisher shall be used for class "B", "C" and "E" fires.

The extinguisher shall operate in the vertical position, mounted on solid rubber tyre
trolley wheels.

The effective throw during operation of the extinguisher shall not be less than 10 meter.

A carbon dioxide cartridges fitted with valved discharge head, shall sufficient carbon
dioxide to expel the dry chemical powder.

8.0 General Requirements

The construction of wheeled fire extinguisher shall conform to IS Standard and not be
limited to the requirements mentioned here.

The shape of the body of the fire extinguisher shall be cylindrical. It shall have
adequate supporting arrangement.

The balance of the fully equipped assembly shall be so arranged that it can be easily
towed speedily behind a jeep or a car and also wheeled by a single operator.

Two solid rubber tyred trolley wheels shall be fitted to the body of the mobile fire
extinguisher. The rubber tyres shall have an effective life, not less than three (3) years.

The extinguisher shall be fitted with a discharge hose and nozzle connection. The
house shall be of rubber or composite construction, having a length of 4.5 meter
minimum. The bursting pressure of the hose shall be minimum 42 Kgf.cm (g).

The design of discharge nozzle shall be such that when the extinguisher is operated in
still air the powder will be thrown in the form a jet having a range of 10 m (minimum) for
a period of 50-60 seconds. The nozzle shall be fitted with a hand control device.

Provision shall be therefor making a pressure test on the body.

To minimise corrosion, the various components shall be provided with suitable anti-
corrosive as per the requirement of applicable codes.

Each mobile, extinguisher shall be complete with initial charge, discharge, fittings and
accessories.

9.0 Tests and Inspection

The manufacturer shall conduct all tests required to ensure that the equipment
furnished will conform to this specification requirements, relevant Indian Standards and
applicable codes.

Everybody shall be capable of withstanding an internal hydraulic pressure of 25


Kgf/cm(g) without leakage or visible distortion, prior to painting, for a minimum period of
5 minutes.

In destruction tests, if called for, ultimate failure shall occur at a test pressure not less
than 32 kgf/cm (g) and if it occurs below 35 kgf/cm (g), there shall not be damage in
any joint, seam, casting or fittings.

A performance demonstration test at site on five (5) percent or one (1) number,
whichever is higher, shall be required to be carried out by the CONTRACTOR. All
consumable and replaceable items required for the test shall be supplied by the
CONTRACTOR without any extra cost of Purchaser.

After conduction tests as in 1.1 and 1.4, the body shall be properly washed and drained
off. After 24 hours, the interior shall be examined and it must be free from any stain,
rust etc.

10.0 Performance Guarantee

The CONTRACTOR shall guarantee all equipment supplied by him against any defect
due to faulty design, materials and workmanship. The equipment shall be guaranteed
to operate satisfactorily at the rated conditions at site.

11.0 Painting

Each mobile fire extinguisher shall be painted with durable enamel paint of fire red
colour conforming to relevant Indian Standard.

The mobile foam type fire extinguisher shall be of make approved by Tariff Advisory
Committee/NFPA/FOC/UL. Appliances conforming to the relevant to BS/NFPA
Standards are also acceptable provided the construction generally conform to the IS
Standards so that spare refills/cartridges of Indian make conforming to IS Specification
can be used after the operation of the extinguisher.

Spare charge cartridges equivalent to requirements of 2 nos. extinguishers shall also


be supplied.

12.0 Trolley Mounted Carbon-Di-Oxide Type Mobile Fire Extinguisher

12.1 This specification lays down the requirements regarding wheeled fire extinguisher of
carbon-di-oxide.

12.2 Design, manufacture, material of construction and performance of extinguisher as


specified herein after shall comply with the requirements of latest applicable Indian
Standards IS-2878 or equivalents and shall have BIS approval (ISI marked).

13.0 Performance Requirement

13.1 The capacity of the extinguisher shall be 25 Kg of carbon-di-oxide when filled in the
container to a filling ration of about 0.1327.

13.2 The extinguisher shall be designed for use where larger high intensity fire hazards are
involved requiring versatility of action.

13.3 These shall be used for Class "B" fire, i.e., fire inflammable liquid. Class-"C" fire i.e.,
fire in gaseous substances under pressure and class "E" fire, i.e., fires in live
electrical equipment.

13.4 The extinguisher shall be operated in upright position, by releasing a suitable valve.

13.5 The range of effective operation of the extinguishers shall be about 4 metres.

14.0 General requirements

14.1 The construction of wheeled fire extinguisher, carbon-di-oxide type, shall in general
conform to IS: 2828 subject to the requirements mentioned hereunder:

14.2 The carbon-di-oxide gas shall conform to IS: 307

14.3 The shape of the body of the extinguisher shall be cylindrical. The body shall be of
steel cylinder. It shall have adequate supporting arrangement so that it can rest on
the wheeled body in upright position and the operator be free to direct the stream.

