CONSTITUTION AND BY LAWS OF


SOUTHERN LEYTE STATE UNIVERSITY COLLEGE OF TEACHER EDUCATION
JUNIOR LABORATORY HIGH SCHOOL

Preamble:
We, the duly selected representatives of the SLSU-CTE Junior Laboratory High School student body, create the student
government of SLSU-CTE Junior Laboratory High School to promote cooperation and harmony among the student body, the faculty,
and the administration, and establish this constitution for the student body of SLSU-CTE Junior Laboratory High School in order to
instill the attributes of truth, honor and integrity for the people.

Article 1: Name

The name of this organization shall be the SLSU-CTE Junior Laboratory High School Student Body Organization.

Article 2: Purpose

Section I: To provide an opportunity for all students to have a voice in the Junior High School life and training through
participation in Student Government.

Section II: To unify all students and actively advance their best interest spiritually, mentally, physically and socially.

Section III: To promote joint cooperation between students, faculty and administration by developing an open channel of
communication and create an atmosphere of unity.

Article 3: Source of Power

The power of SLSU_CTE Junior Laboratory High School Student Body Organization is derived from the administration and
may be vetoed at any time by them.

Article 4: Membership

Section I: This organization shall be comprised of the Student Council officers including president, vice-president,
secretary, treasurer, P.I.O, grade level representatives and 8 senators.

Section II: Each grade level President shall automatically seats as grade level representative.

Section II: All students enrolled in the SLSU-CTE Junior Laboratory High School is automatically a member of the SLSU-
CTE Junior Laboratory High School Student Body Organization.

Article 5: Membership Fee

Section I: There shall be a membership fee of Php140.00 per student/member per year to be collected by the SSC of the
campus during the enrollment period.

Section II: The Php140.00 will be utilized for the whole year activities of the SLSU-CTE Junior Laboratory High School.
Section III: The SSC will keep the Php 140.00 collections but will release the budget to the SLSU-CTE Junior Laboratory
High School Student Body Organization officers with the corresponding Activity Proposal, approved by the SLSU-CTE
Junior Laboratory High School Student Body Organization adviser who is the School Principal.
Article 6: Responsibilities of the Council
Responsibilities of the council shall include:
A. Serving as a direct link between the student body, administration, and faculty.
B. Coordinating all student government activities.
C. Publicizing to the school and community matters of interest relevant to the councils operation
D. Representing the student body at all civic and social functions relating to student interest so designated by the council.

Article 7: Powers of the Council


Powers of the Student Council shall be:
A. To develop and adopt such by-laws as may be necessary, providing they do not conflict with the elements and spirit of
this constitution or established school policy.
B. To plan and regulate all academics and non-academics activities for the benefits of the student body.
C. To cooperate with all level of school administration in discharging beneficial to school, faculty, and the student body.

Article 8: Meetings
Section I: A quorum of fifty percent plus one of the entire council shall be necessary to conduct all business.
Section II: All decisions of the Student Council shall be passed by a simple majority vote unless otherwise specified.
Section III: Meetings of the council shall be held at least every month, conditions permitting.

Article 9: Authority
Section I: The council shall enact all student government legislation.
Section II: The council shall advise and consent to all class officer elections.
Section III: The council shall establish by-laws with a two-third vote of the council.

Article 10: Duties of the Council Officers and Members


Section I: Duties of the president shall be:
A. To assume the overall responsibility for the councils activities.
B. To preside over council meetings.
C. To coordinate all committee activities by keeping a log of all committee work or by directing the committee chairperson
to give him or her written reports at designated times.
D. To serve as chief public relations officer of the council by:
a. Representing the Student Council at all necessary meetings with the administration and faculty, or by
designating someone to go in his/her place.
b. Serving as chief liaison officer between the council and the administration or between the council and the
county school board.
c. Serving as official greeter for council functions.
d. Giving either written or oral reports to the council of his/her meeting with school or county officials.
e. Seeking at all times to promote the ideals of the council and of the school.
f. Calling the publicity committees attention to council or school activities worthy of public notice.
g. Serving as master/mistress of ceremonies as assemblies and extra-curricular events, or by designating some
other person to take his/her place.
h. Representing the council in dealings with other student councils on the local and state levels.
E. To assist the sponsor in evaluating the work of the council members.
F. To preside over meetings of the officers.

