Purpose
Under section 10-109(b)4 “Exceptional Methods” the Building Energy Efficiency Standards
(Standards) allow for the introduction of new compliance approaches which cannot be properly
accounted for in the current adopted regulation or modeling assumptions. Applications under
the exceptional method are called compliance options. The following document is an
application for a compliance option that would allow consideration of variable refrigerant flow
(VRF) system under the Standards for nonresidential buildings. This application was submitted
by EnergySoft on behalf of a number of the manufacturers of VRF systems.
Staff has reviewed the document and while the general position of staff is supportive a number
of concerns still need to be resolved. Therefore, before a final position can be taken which
would hopefully lead to a recommendation to the Commission for approval of this compliance
option, staff has held a public meeting to vet out all possible concerns.

Executive Summary
Variable Refrigerant Flow systems are energy efficient air-conditioning systems that offer savings of
electricity and TDV energy as well as reduction of peak electricity demand. However, the 2008
California Building Energy Efficiency Standards (Title 24) do not provide compliance credits for VRF
systems, because modeling procedures do not exist in the nonresidential ACM manuals. This
application, pursuant to §10-109 of Title 24-2008, recommends modeling procedures to offer credit
for VRF systems for nonresidential buildings.
The VRF system is a R410A refrigerant-loop heat pump system which works like the conventional
water-loop heat pump (WLHP) system, except the VRF system uses an outdoor unit to remove or
add heat to the refrigerant loop, while the WLHP system uses a cooling tower to remove heat and a
boiler to add heat to the water loop. A heat recovery VRF system can serve multiple zones with
some zones demanding cooling while others demand heating. A VRF system has an air-cooled
outdoor unit, multiple indoor units, the refrigerant piping loop, one or more optional distribution units,
and corresponding system and zone controllers. Figure 1 and Figure 2 show components of a heat
recovery VRF system.

The VRF system uses inverter technology by varying the speed of the compressor in the outdoor unit
to meet the changing load requirements of each indoor unit. The heat recovery VRF system recycles
the energy in other zones to provide comfort only to the zones calling for cooling or heating. The VRF
system is energy efficient, quiet in operation, and saves duct work space.
This application is organized in the following sections:

Description of VRF Systems
Variable Refrigerant Flow (VRF) systems are still relatively new to the U.S. market, but have been
used in Asia and Europe for more than 20 years. The U.S. has the most comprehensive
requirements when compared to other markets worldwide, so there are several issues with testing
VRF systems. The first issue is the relatively new testing standard 1230, which is recently released
by the Air-conditioning Heating and Refrigeration Institute (AHRI). The second issue is in regards to
the set-up, data collection, and control of these complex systems. The systems can be tested with up
to five indoor units; in many cases, there may not be enough test room space for the units and all
testing apparatus to adequately collect the airflow data. Also, because VRF systems are more
complex than standard rooftop or split-system units, with integrated controls and multiple indoor
units, the testing time is greater and the cost of set-up and testing becomes very expensive very
quickly.
Most VRF manufacturers have requested and subsequently received waivers from the Department of
Energy (DOE) to be able to sell their systems. The waivers were requested because the older testing
standards (ARI Standards 210/240 and 340/360) did not provide adequate information for testing
multi-split systems that can have up to 50 indoor units; each outdoor unit can also have thousands of
indoor unit combinations. Since the initial waivers, AHRI members have worked with DOE to develop
an acceptable testing method, which had been used for the two Mitsubishi systems tested for this
report; AHRI has released the AHRI Standard 1230 to test VRF systems. We believe these test
results show there is still need for improving testing techniques and capabilities to properly reflect the
energy savings potential of VRF systems.
The VRF system is a R410A refrigerant-loop heat pump system which works like the conventional
water-loop heat pump (WLHP) system, except the VRF system uses an outdoor unit to remove or
add heat to the refrigerant loop, while the WLHP system uses cooling towers to remove heat and
boilers to add heat to the water loop.
A VRF system may have multiple compressors, typically one constant speed and one variable speed
with inverter technology. The variable speed compressor system will have multiple capacity control
steps which allow the amount of refrigerant flowing in the system to vary depending upon the
fluctuating needs of zone loads. This delivers maximum efficiency during partial load conditions and
provides precise temperature control in all zones. Each indoor unit incorporates an electronic
expansion valve that continually controls the flow rate of refrigerant. In this way, the VRF system
maintains a nearly constant room temperature without the typical temperature fluctuations that occur
with a conventional ON/OFF control system. By using multiple compressors to regulate capacity,
switching losses or power surges are minimized.
The heat recovery function is achieved by diverting exhaust heat from indoor units in cooling mode to
areas requiring heating and vice versa. The VRF system keeps running cost at an absolute minimum
by controlling each zone individually and shutting down completely in unoccupied areas if required.
There are two types of VRF systems: the Heat Recovery type which allows for simultaneous zones
cooling and heating, and the Heat Pump type which allows for either zones cooling or zones heating
operation. A VRF system has an air-cooled outdoor unit, multiple indoor units, the refrigerant piping
loop, one or more distribution units (Heat Recovery models only), and corresponding system and
zone controllers. An indoor unit needs to connect to a distribution unit if its operation mode needs to
be switched automatically from cooling to heating or vice versa independent of the operational mode
of the condensing unit. The heat recovery VRF is a three-pipe loop with two pipes connecting each
indoor unit to the loop (allows cooling only) or to a Distribution unit (allows either cooling or heating

