Fire company learns new skills in workshop

The Medford Farms Fire Com-
pany learned new skills in an ex-
trication-training exercise work-
shop recently.
The crews were challenged to
work over 10 rescue scenarios.
One of the toughest for the fire
crew was learning to respond to
an accident involving two cars
piled on one another.
This was an extremely inten-
sive and highly challenging oper-
ation which has led to the fine
tuning of our firefighters rescue
skills. It provided a unique oppor-
tunity for integrating numerous
techniques that many had not
used previously, said John
Welling, the Medford Farms fire
chief.
One of the biggest lessons
learned was the sense of team-
work within in the team, said
Welling. The most important
part is knowing each one of us
goes home safe. We dont want
one of us getting injured, said
Welling.
As the school year approaches,
the fire company is thinking
about teaching fire safety. It is
running an initiative at Olson
Middle School and Seneca High
School as a new method to fire
and life safety education with a
program called Fire Is.
The Fire Is program is a
combination of the New Jersey
Fire Prevention and Protection
Association, or the agencies that
enforce fire codes, The New Jer-
sey Association of School Admin-
istrators, Safe Kids New Jersey,
New Jersey State Firefighters
Mutual Benevolent Association
and Jersey Access Group, a con-
sortium of public, education and
government television stations.
The program is funded by a
grant by New Jersey Homeland
Security and Preparedness, ac-
cording to Welling,
In the United States, someone
dies in a home fire every three
hours, and someone is injured
every half-hour. Many of these
deaths and injuries could be pre-
vented if more people knew what
to do, Welling said.
The Fire Is videos depict the
danger of residential fires and
provide a message of safety and
prevention tips to students in
fifth through seventh grade.
The plan is to have students
take a pre-test with their home-
room teachers and then work
with their parents once per
month viewing a training video
and working with their teachers
to review the concepts, Welling
said. Following the completion
of the five-part series the stu-
dents will then take a post test to
evaluate their retention of the
concepts.
Similar lessons are being
taught at the high school level to
students in their junior and sen-
ior years and are based on the fire
at Seton Hall that occurred in
2000 and the Rhode Island club
fire in 2003.
Kids are going to go out and
have a good time, and they need to
understand their surroundings
when theyre in a dormitory or
apartment, whatever their higher
education surroundings are.
They need to know how to be
safe, Welling said.
Fire safety review doesnt stop
at students; simple practices in
the home can keep families safe
and help in avoiding residential
fires and forest fires reinforcing
lessons learned at school.
People in Tabernacle love to
grill. The extra propane cylinder
should not be stored near the
grill, if a fire were to happen, it
can act as a blow torch, Welling
said.

any forest fire activity, a concern
in the heavily wooded town.
There was a pretty significant
forest fire back in April, burning
between 1,100 and 1,300 acres.
Keeping the house clear is impor-
tant, Welling said.
Remembering the smoke
alarm is central, too. According
to Welling, smoke detectors have
a life span of 10 years, and a
smoke detector 10 years or older
needs replacement. Buying a new
detector is inexpensive costing of
around $5 or $6.
Changing the smoke detector
battery is important, too.
When its time to change the
clock (to or from Daylight Saving
Time), its time to change the
smoke detector, Welling said.

Burlington County College
Board of Trustees recently an-
nounced that David C. Hespe, a
former N.J. commissioner of Ed-
ucation with an extensive back-
ground in teaching and learning,
educational leadership and gov-
ernment, has been chosen as the
new college president.
Hespe, 52, of Belle Mead, is ex-
pected to formally assume his
new position with the college at
the beginning of September, fol-
lowing a three-to-four week tran-
sition period, according to Board
Chairman Joseph R. Malone, III.
The new president will earn
$175,000 a year.
Mr. Hespe brings a wealth of
knowledge and experience to the
table, said Malone. This is an
individual who, over a period of
more than 25 years, has gone
from the courtroom to the class-
room to the highest educational
positions in state government in
New Jersey.
He will bring important new
leadership to the college and, in
the process, work closely with all
the stakeholders in the BCC com-
munity to ensure that we contin-
ue to provide a top-notch educa-
tion at the lowest price possible,
Malone added.
Malone said the presidential
search process attracted more
than 50 applicants. An advisory
committee that included stu-
dents, faculty, business leaders,
elected officials, and representa-
tives from the military, college
foundation, and other community
organizations, screened many of
the applications.
The advisory committee pro-
vided advice and consultation to
the board of trustees' selection
committee, which conducted in-
terviews and then recommended
finalists who were interviewed by
the entire Board of Trustees.
Burlington County Freehold-
ers joined with the Board of
Trustees in announcing Hespes
selection. Freeholder Leah Arter,
who serves as the county govern-
ment liaison to the college and
participated in the selection
process, also gave Hespe a vote of
confidence.
David Hespe clearly under-
stands the importance of work-
ing with and partnering with the
freeholder board, said Arter.
Freeholders will continue to
look to the college as an impor-
tant player in the current eco-
nomic environment. BCCs abili-
ty to teach and prepare individu-
als of all ages to enter or reenter
the workforce is critically impor-
tant.
Freeholder Director Bruce
Garganio said that Hespe brings
to the job a background of experi-
ence, and involvement with key
players in higher education at all
levels, which can only benefit the
college moving forward.
Given the many important po-
sitions he has held, he is also
more than capable of taking
charge, and handling change,
Garganio added. The college is
headed into a new era on many
levels. But this is especially the
case for those students and fami-
lies who are coping with personal
financial issues, and have discov-
ered that Burlington County Col-
lege is an affordable, meaningful
option.
Hespe currently serves as chief
of staff for commissioner of Edu-
cation in New Jersey, and held the
commissioners post from March
1999 to March 2001.
He followed that up by serving
as chair and associate professor
of the Educational Leadership
Department at Rowan University
from April 2001 to July 2009.
There, he administered and
taught Masters and Doctoral level
programs for school leaders.
Higher education is certainly
familiar ground, said Hespe,
but Burlington County College,
with its many campuses and pro-
grams, presents unique new chal-
lenges. I thank the Board of
Trustees, and the freeholders, for
this honor, and I will do every-
thing possible to foster a produc-
tive working relationship.
Hespe added, I am excited to
be working with a board that un-
derstands that the core mission of
the institution is to serve our stu-
dents and in so doing to support
the families, communities and
economy of Burlington County.
Hespe is not a newcomer to
Burlington County. He served as
interim superintendent of
schools and assistant superin-
tendent of schools for the Willing-
boro School District, a stint that
ran from July 2009 to February
2011.
He also served as assistant
counsel to the governor, responsi-
ble for all education and higher
education matters that came be-
fore the governor from 1994 to
1997.
Hespe has both a bachelors de-
gree and a juris doctor degree
from Rutgers University, and his
background includes the general
practice of law and serving as
first assistant attorney general.
He will serve as the fourth
president of the college, which is
now in its 43rd year of operation.

