INTRODUCTION:
A society where the poor, vulnerable and disadvantaged families and
communities are empowered for an improved quality of life.
To provide social protection and promote the rights and welfare of the poor,
vulnerable and the disadvantaged individual, family and community to contribute to
poverty alleviation and empowerment though social welfare and development
policies, programs, projects and services implemented with or through local
government units, non-government organizations, peoples organizations, other
government offices and other members of civil society.
To provide social protection and promote the rights and welfare of the poor,
vulnerable and the disadvantaged individuals, families and communities that will
contribute to poverty alleviation and empowerment through social welfare
development policies, programs, projects and services implemented with or through
local government units (LGUs), non-government organizations (NGOs), peoples
organizations (POs), other government organizations (GOs) and other members of
civil society.
Background of the study
In the Philippines, fiscal constraints have compelled the government to
implement targeted interventions directing public resources to poor and
marginalized groups. Identifying who and where the poor are therefore plays a
crucial role in effectively implementing poverty reduction programs and projects.
At the moment, the Philippine government has been using various targeting
tools for its programs and projects, resulting in a fragmented and uncoordinated
approach by government agencies on the issue of social protection. Faulty targeting
systems are also prone to political manipulation. Geographic and sectoral disparities
in the distribution of economic gains and investments, which tend to favor urban
areas, are also possible in the absence of a unified and transparent targeting
system. High leakage (since non-poor are also included), deprivation (since the poor
are excluded as beneficiaries) and undercoverage rates also result from poorly
targeted social protection programs. A study conducted by the World Bank revealed
that poorly targeted social services result in the unnecessary exclusion of the poor
from critical social services and waste resources on those who are actually not poor.
Thus, spending Php 1B to Php 2B wisely on an objective targeting system is more
judicious than wasting Php 20-30B on a poorly-targeted rice subsidy program, for
example.

A national targeting system is therefore necessary to ensure that the limited


resources of the government are equitably distributed to the poor. With the system,
savings and benefit-level of all social protection programs become possible.
Given the amount of resources that have been invested in the design, dissemination
and adoption of these tools, it is imperative that the features of the targeting tools
currently in use (in terms of scope, coverage, methodology and complementarity)
are widely understood.

Scope:
The scope of the information system is as wide as the human thought that goes into it.
The computer system could be clever and know what items, be they books, food or alcohol, are
bought in university premises and then analyze the trends involved and stock more in that
direction in order to make the most sales. Alternatively, an educational institute could provide one
of these student cards and have them with a built in tracker chip, to know whereabouts on
campus or the school site was the most popular and where wasn't, enabling adjustments in
facilities and provisions.
Limitations:
The limitations and pitfalls of such systems are their online presence. High security is
needed to protect - especially in the case of universities - financial details, not to mention the
other contact details of students. Personal information protection is a serious responsibility and
heavily punishable by the law.
Other problems or limitations include power supply (especially in places like California which
experience power outages fairly regularly) and the storage capacity needed for the amount of
students. The more students, the more data, and the more data means the more server
processing power and memory that is required, not to mention the on-site Internet speeds
required to make such a system work fully.
