SECTION 3.
HULL: (Above waterline Draft Aft 9.3 M, Draft Forward 5.8 M) External examination of the hull was limited due to bunker and slop barges being tied alongside the vessel port and starboard, the survey was conducted from onboard the surveyors launch boat. Starboard side coatings were found in good condition with some breakdown noted in the forward bow region. Port side coatings were found generally in good condition with some breakdown noted in the forward bow region and isolated breakdown in way of wind and water strakes. Heavier coating breakdown was noted in the region approximately 5 metres aft of the bulkhead boundary between numbers 5&6 W.B Tanks at sheer and first three strakes below. Indentations were noted at the fourth strake below sheer, first forward of aft quarter and third strake below sheer second forward of the aft quarter. (See photographs) TANKS: Ship attended in ballast condition. Only forepeak and aft peak offered for survey at time of visit. Fore peak surveyed at all levels down to bottom shell. No visible signs of corrosion/structural defects. Aft peak surveyed from first level only. No visible signs of structural defects, coating condition fair with breakdown and minor corrosion covering 20-25% of the total tank area. The ship is fitted with 8 heating coils per tank with the exception of the following tanks: 1WINGS 7 Heating Coils, Slop Stbd 5 Heating Coils, Slop Pt 2 Heating Coils. ACCOMMODATION: Accommodation at all levels both inside and out surveyed. Typical cabins for Officers, Crew and Passengers surveyed. Galley and associated store rooms, officers mess, CCR, HVAC room and bridge all surveyed and reported as necessary.
DECK OUTFIT & LIFE SAVING EQUIPMENT: Lifeboat external survey only performed. Liferafts, lifebuoys, protection of crew and general deck outfitting items surveyed as required by attached checklist and reported accordingly. No significant defects sighted during survey.

MOORING EQUIPMENT: Vessel anchored at Fujairah utilising stb anchor. Survey of Pt/Stb anchor chain, windlass, chain stopper, mooring bollards, mooring winches, fairleads emergency towing arrangements, capstans and spare anchor as required. Items reported as necessary on attached checklist. No significant defects sighted at time of survey..
CARGO HANDLING SYSTEM AND GEAR: Both Port and Stbd. Hose handling gear in operation at time of survey. Limit switches on midship cranes/provision cranes not tested. Ship currently has a Port State note relating to the poor condition of the transverse provision crane electrical control cable.
MAIN MACHINERY: The main machinery was not operating at the time of survey. All comments are bases on external visual examination of arrangements only.
AUXILIARY MACHINERY: All main generators were examined externally under the operating conditions at the time of survey. It was noted that the generator sets were moderately dirty. UMS alarms for high pressure fuel line leakage were tested satisfactory. Other engine alarms were not tested at the time of survey. The emergency generator engine was manually started and examined with no load to the emergency switchboard. Both boilers were examined under operating conditions and the starboard flame failure , high water level, low water level and low low water level alarms and trips were tested satisfactory. The number one Main Air Compressor and the Control Air Compressor were observed operating the following auto start and auto stop pressures were noted; Main Air Compressor Start 26 Bar g, Stop 28.5 Bar g; Control Air Compressor Start 5.5 Bar g, Stop 7.5 Bar g. The steering gear was operated in main and emergency modes, the pump failure alarm being tested satisfactory at this time. SAFETY EQUIPMENT: No fire extinguishers fitted on board at time of survey due to annual servicing being undertaken. Random selection of lifejackets surveyed. Stated the ship was fitted with 58 adult life jackets in total and 6 child lifejackets. Expiry date of lifejacket lights 08/07. No significant defects sighted at time of survey.

ELECTRICAL SYSTEMS: Switchboards found clean, internally and externally at the time of survey. All main generators were synchronized automatically and manually with reverse power trips tested satisfactory for each. One smoke detector head was tested for each zone, all alarms were noted to be readily visible and audible. UMS records of all tests carried out were noted to be recorded on the main console and alarms to bridge, duty officer cabins and common rooms found in good working order.
BRIDGE OUTFIT: Items seen as per the attached checklist. No significant defects sighted at time of survey.
OTHER SPECIFIC ITEMS: THICKNESS MEASUREMENT REPORTS: Thickness measurement reports in association with Special Survey II were reviewed in full and the following comments were noted: Report Number: SG *** *** Measurements Taken between 4/10/02 and 12/10/02. No significant thickness diminutions to structures measured within this report were noted, all measurements were recorded well within class limits for substantial and excessive diminutions. The transverse section taken between frames 86-87 showed the following global diminutions: Plate Topside Area Diminution of 0.3% (Port) and 0.35% (Starboard) Plate Bottomside Area Diminution of 0.73% (Port) and 0.8% (Starboard) Longitudinal Member Topside Area Diminution of 0.32% (Port) and 0.34% (Starboard) Longitudinal Member Bottomside Area Diminution of 1.14% (Port) and 1.02% (Starboard) Report Number: PA13508 Measurements Taken on 22/05/02. (Attached with this report) No significant thickness diminutions to structures measured within this report were noted, all measurements were recorded well within class limits for substantial and excessive diminutions except as noted below. 1) Deck Plate G-4 (4th forward of amidships) Starboard, forward reading is noted to be 15.2mm (Original 18.5mm) giving a diminution of 17.8%. It is noted that the 5th plate forward has an original thickness of 15.5mm. (Page 9 of 25 in the subject report) 2) Stringer No.III & Inner Bottom, Plate Location 7, Starboard shows a false diminution of 100%. (Page 24 of 25 in the subject report).

SECTION 5.
The subject vessel is a double hull oil tanker (LBP 246 M, Bmld 47.8M, D 22.8M) built in 1992 by Samsung Shipbuilers, Korea. The vessel is constructed with twelve cargo tanks, six port and six starboard of the centreline and two cargo slop tanks aft, one port and one starboard. A total of fourteen ballast tanks are fitted including peak tanks, the remainder consisting six port and six starboard combined wing and double bottom tanks. Aft is a cargo pump room, engine room, steering flat, accommodation block and funnel casing. Two hose handling cranes are fitted at midships, on port, one starboard each with a safe working load of 15 T. One provision gantry crane is fitted aft of the accommodation block on the poop deck with safe working load 5 T. The propulsion system consists of one MAN B&W single acting two stroke turbo charged diesel engine with direct coupling to a fixed pitch four blade propeller. Main electrical power is produced by three generator sets comprising one 1425 BHP four stroke engine and one 1220 KVA alternator. The emergency power source is produced by one generator set comprising 281 BHP prime mover and one 150 KW alternator. Five vertical centrifugal steam driven pumps are fitted for the transfer of cargo (3 off) and water ballast (2 off) with capacities of 3500 M3 and 2500 M3 respectively. Two AALBORG AQ-9 marine boilers are fitted aft, port and starboard in the engine room for steam and inert gas generation.
