1. Minefields. These extra movement costs are treated like terrain that does affect supply draw and throw. 2. Rule 17.0d means that bad weather no longer affects refit or forces air units to go inactive. To reflect Sandstorms and Rainstorms, no missions can be flown to or from maps affected.
