Membership Agreement for UCDI

This agreement is entered into by and between University Child Development, Inc.,
hereafter referred to as UCDI, and Undersigned member of UCDI. In consideration
for the services provided by UCDI, I agree to the following:
1. UCDI is a parent cooperative and is dependent for its financial stability on a
monthly basis on each member’s payment of the tuition according to the
schedule. This agreement will be considered binding after twenty-one (21)
days following the signing of this agreement. A three-week (21 days) trial pe-
riod for all parties involved (Parents, child/children, and staff) will be imple-
mented from the date of this signed membership agreement. Within this time
period any party may void this agreement and the undersigned member (Par-
ent) will then be released from any further obligation to UCDI. If this agree-
ment should be voided by any party during the 21 day trial period, the parent
is obligated to pay fees for the time scheduled for the child/children up to the
point of termination of this agreement. To end or change childcare arrange-
ment, a two week notice in writing is required. Parents will be charged for the
two-week period. Pre-received payments will not be refunded. Parents are
required to pay monthly installments of the semester’s tuition during the first
five days of each month as billed or what is signed on Payment Contract be-
tween UCDI Director and Parent. If payment is still outstanding after the 5th
day, the parent will not be able to leave the child/children until he/she brings
the payments up to date and a late fee of $20.00 each day the fee remains un-
paid. If the tuition is not paid in full at the end of the month, you will not
have child care the following month. You can set up your account to pay
weekly, biweekly, or monthly, but all tuition must be paid in full by the end of
the month. UCDI may not be able to hold my child’s place as scheduled if
payment is late.
2. I understand that UCDI is a parent cooperative. Volunteering in the class-
room and during special functions is a huge part of being involved at UCD.
Volunteer opportunities are presented during the school year and highly en-
couraged.
3. Under no circumstances will a child/children be left at UCDI without the re-
quired health physical/immunization record and emergency forms filled out in
full. Keeping medical records, contact information and emergency forms up
to date is the responsibility of the parent.
4. All parents are required to read the Parent Handbook and fees of UCDI. By
signing below, you are agreeing to adhere to these rules and regulations. A
copy of UCD By Laws are available in the school office.

Parent Handbook
University Child Development, Inc.
1621 SW College Ave, Topeka, KS 66604
(785) 232-0263
revised August 2015

Purpose: The purpose of University Child Development, Inc. is to offer a happy, relaxed
place where children can feel accepted and secure, where their experiences are broadened
and enriched, and where staff and parents can work together to meet the physical, intel-
lectual and social needs of the children.

Goals:
1. To foster development of trust, support and love.
2. To challenge each child according to his/her individual needs and pace.
3. To provide sufficient structure to give security, and yet enough freedom for crea-
tivity.
4. To establish appropriate behavior guidelines with some flexibility for choice.
5. To provide staff members whose philosophy, education, training, experience, and
personal qualities enable them to provide the desired environment for the children
and parents.

About the Center

University Child Development, Inc., a non-profit corporation, is a parent cooperative
which operates a childcare center for the children of students and faculty of Washburn
University. The facility is located in the University United Methodist Church, 1621 Col-
lege, Topeka Kansas 66604. Children will be placed in groups according to individual
developmental needs.
UCD is proud of its excellent staff, teachers and environment provided to UCD is
unique in that children come and go frequently during the day according to the class
schedule of their parents.

Volunteer support and Cooperative Membership Requirements

The center operates with a minimum number of hired personnel. Therefore, each
family must assume certain tasks if the center is to continue to function. Volunteer op-
portunities are made available to parents regularly. These opportunities include, but are
not limited to, serving on the board of directors, assisting with school events, helping
with classroom activities/parties, and attending field trips.
These assignments and volunteer jobs are varied as different needs arise. Parents
are involved with cleaning classrooms, repairing toys, and helping with classroom activi-
ties. Parents have also helped with building climbing equipment and specially designed
schoolroom furniture. Parent contributions from outside clean up to guitar playing have
been an integral part of the functioning of the Center.
The business affairs of the Center are managed by a Board of Governors elected by
the parents at an annual meeting of the Corporation. The board will then elect the offic-
ers of the board for the new school year at the following meeting. These officers are
President, Vice-president, Secretary, Treasurer, Volunteer Coordinator, Promotions,
Teacher Appreciation, WSGA liaison, and UCD/UUMC liaison. The Board assists with
enrollment, oversees the Center’s financial affairs and sets policy. This group of people
does a great deal to insure the smooth functioning and continuing improvement of UCD.
They need your interest and support.

