The Burlington County Li-
brary System Pinelands Branch
will be holding its third annual
Green Halloween.
The costume swap allows those
in the area to donate their cos-
tume and receive a ticket to pick
up another one. All the costume
donations are through the library.
It was so hugely successful, so
much so were doing it again this
year, said Carole McKiernan,
youth services coordinator at the
main branch located in Westamp-
ton. So many children grow out
of costumes, and its sitting in
boxes or drawers.
The idea originated with
Danielle Haubrich, the youth
services librarian at the
Pinelands branch located in Med-
ford.
It actually came from an off-
hand conversation with a mom at
a costume event, Haubrich said.

She commented the costumes
were expensive and wished par-
ents could do a swap at the end of
the year. The comment stuck with
me to the following Halloween,
and it grew from there and con-
tinues to grow.
Between 20 and 25 kids came
out for the swap last year, and a
total of 65 kids attended the event
at the Westampton location.
This years event will be held
on Oct. 6, which is part of Nation-
al Costume Swap Day, said McK-
iernan.
The official national swap day
lists all the branches in the nation
participating in the event.
The library is registered in
the national directory. The actual
date is Oct. 13 but the libraries
will be holding it the sixth,
Haubrich said. Its a nice com-
mon spot for everyone to get the
word out about their swaps.
According to Green Hal-
loweens website, Green Hal-
loween is a non-profit, grassroots
community initiative to create
healthier and more Earth-friend-
ly holidays, starting with Hal-
loween. It began in the Seattle
area in 2007 with backers such as
Whole Foods Market and was
such a huge success that, in 2008,
the initiative expanded nation-
wide. In cities across the country,

many are also raising money for
their own, local nonprofit benefi-
ciaries via the initiative.
Participants do not need to be a
library cardholder to donate and
swap. Residents in the area are
encouraged to come to the event
with their children.
We just want to help the com-
munity and this is a good way to
reach everyone, said Haubrich.
Gently used and complete cos-
tumes will be accepted for the
event, according to McKiernan.
We wanted kids to get the full
experience of getting a costume
for free that they could potential-
ly buy, McKiernan said.
Were expecting our biggest
turnout yet this year, Haubrich
said. Its so exciting to see kids
get costumes. They get to make
their selection, and the kids are
thrilled to pick one out.
The costumes swapped dont
need to be used strictly for Hal-
loween. The library is encourag-
ing parents to bring their kids
who are in need of dress-up cos-
tumes.
Parents brought their kids in
for something to play with as
well. Costumes can get expen-
sive, said McKiernan.
No costume from the swap will
go to waste. All the donations
were sent up to the main branch
following Pinelands swap last
year and the remaining costumes
after the main branchs swap was
donated to a local church.
This year, branches will donate
excess costumes to Goodwill.

Historic courthouse
officially reopened
The ceremonial post-Labor Day
reopening of the Burlington
County Court system was preced-
ed by another reopening event,
with freeholders and court offi-
cials gathering to participate in a
ribbon-cutting ceremony on the
steps of the Olde Historic Court-
house.
After a years worth of repairs
and renovations, the 216-year-old
historic structure was officially
reopened for public use, on this
occasion marked by the snipping
of a bright red ribbon and the
solemn ringing of the 250-year-
old bell in the octagonal cupola
atop the building.
One of Burlington Countys
most important landmarks is offi-
cially back in business, said
Freeholder Director Bruce Gar-
ganio. We have undertaken
many structural repairs and ren-
ovations, but Im pleased to re-
port the building still retains all
the architectural elements that
make it an historic gem.
Garganio noted that the build-
ing was vacated in 2008 to address
long-needed repairs two years
before he joined the freeholder

ov. Christies long list of ethics
reforms has a fair number
that simply make sense. Prob-
lem is, state politicians cant get past
the politics to enact them.
The governor, in his usual over-the-
top fashion, recently released a list of
reforms that, he says, have been sitting
around Trenton longer than the movie
Titanic was in theaters. And thats a
shame, because some of these reforms
should be no-brainers.
The list includes:
A ban on dual office-holding. One po-
litical office is enough.
A ban on dual employment for all
state county and local officials and em-
ployees. Again, one government job in
New Jersey is enough.
Pension forfeiture for public officials
convicted of crimes that involve or
touch upon the public office. OK, if
you steal from the government, you
dont get your government pension.
That, too, makes a lot of sense.
A rule that prohibits the use of cam-
paign funds for criminal defense costs.
Thats pretty much self-explanatory,
too. Were guessing donors had other
things in mind when they wrote
checks other than helping out their fa-
vorite, yet criminally accused, candi-
date for public office.
These are just a few of the measures
the governor says have been hanging
around Trenton for hundreds of days.
The question is: Why? Who is opposed
to these ideas? Or, more likely, what
other politically charged ideas are
these tied to, which, effectively, kill the
chance of these measures getting en-
acted?
People are tired of talk. They want
action. Christie and the Democrats
have shown in the past that they can
work together and make reasonable
compromises. Education reform is a
good example.
Wed like to see the same approach
here. Pick the reform issues that every-
one can agree upon. Pass them. And
then go back to argue the ones that
arent so clear.