14.4 The balance of the full equipped trolley unit shall be so arranged, that despite its
considerable weight, it can be easily wheeled by one man. It should be capable of
being towed speedily behind a jeep or a car.

14.5 The cylinder shall be mounted on a trolley fitted with two cushion tyred wheels and
fitted with suitable handle. The overall wheel diameter shall be about 280 mm.

14.6 The frame of the trolley shall be made of welded steel section.

14.7 The design shall permit easy maintenance and operation with one man service.

14.8 The extinguisher shall be fitted with a high pressure flexible hose of about 9m length
and internal dia. to the hoses shall not be more than 12 mm.

14.9 A discharge horn made of fibre or any material non-conducting to electricity shall be
fitted with a handle made of thermal insulating material capable of protecting
operators hand from freezing affects.

14.10 Suitable provision for firmly securing the horn to the body, when it is not in use, shall be
provided. The fixing device shall not interfere with the operation or mobility of the
extinguisher.

14.11 The discharge valve or operating head shall be capable of being operated
satisfactorily. It shall be made of material as specified in IS:2878.

14.12 There shall be no leakage of CO from valve or fitting during the use of extinguisher.
Valve shall be provided with suitable safety device to prevent over-pressure in cylinder.

14.13 A seal or device shall be fitted to indicate that the extinguisher has not been used.

14.14 Each extinguisher shall be complete with initial charge, discharge fittings and other
accessories as required.

15.0 Test And Inspection

15.1 The extinguisher at ambient temperature, shall expel atleast 95% of its content as
continuous discharge within a maximum of 90 seconds and a minimum of 30 seconds.

15.2 The extinguisher without its attachment shall be shelved for 21 days after filling and
shall be check weighed at the end of the period. There shall be no loss of mass.

15.2 Carbon-dioxide cylinder shall be hydrostatically tested at a pressure of 236 kgf/cm (g)
to prove leak tightness for a period of one hour.

15.3 Hose assembly with it coupling shall be hydrostatically tested at a pressure of 315
kgf/cm (g) without failure.

15.4 All tests required to ensure that the equipment conforms to the specification
requirements and relevant standards and codes shall be conducted by the
manufacturer. Adequate time ahead of these shop tests, the Purchaser shall be
informed so that if he so desires, his representative may witness the tests.

15.5 A performance demonstration test at site on five percent or on one (1) number
whichever higher shall be carried out by the contractor. All consumables and
rechargeable items required for the test will be supplied by contractor without extra cost
to the Purchaser.

Section B Chapter 13
Air Conditioning and Ventilation System

1.0 Introduction

This section of the works covers the supply, delivery, installation, commissioning and
setting to work of the air conditioning and ventilating systems for the Substation building.

All air conditioning and ventilating systems shall be fully automatic in operation and shall
be capable of maintaining internal conditions within the hands of temperature and
humidity specified hereafter.

2.0 Standards

All air conditioning and ventilating equipment shall conform to relevant Indian standards,
British Standards, Chartered Institutions of Building Services of ASHRAE
recommendations or other recognized International Standards.

3.0 Air Conditioning

The following areas shall be air conditioned in 33 / 11 KV substation building.

Control / Relay Room Wall mounted individual room air conditioners/ split air-conditioning
units
Engineers Room Wall mounted individual room air conditioners/ split air conditioning
units

The air conditioning units shall be individually thermostatically controlled to maintain


internal conditions specified hereafter. The capacity and number of units provided shall
be dependent upon the cooling load characteristics of the various conditioned areas of
the building.

4.0 Mechanical Ventilation

Supply and extraction ventilation shall be provided to serve the following areas:

Switchgear Room
Battery Room
Store Room
Toilet / Washroom (Extract only)

Extract ventilation shall be provided by means of wall mounting fans, roof extract units or
ducked systems with louvered discharges to atmosphere. Industrial extract, fans shall be
provided for the Battery Room.

Extract fans for the Battery Rooms shall be corrosion resistant throughout with a 4 mm
PVC lining.

5.0 Basis For Design

5.1 External Design Conditions

The external conditions for the calculation of duties for the mechanics services plants
shall be as detailed in site data sheets.

All items of plant and equipment for all building services shall be designed to operate
without malfunction unto a maximum ambient condition of 50 OC D.B. and a minimum
ambient condition of 50OC D.B. with instances of 100% R.H.

All plant and equipment installed externally, or which can be affected by external
conditions shall be capable of withstanding without damage or deterioration the effects of
solar radiation, rain, wind, dust, sand storms or heavy pollution from industrial plant.

6.0 Internal Design Conditions

The air conditioning systems shall be capable of maintaining the following internal
conditions:-

22 – 24OC D.B.
40 – 60% R.H.

