VIII. Beneficiaries:
Based on the given scenario, the possible beneficiaries of the project are
those persons who are living inside the Sitio Tramo community in which they are
interested to participate and engage themselves for the basic disaster risk and
reduction management. As a result, the learnings that they will gain will be
expectedly used when the time of a certain disaster or hazard approaches to
their community. The following are the beneficiaries of the project:

X. Rationale of the Project:


Batangas City is being classified as one of the fastest urbanizing cities in
the Region IV-A CALABARZON. According to the Philippine Statistics Authority,
it is currently inhabited by almost 330,000 people who seek for the different
opportunities in the commercialized place. However, due to the rampant increase
of the population as the year progressively goes by, the increased risk will be
expectedly much higher since the place is prone and vulnerable from either
natural or man-made disasters.
The impacts of the natural or man-made disasters are inherently inevitable
as evident from the aftermaths of the damaged infrastructures, buildings and
other commercialized places. In the light with this, the proponents began to
establish to implement their project proposal entitled, “Project DREAM” in order
to reduce the adverse effects of these disasters, thus, decreasing any
expenditures of the government and sudden economic and social losses. This
project aims to call for a change of attitude and for understanding the way of
living might need to change. The perspectives and perceptions about these
dilemmas may turn into positive actions that can be done at any time when these
may occur.
Therefore, the proponents selected Brgy. Tramu Alangilan, Batangas City
since they can foresee and based upon their analysis, the place is susceptible
from the disasters in particular to earthquake, typhoon and fire hazards. The said
project specifically aims to instruct the community members of this barangay to
be prepared and aware enough in order to maintain their resiliency to withstand
against these disasters. With regards to their status, the basic of emergency
planning and training will be discussed to them in order to ensure that they can
respond immediately and apply what they will learn about the disaster readiness
and risk reduction management within themselves. As a result, the four-
Saturday community immersion is allotted for all the activities in particular to
orientation, seminar and training of the people involved wherein it also includes
the in-joint cooperation and collaboration of any involved personnel to start up
the implementation of the project.
XI. Objectives:
 To raise awareness and preparedness of the target population
with regards to the disaster risk readiness and risk reduction in
order to reduce the harmful effects of these disasters.
 To train the residents on the different proper actions and
measures they should be done before, during and after the
particular disaster happens.
 To ensure sustainability, the whole community should be
involved and participated actively during the implementation and
maintenance of the disaster readiness plan.

XII. Description of the Project, Strategies and Methods/ Plan of Action


This project is mainly focusing on the different ways on how to equip and
prepare themselves on the approaching impacts of the possible disasters that
can hit the place. This activity aims to develop the hazard and risk identification
analysis of the said place, establish a well-planned disaster management
community-based action plan and the application of the learnings that the
participants gained from the seminar or workshop that they had joined to.
During the implementation of the project, the proponents will seek an
assistance to the coordinated agencies such as Bureau of Fire Protection-
Alangilan Substation, Batangas City Disaster Risk Reduction Management and
Philippine Red Cross- Batangas Chapter. As professionals, they will help them to
implement the project more successfully. They will serve as the speakers of their
planned activity which comprises seminars, workshops and trainings for the
proper and adequate orientation and assessment of the involved people in the
community. In addition, the group will be furtherly subdivided into sub-groups in
order to manage and regulate the organization of the activity wherein every
week, they need to take turn different roles from one another.

XIV. Functional Relationships With the Collaborating Agencies/Duties/


Responsibilities of Agencies Involved
In order to make the project more successful, the Barangay Officials of
Brgy. Alangilan Sitio Tramo (Sterling) will approve and allow the proponents to
enact and implement the project within the community. They will also assist the
proponents in ensuring the safety and security while conducting the
implementation of the project. In addition, they are expected to encourage the
members of the community to participate in the four Saturday activities prepared
by the proponents.
Furthermore, as one of the hazards that may affect the residents which is
the fire so the Bureau of Fire Protection (BFP) personnel will introduce and orient
the participants about the dangers of the fire hazards especially in their location.
They will also instruct them to observe safety and security to lessen the
increasing cases of the fire hazards. In order to ensure their safety, they will
conduct a fire hazard analysis and identification in that place.
On the other hand, the main role of the Batangas City Disaster Risk
Reduction Management is to execute the risk analysis and hazard identification
to the selected location to inform the residents about the impending dangers of
the disaster. The officials of this agency will conduct a simulation activity that will
instruct the residents on keeping preparing themselves from the impacts of the
disaster. They will also help and support the development of the community-
based action plan of the fore mentioned location.
Lastly, the Philippine Red Cross Batangas Chapter will instruct the
participants on how to immediately act and respond during an emergency
situation such as proper first aid treatment etc. and promote the humanitarian
actions within the community members themselves.

XV. Monitoring and Evaluation Mechanics


The implemented project will be observed and documented by the
committees within the four weeks of the community immersion. The committees
will conduct a training and workshop activities for these four consecutive
Saturdays in order to strengthen the resiliency of the location from the impending
disasters. During the last week of the community immersion, the participants are
expecting to evaluate the learnings gained by everyone through:
 Preparation of the Enhanced Disaster-Resilient Community-
Based Action Plan
 Participation to the Prepared Drills and Trainings Prepared by
the Involved Personnel
 Implementation of Self-Prepared Disaster First Aid Kit
 Collaboration Oath and Promise that will be Exhibited by the
Community

XVI. Plans for Ensuring the Sustainability of the Project


ACTIONS UNDERTAKE DESCRIPTION
