A. System definitions.
System numbers are based on Air Transport Association (ATA) specification number 100
and items are numbered sequentially in accordance with relevant Master Minimum
Equipment List.
1. “Item” (Column 1) means the equipment, system, component, or function listed in the
“Item” column. Alphabetical symbols in column 1 specify the repair intervals as mentioned
in the preamble.
2. “Number Installed” (Column 2) is the number (quantity) of items installed in the aircraft.
3. “Number” required for dispatch (Column 3) is the minimum number (quantity) of items
required for operation provided the conditions specified in column 4 are met.
4. “-“symbol in column 2 and/or column 3 indicates a variable number (quantity) of the item
installed.
5. “Remarks or Exceptions” in column 4 includes a statement prohibiting or permitting
operation with a specific number of items inoperative, provisos (conditions and limitations)
for such operation and appropriate notes.
‘Notes’ in column 4 provides additional information for crew members or maintenance
consideration. Notes are used to identify applicable material which is intended to assist
with compliance, but do not relieve the operator of the responsibility for compliance with
all applicable requirements. Notes are not a part of the proviso.
6. Airplane Flight Manual: is the document required for type certification and approved by
FAA. The approved AFM for the specific aircraft is listed in the applicable Type Certificate
Data sheet.
7. “Civil Aviation requirements” (CAR): means the applicable portion of the civil aviation
requirements.
8. “Flight Day” means a 24 hour period (from midnight to midnight) either universal co-
ordinate time (UCT) or local time as established by the operator during which at least one
flight is initiated for the affected aircraft.
9. “Icing Conditions” means atmospheric environment that may cause ice to form on the
aircraft or in the engines.
10. “Inoperative” means a system and/or components malfunction to the extent that it does
not accomplish its intended purpose and/or is not consistently functioning normally within
its approved operating limit(s) or tolerance(s).

PREAMBLE
1. This MEL has been prepared in accordance with CAR Section 2, Series B, Part I and is
based on the FAA approved MMEL in respect of Cessna Citation 560XL aircraft.
2. Defects are encountered during operation of aircraft for which repair facilities may not
exist at transit stations. Modern aircraft of today have inherent safeguards introduced into
it at the design stage in the form duplicated systems and components and redundancy in
systems. Hence, flight of these aircraft from transit stations may be permitted even with
the existence of certain system defects, which do not endanger the safety of the aircraft
and its occupants. This not only reduces unnecessary engineering costs but also reduces
passenger discomfort associated with delays to services.
3. The MEL contains a list of items of equipments, which may remain in-operative for a
limited period without adversely affecting the safety and the airworthiness of the aircraft.
Equipment that are not required to be operative by the kind of the operation being
conducted and equipment in excess of CAR requirements are included in the MEL with
appropriate conditions and limitations. When the aircraft is operated under the provisions
of MEL it must be ensured that the aircraft flight manual limitations and emergency
procedures or ADs or DGCA mandatory modifications are adhered to.
4. When a defect is encountered at base or outstation all efforts shall be made to rectify the
defect, however, due to non-availability of spare or insufficient time repair cannot be
effected then the rectification of the defect, if covered under MEL, may be deferred for a
maximum period as defined below. For the purpose of MEL, Chennai is considered as
main base and all other stations as transit station.
5. For the purpose of defining repair interval, the MEL items are categorized at cat A,B,C
and D which is noted in column 1 against each item. The repair intervals are:
Category A - Should be repaired within the time interval specified in the remarks column
of the same item.
Category B - Should be repaired within three consecutive calendar days excluding the
day the malfunction was recorded.
For example, if it were recorded at IST on January 26th, the three-day interval would begin
at midnight of the 26th and end at midnight of the 29th.
Category C - Should be repaired within ten (10) consecutive calendar days excluding the
day the malfunction was recorded.
For example, if it were recorded at IST on January 26th the 10 days interval would begin
at midnight of the 26th and end at midnight of 5th February.
Category D - Should be repaired within one hundred and twenty (120) consecutive
calendar days excluding the day the malfunction was recorded.