Child and Adult Care Food Program

A nutritious breakfast is served daily at 9:00 am; lunch at 12:00 pm and afternoon
snack is served at 3:30 pm. Cooking with the children and new experiences with food are
also a part of the food program. Each child present during the lunch hour receives a nu-
tritious meal prepared and served by G’s Catering Service.
Infants are included in the food program and will be fed the center’s formula un-
less otherwise requested by the parent. The formula brand is Parent’s Choice. We can
provide any type of formula within the Parent’s Choice brand. (i.e. sensitive, soy) Bot-
tles need to be supplied by the parent and labeled appropriately. If you are breastfeeding
or have another formula that you wish for your infant to be fed, you will be required to
supply this for your baby. Please inform the Director of any special requests.
The hot lunch program is financially supported and administered by the United States
Department of Agriculture. It is an equal opportunity program. If you believe you have
been discriminated against because of race, color, national origin, sex, or disability, write
immediately to the Secretary of Agriculture, Washington, DC 20250.

Program Enrichment
Special activities are planned as enrichment. Community representatives (firefight-
ers, dentists, etc.) are invited to the Center to share their areas of expertise with the chil-
dren. UCD supports Washburn University by providing internship opportunities and ed-
ucational opportunities for a diverse group of students each semester. Older children
make trips to the Washburn Curriculum Library for story time, and the Mulvane Art Mu-
seum for art hour. The Topeka Shawnee County Public Library visits the children each
month for an outreach story time program. Parents have volunteered to teach such things
as Spanish, dancing, and singing. Please contact the Program Director if you are interest-
ed.

Curriculum.
The University Child Development classrooms have implemented the Creative Cur-
riculum, Animated Alphabet, and Handwriting Without Tears. All of these curricula are
developmentally appropriate for the ages of children that UCD serves. If you have ques-
tions regarding the curriculum, please contact the Center Director or Assistant Director.
All classrooms do lesson planning weekly, with the exception of the infant classroom.
The infant lesson plans are individualized for the child and done on a monthly basis. The
lesson plans will cover different areas such as beginning science skills, beginning math
skills, language and communication skills, letter and number recognition and awareness,
beginning writing skills, social and self help skills, and large and small motor skills.
These are all skills that are necessary for your child to develop into the next level of cur-
riculum and eventually enter kindergarten ready to learn. The kindergarten readiness
classroom aligns the curriculum with the different school districts in town and the skills
that are expected for children to know upon kindergarten entrance. The preschool class-
room has a large focus in social emotional learning and self-help skills. We work to
build these skills as a foundation to being prepared for the kindergarten readiness class-
room and later school success. The teacher is responsible for communicating curriculum
with parents through daily notes, emails, website, blogs, remind texts and newsletter
communications. You may also see pictures and updates through Facebook, Twitter, and
other social media sites.

Parent Conferences and General Meetings

General parent meetings are usually held in May at the annual meeting for election of
officers and in September for enrollment. These meetings provide an opportunity for
parents to become acquainted with one another and to constructively participate in the
life of the Center. Your attendance is a responsibility as a member of a parent coopera-
tive.
Parent Teacher conferences are held twice during the school year. Conferences will
be held once in the fall and once in the spring. During the fall parent teacher conference,
the teacher will discuss the beginning of the year testing and set goals for the school year.
During the spring conference we will review the mid year testing and go over your
child’s progress for the school year. All classrooms do developmental and academic test-
ing quarterly throughout the school year.
Parents wishing to discuss any concerns about their child should set up an appoint-
ment with the lead teacher in their child’s classroom. A formal parent/teacher conference
will be held one time in the fall semester and one time in the spring semester. The con-
ferences will be set up through your classroom teacher. Our philosophy emphasizes the
need for parents to feel comfortable expressing their child’s needs and feelings. It is
equally important that parents and staff communicate openly and effectively to model
what we are hoping children learn in our program.

