I think it could promote promiscuity, but it still can be very helpful to our nations health.

Basic Overview: It is a pill used for emergency within the first few days after sex in case the regular contraceptives failed or were not used.
Intended Use (Why people use it): It is used to prevent pregnancy from occurring after a couple has had intercourse. It is in case a condom breaks or a pill was not taken.
How close to failed / no contraceptives: (Time Frame?) It only works within the first few days after intercourse.

I think the majority of students do not have sex, so condom availability is just promoting sex more. If a kid is mature enough to have sex, they should be mature enough to buy their own condoms.