6. For the sake of brevity, the MEL does not include obviously required items like engines,
wings, landing gear, etc. also the list may not include items which do not pertain to
systems related to airworthiness of the aircraft and can be allowed to be inoperative such
as galley equipment, entertainment systems, passenger convenience items, etc. Items of
equipment related to airworthiness of aircraft and not include in the MEL are automatically
required to be operating. All the items of MMEL have been included in the MEL for easy
reference. Items not installed on the aircraft have been remarked suitably.
7. Whenever the aircraft is released with systems / units inoperative as indicated in the MEL,
appropriate entries must be made by the AME / concerned person(s) in flight report book
and the crew briefed so that appropriate alternate procedures / operational limitations
may be followed where necessary.
8. All inoperative items must be placarded to inform and remind the crew members and
maintenance personnel of the equipment condition and appropriate action taken. The
item / equipment should be deactivated and secured before the aircraft can be released
under MEL. To the extent possible placards should be located adjacent to the control or
indicator of the item / system affected.
9. No aircraft should be dispatched under MEL with multiple items inoperative without first
determining that any interface or inter – relationship between inoperative systems and
components will not result in degradation in the level of safety and / or undue increase in
crew workload.
10. MEL can be invoked by appropriately licensed AME / person especially approved /
approved basic license holder / approved pilot. However approved pilot shall invoke MEL
in respect of those MEL items only which do not require maintenance action / procedure
and also there is no occurrence of an incident / accident
11. While invoking MEL, following condition shall be fulfilled:
a. When defect is encountered at the base and could not be repaired due to
insufficient time or non-availability of spares, the aircraft may be released from the
base under MEL by the concerned AME with prior concurrence of Quality control
Manager or Maintenance Manager.
12. In all cases when AME releases the aircraft under provision of MEL, he shall record in the
defect rectification column of flight report book ‘Aircraft released under MEL item
No………maintenance action as necessary has been taken’. He should also record the
MEL release in deferred maintenance giving date and time, nature of defect, MEL item
number and rectification period as per MEL category. All these statement shall be signed
by AME.
13. Aircraft wise register of all invoked MEL items, dates of invocation and date revocation of
MEL shall be maintained by the operator at the main base.

14. RAINBOW AIR PRIVATE LIMITED has developed a nonessential equipment and
furnishings policy and procedures program (NEF program – Appendix ‘A’ of this MEL)
based on following documentation.
• FAA order 8900.10, volume 4, chapter 4 and
• MMEL Global change GC-138 (PL-116)
• FAA infor 08009 dated 17/01/2008
• MMEL IG-Universal NEF list
• Part 91 example NEF program
These items are monitored separately and entry will be made in the PDR by the AME /
approved person.
Notwithstanding the MEL, an AME need not release the aircraft or a pilot need not accept
the aircraft for flight if it is considered that it is unsafe to do so. The PIC’s decision will
hold precedence over any procedures suggested in this list when conditions require more
stringent serviceability requirements.

1. NEF Items are those installed on the aircraft as part of the original type certification,

aircraft’s ability to be operated safely under all operational conditions.
2. “Item” (Column 1) means the equipment/ system/ component and sequence number listed in
the “Item” column.
3. “Remarks or Exceptions” in column 2 includes a statement prohibiting or permitting operation
with a specific number of items inoperative, provisos (conditions and limitations) for such
operation and appropriate notes.
4. Airplane Flight Manual: is the document required for type certification and approved by DOT,
Canada. The approved AFM for the specific aircraft is listed in the applicable Type Certificate
Data Sheet.
5. “Civil Aviation Requirements” (CAR): Means the applicable portion of the Civil Aviation
Requirements.
6. “Flight Day” means a 24 Hour period (from midnight to midnight) either Universal Co-ordinated
time (UCT) or local time as established by the operator during which at least one flight is
initiated for the affected aircraft.
7. “Inoperative” means a system and/or components malfunction to the extent that it does not
accomplish its intended purpose and/or is not consistently functioning normally within its
approved operating limit(s) or tolerance(s).
8. Inoperative components of an inoperative system: Inoperative items which are components of a
system which is inoperative are usually considered components directly associated with and
having no other function than to support that system. (Warning/caution systems associated with
the inoperative system must be operative unless relief is specifically authorized as per the NEF
Program).
9. “(M)” symbol in column 2 indicates requirements for a specific maintenance procedure which
must be accomplished prior to operation with the listed item inoperative. Normally these
procedures are accomplished by maintenance personnel.
10. “(O)” symbol in column 2 indicates a requirement for a specific operations procedure which
must be accomplished in planning for and/or operating with the listed item inoperative. Normally

