W hat is the C ommunity G rants Program? The Dow Community Grants Program (CGP) is a $ 2 5 ,0 0 0 (total) competitive grant program designed to support eligible community non-profit organizations, schools, municipalities, or county governmental agencies/ departments that have identified science, education or environmental projects that will enhance the quality of life within our community. It provides the opportunity to diversify the amount of charitable funding Dow provides to the community. Under this program, organizations are invited to submit proposals for grants between $ 2 ,5 0 0 and $ 5 ,0 0 0 . W hy is D ow providing this program? Dow values the opportunity to provide charitable giving to communities where the Company has a presence. In Pittsburg, Dow provides more than $ 1 5 0 ,0 0 0 each year to non-profit organizations. This $ 2 5 ,0 0 0 program is administered by the Dow Community Advisory Panel (CAP). These CAP members are residents of our neighboring communities and, as such, have a finger on the pulse of what is needed to help improve the quality of life in East County. Dow trusts that they will choose sustainable projects that will result in positive and definitive outcomes within neighboring communities. W ho may apply for the grants? Certified 5 0 1 (c)(3 ) non-profit organizations, schools, municipalities, county, governmental or state agencies that reside or provide services in the following neighboring communities: East Contra Costa County, specifically Bay Point, Pittsburg and Antioch. An organization which has won a grant in the past may apply again, however, since the CGP grant is for a project that is to be completed within one year, the application must be for a different project than t he one that was funded previously. W hat types of organizations are ineligible to apply and compete for C G P funding? Ineligible organizations, per Dows contribution guidelines, include political organizations, churches or religious organizations, or funding for an individual. In addition, Dow will not fund requests to underwrite expenses for team or individual travel, sponsorships, fundraisers, stipends or salaries, honoraria, fees for trainers or training of staff, vehicle purchases, meals, utilities or routine operational expenses. Capital campaign requests or maintenance projects are not eligible for the program. O rganizations that do not provide services within the defined geographical area are ineligible.

W hy did D ow identify a geography for the C G P? Dow values the opportunity, when possible, to invest through charitable giving in value -added projects which bring immediate and definitive impact to the communities in which it operates. A combination of these concepts required Dow to define its area of operations and the communities that are a neighbor to it. Coincidentally, the communities that fall into this defined area constitute the predominate areas of residence for employees of Pittsburg O perations. We hope that communities falling outside of this defined area understand that limited resources and a wider geography would compromise the intent of the program to influence tangible results in our near neighbor communities. W hat is the total value of contributions dollars that D ow will make available for the C G P? A total of $25,000 has been allocated for the CGP. Grants will be awarded varying in amounts from $2,500 to $5,000, depending on the scope of the project. W hat type of projects may be submitted? 1 . Definitive projects that address a current need in the areas of science, education or the environment 2 . Projects that emphasize relationship-building 3 . Projects must be completed in less than one year and impact a minimum of 5 0 people. H ow do organizations apply for the grants? Download a 2013 Community Grants Application Form available online at http://www.dow.com/pittsburg/community/cap/index.htm. Mail in the completed form, along with proof of your organiza tions 5 0 1 (c)(3 ) status, to arrive at Dow no later than September 2 7 , 2 0 1 3 . No faxes or e-mailed applications will be accepted. Is there a limit on the number of grants for which an organization may apply? W hy? Dow will accept only one application per organization. The CGP is intended to provide the opportunity for organizations to apply for funding to support community-related projects. Each submitting organization, therefore, is asked to prioritize its projects and submit only one application per year for the program that provides the greatest impact and meets the greatest need. W hat information must be included in an application? 1 . The completed application form with all questions answered. 2 . Verification of 5 0 1 (c)(3 ) status as validated by the IRS 3 . A project budget plan that identifies the funding sources or other revenue needed to complete and/ or maintain the project objective

H ow are the grants graded or ranked? Dow CAP members will review all the applications and rank each one using a matrix points assigned for meeting specified criteria, duration of impact, benefits to the community, exposure for Dow and more. W hat is expected of the grant recipients? Dow requests that the grant be spent within one year. Upon receiving the award and completing the project, successful applicants will invited to attend the December CAP Holiday Dinner and will be required to attend a CAP meeting (held the first Monday evening of each month) to report on how the funds were used and to interact with the CAP members and company representatives.