with automatic switching) and three pipes connecting all Distribution units to the outdoor unit. The
heat pump VRF is a two-pipe loop with indoor units directly connected to the loop; no Distribution unit
is necessary.
Figure 1 and 2 show components of a heat recovery series and a heat pump series VRF system.
Figure 3 shows capacity control of a VRF system.
A VRF outdoor unit can connect multiple indoor units with a total capacity of typically 130% - 150% of
the outdoor unit’s rated capacity, although some manufacturers do allow higher ratios.
VRF systems have been installed in buildings throughout Asia, Europe, and other regions for many
years with great success and customer satisfaction. Specifically, VRF systems have the following
benefits:
Energy efficient. The outdoor unit uses a variable speed compressor system to provide highly
responsive cooling and heating performance. By responding to indoor and outdoor
temperature fluctuations by monitoring system suction pressure, the system varies power
consumption by adjusting the compressor speed to optimize energy usage. The variable
capacity indoor units are controlled by electronic expansion valves. This feature allows
operation only at the levels required to maintain a consistently comfortable indoor
environment without wasting energy. Heat pump operation also offers high heating capacity
and efficiency and is more efficient under part load conditions. The nominal cooling efficiency
EER can be above 12.0, while the heating COP can exceed 3.5, however, the efficiency
values are significantly higher at part load conditions.
Flexible indoor layout and design. Each individual zone can have its own indoor unit or a
group of indoor units that precisely control the indoor temperature. Multiple styles of indoor
units can meet requirements of indoor unit layout and design.

Zoning comfort control. Zones are actively cooled in one zone while heating another (heat
recovery). Set up zones to maximize simultaneous operation: interior/exterior, eastern
exposure/western exposure. Each zone gets the cooling or heating that is needed at any
time. Simultaneous cooling and heating over three-pipes provides air conditioning and control
flexibility to each and every zone. Zoning comfort can also be achieved with the Heat Pump
VRF system.
Quiet operation. VRF is designed for the quietest possible operation both indoor and outdoor.
Outdoor units are as quiet as 58 dB(A) and indoor units as low as 28 dB(A), which makes
VRF systems a huge advantage especially for classrooms, schools, universities, hospitals,
healthcare facilities, and libraries, where quiet conversations are paramount.

Eligibility Criteria
VRF systems are energy efficient and eligible for Title 24 compliance credits. The following sections
describe the requirements for obtaining the nonresidential credit for VRF systems.
New or existing nonresidential buildings can obtain compliance credits for the VRF systems for
space cooling, space heating, and fan if the following eligibility criteria are met:
1. Eligible systems shall:
Be R410A based refrigerant-loop heat pump systems with multiple direct expansion
indoor units and an outdoor unit attached to the loop.
Have an air-cooled outdoor unit.
Have a variable speed compressor in the outdoor unit to vary the refrigerant flow to meet
the changing zone loads.
The Heat Recovery VRF outdoor unit can automatically switch operation between cooling
mode and heating mode using the "auto" changeover mode. This mode helps move the
existing "energy" in a building to the areas it can best be utilized /or is needed, and as
such perform heat recovery operation. For the VRF Heat Pump system, users can
manually switch the operation mode from cooling to heating and vice versa.
Have no supplemental cooling or heating equipment attached to the loop.
Have no storage tank.
Have each indoor unit operation controlled by a zone controller and/or a system
controller.
Have a cooling connection ratio (total of indoor unit capacity / outdoor unit capacity)
between 50% and 130%.
Be installed and tested according to manufacturer installation and operation manuals.
2. Performance data for indoor and outdoor units shall be based upon testing temperature
conditions defined in AHRI Standard 1230 for multi-split equipment, which is based on ISO
15042, ARI 210/240, and ARI 340/360 standards.
3. Building types are either nonresidential or high-rise residential.

Acceptance Requirements
The following amendments are proposed to the Appendix NJ of the 2008 Nonresidential ACM
Manual.
VRF Acceptance
These acceptance requirements apply only to VRF systems, and are in addition to those for other
systems or equipment such as economizers, packaged equipment, etc.
Construction Inspection
Prior to performance testing, verify and document the following:
1. The air-cooled outdoor unit is installed.
2. For a single VRF system, the actual piping length and total equivalent piping length to the
most distant indoor unit is no greater than manufacturer’s recommendations. The system total
piping length is no greater than recommended. Total piping equivalent length = (actual piping
length from the outdoor unit to the farthest indoor unit) + equivalent piping length of branches
on the piping.
3. The maximum level difference between the outdoor unit and indoor units is no greater than
manufacturer’s recommendations.
4. The VRF system components are installed correctly per manufacturer’s installation manual,
including correct refrigerant (R410A) charge and piping configurations.
5. The correct outdoor and indoor model numbers are installed (as indicated in compliance
documents with rated cooling and heating capacities and power consumption of indoor and
outdoor units).
6. All refrigerant lines are insulated per the requirements of Title 24 Part 6 Section 118
Equipment Testing
For Heat Recovery VRF Systems:
1. Force the controls to indicate all zones demand for cooling. Make sure that all indoor units
operate in cooling mode, and the outdoor unit also operates in cooling mode.
2. Force the controls to indicate all zones demand for heating. Make sure that all indoor units
operate in heating mode, and the outdoor unit also operates in heating mode.
3. Force the controls to indicate some zones demand for cooling while others demand for
heating. Make sure that indoor units demanding for cooling run in cooling mode, while indoor
units demanding for heating run in heating mode. The outdoor unit runs in cooling mode if the
total cooling demand is greater than the total heating demand of indoor units.
4. Force the controls to indicate some zones demand no cooling or heating while other zones
demand cooling or heating. Make sure those indoor units with no demand for cooling or
heating do not operate while others do and the outdoor unit also operates.

