Ordinance 2 - Blood Rergistry
WHEREAS, Sec. 448 of the Local Government Code of 1991 (RA7160) states that
“The City, consisting of more urbanized and developed barangays, serves as a general-
purpose government for the coordination and delivery of basic, regular, and direct
services and effective governance of the inhabitants within its territorial jurisdiction”;
WHEREAS, Sec. 16 of the Code mandates local government units such as the City of
Iloilo to endeavor to exercise the powers are necessary, appropriate or incidental to the
efficient and effective governance and those which are essential to the promotion of
the general welfare;
Whereas, the general welfare embraces the function of promoting the health and safety
of the people, and the availability of blood in emergency or crisis situations is vital in
saving lives;
WHEREAS, the adoption of a Blood Type Registry System will be very beneficial in
times of disasters, emergencies and especially during outbreak of diseases needing
blood and blood product transfusions;
WHEREAS, subject to the provisions of Rule XXIII of Local Health Boards and in
accordance with the standards and criteria of the Department of Health (DOH),
provision on health services which include the implementation of programs and
projects on primary health care, maternal and child care and communicable and non-
communicable disease control services and access to secondary and tertiary health
services shall be implemented;
SECTION 10. BLOOD TYPE DATA GENERATION. Blood types of Iloilo City
constituents shall be generated from data provided by partner organizations such as
but not limited to:
a) Hospitals;
b) Medical clinics or laboratories;
c) Philippine National Red Cross (PNRC) - Iloilo Chapter;
d) Universities and colleges
e) the barangays where direct blood typing activities may be conducted as
provided under Section 13 hereof
The City Government, through the City Health Office shall design and provide the
necessary forms to be accomplished by constituents who are willing to enlist their
blood types in the registry to make sure that their rights relative thereto, if any, are
accordingly protected;
Hospitals and medical laboratories operating in the city shall campaign with their
patients and clients, particularly city constituents, to enroll in the blood type registry
program consistent with their noble mission of helping patients and savings lives;
Universities and colleges located in the city shall consider including blood typing as a
requirement for enrollment of new students; the cost being minimal as compared with
its benefits to students and the public in case of emergency and crisis situations;
The PNRC Iloilo Chapter shall support the program through blood type data collection
consequent to their conduct of blood donation/extraction activities and encourage
donors to enroll their blood type in the registry program;
Barangay birthing centers shall likewise require pregnant women undergoing pre-natal
care to have blood typing test, and encourage their enrollment in the registry program;
The City Government, through the City Health Office, shall provide partner
organizations with templates (Word-file, etc) to be accomplished or other appropriate
tools to facilitate reports, processing of blood type data and their entry to the registry;
Reports or lists with details of blood types, on at least a quarterly basis, shall be
submitted to and compiled by the City Health Office, who shall be responsible for
their processing and consolidation.
SECTION 11. HANDLING OF REGISTRY. The registry is a vital document and its
custody and care shall be the responsibility of the City Health Office; while similar
copies shall be maintained at the City Social Welfare and Development Office and the
Sangguniang Panglalawigan, Chairman of Committee on Health who should work
closely to handle the Blood Registry Program.
Section 13. DIRECT BLOOD TYPING - Direct blood typing activities may be
conducted in Barangay Health Centers by authorized medical technologists and other
medical professionals, the process briefly described as follows:
1. Blood is drawn from a capillary at the tip of the index finger.
2. The puncture site is cleaned with a germ-killing product.
3. A sharp needle or lancet is pricked into the index finger.
4. Two (2) separate drops of blood are collected in the glass slide.
5. Then the blood sample is mixed using a toothpick with antibodies
against Type A and Type B blood to see whether or not the blood cells
are stick together (agglutinate).
Result: The blood cells stick together when mixed with,
a. Anti serum A = Type A
b. Anti serum B = Type B
c. Both Anti A and B = Type AB
d. If blood cell do not stick together with Anti A and Anti B = Type O
SECTION 14. MATERIALS FOR BLOOD TYPING - Materials needed for
direct blood typing activities such as glass slides, lancets, Anti sera A, Anti sera B,
toothpicks, germ-killing product (alcohol, lysol, etc.), cotton, disposable gloves and
disposable masks shall be provided by the city government, or by partner private
entities such as drug companies, drug stores, medical supplies store, and the like on a
sponsorship basis consistent with Section 35 of RA 7160;
SECTION 16. BLOOD TYPE CARD. Issuance of Blood Type Cards during Direct
Blood Typing activities in the barangays shall be the sole responsibility of the City
Medical Technologist and a Pathologist from the Department of Health.
SECTION 18. REPEALING. All previous ordinances, executive orders, rules and
regulations or parts thereof which are inconsistent with this ordinance are hereby
repealed or modified accordingly.
SECTION 19. EFFECTIVITY. This ordinance shall take effect immediately upon its
approval.