Illness, Emergency Care, Special Considerations

REFUSAL TO GIVE CARE FOR ANY CHILD WHO IS OBVIOUSLY ILL WILL BE
BASED ON THE ASSESSMENT OF MORE THAN ONE TEACHER AND THE DI-
RECTOR.
If your child should become ill during the day, he/she will be placed at rest in a sepa-
rate place from the other children until you come for him/her. It is important that you
COME IMMEDIATELY TO TAKE YOUR CHILD, AS WE HAVE NO SICK CHILD
ROOM. Parents will be expected to come get the children within a half hour of notifica-
tion as UCD has no physicality to take care of sick children. If you are later than 30
minutes picking up a sick child, you will be assessed a late fee consistent with UCD’s
late fee policy. It is for the health and safety of the children, staff, and parents that we
follow the UCD exclusion policy and the KDHE sick child policies. Specific require-
ments are listed on the last page of the handbook. Please review them carefully.

When to bring your child/Scheduling

During Washburn University’s Spring and Fall semesters, the Center is open
Monday through Friday 7:00 am – 5:30 pm. We follow the schedule of the main Univer-
sity holidays.
Minimum enrollment hours offered per week will be 20. Regularly
scheduled times will be scheduled at enrollment. However, your child
may be scheduled for hours other than those you are initially contracted
for, if you check with the director 48 hours ahead of time and request that
time.
Naps will be scheduled following lunch time. Children who disrupt nap
time may be asked to reschedule their care time. Children are required to
rest for first 45 minutes of nap time. If a child falls asleep during the first
45 minutes, the teachers will not wake the child up until nap is over at 3
pm. If a child does not fall asleep during the first 45 minutes of nap, the
teacher will provide a quiet alternate activity on the child’s nap mat for the
remainder of nap time.
Request for permanent changes in schedule after enrollment period must
be made in writing to the Director. The request will be approved only if
space is available.
UCD schedules on half hour increments.
Space and staff permitting, a child may be left at hours other than those
you initially contracted for at enrollment. Licensing requirements and our
own priority of quality care restrict the number of children in a given
classroom at any one time. The child may stay only if there is space and
staff available. These requests should be made in writing to avoid misun-
derstandings and also as a record for the Director.
No child may be left later than closing time. See late policy regarding fees
for picking your child up after closing time.
For your child’s safety, you or a person designated by you on the child’s
record at the Center is expected to come for your child. YOU MUST IN-
FORM THE TEACHER IN ADVANCE if someone other than a person
designated on the child’s record will come to pick up your child, so that a
positive identification can be made. Under no circumstances will a tele-
phone message to the center during the course of the day be considered
sufficient authority for the teacher to release a child to a person whom
he/she has not previously met. Anyone that has permission to pick up
your child must bring a picture id. The classroom teacher is required to
identify people, other than parents, that are picking a child up from the
Center.
The Church administration requests that we use only the north entrance to
the building. You will need to use the outside steps going up to the north
side of the building.
Parking is available ONLY when bringing and picking up the children.
During class time you must park on campus or on the street. Also, it is es-
sential that UCD families not block the driveway of the house next door to
the north. FOR THE SAFETY OF THE CHILDREN, WE MUST INSIST
UPON THE GATES BEING CLOSED AND THE SAFETY LATCHES
RETURNED EACH TIME YOU PASS THROUGH.
Closing for inclement weather: UCD will be closed if 501 school district
or Washburn University is closed. If WU closes for night classes, UCD
will have the discretion to call parents for pick-up. Fees will be charged
as a normal operating day for weather closings.