Modeling Procedures
DOE-2 cannot model the performance of a VRF system; therefore a VRF system function has been
developed for DOE-2 to calculate the cooling, heating, and fan energy use of a VRF system. The
VRF function takes inputs of the VRF system performance data, hourly indoor and outdoor air
temperatures, and hourly zone cooling and heating loads to calculate the hourly outdoor unit power
consumption and indoor fan power consumption. The VRF function can be directly called by DOE-
2.1E to facilitate the simulation of VRF systems.
To model a VRF system in DOE-2.1E, the system type is set to HP which is a DOE-2 code word
representing the hydronic heat pump system. The VRF function is an ‘after system’ function which is
called after the HP system routine completes an hourly calculation. It basically uses the dummy HP
system type and overwrites the way DOE-2 calculates the cooling, heating, and fan energy use for
the HP system. The VRF function is called by each VRF system. The VRF function does not change
any other energy use in zones, for example, lighting, plug-loads, and any process loads.
For the heat recovery VRF system, the VRF function calculates the hourly cooling and heating
electricity use of the system according to the zone loads and VRF system performance data. For the
heat pump VRF system operates in cooling mode, the VRF function calculates the hourly cooling
electricity use of the system according to zone cooling loads and VRF system performance data, but
the hourly heating energy is calculated based on zone heating loads.
In addition, a user input auxiliary heating system may be specified for colder climates. Should this
not be specified, the modeling procedures will automatically define a default electric resistance
backup heating system to ensure all loads are met. This methodology is similar to the way a
conventional heat pump is handled by the ACM procedures.
The same methodology is applied to the cooling system. Should the cooling system be undersized
or have unmet load hours, the equations will automatically assign a default minimum efficiency
cooling system (13 SEER) to handle unmet loads and ensure all hours of conditioning are reported.
This section details the calculation algorithm for a VRF system. The code of the VRF DOE-2 function
is listed in Appendix A – VRF DOE-2 Function.
Appendix A – The VRF DOE-2 Function
For a heat pump VRF system, when it is on, it can operate either in cooling mode or heating mode.
For a given hour when the VRF system is on, get the hourly total zone cooling loads QCZ, and hourly
total zone heating loads QHZ. If QCZ ≥ QHZ, then the VRF system operates in cooling mode,
otherwise in heating mode.

Heat Recovery VRF Systems
For zones served by a heat recovery VRF system, some may demand cooling while others demand
heating. To determine whether the outdoor unit operates in cooling mode or heating mode, first
assumes the VRF system operates in cooling mode and calculates the CAPpi_c and OUCLKW
based on cooling zones, then assumes the VRF system operates in heating mode and calculates the
CAPpi_h and OUHTKW based on heating zones. If CAPpi_c + OUCLKW >= CAPpi_h, the outdoor

Compared with heat pump VRF systems, distribution units are used in heat recovery VRF systems

VRF DOE-2 Function: The VRF DOE-2 function written in FORTRAN code is listed in Appendix A.
The VRF function should be inserted between the system “END ..” line and the “COMPUTE
SYSTEMS ..” line. This can also be done by inserting an include statement “##INCLUDE VRF.func”,
and putting the actual DOE-2 function file VRF.func at the DOE-2 executable files folder.
Modeling Rules for Proposed Design:
Optional proposed systems shall be modeled as input by the user, according to the plans and
specifications for the building, subject to all of the restrictions specified in the Required Systems and
Plant Capabilities. User inputs for a VRF system include:
1. VRF system type: Heat Recovery VRF which allows simultaneous zones cooling and heating;
Heat Pump VRF allows for either zones cooling or heating
2. Outdoor unit rated cooling and/or heating capacity in Btu/h
3. Outdoor unit rated cooling and/or heating efficiency COP
4. System piping equivalent length and level difference in feet
5. System combination ratio
6. Indoor fan control
7. Auxiliary heating system type and efficiency
For heat recovery VRF systems, the cooling and heating energy use is calculated according to the
VRF systems design data and performance curves. For heat pump VRF systems operate in cooling
mode, the cooling energy use is calculated by the VRF function, while the heating energy use is
calculated according to the auxiliary heating system type and efficiency. For heat pump VRF
systems operate in heating mode, the heating energy use is calculated by the VRF function, while
the cooling energy use is calculated according to the Title 24 defaults of packaged split DX systems
(nonresidential three-phase) with cooling efficiency of SEER = 13 (EER = 10) and default
performance curves.
The proposed design is sized to meet the zone loads. If the outdoor unit cannot meet the loads,
auxiliary cooling and heating energy is calculated to meet the unmet loads. The outdoor and indoor
unit load unmet hours are reported in the DOE-2 SS-Z reports.

