    When inserting VCB into the cradle, make sure the bolt locks are slided into
    the holes on the rail at the test/draw-out position.
    2. Racking in/out: (1)TestService (racking in): insert the racking handle and push forward to
    disengage the racking interlock; unlock the bolt lock and then rotate clockwisely.
    (2)ServiceTest (racking out): same as (1), but rotate counterclockwisely.
    (3)When VCB is in Test or Service position, pull out the handle and the interlock
    will automatically engage.
    3.VCB operation: (1)VCB can only be racked in or out when it is OFF (opened).
    (2)VCB cannot be racked in or out when it is ON (closed).
    (3)VCB can only be closed (ON) when in Test or Service position.
    (4)VCB cannot be closed (ON) during the racking process.
    (5)VCB can only be removed from the cradle when in Test position.