What to bring:
Children under the age of 3 must bring 2 complete changes of clothing, except
shoes. Children over 3 must have 1 complete changes of clothing, except shoes.
ALL CLOTHING WORN OR BROUGHT SHOULD BE IDENTIFIED WITH
THE CHILD’S NAME in permanent ink, labels, stitching, etc. Licensing requires
that extra clothing be at the center, so if your child does not have extra clothing,
you may be called during the day to remedy the situation. Children who are potty
training will need more than the required extra clothing as well as an extra pair of
shoes.
Outdoor clothing must be appropriate for weather conditions. (coats, mittens, and
hats) These items also need to be marked and to be taken home daily. Children
will not be allowed to wear flip flops outside. We do a lot of activities, walking,
playing, etc. Flip flops have been the cause of many injuries. If your child wears
flip flops to school, they must bring a pair of tennis shoes for the playground.
Otherwise, they will not be allowed to run around and play during our active
times.
Diapers and wipes need to be provided by the parent when necessary. (children in
diapers, pull ups, or potty training) If we do not have the appropriate amount of
diapers, you will be notified in advance.
Special baby foods, formulas, eating utensils, bottles, etc. must be brought from
home with written instructions as to the baby’s schedule and special mealtime
habits. Food must be ready to serve. Infants who are bottle-fed will be held dur-
ing feeding time. Label and cap all bottles.
All children’s toys should be left home except in the infant room. Parents should
confer with teachers about such things.
At the beginning of the school year in August, the teacher will have a supply list
for your child to bring to school. All children ages 1 and older need to bring a
book back to school.

Eligibility
Although all children are eligible for enrollment, first priority will be given to
children of WU students and faculty who are actually in class and all children en-
rolled from the previous semester. Second priority will be given to faculty during
office hours and to students during study and work time. Third priority will be
given to children of WU administration and employees. Fourth priority will be
given to community. Full time care is available.
The first three weeks (21 days) after signing the membership agreement, the
schedule of any enrollee may change, so long as space is available and staffing ar-
rangements will not have to be altered.
Siblings of a currently enrolled child have priority over others on waiting list.
In the event that more time is requested than is available, previously enrolled first
priority children will have preference over new children. Among those previously
enrolled for the spring semester will have first priority, those enrolled for the first
time in the summer will have second priority.
No child will ever be terminated during a semester to make room for another child
or to give more hours to a child already enrolled.
If a parent withdraws a child at the end of a semester and submits a re-enrollment
plan IN WRITING and deposit at the time of withdrawal, space will be reserved
for the semester indicated.
A parent who has not filed a request can expect to have the child put on the regu-
lar waiting list should enrollment be desired.
A waiting list is maintained. In the event of a vacancy, the parents of the first
child on the waiting list with priority will be notified.
UCD does not discriminate. Except for age restrictions specified elsewhere in
this document, all eligible applicants are considered regardless of race, sex, reli-
gion, color, age, handicap, or national origin. This is an equal opportunity pro-
gram. If you feel you have been discriminated against, write immediately to: To-
peka Human Relation Commission, 215 SE 7th Street. (City Hall)

Enrollment
Enrollment and payment of fees will coincide with the dates of regular University
enrollment prior to the beginning of the semester. At this time, parents will complete all
forms, sign up for volunteer opportunities, and be given information related to the opera-
tion of the center. The UCD Director and Board members will be available at this time to
answer questions about the center. The time and date for enrollment night is decided by
the director. A pre-enrollment visit must be scheduled BEFORE the child begins attend-
ing the Center. The teachers or Director will arrange the visit.
Health Records
For new enrollees, an official health record based upon a physical examination
within the past 6 months and prior immunizations must be submitted at the time
of enrollment. The child will not be permitted to attend the center until this rec-
ord is on file.
Those children already in attendance will need to update assessments in order to
keep the health record current.
Immunizations are required according the requirements of the Kansas Department
of Health and Environment.

