Government to Business & Government to Citizen Model Applications in Pakistan


In Pakistan, e-Government is governed by Ministry of Information Technology and Telecom (MoIT). Under the umbrella comes Pakistan Computer Board (PCB), Pakistan Software Export Promotion Bureau (PSEB) and various other telecom and IT related bodies. Government of Pakistan has a specified set of e-Government Standards1 that are applicable in governing all Government initiates for Information technology development and interaction of technology and information with the people of the country. Sadly though, a handful of government services are available in a proper maintained manner and are accessible. An awful example of poor handling of e-Government portals in Pakistan is that of Government of Pakistans official webpage. Some non-performing links are provided here that are actually dead-ends and have no actual resource behind them (for example: Applying for Driving License or Applying for Arms License, you will end up with a dead-screen, similarly a link says View Your Load-shedding Schedule and when you click on that, you will end up in a no-data-zone.) Above all, Government of Pakistans official website does not carry an official TITLE Page name and is vaguely titled as Index.

Listed below are some useful G2B portals and services provided by Government of Pakistan. 1. PTA SIM Verification Services (http://www.pta.gov.pk/668/index.html) The online SIM verification service by PTA is an essential element in fighting issuance of SIM cards on invalid or fraudulent CNICs. The SIM that was authorized by fraudsters were used in illegal and criminal activities that have been proving troublesome for innocent citizens and law enforcement agencies. 2. Election Commission of Pakistan (ECP) Voters Information (SMS 8300) Early 2012, Election Commission of Pakistan launched a SMS based service for all the citizens across Pakistan to verify their CNIC Number, Block Code, Serial Number in Voters List and their polling station with ease on their cell phones. This service was applauded locally as well as internationally. With newer generation of voters and some first time voters coming in to play, this technology helped these new voters to come forward and cast their vote in an important election in the history of the nation. 3. NADRA ID-V CNIC Verification System (SMS 7000) NADRA (National Database Registration Authority) launched its SMS based service of verifying CNIC information for general public who can send an SMS with CNIC number to 7000 and in return they will get official information held at NADRAs National Data Warehouse. 4. Federal Board of Revenue Online Tax Returns (http://e.fbr.gov.pk) Federal Board of Revenue (FBR) has dedicated online portal for Individuals and Companies to assist them in submitting online Income and Corporate Tax returns. These tax returns are made in an integrated manner where static information remains similar over the periods and users or individuals can easily populate the changes with an easy to use portal.

1. Securities & Exchange Commission of Pakistan (SECP) The Securities and Exchange Commission of Pakistan is the regulatory body for companies operating and incorporated in Pakistan under Companies Ordinance. SECP carries all the financial and non-financial information for the corporate sector in the country. 2. Public Procurement Regulatory Authority (PPRA) PPRA is the government authority that is authorized with governing all public procurements for government institutions and organizations. PPRA also provides its services to non-government organization where by it provides transparency to the whole procurement cycle. 3. Federal Board of Revenue (FBR) Federal Board of Revenue is the revenue authority in Pakistan and governs all taxation and revenue generation activities for the state. 4. Pakistan Telecommunication Authority (PTA) The Pakistan telecommunication authority is the main regulatory body that governs mobile, television, cable and satellite communication in Pakistan. PTA has a standard code of ethics as well with which it can filter out the content that is available on internet or on television channels.