Section II: The duties of the Vice-President shall be:


A. To represent the Student Council in its dealings with the Inter-Club Council.
B. To be the President of the Inter-Club Council.
C. To represent the council in the presidents absence or at the presidents request.
D. To be chairperson of the 1st period representatives.

Section III: Duties of the Secretary shall be:


A. To carry out all necessary correspondence designated by the council including commendations and thank yous.
B. To keep the council files current, including the reports of all committees.
C. To file mail concerning money-raising activities.
D. To notify the council of all letters received.
E. To substitute for the recording secretary if necessary.
F. To check the validity of polls, logs, reports, etc.
G. To prepare agendas for all student government sponsored meetings.
H. To keep the official record of all council meetings.
I. To keep attendance records for the council and student government meetings and activities.
J. To substitute for all corresponding secretary, if necessary.
K. To submit an annual narrative report of the activities to the office of the Principal and Office of the Student Services.
Section V: Duties of the Treasurer shall be
A. To chair the budget committee.
B. To prepare a budget during preplanning for the upcoming year. This shall be done in consultation with the officers and the
sponsor.
C. To keep accurate records and accounts of all financial transactions.
D. To supervise all money collecting operations of the council.
E. To serve as liaison between the council and the school treasurer.
F. To submit an annual financial report of the activities to the office of the Principal and Office of the Student Services.

Section VI: Duties of the P.I.O shall be


A. To chair the Public Information Committee.

Section IX. Duties of all Representatives including Officers shall be:


A. To publicize all council activities.
B. To be prepared to answer any questions about student government at all times.
C. To remember that they represent the council and that their actions reflect on the council.
D. To actively participate in Student Council Activities.
E. To always present a positive attitude towards their responsibilities.

Section X. Duties of all the Senator Officers shall be:

A. Represent student body of said constituencies.


a. Attend all meetings as called by the President
b. Post Student Senate minutes, agenda, and suggestion box on Senate bulletin boards in your school.
c. Be familiar with the Student Senate Constitution and By-laws.
d. Provide written and oral school reports at full Senate meetings.
e. Keep a good working relationship with other Senators.
B. Be an active and enthusiastic member of Senate by:
a. Be actively involved in at least one Presidential Committee.
b. Be actively involved in the School Affairs, Student Affairs, or Internal Affairs Committee.
c. Read the minutes and agenda and be prepared to discuss and vote on pertinent issues.
d. Voluntarily work in the Student Senate office when requested by the Executive Board.
C. Represent the interests of SLSU-CTE JLHS at all times with responsibility, respect, and pride!
D. Speak to fellow students and bring forth concerns, ideas, and possible solutions to make SLSU-CTE JLHS the best possible
educational institution.

Article 11. Duties of the Standing Committee:


Section I: Publicity Committee shall
A. Keep a display on the bulletin boards and marques and change it once a month.
B. If necessary keep the media informed of councils activities.

Section II: Citizenship Development/Elections Committee:


A. Hold all elections and establish an elections code to be put into writing.
B. Distribute an elections code to all candidates.
C. Screen all candidates for council and class offices.
D. The committee chairperson and sponsor must review and approval campaign speeches prior to their deliverance.
E. Hold special elections when necessary, including homecoming, etc.

Section III. Duties of the Judiciary committee shall be:


A. Tend to any conflicts of serious nature within the council as by stated in the judiciary rules.

Section IV. The following shall also be standing committees:


A. Community Service
B. Spirit
C. School Service
D. Faculty Relations
E. Environmental Concerns
F. Health and Safety
Article 12. Removal from Office
Section I: If, by petition, one-fourth of the student body or, if in the opinion of three-fourths of the council, any council
member who has not performed his/her duties as specified in the constitution, the matter shall be brought to the councils
attention at a specially called meeting. At this meeting council members bringing their charges, or representatives of the
petitioners, should present their case in writing to the member in question. The member in question should then be given an
opportunity to defend him/herself at that time or at another special meeting to be held no later than three school days from
the time the charges were brought. When the member in question has had a chance to defend him/herself, a vote of
confidence shall be held. If the council votes no confidence (2/3s vote is required) the member will be given a six weeks
period to correct his/her actions as outlined in the councils or petitioners bill of particulars. Six weeks from the vote of no
confidence, a new vote shall be held. If no confidence is voted again (2/3s) the member is to be removed from office.
Once a member has been removed from the council, his/her office will be declared vacant and he/she will be dropped from
the student government course. Once a member has been removed, the council can, his/her position will be filled in by the
grade 10 representative.

