1 Scope

1.1 This specification covers Saudi Aramco requirements for forged steel weld neck
flanges that are suitable for use from -120ºC up to +538ºC. Special
configuration flanges such as pipeline anchors, long weld neck flanges,
integrally reinforced flanges, out-size flanges, and lapped joint and swivel ring
assemblies are included; see subsection 3.1. Not included are blind flanges, slip
on flanges, socket weld flanges, threaded flanges, Type 6BX per API 6A, or
cryogenic temperature (less than minus 150°C) flanges.

1.2 The material requirements of this specification are not mandatory for certain
items of equipment which are engineered, manufactured, fabricated and tested
before delivery to Saudi Aramco, such as pressure vessels, heat exchangers,
pumps, turbines, compressors, valves, orifice flanges, skid-mounted piping
assemblies, etc. However, all flanges shall be dimensionally compatible with
those described in this specification, or matching companion flanges shall be
provided. Matching companion flanges shall be in full accordance with this
specification.

1.3 Materials for flanges shall be selected in accordance with applicable Piping and
Pressure Vessel Codes, and Saudi Aramco Engineering Standard SAES-L-109.

2 Conflicts and Deviations

2.1 Any conflicts between this specification and other applicable Saudi Aramco
Materials System Specifications (SAMSSs), Engineering Standards (SAESs),
Standard Drawings (SASDs), or industry standards, codes, and forms shall be
resolved in writing by the Company or Buyer Representative through the
Manager, Consulting Services Department of Saudi Aramco, Dhahran.

2.2 Direct all requests to deviate from this specification in writing to the Company or
Buyer Representative, who shall follow internal company procedure SAEP-302
and forward such requests to the Manager, Consulting Services Department of
Saudi Aramco, Dhahran.

4 General

4.1 Definitions

4.1.1 Normalizing: For purposes of this specification, the term "Normalized"


will be taken to mean any of the following defined in ASTM A350-04a:
- Normalized (N),
- Normalized and Tempered (NT),
- Double Normalized (NN),
- Double Normalized and Tempered (NNT).

4.1.2 Lot: All items of the same type and maximum thickness which are
produced from the same heat of steel and subjected to the same finishing
(i.e., heat treatment, amount of working). Heat treatment may be
continuous providing all temperatures are controlled within ± 14°C
(25°F). Any break in continuous material flow or multiple furnace loads
shall be considered separate heat treat lots.

4.1.3 High Temp: Fluid service during which the service temperature, or
Maximum Design Metal Temperature, can be as high as 538°C (see
Table I material codes S1 through S6).

4.1.4 Intermediate Temp: Fluid service during which the service


temperature can be from -18°C up to +425°C (see Table I).

4.1.5 Low Temp: Fluid service during which the service temperature, or
Minimum Possible Metal Temperature, can be as low as -45°C (see
Table I material codes showing LT).

4.1.6 Cryogenic Temp: Fluid service during which the service temperature,
or Minimum Possible Metal Temperature, can be as low as -150°C (see
Table I material codes S1 through S6).

4.1.7 T REF: This indicates the nominal rim thickness of a flange and is
normally the thickest cross-section in a flange. T REF has a direct
impact on the heat treating practice followed for achieving the desired
mechanical properties and metallurgical structure and the method of
obtaining specimens for mechanical properties and chemical
composition.

4.2 For all materials: At the time of quotation, the flange supplier shall include a
statement for country of origin, if other than the point of shipment. Traceability
shall identify each location where processing has taken place (e.g., forged in one
location, heat treated in another, and machined in a third location). Traceability
of finished materials shall extend back to the original steel making facility.

4.3 Purchase Order material descriptions specify the preferred materials on the basis
of class, size and material properties. Materials (see Table II) may be
substituted only as follows:
- F36/Grade B: Material Code B or C may be substituted for Code A, but not
vice versa.
- F36/Grade B: Material Code C may be substituted for Code B, but not vice
versa.
- F42, F52, F60, and F65: Substitutions are permitted only with CSD
approval.
- ASTM A182 flanges: Substitutions are permitted only with CSD approval.
- Substitutions are not permitted for flanges of API & LO TEMP quality.