Freeholders approve merger of two county schools
W
hen Gov. Christie last week
signed a bill that overhauled
teacher tenure in the state,
it was a landmark moment. But its not
the final piece of the puzzle. Not even
close.
The measure, which was supported
by both parties, strives to make teach-
ers more accountable through evalua-
tions and reviews. If they get bad re-
views, they could be removed from the
classroom. The bill also added a year
before tenure is granted.
Were all for rewarding the best
teachers and getting the bad ones out
of the classroom. In theory, this move
is a step toward that.
But questions remain.
What will the final version of the
teacher evaluation system look like? In
other words, can the state implement a
system that effectively identifies teach-
ers who need to be rewarded and those
who need to go? Will local districts
have to hire more managers or super-
visors? Will that lead to tax hikes?
Student achievement is another ele-
ment of the bill, and another area in
which teachers are to be measured.
Does that mean standardized test re-
sults will be used? What about those
teachers who teach grades that dont
have standardized testing? Is it smart
to teach to the test? Since a childs
educational foundation begins early, is
it fair to hold a teacher accountable for
educational shortcomings that should
have been addressed years earlier?
Also, the measure is silent on the
last in, first out system when it comes
to layoffs.
Make no mistake significant ad-
vances were made in this bill. The
state is heading in the right direction
and should be congratulated for taking
initial steps to improve public educa-
tion.
But we shouldnt expect changes to
happen overnight. And we shouldnt
expect a perfect system right out of the
starting gate.
There are too many questions still to
be answered.

Tenure measure a first step
The ultimate goal is to ensure students receive the best education possible
Teacher tenure revised
Last weeks measure is no doubt a step
in the right direction and a landmark
moment for education in New Jersey.
But a lot of questions still have to be
answered before anyone can pro-
nounce this move a success.
Burlington County Freeholders recently
formally approved the merger of two coun-
ty schools under one administration a
move to generate cost savings through
shared services -- by authorizing the con-
solidation of the school boards into one
board.
For the past year, freeholders have been
cross-pollinating the Boards of Educa-
tion for the Burlington County Institute of
Technology and Special Services School
District, by appointing current members to
serve on both boards.
The process, intended to familiarize
everyone with each school districts opera-
tion, mission, and program, will reach its
final stage on August 23, when the boards
will reorganize and consolidate into a sin-
gle Board of Education of the Special
Services School District and the Vocational
School District of the County of Burling-
ton.
This merger was intended to create ef-
ficiencies and cost-savings, which, at the
end of the day, translate into tax dollar sav-
ings, said Freeholder Director Bruce Gar-
ganio. We have already seen significant
savings through the sharing of assets and
resources, and it can only get better.
The transition into a consolidated ad-
ministration has been a smooth one, Gar-
ganio added, and everyone involved de-
serves credit for making this work.
Dr. Donald P. Lucas, who has served as
the shared superintendent for both
schools since June of 2011, quantified
those savings at $405,000. Some $240,000 of
that is attributed to personnel changes; the
remaining $165,000 comes from efficiencies
in food services, transportation, technolo-
gy and security.
We still have areas to explore, said
Lucas, and it should be easier to advance
that agenda now that all our board mem-
bers are familiar with the workings of
both the vocational school and the special
services district.
The board members include Christo-
pher Baxter of Moorestown; Kathleen
Burgess of Mount Laurel; Leon Jones of
Medford; John Ferry of Moorestown;
Robert Silcox of Mount Holly; and, Paula
Lee of Mount Laurel.
Freeholder Leah Arter, who serves as
freeholder liaison to the schools, said that
board members are to be commended for
embracing this change.
Lucas said the combined administration
has resulted in the sharing of transporta-
tion, creating time and dollar savings by
putting school bussing under one opera-
tion and by consolidating routes.
Both schools now also share the same
outside vendor for food services, and BCIT
has been able to expand its use of the Edu-
cational Services Unit at Special Services
to hire special education teacher assis-
tants, when applicable.
The BCIT Technology Department has
been restructured and a shared services
agreement has been approved by both
Boards of Education.

22, and until the budget is passed,
a tax rate cannot be struck. At
this point in time, an estimate of
when bills might be sent out
could be during the month of Sep-
tember.
A 25-day grace period will be
given from the date of mailing;
however, residents are being re-
minded that taking advantage of
this grace period will result in a
deadline in October.
The fourth quarter bills will be