Section II: Removal for unsatisfactory grades. The JLHSSBO adviser shall have the duty of checking all council
members grades at the end of each grading period. If a student falls below the requirements stated in Elections and
Qualifications, the council member will be given one quarter to correct his/her deficiency. If the deficiency remains at the
end of the quarter, the members office will be declared vacant, and member will be dropped from the student government
course.

Section III: Pending the seriousness of the offense committed by an officer or council member, they may be referred to the
judiciary committee by the sponsor for immediate action.

Article 13: Elections and Qualifications


Section I. Elections

A. The results of all elections shall be determined by a plurality of all votes cast.
B. All violations of the elections code shall be decided by the elections committee.
C. Elections shall be by secret ballot and shall be conducted by the elections committee.

Section II: Qualifications

A. Candidates and members must have a passing grade in all subjects currently being taken.
B. The office of JLHSSBO President can only be held by rising grade 10 students, Vice-President can only be held by
rising grade 9 students and anyone seeking this offices must have been in Student Council one year prior to running
for this office.
C. Any candidate cannot be an elected officer of any other school club. If at the time of election a candidate is an
officer of another club, he/she must resign from one of the clubs.
D. Candidates and members must have no more than 10 unexcused absences in the school year he/she is running or
applying for office.
E. Any candidate must have a good school record (marks, attendance and behavior)
F. Any candidate must show initiative and a sense of responsibility
G. Any candidate must be willing to work to improve the quality of life at school
H. Any candidate must have the necessary time available
I. Any candidate must be able to communicate effectively

Article 14: By-Laws: Judicial Guidelines

Section I.
Any council member witnessing an offense will remain anonymous to the case upon reporting it and thereafter.
Section II.
If member is penalized and does not serve the given violation, the member will be charged with the next degree of
punishment.
Section III.
If a second degree penalty is not complied with, the punishment issued will be doubled, and thereafter will follow Section II.
Section IV.
The harshness of punishment inflicted upon offenders will be left to the decision of the Judiciary Committee in accordance
to the extremity of the offense.
Section V.
In order for a verdict to be passed, a two-thirds decision must be reached from a closed ballot vote of the floor.
Section VI.
Any decisions reached by the Judiciary Committee must be approved by JLHSSBO adviser before the scheduling of the
hearing.
Section VII.
If a third degree penalty is charged, then administration must approve of penalty before a vote is taken.

Article 15: Judicial Penalties

First Degree Written apology directed toward offense.


Causes of Any derogatory comments directed towards Student Council or any members.

Second Degree School service and first degree penalty


Causes of Two unexcused absences from club activities.
Vandalism of Council property.

Third Degree Expulsion from Student Council


Causes of Disregard of Council rules.

Judicial Structure

1. A person is charged with an offense.


2. The offense is read to the judiciary committee.
3. If the person charged pleads guilty, then the penalty will be assigned without vote- proceed to step 8.
4. The committee meets with both parties separately to decide the degree of the offense.
5. A decision will be reached on the degree of an offense by the committee and get approval by the sponsor.
6. The committee meets with the accused party and all those in favor of the defense or prosecution of the accused party.
7. If a guilty charge is reached by the committee and Sponsor, then it is brought to the council to be voted upon.
8. All charges voted guilty will follow the penalty assigned.

Article 14: Ratification

This constitution shall be approved by a majority of the votes cast by the student body, or the first student council, and with
the consent of the principal.

Article 15: Amendment Process

Section I: The student council may propose amendments to this constitution with a vote of approval of three-fourths of its
entire membership.

Section II: Ten percent of the student body may propose amendments to this constitution by presenting a petition to the
recording secretary of the council, who shall within ten days, determine the validity of the petition as the number of
signatures and relationship to proper article and section of the constitution.

Section III: Ratification of amendments shall be a three-fourths vote of the student council.

Section IV: The council may approve by-laws and/or amendments to the by-laws of this constitution by a two-thirds vote of
its membership.

Section V: All amendments to this constitution or the by-laws shall be made with the approval of the school administration.

I have read and understand the guidelines and penalties appointed by the Judiciary Committee. I hereby swear to abide by
them to the best of my ability and accept punishment in the event of an offense made to these rules.