4.4 All new flange installations are designed in accordance with ASME/ANSI
B16.5 & B16.47 where ever possible. Replacements for existing Saudi Aramco
standard flanges, or mating flanges, shall be designed using the Saudi Aramco
standard drawings identified in 4.5. The following design codes are referenced
for all new flanges with materials in accordance with Table I:
- ASME/ANSI B16.5 and MSS SP44: Class 150 thru 2500

4.5 For the purpose of mating with existing Saudi Aramco standard flanges, or
replacement of such, the following drawings are mandatory for the sizes
indicated:

4.6 Product Quality Plan

4.6.1 Prior to first time production, manufacturers whose quality systems


and/or products have been assessed and approved by the Vendor
Inspection Division (VID) and Consulting Services Department
(ME&CCD/MEU), shall submit on a one time basis, a Product Quality
Plan which includes the steps taken to ensure that all requirements of this
specification will be included in the Manufacturer's Materials Control
and Process Control Documents. This Plan shall identify: (a) products
offered, (b) materials to be used, (c) processes performed by the
manufacturer, (d) processes performed by others, (e) protective coatings
and packaging.

4.6.2 The Product Quality Plan shall also provide, for each pressure class,
yield strength (F#), and size as shown in Table II, the following
attributes: (a) steel making, including composition & grain size, (b)
manufacturing processes, including hot-work ratios and heat treatment,
(c) all required testing and inspection, including frequency, size, and
orientation of samples and specimens.

4.6.3 Sampling plans for hardness and NDE: Unless 100% testing is required
by either API, ASME/ANSI, or other sections of this specification any

sampling plan used shall be in accordance with either ANSI/ASQ Z1.4


or ISO 2859, Inspection Level II, 1.5 AQL, unless modified herein.

5 Materials

Flange materials shall be carbon steel or high strength low alloy (HSLA) steel as
specified in Table I.

Pipeline anchor flanges shall be of materials shown for F60 or stronger flanges of the
same class and size shown in Table II.

Materials for flanges larger than 60 inch NPS in Class 75 and 150, and for all
ASME/ANSI B16.47 Series B Class 75 flanges, shall be as shown for Class 150 F36
flanges larger than 24 NPS in Table II.

5.1 Steel Manufacture

5.1.1 All Low Temp steel grades shall be fully killed, vacuum degassed, and
melted to fine grain practice. If there is sufficient reason to question the
effectiveness of vacuum degassing a check or product analysis shall
yield 20 ppm maximum Oxygen level. ASTM grain size (GS) numbers
are specified with carbon equivalent (CE) limits in Table I as referenced
in 5.4.3.

5.1.2 Treatment for inclusion shape-control by addition of calcium is not


required for any flanges manufactured to this specification.

5.2 Forging Processes

5.2.1 All flanges are required to meet the definition of hot worked forgings in
ASTM A788 and A961 and all other such appropriate general
requirements: Flanges shall be hot worked by press, hammer, or ring-
mill of sufficient capacity to produce a substantially wrought structure
throughout the rim (T REF in Table II). Flanges shall be hot worked as
close as practicable to finished dimensions.

5.2.2 Continuous-cast steel shall be hot-worked to a minimum 2:1 ratio before


blanks are cut for die forgings. All such perform raw material shall be
capable of meeting a C2; R2; S2 rating, as described in ASTM E381,
prior to profile forging to near net shape. Residual as-cast structure in
the rim is not permitted.

5.2.3 Blanks for open-die-forged flanges, hammer-forged flanges, and ring-


rolled flanges shall be hot worked to a minimum reduction ratio of 2:1
before forging to shape or ring-rolling is initiated. All such pre-form raw

material shall be capable of meeting a C2; R2; S2 rating, as described in


ASTM E381, prior to profile forging to near net shape.

5.2.4 All flanges greater than 24 inch diameter shall be ring rolled unless
alternate forming options can demonstrate the final product exhibits
acceptable metallurgical structure and mechanical properties in the
rim/hub region.

5.3 Heat Treatment

All flanges shall be furnace heat treated as indicated in Table I after all forge
processing is complete. Cooling directly from forging temperature is not
acceptable as a normalize heat treatment. Except as given in 4.1, terms and
definitions for heat treatment shall be in accordance with ASTM A941.

