“ISHAN UDAY”
SPECIAL SCHOLARSHIP SCHEME FOR NORTH EASTERN REGION
1. BACKGROUND
The Ministry of HRD and the University Grants Commission has taken special interest
with regard to promotion of higher education in the NER. For improving the GER,
promoting higher education and for encouraging children belonging to economically
weaker section of the NE region, the UGC has decided to launch “Ishan Uday” Special
Scholarship Scheme for North Eastern Region from academic session 2014-15.
Before launching the scheme the UGC undertook wide ranging consultations with
State Governments and Central & State Universities of the NE region, the Ministry of
HRD, the Ministry of Development of North Eastern Region , the North Eastern
Council, Shillong and other stakeholders.

4. ELIGIBILITY
• Students with domicile of NER who have passed Class XII or equivalent exam from a
school situated within NER through any recognized Board of Education, including Central
Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE),
National institute of open Schooling (NIOS) within NER only, and have secured admission
in general degree course, technical and professional courses including medical and para-
medical courses (Integrated courses included) in Universities/Colleges/Institutions
recognized as under
• Only first year Under-graduate students are eligible to apply for the scholarship.
• For integrated degree courses the scholarship will be tenable for the complete duration of
the course. For dual degree courses the scholarship shall be tenable for the first degree
only. The university shall clarify it while recommending a candidate for scholarship.
• For availing scholarship under this scheme, the income of the parents of the student
should not exceed Rs.4.5 lakh per annum.
• Transgender candidates are eligible to apply under the scheme. The reservation shall be
followed as per Government of India norms.

4) Students pursuing courses, such as Diploma Courses, not leading to award of a
Degree.
6. SLOTS
• UGC will award 10,000 (ten thousand) fresh scholarships per year.
• Allocation of slots for each State shall be done based upon the population (latest
census report) of the respective State. If the slots remain vacant in any particular
State, the unfilled slots shall be distributed equitably among other States.
• There shall be three Percent horizontal reservation for differently- abled persons.
7. AMOUNT OF SCHOLARSHIP
An amount of Rs.5400/- p.m. for General Degree courses and Rs. 7800/- p.m. for
Technical & Professional courses (including Medical & Para medical courses) will be
given through Direct Benefit Transfer (DBT) to the beneficiary student.
The applications are invited through online mode once in a year through
advertisement in leading newspaper and Employment News from the candidates
fulfilling the eligibility conditions under the scheme. A short notification will also be
uploaded on the UGC website. www.ugc.ac.in. Incomplete applications will not be
placed before the Expert Committee. Candidates have to apply strictly as per
instruction given in online application portal.
9. SELECTION PROCEDURE
The awardees will be selected on the basis of marks scored by them in the Class XII
or equivalent exam. The Commission reserves the right to withdraw/cancel the award
without assigning any reason. Result shall be published on UGC website. Award
letters can be downloaded from UGC online application portal. The effective date of
release of fellowship shall be 1st April of the selection year or the actual date of joining
the first year of the undergraduate degree course whichever is later.

10. Joining
The candidate should join the fellowship within 6 months from the date of issue of
Award letter, failing which the award will be treated as cancelled.
1) The scholarship granted under the scheme will be kept renewed during the period of
the first degree course, subject to good conduct and maintenance of prescribed
attendance.
2) Students failing to get promoted to the next class/level would get the scholarship in the
following year,subject to the condition that if the student fails again for the second
time, he/she would forfeit the scholarship and it would not be renewed for the
remaining period of the course.
4) The progress of the scholar is to be monitored by the head of the department of the
Universities/Colleges/Institutions. The scholar is required to submit quarterly
continuation certificate duly signed by the head of the Institution of the
Universities/Colleges/Institutions to the designated branch of nominated bank.
5) Any student who discontinues the studies without prior approval of the UGC will have
to refund the whole amount through e-mode (RTGS/NEFT) directly to UGC account.

8) In case the scholarship is cancelled for any reason, the decision of the UGC will be
final. In the event of de-notification/deletion of any institution, the scholarship will
continue to be available to the students already admitted under the scheme, if
otherwise eligible, till completion of the course.
9) The scholar will be allowed to transfer his/her place of study as well as the course only
once in the entire tenure of the scholarship. If the scholar switches from general
degree course to technical or professional course he will be entitled for the amount of
general degree course only, as initially sanctioned. If he/she switches from technical
or professional course to general degree course he would be entitled for the amount of
general degree course only.
Scholarship (as certified by the institutions identified under this scheme) will be paid to
the selected students by the UGC through DBT (Direct Benefit Transfer) Mode and will
be transferred to the Bank account of the beneficiaries. The list of designated
branches of UGC identified agency is available on the UGC portal i.e. www.ugc.ac.in.
The awardee is required to approach the designated branch along with a Copy of the
Award Letter and Joining Report with photograph, address and contact number in the
prescribed proforma as at Annexure-I. The awardee is also required to submit the
following documents to the designated branch of the UGC designated Bank at the
stipulated period interval. The approved Agency may verify the genuineness of
records before disbursal of funds.
i. At the end of every three months the scholar shall submit a 'Continuation Certificate' in
the prescribed proforma. Annexure-II. This will make the awardee eligible to draw the
scholarship for the next three months.
ii. After completion of every year of the award of scholarship, the concerned
scholar/awardee shall submit copy of his/her marksheet/certified result and Proforma
for renewal ( Annexure-II) for the next year of study.
iii. After completion of the course a copy of the degree awarded is required to be
submitted to the UGC designated agency.
Note : The approved Agency may verify the genuineness of records before disbursal of
funds.

13. AADHAAR SEEDING
The Ministry of Human Resource Development, Government of India vide its letter
D.O. No. 18-7/2013-U1A dated 10th June, 2016 has instructed the University
Grants Commission that from the financial year 2016-17 onwards the Aadhaar will
be used as an identifier for disbursement of all Government subsidies/
Scholarships/Fellowships which are to be disbursed directly into the beneficiary’s
account.
14. DOCUMENTS
The students would submit all the following requisite documents duly forwarded by the
Competent Authority (Registrar/Principal/Director) to the designated Bank
branch/Disbursing agency authorized by the UGC.