Modeling Rules for Standard Design (New):
Standard system types and applicable system parameters are chosen according to Table N2-10 for
Multiple Zone systems. The air flow and supply air temperature for the standard design will be
optimally controlled in the reference method. All efficiency descriptors shall be determined according
to the requirements of the Required Systems and Plant Capabilities.
Modeling Rules for Standard Design (Existing Unchanged & Altered Existing):
ACMs shall model the existing system as it occurs in the existing building using DOE-2 default
performance curves. If the permit involves alterations, ACMs shall model the system before
alterations.

To facilitate the reporting and enforcement of the VRF systems, three items are recommended in this
application.
1. Add a note on the PERF-1 in the Special Features and Modeling section that will alert the
building department to the use of a VRF system. This is consistent with other ACM manual
requirements for special features. In addition, it has been specified in the ACM language
provided that the ACM must also alert the building department to the need for a Certificate of
Acceptance for VRF systems.
2. The MECH-2-C reports the outdoor unit’s Mandatory and Prescriptive Measures
3. The MECH-5-C, Part 1 of 2, reports the outdoor unit specifics in the Central System Ratings

Appendix B – Daikin Sensitivity -Analysis
Introduction
The sensitivity analysis shows credits that a Daikin VRV system can get for compliance with Title 24-
2008.
A 2,250 square feet mixed use building is selected for the sensitivity analysis. This is test C11A10
from the ACM Manual. EnergyPro version 4.4 is used to calculate the TDV Energy of a Proposed
Design using a Daikin VRV system with outdoor unit of REYQ96 and various indoor units for both
space cooling and heating needs via the Title 24-2008 Standard Design.
Building Description
This prototype (prototype A from the ACM Manual) is a one-story building measuring 30 ft by 75 ft
and is 12 ft high. Glass exists in a continuous band around the entire building perimeter with the sill
2.5 feet above the floor. The building has a single thermal zone.
Climate Zones
All sixteen California climate zones are used in this sensitivity analysis.
Simulation Runs
A Proposed Design has been created using EnergyPro for each climate zone with building envelope,
lighting, and DHW minimally compliant with the prescriptive requirements of Title 24-2008, and using
a Daikin VRV system with outdoor unit REYQ96 and multiple indoor units. All sixteen proposed
designs are run with EnergyPro to demonstrate the TDV energy savings of Daikin VRV Proposed
Designs compared with the Title 24-2008 Standard Designs (results listed in Table 1)

FXFQ INDOOR UNIT – CEILING CASSETTE UNIT
A. General: The Daikin indoor unit model FXFQ shall be a ceiling cassette fan coil
unit, operable with R410A refrigerant, equipped with an electronic expansion
valve, for installation into the ceiling cavity equipped with an air panel grille. It
shall be available from 12,000 Btu/h to 36,000 Btu/h. Model numbers are
FXFQ12MVJU, FXFQ18MVJU, FXFQ24MVJU, FXFQ30MVJU, FXFQ36MVJU to
be connected to outdoor unit model RXYQ / RXYMQ heat pump and REYQ heat
recovery model. It shall be a four-way air distribution type, ivory white, impact
resistant, and washable decoration panel. The supply air is distributed via
motorized louvers which can be horizontally and vertically adjusted from 0° to 90°.
Computerized PID control shall be used to maintain room temperature within 1°F.
Equipped with a programmed drying mechanism that dehumidifies while inhibiting
changes in room temperature when used with Daikin remote control BRC1C71
and BRC2A71. The indoor units sound pressure shall range from 28 dB(A) to 33
dB(A) at low speed measured at 5 feet below the unit.
C. Indoor Unit:

Multiple Evaporator, Direct Expansion (DX), Air-Cooled, Variable Capacity, Split System,
Single Phase
SYSTEM DESCRIPTION
The variable capacity, heat pump air conditioning system shall be a Daikin Variable
Refrigerant Volume Series (heat/cool model) split system. The system shall consist of
multiple evaporators using PID control, and Daikin VRV RXYM series heat pump
outdoor unit. The system shall be direct expansion (DX), air-cooled heat pump air-
conditioning system utilizing a variable speed PAM inverter driven compressor and
multi zone split system air handlers and shall use HFC R410A azeotropic refrigerant.
HCFC refrigerants and HFC zeotropic refrigerants shall not be accepted. The outdoor
unit may connect to indoor evaporator capacities of up to 130% to that of the Outdoor
Condensing unit capacity. All indoor units are each capable of operating separately
with individual temperature control. Indoor units and outdoor heat pump units must be
of the same manufacturer.
The Daikin RXYM series outdoor unit shall be interconnected to indoor unit models
FXDQ, FXFQ, FXHQ, FXSQ, FXMQ, FXLQ, FXNQ and FXAQ and shall range in
capacity from 7,000 Btu/h to 48,000 Btu/h in accordance with Daikin’s engineering
data book detailing each available indoor unit. The indoor units shall be connected to
the outdoor utilizing Daikin’s REFNET specified piping joints and headers.
The operating range in cooling will be 23°F DB ~ 115°F DB. The operating range in
heating will be 0°F DB ~ 60°F DB.
The system shall be capable of refrigerant piping up to 410 equivalent feet, a total
combined length of 1000 feet of piping between the condensing and fan coil units with
165 feet maximum vertical difference, without any oil traps or additional equipment. In
case where the outdoor unit is located below the indoor unit, the vertical difference is
a maximum of 133 feet.
QUALITY ASSURANCE
A. The units shall be listed by Electrical Laboratories (ETL) and bear the ETL label.
B. All wiring shall be in accordance with the National Electric Code (NEC).
C. The system will be produced in an ISO 9001 and ISO 14001 facility, which are
standards set by the International Standard Organization (ISO). The system shall
be factory tested for safety and function.
D. The outdoor unit will be factory charged with R410A.
HVAC EQUIPMENT ALTERNATE (GENERAL INFORMATION)
A. All bids will be submitted utilizing the basis of design system. Alternate systems
shall be submitted as a deductive alternate from the base bid or other and shall
include the following information as a minimum for review and consideration.
B. The Alternate Equipment Supplier shall provide to the Bidding Mechanical
Contractor a complete Equipment Data Package. This package shall include, but
is not limited to, equipment capacities, power requirements, indoor units
CFM/static pressures, EER/COP, installation requirements, and physical
dimensions.
C. The Alternate Equipment Supplier shall furnish to the Mechanical Contractor for
installation a complete Drawing Package. The drawing format shall be ACAD 2000

or higher, on 30"x42" sheets. The HVAC and Electrical series design documents
will be made available in electronic format for use by the Equipment Supplier in
preparing their drawings. The Alternate Equipment Supplier shall prepare the
following drawings:
D. The Alternate Equipment Supplier shall draft all piping circuits, components, overall
building control schematic, and detail control wiring diagrams, system details and
schedules for their system. The drawings shall convey all requirements to
successfully install the Equipment Suppliers System. The Equipment Supplier shall
title and re-number his drawing sheets as are reflected on the original project plans.
Every sheet will include the submitted equipment manufacturer’s logo in the title
block with drawn/approved by information included. The Electronic format shall be
issued by the Architect.
F. Alternate equipment shall meet all aspects, performances, materials and ratings of
the products and controls as are specified herein.
G. Any indoor units that are visual from any occupied space, in addition to meeting all
criteria referenced above, must also be submitted for approval from the architect,
interior design interest, owner or tenet as is applicable.

DESIGN CRITERIA
A. Furnish condensing units and air handling units complete with all components,
accessories, and all operating and safety controls to provide the intended performance as
specified in this section, as shown on the plans and/or as scheduled.
B. All electrical components to be ETL listed.
C. Each fan and motor combination shall be capable of meeting both of the following
conditions while maintaining stable fan performance:
D. Unit static pressure shall take into consideration the actual static pressure loss of the
components furnished within the unit.
E. The motor furnished with the fan shall not operate into the motor service factor in any of
these cases. Drive efficiency shall be considered in motor selection according to
manufacturer's published recommendation, or according to AMCA Publication 203,
Appendix L.
F. Where inlet and outlet ductwork at any fan is changed from that shown on the drawings,
submit a scaled layout of the change and system effect factor calculations, indicating
increased static pressure requirement as described in AMCA Publication 201. This
Contractor shall be responsible for any motor, drive and/or wiring changes required as a
result of duct configuration changes at the fan.
OUTDOOR UNIT
A. General: The outdoor unit is designed specifically for use with VRV-S series
components.
1. The outdoor unit shall be factory assembled and pre-wired with all necessary
electronic and refrigerant controls. The refrigeration circuit of the condensing
unit shall consist of a Daikin scroll compressor, motors, fans, condenser coil,
electronic expansion valve, solenoid valves, 4 way valve, distribution headers,
capillaries, filters, shut off valves, oil separators, service ports, liquid receivers,
accumulators and all system controls, contactors, relays and variable
proportional integral PI systems.
2. Both liquid and suction lines must be individually insulated between the
outdoor and indoor units.
3. The outdoor unit can be wired and piped with outdoor unit access from left,
right, front or rear.
4. The connection ratio of indoor units to outdoor unit will be 50% to 130%.

5. The sound pressure dB(A) at rated conditions shall be a value of 54 decibels
at 3 feet from the front of the unit. The outdoor unit shall be capable of
operating at further reduced noise during night time.
6. The system will automatically restart operation after a power failure and will
not cause any settings to be lost, thus eliminating the need for re-
programming.
7. The outdoor unit shall be modular in design and should allow for side-by-side
installation with minimum spacing.
8. The following safety devices shall be included on the condensing unit; high
pressure switch, control circuit fuses, crankcase heaters, fusible plug, high

9. The outdoor unit shall be capable of heating operation at 0°F dry bulb ambient
temperature without additional low ambient controls.

and corrosion resistant. The unit shall be constructed from rust-proofed mild
steel panels coated with a baked enamel finish.
C. Fan:
1. The condensing unit shall consist of two propeller type, direct-drive fan 70 W
motors that have multiple speed operation via a DC inverter type.
2. The condensing unit fan motor shall have multiple speed operation of the DC
inverter type.