Other acceptable heat treatments are Quenched and Tempered (QT), and
Quenched and Precipitation Hardened (QPH). Flanges may be Normalized (N),
and then re-austenized for quenching. Any heating above the lower
transformation temperature (A1) shall be recognized as eliminating any previous
heat treat condition. Minimum temperature for tempering or precipitation
hardening is 590ºC.

5.4 Chemical Requirements

Chemical analysis shall be performed upon each heat for all elements specified
in the respective standards in 3.2; including additional elements specified herein
(see Table I). Elements for which heat analysis data are not available may be
determined by check or product analysis if necessary.

The composition limits of the respective standards in 3.2 shall be met unless
stated otherwise by this specification (see Table I)

5.4.1 Heat Analysis

Heat Analysis is required for: Carbon, Manganese, Phosphorus, Sulfur,


Silicon, Nickel, Chromium, Molybdenum, Copper, Niobium
(Columbium), Vanadium, Titanium, Aluminum, and Boron. Analysis
for Calcium, Nitrogen and Oxygen is also required when specified in the
respective standards or in this specification. Boron shall not be
intentionally added.

5.4.2 Check and Product Analysis

At least one check analysis or product analysis is required from each heat
of steel used for the production of flanges. Such representative check
analysis shall be made on raw material (ingot, billet, or bar) or products

from each heat for all specified elements listed in Table I in accordance
with ASTM A788 or A961, and the ASTM product specification, as
applicable. Check analysis for Calcium and Boron are for information
only unless supporting documentation can demonstrate that such alloy
additions are controlled during steel making.
Commentary Note:

Boron product analysis is not always accurate below 0.001%


(see ASTM E415).

Specimens for check analysis shall be taken midway between the center
and surface of the ingot, billet, or bar. Specimens for product analysis
shall be taken as required by ASTM A350-04a, Section 6. For purposes
of these analyses, a heat of continuous cast steel will be the chemistry
production from a single furnace.

5.4.3 Carbon Equivalents and Grain Size

Maximum allowable values for Carbon Equivalent (CE), and Carbon


content (C), and ASTM Grain Size (GS), for finished flanges, are to be
determined at the same location as mechanical tests in 5.5.1. See Table I.

Commentary Note:

CE determinations are based on heat analysis unless only check or


product analysis data are available.

5.5 Mechanical Requirements

Mechanical testing of representative samples from each heat treat lot is required
for acceptance of all flanges. Testing is to be in accordance with the appropriate
ASTM/API standard and the additional requirements of this specification as
shown in Table I.

5.5.1 Samples for Mechanical Testing

Mechanical testing samples shall be taken from locations as described in


ASTM A350-04a, section 7. Samples may be taken from either a
sacrificial forging or a separately forged test bar, or a prolongation of the
weld neck end or extension in the axial direction as applicable for swivel
or lap rings. (Listed in order of preference).

Where a separately forged test bar is used, it shall be from the same heat
as the final forgings. The test bar shall receive the same approximate
working, as documented in the Product Quality Plan (see 4.6), and shall
be heat treated with the flange forgings it represents. Separately forged
test bars shall be at least 300 mm long, or they may be rings consistent
with the production forgings. Transverse test specimens shall be at least
140 mm in a dimension transverse to the principal direction of hot
working.

If for any reason a flange cannot be forged to near net shape, the section
dimensions of the forged test specimen shall be ± 6.5 mm of the rim
dimensions (T REF in Table II) of the product in the as-forged condition
(before machining).

Weld end prolongations (integral test rings) are allowed for ring-rolled
flanges that are forged to "near-net-shape", (within 6.5 mm of finished
size), with the following limitations:
- Thickness must be the greater of 25 mm or the matching pipe wall,
and must be large enough to allow removal of test specimens at least
140 mm long that are transverse to the principal direction of hot
work.
- Prolongations must remain part of the production flange during heat
treatment.
- Specimens from prolongations must be removed from the T/2
position.
- Prolongations are not permitted when the rim thickness is greater
than 140 mm (5.50 in.) ("T REF" in Table II), OR when flanges are
not forged to near-net-shape

When required on Saudi Aramco Inspection Requirements Form 175-


022501, or there is definite reason to question the test results, the validity
of any forged test blank will be confirmed by testing a production flange
of greatest rim thickness in the lot represented by the test bar. The
validity of any forged test blank is normally verified during first time
qualification of the manufacturing process.

