INTRODUCTION:
A society where the poor, vulnerable and disadvantaged families and
communities are empowered for an improved quality of life.
To provide social protection and promote the rights and welfare of the poor,
vulnerable and the disadvantaged individual, family and community to contribute to
poverty alleviation and empowerment though social welfare and development
policies, programs, projects and services implemented with or through local
government units, non-government organizations, peoples organizations, other
government offices and other members of civil society.
To provide social protection and promote the rights and welfare of the poor,
vulnerable and the disadvantaged individuals, families and communities that will
contribute to poverty alleviation and empowerment through social welfare
development policies, programs, projects and services implemented with or through
local government units (LGUs), non-government organizations (NGOs), peoples
organizations (POs), other government organizations (GOs) and other members of
civil society.
Background of the study
In the Philippines, fiscal constraints have compelled the government to
implement targeted interventions directing public resources to poor and
marginalized groups. Identifying who and where the poor are therefore plays a
crucial role in effectively implementing poverty reduction programs and projects.
At the moment, the Philippine government has been using various targeting
tools for its programs and projects, resulting in a fragmented and uncoordinated
approach by government agencies on the issue of social protection. Faulty targeting
systems are also prone to political manipulation. Geographic and sectoral disparities
in the distribution of economic gains and investments, which tend to favor urban
areas, are also possible in the absence of a unified and transparent targeting
system. High leakage (since non-poor are also included), deprivation (since the poor
are excluded as beneficiaries) and undercoverage rates also result from poorly
targeted social protection programs. A study conducted by the World Bank revealed
that poorly targeted social services result in the unnecessary exclusion of the poor
from critical social services and waste resources on those who are actually not poor.
Thus, spending Php 1B to Php 2B wisely on an objective targeting system is more
judicious than wasting Php 20-30B on a poorly-targeted rice subsidy program, for
example.
