MEMORANDUM FOR RECORD

SUBJECT: April 2009 Community Action Council Meeting Minutes

1. The Community Action Council met at the Last Frontier Community Center on Fort Wainwright
beginning at 1030 on 1 April. Opening remarks were made by COL Timothy Jones, Garrison Commander.

2. Mrs. Felicia Jackson (DPTMS) addressed the group to present the Garrison Major Events Calendar for
the months of April and May. Note to the group that 10 April is a Training Holiday for soldier however the
civilian agencies will be open for business. The calendar of events can be viewed on the installation website
and has also been included on our website.

3. The Director of Emergency Services, Mr. Maurice Fischer, spoke about the upcoming Motorcycle
Safety Training Course anyone interesting can sign up starting 1 April by calling FWA Garrison Safety at
353-7079. People will be assigned classes in the order in which they call; the first class will be around mid
May. Needed for the course are: protective equipment, motorcycle, driver’s license or operators permit.
The basic and advanced motorcycle course will be offered as well as limited motorcycles for the basic
course.

4. The Director of Public Works (DPW) stated that starting 1 May BAH should appear on soldiers LES
who reside on post, however, they should see an allotment going out for the amount of your BAH for
privitalized housing. If anyone receives their BAH but doesn’t have an allotment for that same amount
going to housing contact RCI immediately. It is also asked that family members please remove their cars
when they receive a snow removal sign in their community so that equipment can maneuver through the
narrow streets.

5. The Director of Logistics announced the Retiree Appreciation Day at the FWA DFAC on 2 April
starting at noon.

6. The Staff Judge Advocate’s Office offered the following information this month:
a. Mike Campbell is the point of contact for anyone interested in donating money or other items to
FWA Soldiers at 353-9828. If anyone desires to donate money or other items to a specific entity
the point of contact is Mr. Gary Kluka at 353-6554.
b. FRG fundraising policy was also discussed. Please refer to CG Policy Statement # 18 when
planning fundraisers. As stated in the regulation fundraising activities are limited to on post only
and subject to Garrison approval. Fundraising and soliciting donation off post is prohibited.
c. Tax Day is 15 April. The tax center is still open afterwards for soldiers with extensions but
electronic filing will not be available only paper filing.

7. The Director of MWR, Randy Blanchard, offered the March Top Ten List, which is going out through
email channels. The most talked about event is the indoor rock climbing. Pre season gold passes will be on
sale starting 24 April. For any needed information contact the FRSA, as well, information has also been
posted on our FRG website.

8. Child and Youth School Services (CYSS) will be hosting the Month of the Military Child Carnival that
is on 25 April from 10am – 2 pm. Parent participation is encourages. More information on the event can
be found on our FRG website.

9. Denise Mitchell of ACS provided the following information this month:

a. Military Spouse Appreciation Day will be held on 11 May.
b. The Installation Volunteer Recognition Ceremony is scheduled for 23 April. FRSAs who are not
currently turning in hours will need to submit them to ACS (via Mary Cheney with a CC to Denise
Mitchell) as soon as possible. Hours run from 1 April of 2008 through 31 March of 2009.
Additionally, nominations for the VOY are due to ACS NLT 10 April. Childcare will be available
for the ceremony through respite care, contact Central Registration to register.

10. The Director of Human Resources presented information on the Army Career and Alumni Program and
how it benefits our soldiers to participate in this program. He also discussed the mission statement of
ACAP and how the program is there to promote retention first and provided the soldier with the tools they
may need to survive outside the army if they do choose to separate. The ACAP Office is located on the
second floor of the Welcome Center, BLDG 3401.

11. The Garrison Chaplain, Chaplain Vanderjagt, spoke about the upcoming movie viewing Fireproof on 8
April at 1800 at the Northern Lights Religious Education Center. This is a great movie for those of you
who haven’t seen it!