5.5.2 Tension and Impact Tests

Material code A does not require impact testing. All other flanges shall
be represented by tension test and Charpy V-notch specimens, as
applicable in Table I, with test axes transverse to the principal direction
of hot work. For Charpy V-notch on flanges 12 inches and less in
diameter, longitudinal specimens may be substituted if an additional 25

ft-lb. are added to the minimum required toughness in Table I. For


clarification, the axis of the Charpy V-notch shall be parallel to the
principal direction of hot work. Principle direction of hot work is
defined as follows:
a) Ring rolled flanges – Tangential to the bore
b) All other flanges – Radial to the bore, except for prolongations
which shall be tangential to the bore.

5.5.3 Hardness Tests

100% of finished flanges in the following sizes shall be tested by the


Standard Brinell Method per ASTM E10, or other Saudi Aramco CSD
approved hardness measurement method, so that test values can be
verified:
- Class 150 & 300 -- 26 inch NPS and larger
- Class 400 -- 30 inch NPS and larger
- Class 600 & 900 -- 20 inch NPS and larger
- Class 1500 & 2500 -- 14 inch NPS and larger

Smaller flanges shall be sampled in accordance with 4.6.3 and tested


according to ASTM A350, Section 7. The test method shall provide
accuracy and precision (demonstrated repeatability) equivalent, as
determined by Consulting Services Department, to the Standard Brinell
Test and shall produce results that can be cross-referenced to Standard
Brinell values.

Impressions shall be on either the side of the flange rim or on the outer
diameter, mid way between bolt hole locations. Every flange and test
ring shall be tested at two locations 180 degrees apart.

Report all values; see Table I for acceptance values. The highest and
lowest values from the same test lot, test specimens included, shall not
differ by more than 30 HB, or the entire lot is rejected. Re-testing after
re-heat treatment is required in accordance with 4.6.3.

6 Non-Destructive Examinations (NDE)

Non-destructive examinations shall be conducted as described in the following


subsections. Random selection applies when fewer than "all" or "100%" of a lot are to
be tested as detailed in the Product Quality Plan in 4.6.

Next Planned Update: 1 December 2010 Intermediate and High Temperature Service

A "lot" will be as described in 4.1.2 and consist of all flanges on a single purchase order
of one size (NPS), one rating-class and one material specification which are
manufactured by one forger, using the production by one steelmaker of a single heat of
steel.

Special configuration flanges, such as pipe line anchors, swivel ring and lap joint weld
ends, and long weld neck flanges, shall be tested according to approved Manufacturer's
procedures. See subsection 4.6.

Test specimens shall be identified and traceable to test reports.

6.1 Magnetic Particle Testing

Magnetic Particle Testing (MT) shall be performed on all accessible surfaces by


a wet fluorescent method in accordance with ASTM A508/A275. Flange bores
and other surfaces shall be inspected in two directions: axial and circumferential.
Dye Penetrant Testing may be substituted for stainless steel flanges as
applicable.

Sampling Requirements

Test all flanges, in ASME/ANSI classes 150, 300, and 600, in


accordance with the sampling plan identified in 4.6. When flanges are
purchased from a source other than the Manufacturer, the sampling plan
shall be modified to incorporate 0.65 AQL (See 4.6). When lots cannot
be distinguished, the entire ordered quantity shall be tested.

If defective flanges are found, the Manufacturer/Supplier shall either


reject the entire lot or test and sort all pieces in the ordered quantity that
are supplied from the affected lot.

Test 100% of the following flanges:


- API 6A, all ratings, all sizes
- ASME/ANSI Class 900, 1500 & 2500

6.2 Ultrasonic Testing

Ultrasonic Testing (UT) shall be conducted on flanges in accordance with the


following requirements:

100% of all ASME/ANSI flanges, rated for at least 3000 psi service (not
class rating), and all API 6A Type 6B flanges, shall be UT tested by
longitudinal wave and angle beam examination as explained in 6.2.2.