Fees
Fees for care are on a per hour, per child basis and are determined by the Board of
Governors and approved by the voting members of the corporation. If there is
more than one child from the same family, full fee must be paid for each child. A
registration fee, payable each semester is levied to partially cover cleaning sup-
plies, janitorial service, required insurance, etc. Fees are to be paid in advance.
Payment of fees can be made in a variety of ways. Fees can be paid by check,
money order, ACH bank draft, or through online banking bill pay and mailed to
the center. Checks and money order should be made payable to UCD, Inc. A
parent may elect to sign up on ACH payment and have tuition automatically de-
ducted out of your bank account. A $35 charge will be assessed for any returned
checks or ACH draft. If a payee’s check does not clear, we will redeposit only
once. If the check does not clear again, payee must pay fee with a cashier’s check
or money order. The child will not be admitted to the Center until the bill is paid.
If two occurrences of insufficient funds happen per semester, the payee will be
required to pay by money order the remainder of the year.
Payment must be sent directly to the center (name and address are posted on your
bill) or left in the red payment box In the office.
All payments are due in full on the fifth day of the month unless other arrange-
ments have been made with the Director. A $20 late fee will be applied each day
to any balance due if prior arrangements for payments have not been made. AND
ACCESS TO THE CENTER WILL BE DENIED IF THE MONTHLY PAY-
MENT REMAINS UNPAID BY THE END OF THE MONTH. You can set up
weekly or biweekly prepayments as well, but late payment will result in lack of
child care until your account is up to date.
If account is unpaid for thirty days after the due date, the Board of Governors re-
serves the right to refer the account to the Credit Bureau of Topeka for collec-
tions.
A child may NOT be enrolled for a new semester until any bill for the previous
semester has been paid in full.
At registration, the parent must contract for and have the Director schedule all the
hours needed regularly during the week for the entire semester. For example, if
one wished to reserve space for a class which begins at mid-semester, those hours
must be contracted and paid for from the beginning of the semester whether or not
the child is to attend the Center during those hours for the first part of the semes-
ter. If space remains, additional hours may be scheduled later.
At the end of three weeks, schedules are final and parents will be expected to pay
monthly fees for that schedule for the duration of the semester. A two week no-
tice in writing is required to end or change childcare arrangements. Parents will
be charged for this two-week period. Pre-received payments will not be refunded.
If a child/children has been absent for five consecutively scheduled days or two
weeks, whichever comes first, without proper notification to the school, the
child’s spot will not be held and will be offered to others who need the care.
It is expected that fees will be paid in full for children who miss five consecutive
days or less because of illness or any other reason. Extra time may not be substi-
tuted for regularly scheduled time. This is necessary to meet our expenses. In
case of prolonged illness, parents may request a fee reduction of one-half the con-
tracted fee until the child returns. This request should be submitted in writing to
the Director who will present it to the Board of Governors for approval.
Families with more than one child enrolled at the center can apply to receive a
multiple child discount of up to 10%. The request must be made in writing to the
Executive Director. The Executive Director will take the request to the Human
Resources committee for review. The committee will then propose the discount
at the next monthly board meeting. Discounts are given on a case-by-case basis
and only after written request is submitted. The percentage of discount given will
be determined on an as needed basis. A family may be required to provide proof
of income before the committee makes the determination on the request.
A fee will be charged for picking up children after scheduled pick-up time or
bringing children before scheduled times. The late policy is explained below:
o UCD closes at 5:30 pm. Our license only allows us to have children in the
building until that time. Whenever children, or parents, are in the building
past 5:30 pm, we are in violation of our child care license. This is an
enormous liability for our school. A violation of our license can cause our
school to be written up by the state, receive a fine, or even have to close
our doors. We have revamped our late policy to prevent these situation
from occurring. The late policy is stated below.
o The children that are still in attendance at 5 pm will begin getting ready
for the end of the day. At 5:15 pm, all UCD teachers will have the chil-
dren inside and the playground will be closed. At this time the children
will pick up the classroom, use the bathroom, and gather all of their items
together for departure. At 5:20 pm, the teachers will be sure that children
still in attendance are ready to walk out the door. The latest pick up time
available to parents is 5:25 pm. If you are not at the school to pick up by
5:25 pm, you will begin to incur a late charge of $1 per minute. If you are
not at the school to pick up by 5:30 pm, you will incur a $30 late charge.
You will also accumulate an additional $20 charge on your account for
every fifteen minutes after 5:30 pm. The late charges that you receive
must be paid in order for your child to be admitted into school the next
business day. Please remember that the playground is part of the licensed
facility and must also be vacated by 5:30 pm in order for us to be in com-
pliance with our license.
o After a parent has picked up late 3 times or more in a semester, they will
be required to meet with the center director to develop a plan to avoid late
pick up. If a resolution cannot be made, a parent may be subject to dis-
missal from the school.
o Any late fee incurred on a parent account can be waived at the discretion
of the center director. A parent can meet with the director to discuss any
extenuating circumstances that may have occurred causing the late pick
up. The director will take the concern to the board of directors to deter-
mine if extenuating circumstance exists.
On days when UCD is closed due to holidays and weather, fees will be charged as
normal. This is necessary due to budgeting constraints of the center.
Fees will be assessed annually prior to the beginning of every school year. Dur-
ing the budgeting process, parents should expect an annual raise in tuition. The
raise in tuition helps maintain the budget to offset increasing costs and raises in
wages/benefits for the teachers.