MAINTENANCE PROCEDURE
NOTE: If removing RH outflow valve, Cessna recommends removing the aluminum tube that
vents the vacuum ejector overboard through aft pressure bulkhead and particulate trap
aluminum tube that leads from RH outflow valve to ejector. Cap all fittings and plug all
lines. It should not be necessary to disturb nylon plumbing.
1. Gain access to outflow valves from forward and aft of aft pressure bulkhead. Refer to
appropriate cabin interior manuals for component removal/installation.
2. From the tailcone side, remove outflow valve mounting bolts. Put mounting bolts in a
plastic bag and place in secure area to prevent FOD.
3. With all hoses and wiring still connected, secure outflow valve away from mount.
Outflow valve must not be allowed to slip back into a position blocking opening in
pressure bulkhead.
4. Make appropriate entry in discrepancy report.

a. For Non-APU equipped aircraft, place AC-FANS knob to OFF.
b. For APU equipped aircraft, place FAN knob to OFF.
8. Turn PRESS SOURCE knob to OFF and verify valves are CLOSED. Absence of wemac flow
indicates valve is CLOSED. Leave PRESS SOURCE OFF for flight.
9. Select EMER DUMP ON.
10. Set Cabin Altitude to 14,000 feet.
11. Make appropriate entry in discrepancy report.
PLACARDING PROCEDURE
Place a placard stating, “ACM INOP FLIGHT ABOVE 10,000 FEET MSL NOT AUTHORIZED”
above pressurization controls.
OPERATIONAL PROCEDURE
1. Flight planning shall consider the fuel burn associated with flight at lower altitude and
affect on range.
2. MEA’s shall be taken into account for planned route.
3. Position aircraft in a suitable run-up area and chock main landing gear. If the aircraft is
preparing for dispatch, the crew may taxi the aircraft to a suitable run-up area and set
the PARK BRAKE. If crew taxis aircraft, proceed to step 5.
4. Using AFM Normal Procedures, start both engines.
5. Place the CKPT RECIRC switch to OFF.
6. Place PRESS SOURCE select knob to OFF and verify no airflow through wemacs.
7. Place PRESS SOURCE select knob to operative side and verify airflow through wemacs.
8. Make appropriate entry in discrepancy report.

use of the Auxiliary Com/Nav Control Display Unit to tune in at least one Com channel
and one Navigation aid.

airflow coming out of the vents.
1. Remove the over-wing fairing panel on the affected side to access the V-band clamp on
the up-stream side of the associated anti-ice bleed air pressure regulating shutoff valve.
2. Remove the V-band clamp upstream of the valve and install a blanking plate with the
following specifications:
a. 301 stainless steel half hard.
b. 2.000”, +0.020/-0.000 in diameter.
c. .020” thick.
3. Re-install clamp and torque to appropriate values.
4. Position the aircraft in a suitable run-up area and chock both main landing gear.
5. Station an additional technician outside of aircraft. Make sure appropriate personal
safety equipment is used and all personnel are briefed on hazards of working with
operating engines.
6. Using AFM Normal Procedures, start both engines. Ensure AFM Ground Operation
Limitations are observed.
7. Turn WING/ENGINE anti-ice for the affected side ON. Have technician verify no heated
airflow from blanking plates.
8. Turn WING/ENGINE anti-ice on the unaffected side OFF and the WING XFLOW to ON
and have technician verify no heated airflow from the affected side wing bleed air
exhaust vent.
9. Using AFM Normal Procedures, power down aircraft

