MEMORANDUM

TO : All PJAs, Wardens & Unit Intelligence Officers

SUBJECT : Guidance on Proper Conduct of BI to JO1 Applicants

DATE : 07 January 2019

1. References:
a) Memo from the Chief, BJMP on 03 January 2019 re: Strict Conduct
of Background Investigation to JO1 Applicants;
b) Memo from NHQ on 03 January 2019 re: Reiteration on Proper
Conduct of BI to JO1 Applicants;
c) Memo from the Chief, BJMP on 20 February 2017 re: Reiteration
on the Proper Conduct of Community Check to BJMP Applicants;
d) Memo from the Chief, BJMP on 06 June 2017 re: Questionable
Certificate of Confirmation from NCIP; and
e) Recruitment Process Standard Operating Procedure.

2. In this regard, you are hereby directed to ensure the proper conduct of
CBI to the applicants by observing the following measures;

a. Conduct of national agency check or record for any derogatory


information with PDEA, NBI, PNP-DI thru its Intelligence
Research Center and ISAFP;
b. Conduct of local agency check or record check with the local
police, court, prosecutors’ office and work credentials;
c. Validation of school and work credentials;
d. Check by the concerned Jail Intelligence Unit at the applicant’s
neighborhood, place/s of work, school and other places where
he/she has resided regardless of period of stay through interview
of at least three (3) responsible members of the community.
Coordination with the Regional Intelligence Division of another
region may be resorted to should the applicant resided within the
territorial jurisdiction of such Region.

3. Further, ensure that the recruitment process will not be marred by


corruption and no amount of money or other form of consideration will be collected from
the applicants in exchange for their favorable BI results.