6.2.1 F42, F52, F60, and F65 Flanges

Test F42 and stronger flanges in accordance with ASTM A707/A388,


including Supplementary Requirement S8 (angle beam). Acceptance
limits for angle beam examination will be in accordance with ASTM
A508. 100% sampling is required of flanges in the following sizes and
classes only:
- Class 400 & 600, 26 inch NPS and larger (A707 S1)
- Class 900, 20 inch NPS and larger (A707 S1)
- Class 1500 & 2500, 14 inch NPS and larger (A707 S1)
UT testing per ASTM A707 of other sizes and classes is expressly
waived unless required by Quality Plan

6.2.2 API 3000, 5000, & 10,000 psi Rated, 45K & 60K, Flanges

Testing shall be conducted from the welding end before beveling, in an


intermediate-machined state, with welding and sealing ends machined at
right angles to the bore. However, intermediate-machined state UT
inspection is not required if the intended UT procedure can demonstrate,
and document, that adequate inspection reliability of the welding end can
be achieved without intermediate stage testing.

Testing shall be in accordance with ASTM A508/A388. A508


Supplementary Requirement S2 applies, except that the flat bottom hole
for test sections up to 300 mm will not exceed 4 mm diameter, and the
flat bottom hole for sections 300 mm to 450 mm will not exceed 6.5 mm
diameter.

For angle beam examination, recordable indications per ASTM A388


will be cause for rejection. Search areas will consist of:
- 100% of the volume of the bore to a radial depth not less than the
wall thickness of the matching pipe, and
- 100% of the volume of the cone, or the volume of material contained
within 50 mm of the welding end, whichever is less.

7 Special Machine Finish for Raised Face (RF) Flanges

As-machined roughness of the raised face shall be 3.2 to 6.4 micro-meters Ra; see
ANSI B46.1. Stockists shall not be permitted to remachine the sealing face of any
flange, especially prior to marking.

Commentary Note:

It is not permissible for any Stockist or Contractor to remachine, thus changing the
configuration, any flange and remark the flange as a new product. For example, a
Stockist is not permitted to remachine the sealing face from ring joint to flat face, or vice
versa, and mark or remark the flange for a different service. This would be considered
counterfeit material. The original manufacturer is the only company permitted to machine
and mark flanges covered by this specification.

8 Repairs

Weld repair is not permitted for any flange covered by this specification.

9 Markings

All flanges shall be marked by the manufacturer by metal stamping; low stress stamps
are not required if markings are confined to the outer diameter of the rim (the curved
surface).

The marking requirements of the respective ASTM and API standards apply to all
flanges, subject to the further requirements of this specification.

The Manufacturer shall be identified on all flanges. Pipe size and bore (Schedule, XS,
etc.) shall show on all flanges. The API monogram is not mandatory for API 6A Type
6B flanges, but "API" shall show on all flanges which are designated 52K or 60K. The
material standard shall show on all flanges. Vendor markings shall be included in all
Quality Plans.

Only one strength level is permitted on a single flange, for example: "LF2/F52" is
prohibited, but "F52 N A350 LF6 CL1" is required.

Markings shall be in the following order when possible:


- Descriptive Acronym for flange type
- Pressure Rating
- Nominal Size and Bore Diameter (Schedule, XS, etc.)
- Dimensional Standard
- Strength Marking per Table II
- Heat Treatment per Table I
- Material Standard and Supplementary Requirements per Table I
- "LO TEMP" or "API", when applicable
- Non-Destructive Test Markings

10 Protective Coatings and Packaging

Finish-machined and tested flanges shall be coated overall with a protective finish that
does not hide markings. The coating shall be suitable for welding as required by ASTM
A961, or an acceptable alternate shall be employed. See alternate methods below.

10.1 Coatings shall be capable of protecting against corrosion in a marine


environment for 12 months. If the protective coating cannot be warranted
against corrosion, the flanges shall be protectively packaged, OR

10.2 An additional separate strippable coating may be applied over the welding ends
and sealing surfaces. The strippable coating need not be weldable but shall be
capable of easy removal without special tools or solvents, and shall not leave
residue that will interfere with welding or gasket seating. Examples: filled high-
build vinyl or urethane or PVC, OR

10.3 The Manufacturer may apply tape to the welding ends and sealing surfaces then
seal the tape with a protective coating. Tape shall be easily removed and leave
no residue that interferes with welding or gasket seating.

10.4 All flanges shall be protected from mechanical damage. Welding ends and
sealing faces shall be protected with suitable wood or plastic or metal covers.
Flanges shall be packaged in steel-banded wooden crates or secured to skids.