12. The School Liaison Officer provided this information this month:
a. Youth Services is also holding an Army vs. Youth Basketball Game are on 10 and 24 April
starting at 5:00pm. Delta Company is scheduled for 24 April.
b. The Saturday A la Mode is on 18 April from 12:30-3:30.
c.16-17 April from 8:00am to 4:00pm at the Last Frontier Community Center, The Military Child
Education Coalition’s Living in the New Normal (LINN) training is a two-day professional
development program that prepares school guidance professionals, educators and community
members to recognize and address the issues facing children dealing with separation from a loved
one or experiencing trauma, grief and loss due to the loss or injury of a loved one. It provides
concerned adults with information to help support children during these times of uncertainty and
gives them the framework to enable them to support families to ensure that their children have the
tools to bounce back from life’s storms and stressors. The MCEC’s LINN™ efforts are predicated
on the belief that children’s inherent attributes of courage and resiliency can be strengthened
through deliberate encouragement.

13. Chris Mott spoke about ASYMCA Programs and offered the following information:
a. The ASYMCA Father/Daughter Ball is scheduled for 17 April at the Princess Lodge. Cost of
the event is $10 pp and includes a full dinner, a crowning ceremony for the daughters, dancing, and
more. Surrogate fathers are welcome to attend, and extra tickets are available if a father is taking
more than one child. Extra tickets are only $5 so long as the first two tickets have been purchased
at full price. There are only a few tickets left so get your before their gone.
b. Camp Purple will be ran from 19-24 July. Register closes on 20 April. This is a weeklong
overnight camp opened to all military children ages 7-17. The program aims to help military
children experience carefree fun while learning coping skills to deal with deployment related stress.

14. Mr. Larry Ronke of AAFEs spoke about the dropping of the curtain to show off the newly renovated
women and children clothing section. If there is something in the story that they do not have you can go
onto www.aafess.com to pick out your item then come into the store and have it Trans shipped to FWA,
including furniture, however this method may take longer in receiving your merchandise.

15. Mrs. Loriann McDonald of the Defense Commissary Agency informed the group of the 1st Case Lot
Sale on 30 May to 1 June.

16. Linda Douglass of the Public Affairs Office provided information on the activities and events
scheduled in the Fairbanks community this month. She also reminded everyone that the Grizzles Football
Team plays here tomorrow night.

17. COL Stephens, who is the MEDDAC Commander, spoke about the need for TriCare Online
enrollment. Nationwide, and at each installation, we are required to have a minimum of 50% of our
dependents enrolled in this program by 1 September. If you have not yet enrolled for this program, please
log on to the website at www.tricareonline.com. The process is quick and easy, but you do have to create
separate accounts for each dependent in your household. You will need to create different usernames for
each child, for example, but you can use the same password for all the members in your household. Using
this service offers tremendous advantages to you and the hospital staff, as it allows you the freedom and
flexibility to maintain your own health care needs. You can book appointments prior to them becoming
available through the appointment line, taking some of the burden off the staff, and more. Flyers on this
program are available in the FRSA Office for anyone seeking more information.

18. COL Timothy Jones, Garrison Commander, spoke on some important issues:
a. As part of the recently passed Stimulus Bill Fort Wainwright will be receiving money to improve
infrastructure, energy, and more. All the money received will have to be spent within 18 months,
so this means that there will be some inconvenience as multiple projects are going to be underway
at the same time. Please be patient during this time, and know that the changes will be beneficial
to all our Families upon completion.
b. Wants everyone to direct any organization or person/s wanting to donate to our organization to
give them the card with Mr. Gary Kluka and Mr. Michael Campbell contact information on it.
c. Reviewed some of the issue resulting for the February 2009 Army Family Action Program and
where they currently are. The Installation Action Council Meeting minutes are attached for
personal review. Some examples of issues were: Trainer Gate being open 24 hours, indoor
playground area for PX, improving the post library, and shuttle service for the youth, just to name
a few.

19. The Community Spouses’ Club will be holding a Casino Night on 17 April following the Elections of
the new board members. If you are not a member, it is not too late! Membership is $20 for the year and
entitles you to participate in all the functions they hold.

20. The meeting concluded at 1230 following COL Jones remarks. The next CAC is scheduled for 6 May.
