Welfare Benefits for PNP

BRION, RMT NAPOLCOM Welfare Benefits for Police Spouses and Dependents Claims for death and permanent total disability benefits of uniformed members of the PNP stated under Memorandum Circular No. 2011-009, pursuant to the provisions of RA 6975, as amended C O V E R A G E All claims for death and permanent total disability or sickness benefits of uniformed PNP members shall be filed and acted upon in accordance with these rules. Disability any loss or impairment of the normal functions of the physical or mental faculties of a PNP member which reduces or eliminates his capability to continue with his present employment. Total Permanent Physical Disability any impairment of the mind or body which renders the disabled uniformed PNP member incapable of performing substantially the duties of a police officer and which is expected to be long, continued and of indefinite duration, provided, that irreparable loss of the power of speech, or sense of hearing, or loss of one or both hands or feet, or loss of one eye or both eyes, or loss of the limbs or brain injury resulting in in- curable imbecility or insanity shall be considered permanent total disability. In all cases, the disability shall be deemed permanent if it has persisted for a period exceeding six (6) months, without fixed healing period and renders the PNP member incapable of performing his duties and functions; Provided Further, that in case the disability is found to be permanent beyond doubt upon medical examination of said member, the waiting period of six (6) months Shall no longer be applied. Injury any harmful change in the human organism arising from any incident sustained at work, while at the work place, or elsewhere executing an order from the PNP, or sustained by reason of the performance of duty.
Sickness an illness accepted as an occupational disease, or any illness caused or aggravated by employment, subject to proof that the risk of contracting the same is increased by working conditions.
Death the loss of life from injury or sickness.
Supplies consist of medicines and other medical, or surgical items used relative to the medication or treatment of the injury or sickness of the uniformed PNP member. Medical Officer- refers to the Commissions Medical Officer, Legal Affairs Service. (Dr. Robert L. Ong)
Dependent Children -any legitimate or legally adopted child of the deceased uniformed PNP member who is not gainfully employed and not over twenty one (21) years of age at the time of latters death, or over twenty one (21) years old, provided he is incapable of support for himself due to mental or physical defects. WHAT ARE THE GROUNDS FOR COMPENSABILITY? 1) The PNP member must have been injured at the place where his work requires him to be and must have been performing his official functions; A. For the injury and resulting disability or death to be compensable, the injury must be the result of an employment accident satisfying any of the following conditions: WHAT ARE THE GROUNDS FOR COMPENSABILITY? 2) If the death or injury is sustained elsewhere, the uniformed PNP member must have been executing a lawful order from his Chief of Police or from his supervisor, as the case may be;
3) The death or injury is sustained by reason of the performance of official duty.
4) When a PNP member is accidentally injured at a point reasonably proximate to the place of work, while he is going to and coming from his work. WHAT ARE THE GROUNDS FOR COMPENSABILITY? B. For the sickness and the resulting disability or death to be compensable, the sickness must be the result of an occupational disease listed in Rule VII of this Rules. Otherwise, proof must be shown that the risk of contracting the disease is increased by the working conditions. The following are classified as occupation disease:
1. Skin cancer 2. Cataract leading to blindness; 3. Rabies; 4. Tuberculosis and its implications; 5. Poisoning: a) Carbon dioxide poisoning; b) Carbon monoxide poisoing; c) Lead poisoning; d)Food poisoning; 6. Diseases caused by abnormalities in temperature and humidity: a) Heart stroke; b) Frostbite/Freezing. 7) Cerebrovascular accidents- as long as it is not due and/or aggravated by chronic alcoholism and/or cigarette smoking. a) CVA Embolism b) CVA thrombosis c) CVA thrombo-embolism d) CVA hemorrhage 8) Parasitism- Compensability should be based on the principle of: a) Greater risk acquiring the disease in the place of work than in the place of usual residence. b) Disease was acquired in endemic areas (i.e. areas where said disease is prevalent) 9) Cardiovascular diseases: a) Acute myocardial infraction; b) Congestive heart failure class IV-E 10) Pneumonia- a) Viral pneumonia b) Bacterial pneumonia 11) Peptic ulcer diseases- as long as it is not due to chronic alcoholism. 12) All forms of psychoses/ schizophrenic disorders. 13) Physical traumas resulting in: a) Death; b) Loss of limb/s or its functions. c) Blindness; d) Deafness. 14) Diarrhea and its complications; 15) Cancer of the brain; 16) Diabetes and its complications. The following ailments are not occupational diseases and subject to proof that the risk of contracting the same are increased by the working conditions. 1.Viral hepatitis; 2. Cancer of the liver; 3. Cancer of the lungs; 4. Cancer of the pancreas; 5. Cancer of the stomach and intestine 6. Liver cirrhosis and its complications.