with a hydrophilic film type E1 which prevents adhesion and provides for the
simple flushing of corrosive properties to included but not limited to CI, NOx,
SOx with water. The thickness of the coating must be between 2.0 to 3.0 microns.
E. Compressor:
1. The compressors shall be of the high-efficiency Daikin Hermetically Sealed
Asymmetric Optimized Scroll type with high pressure shell specifically designed for

operation with R410A HFC refrigerant, and feature pressurized oil lubrication,
independent from compressor speed and using no mechanical pumps or devices
internal to the compressor.
2. The Daikin scroll compressor shall be variable speed (PAM inverter) controlled
which is capable of changing the speed to follow the variations in total cooling
load as determined by the suction gas pressure as measured in the
condensing unit.
3. The inverter driven compressor in each condensing unit shall be of highly
efficient reluctance DC, hermetically sealed scroll type with a maximum speed
of 6,480 rpm.
4. Neodymium magnets shall be adopted in the rotor construction to yield a
higher torque and efficiency in the compressor instead of the normal ferrite
magnet type. At complete stop of the compressor, the neodymium magnets
will position the rotor into the optimum position for a low torque start.
5. The capacity control range shall be 24% to 100%, with 20 individual capacity
steps.
6. Each compressor shall be equipped with a crankcase heater, high pressure safety
switch, and internal thermal overload protector.

These outdoor units belong to the CITY MULTI Series which can operate in either cooling mode or
heating mode depending on the zone load requirements.
SYSTEM DESCRIPTION
The variable capacity, heat pump heat recovery air conditioning system shall be a Mitsubishi
Electric CITY MULTI VRFZ (Variable Refrigerant Flow Zoning) System. The CITY MULTI VRFZ
systems shall be the R2-Series (simultaneous cooling and heating) split system heat pump and
the Y-Series (cool/heat) split system heat pump.
The R2-Series system shall consist of a PURY outdoor unit, BC (Branch Circuit) Controller(s)
(Single, Main, or Main with Sub(s), multiple indoor units (-E models), and M-NET DDC (Direct
Digital Controls). The PURY outdoor unit shall be a vertical discharge, 208/230 volt, three phase
unit. The PURY outdoor unit model numbers and the associated number of connectable indoor
units per PURY outdoor unit is indicated in the following table. Each indoor unit or group of indoor
units shall be independently controlled.

QUALITY ASSURANCE
A. The units shall be listed by Electrical Laboratories (ETL) and bear the ETL label.
B. All wiring shall be in accordance with the National Electrical Code (N.E.C.).
C. The units shall be manufactured in a facility registered to ISO 9001 and ISO14001 which
is a set of standards applying to environmental protection set by the International
Standard Organization (ISO).
D. A full charge of R-410A for the condensing unit only shall be provided in the condensing
unit.
DELIVERY, STORAGE AND HANDLING
A. Unit shall be stored and handled according to the manufacturer’s recommendation.
Part 2 – Warranty
The units shall be covered by the manufacturer’s limited warranty for a period of one (1) year
from date of installation.
If, during this period, any part should fail to function properly due to defects in workmanship or
material, it shall be replaced or repaired at the discretion of the manufacturer.