Air Conditioning systems shall be arranged to introduce a fresh air quality equivalent to
10% of the total air volume handled. Supply ventilation systems shall handle 100% fresh
air. The toilet extract system shall maintain a small negative pressure within toilet areas.
In other mechanically ventilated areas, extract systems shall extract 60% of the supply air
volume to maintain a positive pressure internally.

The following air change rates / hour shall be provided in mechanically ventilated areas:

All air conditioning and ventilating systems shall be designed for continuous operation.
Plant shall be arranged to facilitate maintenance and future replacement of equipment.

The CONTRACTOR shall calculate heat gains and losses under the specified conditions
for each part of the building, taking into account solar radiation, thermal transmittance
through roofs, walls, floors and windows, fresh air requirements, heat emission from
installed electrical equipment and lighting, personnel, infiltration and any other sources.
The CONTRACTOR shall be responsible for determining the heat transfer coefficients for
all materials used in building construction. In the event of any change in materials, design
or method of building construction, the CONTRACTOR shall at all times be responsible
for rechecking the design of all systems to ensure that they are capable of meeting the
specified design requirements.

7.0 Internal Sound Levels

The maximum acceptable sound levels in all areas shall have a Noise Rating (NR) of 70
db.

All plant equipment shall be suitably selected and installed to ensure that the maximum
sound levels stated are not exceeded and where necessary attenuating devices shall be
incorporated.

8.0 Room Air Conditioning Units

Wall mounting individual room air conditioners shall be of the sturdy and robust
construction, chosen for long and continuous operation. External casings shall be of
heavy gauge galvanized steel, weather proofed with special corrosion resistant primer
and finished in durable baked-on enamel paint.

Each Unit shall be complete with a permanent cleanable filter, two speed permanently
lubricated fan, integral thermostatic control four directional deflector vanes, hermetically
sealed resiliently mounted compressor motor complete with thermal overload and under
voltage protection, fully sealed and refrigerant charge, evaporator and air-cooled
condenser coils, internal insulator, automatic non-drip moisture removal arrangements.

Each unit shall be capable of operating without cooling, thereby providing ventilation
during marginal differences between inside and outside conditions.

9.0 Fans

9.1 General

This clause of the Specification deals with fans of all types as used in ventilation system
of the packaged or site assembled type. Selected type shall conform to the requirements
described hereunder.

The performance of fans shall be determined by the manufacturer in accordance with the
procedures specified in BS.848 Part 1 and BS.848 Part 2 or equivalent for noise testing.
Test certificates shall be submitted by the ENGINEER.

Fans shall be capable of the duties required to fulfill the specified design conditions. The
CONTRACTOR shall calculate the system resistance using the frictional resistance of
items of plant offered and / or duct runs as installed and shall be responsible for ensuring
that the installed fan is capable of the required dutiy without exceeding the specified
noise levels of diring capacity of the motor and drive.

10.0 Extract Ventilation Units

This clause covers fan powered extract ventilation units for mounting in walls and
windows, on roofs and in plant rooms

Extract units shall incorporate propeller, centrifugal or hybrid type fans which shall be
constructed in accordance with the relevant sections of this specification.

Roof units shall comprise a galvanized sheel steel base suitable for use as a weathering
skirt, a mild steel fan / motor mounting frame and a spun aluminium cowl. The sheet steel
base shall be constructed to support the fan / motor without distortion and where the fan
in belt driven shall incorporate a rigid subframe for motor mounting. Fans shall be
diaphragm mounted or fitted with a cylindrical casing designed for removal from the unit
from inside or outside the building without disturbing the weathering skirt or cowl fixings.
The cowl shall be weatherproofed and shall be hinge mounted to provide complete
access to the fan / motor.

Lubricating points shall be extended to a convenient access point.

Stainless steel nuts, bolts and washers shall be used for all fixings exposed to the
weather.

11.0 Toilet Extract Units

All toilet extract units shall incorporate duplicate fans fitted in a combined casing and
arranged to automatically change over in the event of failure of the duty fan. The
changeover shall be actuated by means of air flow switches located in the fan outlets.

Toilet extract fans shall be forwarded curved centrifugal type, direct driven.

Fan outlets shall be fitted with counterweighed shutters to prevent back draught and
recirculation through the standby fan.

Direct driven fan / motor units shall be supported on the fan deck by means of
antivibration supports.

Toilet extract units for indoor mounting shall be wall, ceiling or ceiling void mounted as
necessary and where exposed to view shall be fitted with a white ABS plastic or enamel
finish sheet metal casing. Toilet extract units serving a single internal toilet shall
incorporate an automatic timing device connected to the lighting circuit and arranged
such that the unit runs for twenty minutes after the roof lighting has been switched off.