NOTICE- The uniformed PNP member or his authorized representative shall notify his Chief of Police or immediate supervisor during the period that he is absent due to sickness or injuries. He shall however file an application for leave of absence immediately upon his return to Office.
Injuries or death involving a PNP member shall be reported to his police office or unit assigned within twenty four (24) hours from its occurrence and an investigation relative thereto shall be immediately conducted.
The concerned police station or office shall submit to the Commission or NAPOLCOM Regional Office a copy of the Investigation Report within thirty (30) days from the occurrence of the injuries or death
WHO MAY FILE CLAIM FOR TOTAL PERMANENT PHYSICAL DISABILITY? A claim for Total Permanent Physical Disability may be filed by the uniformed PNP member himself or in case of physical incapacity, his duly authorized representative. WHO MAY FILE CLAIM FOR DEATH BENEFITS? A. claim for death benefits may be filed by the following in the order of precedence: 1) Surviving spouse; 2) Surviving dependent legitimate children; 3) Non-dependent legitimate children and illegitimate children; 4) Surviving parents; 5) Surviving brothers and sisters (PD1184)
WHO MAY FILE CLAIM FOR TOTAL PERMANENT PHYSICAL DISABILITY? In case a uniformed PNP member who has been found to be disabled refuses to apply for total permanent physical disability retirement, he/she shall be separated or attrited pursuant to the provisionof Section 29 of R.A. No. 8551 as implemented by Memorandum Circular No. 2008-005 Prescribing Policies, Procedures and Guidelines Governing the Attrition System for Uniform Personnel of the PNP WHO MAY FILE CLAIM FOR DEATH BENEFITS? B. If a deceased PNP member during his lifetime contracted a second marriage after the death of his first spouse, the surviving dependent legitimate children of the first marriage, if any, shall be entitled to a proportionate share of the benefits applying suppletorily the provision of Article 888 of the New Civil Code which states that the legitimacy of legitimate children and descendants consists of on- half of the hereditary estate of the father and of the mother. The latter may freely dispose of the remaining half, subject to the rights of illegitimate children and of the surviving spouse as hereinafter provided. WHO MAY FILE CLAIM FOR DEATH BENEFITS? The dependent legitimate children of the first marriage shall, in support of their claim, submit proof evidencing filial relationship with the deceased PNP member. C. If the deceased PNP member is a Mohammedan, the award of compensation benefits to the beneficiaries shall be made in accordance with the provision of PD 1083 (Code of Muslim Personal Law of the Philippines). SURVIVORSHIP BENEFITS? When a PNP member who has been retired under permanent total disability under RA 6975, as amended, dies within five (5) years from the date of his disability retirement, his surviving spouse or, if there be non, his surviving dependent legitimate children shall be entitled to the pension for the remainder of the five-year guaranteed period. WHERE TO FILE CLAIM FOR DEATH BENEFITS OF PNP MEMBER? A claim for permanent total disability or death benefits of a PNP member shall be filed with the Office of the NAPOLCOM Provincial Officer of the province or city where the PNP member is stationed or in any of the Regional Offices of the Commission having administrative jurisdiction of the unit assignment of the deceased PNP member.
WHERE TO FILE CLAIM FOR TOTAL PERMANENT PHYSICAL DISABILITY BENEFITS OF PNP MEMBER?
All uniformed PNP members assigned with the National Headquarters, National Support Units (NSUs) and other PNP special units shall submit their individual Application letter for Total Permanent Physical Disability (TPPD) retirement under oath to the Directorate for Personnel and Records Management (DPRM) thru the Pension Retirement and Benefits Administration (PRBS) for recording and appropriate action. All PNP members assigned with the Police Regional Offices shall submit their individual application for TPPD to the Regional Personnel and Human Resource Development Division (RPHRDD) WHAT ARE THE REQUIRED SUPPORTING DOCUMENTS/ PAPERS IN A CLAIM FOR PERMANENT TOTAL DISABILITY? a) Service record duly issued or authenticated by the PNP Directorate for Personnel and Records Management (DPRM); b) Certified copy of the latest appointment; c) Clearance from money and property accountability; d) Certification of non pending case from the Office of the Ombudsman, NAPOLCOM, PNP, IAS, and PLEB; e) Detailed Investigation Report (ROI) from the Chief of Police or immediate superior or supervisor, as to the cause and extent of the disability;
The following must be attached to the application: WHAT ARE THE REQUIRED SUPPORTING DOCUMENTS/ PAPERS IN A CLAIM FOR PERMANENT TOTAL DISABILITY? f) Certificate from the Chief of Police or Personnel Officer, as the case may be, indicating the restorable deducted leave credits for absences incurred by reason of the injury sustained or sickness contracted which the subject of the claim; g) Official receipts duly registered with the Bureau of Internal Revenue for reasonable medical and hospitalization expenses, necessary transportation and subsistence incurred on account of service- connected disability; Purchase of medicine in excess of P50.00 shall be evidenced by doctors prescription.