11. The associated circuit breakers shall remain engaged for engine anti-icing capabilities.

MAINTENANCE PROCEDURE
NOTE: Since the engine inlet under temperature switch is set at 60ºF (15.56ºC), testing
on days where the ambient temperature approaches this set point may lead to
the annunciator not illuminating. Annunciator will only illuminate under normal
conditions in ambient temperature settings less than 60ºF (15.56ºC).
CAUTION: The wing engine anti-ice switches operate both the left and right wing leading
edge and engine air inlet systems. Do not operate the system longer than 5
minutes followed by a 30 minute cooling off period.
WARNING: To prevent personal injury, do not operate engines above 75%N 1 with less than
700 pounds (318 kg) total fuel in the tanks. Tire slide and unexpected forward
movement can occur. If any airplane interior components are removed, do not
operate engines above 75%N 1 with less than 2000 pounds (907 kg) total fuel in
the tanks.
WARNING: Use extreme care when touching heated surfaces. Severe burns to hands
could result.
1. Position aircraft in a suitable run-up area and chock both main landing gear.
2. Station an additional technician outside of aircraft. Make sure appropriate personal
safety equipment is used and all personnel are briefed on hazards of working with
operating engines.
3. Using AFM Normal Procedures, start both engines.
4. Ensure LH and RH ENGINE ANTI ICE circuit breakers are engaged.
5. Select the appropriate L or R ENGINE anti-ice switch to the ENGINE ON position and
verify the affected side indication(s) illuminates/display.
6. Slowly increase the affected side throttle to 70%N2 and verify the affected side
annunciator/CAS message extinguishes within one minute.
7. Switch the affected side ENGINE anti-ice switch to the OFF position and reduce throttle
to idle.
8. Repeat steps 4 thru 6 for the unaffected side.
9. Cautiously verify the temperature of the both engine inlets. The engine inlet should be a
minimum of outside air +50ºF(10ºC), verified by lightly touching the surfaces. Another
method is to verify heated airflow from the exhaust vent on the side of the engine
nacelle.
10. Using AFM Normal Procedures, power down aircraft.
11. Make appropriate entry in discrepancy report.
OPERATIONAL PROCEDURE
1. Flight crew shall make sure that ambient temperatures at takeoff/landing do not exceed
+10 degrees C.

WARNING: While oxygen supports combustion, materials that will not normally do not flash
in the atmosphere will readily burn or explode in the presence of concentrated
oxygen.
WARNING ; Do not permit Smoking, open flame or potential sources of electrical sparks
should not be permitted near the airplane while maintenance is being
performed on the oxygen system. Make sure that all electrical power is
disconnected and that the airplane is properly grounded.
WARNING: Use extreme caution to make sure that all components are kept thoroughly
clean of oil, grease or solvent contamination. These or similar products may
explode or burn spontaneously when in contact with pure oxygen.
1. Access the oxygen bottle cylinder, cut safety wire on bottle neck valve, and turn oxygen
bottle OFF.
2. Slowly disconnect line from fill port to bottle at bottle neck and purge line of any
oxygen.
3. Cap and/or plug any open lines.
4. Connect Oxygen cart hose to oxygen bottle ensuring a proper connection.
5. Station an additional qualified person in the copilot’s seat with the foul weather window
open for clear communications.
6. Turn Oxygen bottle ON and slowly begin to fill bottle. Once bottle has reached the
proper servicing pressure, turn Oxygen bottle valve OFF and turn OFF oxygen cart.
Allow the bottle to cool from thermal expansion for 30 minutes and recheck servicing
pressure.
7. Once Oxygen bottle is properly serviced, slowly disconnect oxygen cart and re-connect
all oxygen lines.

7. Following servicing or flushing, re-inspect toilet system for leaks. If toilet drains into
drain line, leave tank empty and perform the followings steps:

i. Adjust Zero Fuel Weight and Moment for each flight by subtracting
fifteen (15) pounds and 61.50 inch –pounds/100 from the calculated

NOTE 1: If only one thrust reverser is to be disabled, accomplish only those steps which are
applicable to that thrust reverser. One or both thrust reverser(s) may be disabled
for flight.
NOTE 2: Protect/Cover each of the disconnected electrical connectors with heat shrink
tubing allowing for enough material to be folded back over connector end and
secured CLOSED.
1. Remove outboard stang fairing from left and/or right thrust reverser.
2. Install lockout tool:
a. Verify carriage is in LOCKED (over-center) position.
b. Insert lockout tool (fork assembly) between support mechanism and carriage.
c. Install bolts included in lockout kit to secure lockout assembly. Torque nuts to
15 to 30 inch-pounds (1.7 to 3.4 Nm).
3. To fly aircraft with one or both trust reverser(s) disabled, accomplish steps a. and b.
above and the following:
a. Roll lockout streamer and secure it in a suitable location inside stang.
b. Install outboard stang fairing on the disabled thrust reverser(s).
4. Make appropriate entry in discrepancy report.
PLACARDING PROCEDURE
1. Place a placard stating, “THRUST REVERSER INOP” on the appropriate thrust reverser
throttle quadrant lever.
2. Place an INOP placard on the affected thrust reverser annunciator.
3. Place a placard stating, “PLACARDED THRUST REVERSER LEVER(S) INDICATE AN
INOPERATIVE THRUST REVERSER - DO NOT ACTUATE”.