DCF (Department of Child and Families) Recipient Fees

If you are eligible for DCF assistant, parents are responsible for paying the differ-
ence between DCF pay and private pay fees. Please speak with the director to
figure your monthly fees.
DCF families are responsible for paying for all “extra hours” used.
Parents are responsible for reporting schedule each semester to their DCF contact
worker. Parents who fail to complete required DCF paperwork would be person-
ally responsible for UCD fees.

Insurance
The Center carries Worker’s Compensation insurance for its employees and a
Child Care Liability policy to protect the Center from liability suits.
The Center also carries a group accidental death or injury policy. The cost of this
policy is included in the registration fee charged each semester.

Communications
Bulletin boards and individual mailboxes are in the hallway to be used for written
communications among UCD families. Please check your mailbox daily.
Classroom teachers are responsible for communicating with you about your
child’s daily activities. All teachers have their own methods for communicating this to
parents. Feel free to discuss any questions or concerns with your child’s teacher. Your
child will also have a pocket folder that stays at the school. This folder is used for parent
communication.
Your questions, comments and constructive criticism are welcome and appreciat-
ed by both the Director and the Board.

UCD Grievance Policy

Step 1: If you have a GRIEVANCE please confer with the Director within 10
working days of the occurrence. The director will inform the board of any grievances
that are reported. Any teacher that is involved in the grievance will be informed.
Step 2: If a resolution can not be reached and parent(s) wishes to pursue the mat-
ter, within 10 working days of conference with Director, he/she must submit a written
signed statement to the Board of Directors describing the complaint and should also in-
clude time and date of occurrence.
Step 3: The Decision of the UCD Board is final. There is no further level of ap-
peal.

Support from Washburn University

Since January 1973, UCD has been aided financially by the Washburn Student
Association and the Washburn University President’s office. Their generous support has
enabled us to expand our program and to raise salaries. We are grateful to the Student
Association for its help. From time to time various student organizations have donated
funds for special projects.
UCD participates in the training of Early Childhood Education teachers by
accepting practicum students for the degree in Child Development. Students volunteer
time to prepare curriculum materials and assist in the classrooms. Students sometimes
complete their EPIC hours at UCD. UCD also accepts work-study students from Wash-
burn University.

Visitors
We welcome visitors to our Center. If you would like to visit the Center, ar-
rangements may be made by calling the Program Director at (785) 232-0263.

benefit of the child and the parent. When limits are set for children and they know what
is expected of them, their day will likely go smoothly. Please speak with your classroom
teacher regarding the discipline method used. All classroom teachers use Love and Logic
Teaching in the classroom for a positive guidance technique. Love and Logic classes are
given to the teachers annually and are offered to the parents annually as well. Please see
the director for more information regarding Love and Logic Teaching and Parenting prac-
tices.
It is the policy of UCD to offer its services in a non-discriminative manner.