The following must be attached to the application: WHAT ARE THE REQUIRED SUPPORTING DOCUMENTS/ PAPERS IN A CLAIM FOR DEATH BENEFITS? An application letter under oath for death benefits shall be filed with the Office of the NAPOLCOM Provincial Officer of the province or city where the PNP member is stationed or in the Regional Office of the Commission having administrative jurisdiction of the unit assignment of the deceased PNP member. The following must be attached to the claim: a) Service Record issued or duly authenticated by the PNP Directorate for Personnel and Records Management (DPRM); b) Certified copy of latest appointment; WHAT ARE THE REQUIRED SUPPORTING DOCUMENTS/ PAPERS IN A CLAIM FOR DEATH BENEFITS?
The following must be attached to the claim: c) Death Certificate issued by the NSO; d) Detailed Investigation Report from the Chief of Police or immediate superior or supervisor as to the circumstances or cause of death; e) Clearance from money and property accountability; f) Marriage Contract of the surviving spouse with the deceased and the Birth Certificates of the surviving children, if any, issued by NSO;
WHAT ARE THE REQUIRED SUPPORTING DOCUMENTS/ PAPERS IN A CLAIM FOR DEATH BENEFITS?
The following must be attached to the claim: g) Certificate of No Marriage (CENOMAR) issued by NSO;
h) Official Receipts duly registered with the BIR for reasonable medical and hospitalization expenses, necessary transportation and subsistence incurred on account of service-connected diasbility; Purchase of medicine in excess of P50.00 shall be evidenced by doctors prescription.
i) Certificate from the Chief of Police or Personnel Officer, as the case may be, indicating the restorable deductible leave
WHAT ARE THE REQUIRED SUPPORTING DOCUMENTS/ PAPERS IN A CLAIM FOR DEATH BENEFITS?
credits for absences incurred by reason of the injury sustained or sickness which caused the death of the PNP member and the subject of the claim;
j) Proofs of surviving legal heirs if claimant is other than the surviving spouse or child;
k) If the claim is filed by a parent or by a brother or sister, proof must be submitted indicating that the deceased died single without any surviving child/children. The following must be attached to the claim: WHAT ARE THE PROCEDURES IN THE PROCESSING OF CLAIM? a) Upon receipt of all required documents for such claim, the NAPOLCOM Provincial Officer/Legal Officer shall set a date for the conduct of formal hearing of the claim. b) Investigation of the claim and subsequent preparation of the Report of Investigation (ROI) recommending approval or disapproval of the claim. c) The NAPOLCOM Regional Director, after reviewing the ROI prepared by the legal Officer, shall prepare and sign the necessary adjudication either approving or disapproving the claim. d) Payment by the NAPOLCOM Regional Office of the gratuity and burial expenses.
WHAT ARE THE PROCEDURES IN THE PROCESSING OF CLAIM? e) Forwarding of the entire case records to Central Office for payment of pension benefits (5-year guaranteed monthly pension). f) In such case wherein the Regional Office has no more available funds to pay the claim, the Regional Director shall forward the adjudication together with the entire case records to the Legal Affairs Service, Central Office and request payment of the claim. g) The Police Welfare Benefits Division, Financial Service shall process the necessary documents for the payment of the approved claim.
WHAT ARE THE PROCEDURES IN THE PROCESSING OF CLAIM? The Regional Office shall send a letter to the claimant notifying him if the claim is approved or denied. If a claim is denied, the claimant will be furnished with a copy of the Resolution and he/she can file his/her appeal to the NAPOLCOM Regional Appellate Board (RAB) concerned within fifteen (15) days from receipt to the decision/resolution.