12.0 Air Filters

12.1 General

Air filters shall be of the type indicated elsewhere in this specification for the different
items of plant.

All filter media shall be properly bonded and protected against filter fiber or particle
migration. The direction of air flow shall be clearly marked on all filter panels and on
installation frames.

Access to filter shall be through removable panels fitted with quick release fasteners and
rubber sealing gaskets.

Each disposable panel filter system shall be provided with 4 complete spare sets for use
during the commissioning period. Each disposable bag filter system shall be provided
with 2 complete spare sets for use during the commissioning period. These sets shall be
in addition to any filter celis supplied as spares in accordance with the general clauses of
this specification.

Each air filter shall be fitted with a manometer or other instrument to indicate the pressure
drop across the filter bank in N/m 2. Each instrument shall clearly indicate the maximum
pressure drop acceptable before filter media must be cleaned and replaced.

Filter performance shall, unless otherwise noted, be taken to mean the Overall
Gravimetric Efficiency against BS.2831 Test Dust No. 2 or equivalent.

The framework for adapting filter installation panels to the ducting, air handling plant or
packaged unit shall be constructed of sheet mild steel angles and all joints in the framing
and duct connection shall be sealed with non-setting mastic compound.

Filter media of all types and sizes shall be supported in rigid peripheral frames with
internal or external wire support of the media to ensure that the media shall not collapse
under air flow. The holding frames shall incorporate accurately sized channel sections to
provide a good sliding fit for the filters.

13.0 Electrical Control

Each item of plant shall be provided with local isolation and / or emergency stop buttons
to facilitate maintenance, inspection and emergency operation.

Where items of plant are monitored and controlled from the control panel or console
remove stop / start facilities shall be provided for each item.

14.0 Electrical Connections

All electrical power, control cable and wiring associated with the ventilation system
including all connections between control panels, valves, sensing probes and other like
items shall be supplied, installed and connected up as part of this Contract.

The cabling and wiring system shall comply with the requirements of the relevant clauses
of this specification and be either surface or flush installation as appropriate.

Final connections to electric motors and all other items of plant subject to movement and
vibration shall comprise flexible cable in flexible conduit.

Variation rates for power and control cables shall be in accordance with the rates set out
in the schedules.

15.0 Design Calculations

The CONTRACTOR shall, if requested, submit to the ENGINEER copies of all his
calculations forming the basis for the selection of all air conditioning and ventilating plant,
plant selection details and full working drawings.

16.0 Schedules And Drawings

Drawings showing the proposals for all air conditioning and ventilating installation shall be
submitted with tenders. These drawings shall be listed in the appropriate schedule.

Schedules giving technical details and particulars of all air conditioning and ventilating
plant must be completed and submitted with tenders.

17.0 Maintenance

The CONTRACTOR shall be responsible for the maintenance of all installations covered
by this section of this specification for the period stated in the relevant. Clause of the

3. General Technical Requirements:

The lightning arrestor shall be of distribution class and fitted with disconnector for the
identification of failure of the lightning arrestor. The insulator housing shall be of
polymeric type.

4. General Constructions:

4.1 Each Individual unit of Surge Arrester with disconnector shall be hermetically sealed and
fully protected against ingress of moisture. The hermetic seal shall be effective for the
entire life time of the Lightning / Surge Arrester with disconnector and under the
specified service conditions.

4.2 The corresponding units of Lightning / Surge Arrester with disconnector of the same
rating shall be interchangeable without adversely affecting the performance.

4.3 The Lightning / Surge Arrester with disconnector shall be suitable for bracket type
mounting.

4.4 All the necessary flanges, bolts, nuts, clamps etc. required for assembly of complete
Surge Arrester with disconnector with accessories and mounting on purchaser's support
structure shall be included in tenderer's scope of supply.

4.5 The mounting details for mounting the Surge Arrester with disconnector on purchaser's
support shall be given along with bid.

4.6 It shall be housed in polymeric housing and shall be as per IEC-99

4.7 Polymeric housing should be free from flaws effecting the mechanical and electrical
strength of the arrester.

d) Wet withstand test

7. Type Test Certificates: The Bidder shall furnish type test certificates and results for the
following tests along with the bid for CT of identical design.

Test Certificates: Copies of routine/acceptance test certificates shall be produced with


the endorsement of the inspecting authority to the purchaser before effecting dispatch.
The test report shall contain the following informations:
i) Complete identification data, including serial No. of the LA.
ii) Method of application, where applied, duration and interpretation of results in each
test.

8. Manuals: Three copies of commissioning instruction manual and operation and maintenance
manual shall be submitted by the contractor along with the dispatch of equipment.

9. Drawings: Following drawings shall be submitted by the contractor for Purchaser's approval in
three copies.
