Organizational Structure of LGU-PESO

Section 76 of RA No. 7160 – “Every LGU shall


design and implement its own organizational
structure and staffing pattern taking into
consideration its service requirements and
financial capability, subject to the minimum
standards and guidelines prescribed by the Civil
Service Commission (CSC).”
Organizational Structure of LGU-PESO

Section 1 of RA No. 10691 – There shall be


established in all provinces, cities, and municipalities a
Public Employment Service Office, hereinafter
referred to as ‘PESO’, which shall be operated and
maintained by local government units (LGUs).

The PESO shall be under the office of the governor,


city or municipal mayor. The PESO shall be initially
organized by and composed of a PESO manager and
may be assisted by a labor and employment officer
(LEO) as may be determined by the LGU.
Position Title and SG of LGU-PESO Personnel
Section 2, Rule VI of IRR – The Salary Grade of PESO Manager shall be
equivalent to that of a Department Head according to the income
classification of the LGU.
Section 3, Rule VI of IRR – To fully implement the services of the PESO,
additional positions may be created by the LGU based on the
following:

PS Limitation for LGU-PESO Requirements
Section 93 of Republic Act 10717 – Enforcement of Personnel Services limitations under Sections 325 (a) of RA No.
7160 shall be waived to enable LGUs to: fund the initial year requirements for newly created mandatory positions in
the LGUs, as confirmed by DBM.

“The PESO shall be initially organized by and composed of a PESO manager and may be assisted by a labor and
employment officer (LEO) as may be determined by the LGU.”
Funding for Operations of LGU-PESO
Section 5 of RA No. 10691 - The funding for the operation and
maintenance of the PESO shall be provided by the LGU from its internal
revenue allotment and other internally generated income of the LGU
concerned. Likewise, the operation and maintenance of the NGO PESOs
and job placement offices of Els shall be charged against their internally
generated income.

Funds for the provision of technical assistance, training and supervision of


the PESO shall be included in the budget of the DOLE in the annual
General Appropriations Act.

The amount necessary to implement the provisions of this Act shall be


included by the Department of Budget and Management in the annual
General Appropriations Act.”