Part 4 – Products
A. General:
The R2-Series PURY outdoor unit shall be used specifically with CITY MULTI VRFZ
components. The R2-Series shall consist of the PURY outdoor unit, Branch Circuit (BC)
Controller, indoor units (-E models), and M-NET DDC (Direct Digital Controls). The PURY
outdoor units shall be equipped with multiple circuit boards that interface to the M-NET controls
system and shall perform all functions necessary for operation. The outdoor unit shall have a
powder coated finish. The outdoor unit shall be completely factory assembled, piped and wired.
Each unit shall be run tested at the factory.
1. The sum of connected capacity of all indoor air handlers shall range from 50% to
150% of outdoor rated capacity.
2. Outdoor unit shall have a sound rating no higher than 63 dB(A).
3. Both refrigerant lines from the outdoor unit to the BC (Branch Circuit) Controller
(Single or Main) shall be insulated.
4. The outdoor unit shall have an accumulator with refrigerant level sensors and
controls.
5. The outdoor unit shall have a high pressure safety switch, over-current protection and
DC bus protection.
6. The outdoor unit shall have the ability to operate with a maximum height difference of
164 feet and have total refrigerant tubing length of 984-1312 feet. The greatest length
is not to exceed 492 feet between outdoor unit and the indoor units without the need
for line size changes or traps.
7. The outdoor unit shall be capable of operating in heating down to -4F ambient
temperature without additional low ambient controls.
8. The outdoor unit shall have a high efficiency oil separator plus additional logic controls
to ensure adequate oil volume in the compressor is maintained.
B. Unit Cabinet:
1. The casing(s) shall be fabricated of galvanized steel, bonderized and finished with a
powder coated baked enamel.
C. Fan:
1. The PURY-P72 / P96 / P108 / P126 / P144TGMU outdoor unit shall be furnished with
one direct drive, variable speed propeller type fan.
2. The PURY-P168 / P192 / P204 / P216 / P234TGMU outdoor unit shall be furnished
with two direct drive, variable speed propeller type fans.
D. Refrigerant
1. R410A refrigerant shall be required for PURY-P-TGMU-A outdoor unit systems.
E. Coil:
1. The outdoor coil shall be of nonferrous construction with lanced or corrugated plate
fins on copper tubing.
2. The coil shall be protected with an integral metal guard.
3. Refrigerant flow from the outdoor unit shall be controlled by means of an inverter
driven compressor.
4. The outdoor coil shall include 4 circuits with two position valves for each circuit,
except for the last stage.
F. Compressor:
1. The PURY-P72 / P96 / P108 / P126 / P144TGMU outdoor units shall be equipped
with one inverter driven scroll hermetic compressor.
2. The PURY-P168 / P192 / P204 / P216 / P234TGMU outdoor unit shall be equipped
with one inverter driven scroll hermetic compressor and one scroll hermetic
compressor.
3. A crankcase heater(s) shall be factory mounted on the compressor(s).
4. The outdoor unit compressor shall have an inverter to modulate capacity. The
capacity shall be completely variable down to 16% of rated capacity.
5. The compressor will be equipped with an internal thermal overload.
6. The compressor shall be mounted to avoid the transmission of vibration.
G. Electrical:
1. The outdoor unit electrical power shall be 208/230 volts, 3 phase, 60 hertz.
2. The outdoor unit shall be capable of satisfactory operation within voltage limits of 187-
228 volts (208V/60Hz) or 207-253V (230V/60Hz).
3. The outdoor unit shall be controlled by integral microprocessors.
4. The control circuit between the indoor units, BC Controller and the outdoor unit shall
be 24VDC completed using a 2-conductor, twisted pair shielded cable to provide total
integration of the system.
There shall three types of BC Controllers: Single (-G), Main (-GA), and Sub (-GB). The
below table identifies which type of BC Controller shall connect to which size R410A
PURY (R2-Series) outdoor unit. The Single (-G) BC Controller shall connect one R410A
PURY (only PURY-P72/P96/P108/P126TGMU-A(-BS)) outdoor unit to multiple –E indoor
units. The Main (-GA) BC Controller shall connect one R410A PURY (all PURY-P*TGMU-
A(-BS) models) outdoor unit to multiple –E indoor units. The Main (-GA) BC Controller can
connect to one or two Sub (-GB) BC Controller(s). A Main (-GA) BC Controller shall be

B. BC Unit Cabinet:

valves.
3. The unit shall house two tube-in-tube heat exchangers.
C. Refrigerant
1. R410A refrigerant shall be required for CMB-P-NU-G/GA/GB BC Controllers in
conjunction with PURY-P-TGMU-A outdoor unit systems.
D. Refrigerant valves:
1. The unit shall be furnished with multiple two position refrigerant valves.
2. Each circuit shall have one (54,000 Btu/h or smaller indoor unit section) two-position
liquid line valve and a two-position suction line valve.
3. When connecting a 54,000 Btu/h or larger indoor unit section, two branch circuits shall
be joined together at the branch controller to deliver an appropriate amount of
refrigerant. The two refrigerant valves shall operate simultaneously.
4. Linear electronic expansion valves shall be used to control the variable refrigerant
flow.
F. Electrical:
1. The unit electrical power shall be 208/230 volts, 1 phase, 60 hertz.
2. The unit shall be capable of satisfactory operation within voltage limits of 187-228
volts (208V/60Hz) or 207-253V (230V/60Hz).
3. The BC Controller shall be controlled by integral microprocessors.
4. The control circuit between the indoor units and the outdoor unit shall be 24VDC
completed using a 2-conductor, twisted pair shielded cable to provide total integration
of the system.

6. The outdoor unit shall have vertical discharge airflow.
D. Refrigerant
1. R410A refrigerant shall be required for PUHY-P-TGMU-A outdoor unit systems.

PLFY (4-WAY CEILING-RECESSED CASSETTE WITH GRILLE) INDOOR UNIT
A. General:
The PLFY shall be a four-way cassette style indoor unit that recesses into the ceiling with a
ceiling grille and shall have a modulating linear expansion device. The PLFY shall be used with
the R2-Series outdoor unit and BC Controller, Y-Series outdoor unit, or S-Series outdoor unit.
The PLFY shall support individual control using M-NET DDC controllers. Indoor model numbers
shall be PLFY-P12NAMU-E / PLFY-P15NAMU-E / PLFY-P18NAMU-E / PLFY-P24NAMU-E /
PLFY-P30NAMU-E / PLFY-P36NAMU-E.
Each system shall perform in accordance to the ratings shown in the table below. Performance

Overview
A. General:
The CITY MULTI Controls Network (CMCN) shall be capable of supporting remote
controllers, schedule timers, system controllers, centralized controllers, an integrated web
based interface, graphical user workstation, and system integration to Building Management
Systems via BACnet® and LonWorks®.
B. General:
The CMCN shall operate at 24VDC. Controller power and communications shall be via a
common non-polar communications bus.
C. Wiring:
Control wiring shall be installed in a system daisy chain configuration from indoor unit to ME
remote controller to indoor unit, to the BC controller (main and subs, if applicable) and to the
outdoor unit. Control wiring to remote controllers shall be run from the indoor unit terminal