Board, district adopt goals for year

The school board and district adopted
goals for the 2012-2013 school year at the
Sept. 18 board of education meeting.
Currently, Tabernacles school board is a
certified board having gone through multi-
ple hours of professional training.
The first goal for the year is to achieve
the next professional status. The achieve-
ment, known as the Carol E. Larsen Mas-
ter Board Certification, is done through
the New Jersey School Boards Association.
The board has already completed 18 of the
28 hours of training and is in need of 10
more. The training has been worked on
over a two-year period and they expect the
certification by July of 2013.
Theyve really committed themselves
to professional attainment, said George
Rafferty, superintendent of schools.
The second of the districts goals is im-
plementation and facilitation of a compre-
hensive drug and alcohol prevention pro-
gram, according to Rafferty.
It will include reviewing data accumu-
lated regarding the drugs and alcohol ini-
tiative, in addition to an anti-bullying cam-
paign. A committee will present its recom-
mendations for implementation of the pro-
gram and if there will be further need for
research.
They want comprehensive education
for students about the dangers of drugs
and alcohol to prevent them from going
down that road, said Rafferty.
Additionally, the school board is looking
to improve internal and external commu-
nication with the community.
We want to continue to work on meth-
ods to inform the community on things the
school is doing and working towards, said
Rafferty.
The districts goals were adopted, one of
which, involving communication, mirrors
that of the boards.
Well be rolling out a new school web-
site that will allow us to have community
feedback. It will imbed social media proj-
ects through apps, said Rafferty.
The district will be tracking assessment
goals to meet education needs through
benchmarks. The benchmarks will include
other forms of testing and wont be solely
based on the NJASK testing administered
in the spring.
We want to assess our students two to
four times a year through benchmarks, its
one of the things theyve been working
on, said Rafferty.

extensive than anticipated, but
the final result, everyone
agrees, is an extreme makeover
we can all be proud of, Garganio
said.
Burlington County Superior
Court Assignment Judge Ronald
E. Bookbinder, who participated
in the ribbon cutting, said both
courtrooms would be immediate-
ly returned to active use, and
would be presided over by Judges
Karen L. Suter and Charles A. Lit-
tle.
Locally, this courthouse will
continue to stand as a grand and
sturdy symbol of Burlington
Countys history and judicial sys-
tem, said Bookbinder. National-
ly, it will continue to be regarded
as one of the oldest working
courthouses in the United States.
The freeholders know all-so-
well how anxiously we have
awaited the opportunity to return
to the building, Bookbinder said.
And both visitors and those who
conduct official business here
will continue to appreciate not
just the structure, but also the
time-honored traditions that
mark our legal system.
Freeholder Leah Arter, who
serves as liaison to the courts,
commended both Spiezle Archi-
tectural Group of Trenton, and
the contractor, Murphy Quigley
Company of Philadelphia, for
their attention to detail over the
course of the yearlong construc-
tion project.
The project included a com-
plete replacement of the HVAC,
mold remediation, plaster
restoration, foundation water-
proofing, structural repairs, elec-
trical and sprinkler system up-
grades, security system and
audio and video improvements,
as well as finish work (patching
and painting).
The entire interior has a
clean, bright look, without com-
promising the sense and feel of
historic value, said Arter. In the
grand scheme of things we are
preserving not just the building,
but also a nostalgic aura that
these courtrooms generate.
The $4.1 million project also in-
cluded major improvements to
the buildings that house the
Burlington County Prosecutors
Child Advocacy Center, a portion
of which was funded with grant
dollars.
The decision was made to va-
cate the building in 2008 after em-
ployees reported a mildew odor.
An inspection showed no health
risk, but the stage was set to ad-
dress repairs. Mold was identified
in the piping system and eradicat-
ed.
The courthouse was built in
1795, reportedly for the total sum
of $14,624.56.

our staff. It was both ends of the
spectrum, said Rafferty.
The next board of education
meeting will be held Oct. 15 at 7
p.m. at the Kenneth R. Olson Mid-
dle School Media Center located
at 132 New Road.
