SEARCH FOR THE OUTSTANDING BARANGAY OFFICIALS OF THE

YEAR (TOBOY) 2015

I.

What is the Search for The Outstanding Barangay Officials of the Year
(TOBOY) Award?
The search for The Outstanding Barangay Officials of the Year (TOBOY) is
designed to give recognition to barangay officials of Region 7 who have shown
exemplary performance in the discharge of their functions. The awards have 2
levels: The Provincial, HUC and City level. Each level is composed of the
following categories:
Category I
Category II
Category III
Category IV

Punong Barangay
Barangay Kagawad
Barangay Treasurer
Barangay Secretary

A regional winner will be awarded in each level and category. There shall
be a total of twelve (12) regional awardees for the search.
The program is jointly undertaken by the Local Administration and
Development Program Alumni Association of the Philippines (LADPAAP) Region
7 chapter, the Department of the Interior and Local Government (DILG) and the
Liga ng mga Barangay of Region 7, with the support of benevolent
parties/institutions that have offered to sponsor the program.
II.

Who shall qualify for the award?


All Punong Barangays, Barangay Kagawads, Barangay Treasurers, and
Barangay Secretaries are qualified to participate and must meet all the following
requirements:
An incumbent barangay official at the time of the nomination
Has served in his/her position in an active capacity for the one (1) year
period under review
Has never been convicted of any crime involving moral turpitude nor
with any pending administrative or criminal case at the time of the
nomination

The following are not qualified:


Punong barangay who is elected as ABC President and is already a member
of the Sangguniang Bayan/Panlungsod/Panlalawigan.
Regional winners of previous TOBOY Awards of same category.

III.

What are the Criteria?


A. Performance Assessment

75%

The nominees will be assessed based on their outstanding accomplishments,


performance, innovations and exemplary leadership.

B. Final Interview Portion

(The thirty (30) finalists will be interviewed as basis for the determination of
winners per category)
IV.

What is the Process for the Selection of the Awardees?

Regional Level
At the regional level, the nominees or candidates shall be classified into three groups
(1) the municipal or provincial nominees as one group, (2) the nominees coming from
component cities, and (3) Highly Urbanized Cities (HUCs), as another group. The

review and evaluation of the municipal or provincial nominees shall be done separately
from those of the cities and HUCs.
The Regional TOBOY Selection Committee shall conduct the final review and
evaluation of nominees. The committee shall select the top two (2) for each category
from among the city, HUC and provincial nominees.
The top eight (8) candidates from the provinces and the top eight (8) candidates from
the HUCs, and top eight (8) candidates from the component cities shall be considered
and proclaimed as the twenty four (24) regional finalists. These finalists shall be
submitted to the TOBOY secretariat, which shall notify them of the schedule for the
final selection and awarding.
The twenty four (24) finalists will be subjected to a final interview by the board of
judges during the selection and awarding ceremony, which comprises 25% of the final
rating. The 75% score shall be obtained from the rating sheet/evaluation instrument
using the predetermined criteria.
After the interview, THE OUTSTANDING BARANGAY OFFICIALS OF THE YEAR
(TOBOY) shall be proclaimed.
During the awarding ceremony, the twenty four finalists and the twelve awardees shall
receive a plaque and cash prize.

V.

Who may Nominate?

Any youth, civic, Civil Society Organization (CSOs), religious or non-government


organization may sponsor or nominate qualified or deserving barangay official(s) to the
TOBOY awards.

VI.

What are the Required Documents for Nomination?

The following are the supporting documents to be submitted by the nominee


concerned, whenever applicable to the TOBOY Selection Committee
1. Civil Service Form 212 with 2X2 colored picture(for all nominees)
2. Executive Summary of Accomplishments, projects and activities undertaken within
the period under review (maximum of 10 pages and shall be supported with
documents)
3. Certified photocopy of the Approved Barangay Budget ( for Punong Barangay,
Barangay Kagawad and Barangay Treasurer)
4. Certified photocopy of the Barangay Development Plan (for Punong Barangay
only)
5. Certified photocopy of the report on the number of barangay disputes settled and
number of cases referred to the courts as certified to by the local court (for Punong
Barangay and Barangay Secretary)
6. Certified official list of approved resolutions and/or ordinances sponsored/authored
(for Punong Barangay, Barangay Kagawad and SK Chairperson)
7. Pictorials of projects/significant barangay activities undertaken during the rating
period (for Punong Barangay and SK Chairperson)

The above documents shall be prepared and packaged in an 8 inches x 11


sized album folder.
All documents submitted shall become property of the LADPAAP 7 and DILG 7.

VII.

Who are the members of the TOBOY Screening and Selection Committee?

A TOBOY selection committee shall be organized at the following levels to take charge
of the screening, evaluation and selection.

At the DILG Regional Office, The TACT Team on Recognition and Awards shall
assist in the management of the TOBOY awards project. This team shall also provide the
necessary secretariat services for the selection process.

VIII.

Who are the members of the Board of Judges

The Board of Judges is composed of five (5) members who are selected by the Regional
Selection Committee from among notable personalities in the region on the basis of integrity,
probity and good reputation.

IX.

Submission of Nominations

Nomination forms will be available at the nearest DILG office in the locality, where
all entries or nomination shall also be submitted and filed.