Control wiring for schedule timers, system controllers, and centralized controllers shall be

The 14-ton PUHY-P168 system was tested first in the large, 20-ton UL test room. Besides the fact
that this was their first exposure to a VRFZ system, the main challenge was installing the five
ductless indoor units so that the air-flow from these units, two ceiling cassette units, and three wall-
mounted units could be adequately collected.
Due to limited test room availability, the PURY-P96 was tested 8 months later in the smaller 12-ton
test room. The testing for the PURY-P96 was negatively impacted by squeezing the outdoor unit and
four indoor units into the smaller test room. We decided to use the smaller room because the
availability of test rooms in the U.S. was very limited due to many HVAC companies reserving lab
space because of the change from refrigerant R22 to refrigerant R410A in their product lines.
The following pages from the Mitsubishi Submittal Sheets show the specifications for the two
systems tested. The summarized results of the testing are next, showing a comparison of the
Mitsubishi data, the EnergyPro data, and the UL test room data.
The testing configuration of the four PKFY indoor units with PURY-P96 is included; refer to this page
when reading the notes below. The heating operation data was more significantly affected by the
issues with the set-up and the temperature imbalance as discussed below. The correlation was very
Overall, the comparison shows very good correlation of the data. The PUHY-P168 UL test lab data
was only within a few percentage points of the Mitsubishi test lab data. The EnergyPro data was then
compared to the UL test lab data. Again, the data was within a few percentage points, except the
75% cooling part load EnergyPro data was about 7% lower than the UL test lab data; and the inputs
at the UL test lab for low heating and 75% part load heating were higher than the input data from the
UL test lab data. For the 75% heating part load heating, the capacity at the UL test labs was also
more than 10% higher than the EnergyPro data. The data to calculate the two DOE rating points of
heating and cooling efficiencies, from all three data sources, were within 5% of each other, which
would meet the AHRI requirements for test results.

The data shows that the standard design fans are unbelievably low for the given square footage.
Mitsubishi indoor units all use fractional horsepower motors, so that the total horsepower for each
system is barely over one horsepower while standard systems would have to use motors with much
higher horsepower. We request CEC change the way the indoor fan values are calculated for the
standard design.
However, if just the space heating and cooling numbers are considered, especially the cooling, it is
apparent that CITY MULTI VRFZ systems perform extremely well when compared to the standard
design.
Overall, the test data and the two EnergyPro compliance runs show that there is very good
correlation between EnergyPro performance and actual system performance.
The Sanyo VRF product offerings consist of two lines of outdoor units, the ECO-i product, which is
available in 8 and 12 ton capacities, and the Mini-ECO-i, a smaller model available in 3 and 5 ton
capacities. All of the outdoor units utilize inverter controlled compressors to maximize energy
efficiency and perform well at part load conditions. In addition, the ECO-i units are offered as both
heat pump units, as well as heat recovery units that will allow for energy exchange between the
various zones, similar to a water source heat pump system. Both products are combined with an
offering of various size indoor units to complete the system, and utilize R410A refrigerant.
A 2,250 square foot mixed use building is selected for the sensitivity analysis. This is test C11A10
from the ACM Manual. EnergyPro version 5.1 is used to calculate the TDV Energy of a Proposed
Design using a Sanyo VRF system with outdoor unit of CHDZ09052, three UHX0752 indoor units
and two DHX0952 indoor units for both space cooling and heating needs via the Title 24-2008
Standard Design.
Building Description
This prototype (prototype A from the ACM Manual) is a one-story building measuring 30 ft by 75 ft
and is 12 ft high. Glass exists in a continuous band around the entire building perimeter with the sill
2.5 feet above the floor. The building has a single thermal zone.
Climate Zones
All sixteen California climate zones are used in this sensitivity analysis.
Simulation Runs
A Proposed Design has been created using EnergyPro for each climate zone using a Sanyo VRF
system with outdoor unit CHDZ09052 and multiple indoor units. All sixteen proposed designs are run
with EnergyPro to demonstrate the TDV energy savings of the Sanyo VRF Proposed Designs
compared with the Title 24-2008 Standard Designs (results listed in Table 3).

A 2,250 square foot mixed use building is selected for the sensitivity analysis. This is test C11A10
from the ACM Manual. EnergyPro version 5.1 is used to calculate the TDV Energy of a Proposed
Design using a Sanyo VRF system with outdoor unit model ARUN154BT2, two ARUNU363BG
indoor units and three ARUNU073BH indoor units for both space cooling and heating needs via the
Title 24-2008 Standard Design.
Building Description
This prototype (prototype A from the ACM Manual) is a one-story building measuring 30 ft by 75 ft
and is 12 ft high. Glass exists in a continuous band around the entire building perimeter with the sill
2.5 feet above the floor. The building has a single thermal zone.
Climate Zones
All sixteen California climate zones are used in this sensitivity analysis.
Simulation Runs
A Proposed Design has been created using EnergyPro for each climate zone using an LG Multi V
system with outdoor unit LG MultiV III ARUB144DT3 and multiple indoor units. All sixteen proposed
designs are run with EnergyPro to demonstrate the TDV energy savings of the LG Multi V Proposed
Designs compared with the Title 24-2008 Standard Designs (results listed in table 4).
