Chapter 1: Highway functions, details the flexibility available when designing
projects, such as context relative to the scope of the project, community
needs and values, and the recognition of economic limitations.
Chapter 2: Design controls and criteria, design vehicles have been added
and/or replaced.
Chapter 3: Elements of design, revises stopping sight distances based on grade
and wet weather. It also updates passing sight distance for two-lane highways
based on NCHRP Report 605. Chapter three also includes object height in the
decision sight distance discussion, and modifies the method for the lane drop
taper length for passing lane sections.
Chapter 4: Cross-section elements, revises the definition of traveled way
to match that of the AASHTO Roadside Design Guide, 4th Edition. It also
has a new section on rumble strips based on DOT experience and national
research, and it includes the latest information on sidewalks and curb ramps,
with regard to the impending update of the ADA accessibility guidelines for
buildings and facilities.
Chapter 5: Local roads and streets, updates the references to AASHTO LRFD
bridge design specification and coordinates the definition of clear zone with
the new AASHTO Roadside Design Guide. It also adds information about
the level of service in rural and urban areas.
Chapter 6: Collector roads and streets, details the selection of level of
service for functional classification and also includes a clarification on
roadside design.
Chapter 7: Rural and urban arterials, covers the characteristics of these
facilities and how to select the appropriate level of service. It also provides
information on the relationship between design speed and lane width and

CHAPTER 11, ERECTING MAILBOXES ON STREETS AND HIGHWAYS, ROADSIDE DESIGN GUIDE,
4TH EDITION
Chapter 11 of the AASHTO Roadside Design Guide deals with privately
owned mailboxes, mailbox supports, and mailbox turnout designs.
Highway safety is the primary reason for a transportation agency to
become involved in this type of design. Limited data exist for vehicle-
mailbox collisions because most record systems do not specifically isolate
these types of crashes. However, the Fatality Analysis Reporting System
showed 294 deaths in 2008 in which an impact with a mailbox was the
first harmful event. Although this number includes crashes in which
the mailbox may not have been the direct cause of the fatal injuries,
it is significant because it is associated with an unnecessary hazard.
Because many jurisdictions incorporate this chapter
by reference into their mailbox regulations, the information in this
chapter is frequently of interest to non-engineers and private citizens.
Consequently, AASHTO makes this chapter available for purchase
separate from the rest of the AASHTO Roadside Design Guide at a
reduced price. Its content is identical to that found in the full book.