WHAT BENEFITS ARE AWARDED TO TOTAL PERMANENT PHYSICAL DISABILITY BENEFICIARIES? The following Total Permanent Physical Disability benefits shall be awarded to a PNP member who incurred such disability in line of duty or service-connected sickness or injury: a. Gratuity equivalent to the claimants one (1) year basic salary; b. Lifetime monthly pension equivalent to 80% of claimants basic salary; c. Reimbursement of reasonable expenses for medicines, medical attendance, hospital fees, necessary transportation and subsistence, and; d. Restoration of deducted leave credits. EFFECTIVITY DATE OF RETIREMENT OF UNIFORM PNP MEMBERS BASED TOTAL PERMANENT PHYSICAL DISABILITY The retirement of a PNP member by reason of total permanent physical disability takes effect only upon approval of the adjudication by the concerned NAPOLCOM Regional Director.
If a uniformed PNP member has been compulsory retired pursuant to Section 39 of R.A.6975, as amended, prior to the approval of his claim by the Commission for total permanent physical disability benefits, it having been established that he incurred such disability before his compulsory retirement, the effectivity of payment of pension by the Commission shall likewise commense upon the approval of the adjudication. EFFECTIVITY DATE OF RETIREMENT OF UNIFORM PNP MEMBERS BASED TOTAL PERMANENT PHYSICAL DISABILITY In no case shall a uniformed PNP member be allowed to file both optional retirement and an application for total permanent physical disability.
Prior to the approval of the application by the Commission, the uniformed PNP member shall continue to report for duty and render police service and receive his salary as such, unless he is physically incapable of performing his duties or he has already reached his compulsory retirement in which case he shall automatically cease to report for duty and to receive salary.
WHAT BENEFITS ARE AWARDED TO PNP DEATH BENEFICIARIES? The following Death Benefits shall be awarded to the beneficiaries of a PNP member; A. Surviving spouse or, if there be none, the surviving dependent legitimate or legally adopted children. 1. Gratuity equivalent to deceased PNP member one year basic salary); 2. Burial expenses equivalent to three (3) months basic salary of the deceased; 3. Monthly pension equivalent to 80% of deceaseds basic salary for a period of five (5) years from the date of death; 4. Reimbursement of reasonable expenses for medicines, medical attendance, hospital fees, necessary transportation and subsistence, and; 5. Restoration of deducted leave credits for absences incurred by reason of sickness or injury which caused his death and the subject of the present claim. WHAT BENEFITS ARE AWARDED TO PNP DEATH BENEFICIARIES?
B. In the absence of the surviving spouse and dependent legitimate children, the non-dependent legitimate children together with illegitimate children, if any, or if there be none, the surviving parents of in their absence, surviving brother and sisters of the deceased PNP member, shall be entitled to the following death benefits: 1. Gratuity equivalent to deceased PNP members one (1) year basic salary; 2. Burial expenses equivalent to three months basic salary of the deceased; 3. Reimbursement of reasonable expenses for medicines, medical attendance, hospital fees, necessary transportation and subsistence; 4. Restoration of deducted leave credits for absences incurred by reason of sickness or injury which caused his death and the subject of the claim.
MEDICAL AND HOSPITALIZATION BENEFITS Medical and hospitalization benefits shall embrace the following: a) Medical 1. Professional attendance and treatment 2. Consultative Professional Fees (Medical) b) Surgical 1. Surgical operation or interview, after-care and follow-up 2. Consultative Professional Fees (Surgical) c) Hospital 1. Accommodation 2. Ambulance and operating room services 3. Clinical Laboratory service 4. Diagnostic services/procedure as may be necessary to diagnose or effect a cure d) Supplies 1. Drugs, medication or medical supplies 2. Any other goods or supplies prescribed for medical diagnose, Care or treatment
PAYMENT AND/OR REIMBURSEMENT OF REASONABLE MEDICAL EXPENSES Prior Examination and Evaluation by the PNP Physician or NAPOLCOM Medical Officer Except in emergency cases, PNP members who want to be hospitalized must consult the PNP Physician or NAPOLCOM Medical Officer for examination and evaluation of the sickness or injury, who shall then issue necessary referrals.
Hospital Room Rate Hospital room rate shall not exceed P1,500.00/day except in the following cases:
a) When the condition of the patient needs to be confined in the ICU or in a specialized unit; b) When special equipment is installed or used for the patients survival;
PAYMENT AND/OR REIMBURSEMENT OF REASONABLE MEDICAL EXPENSES Hospital Room Rate Hospital room rate shall not exceed P1,500.00/day except in the following cases: c) In case of emergency when the patient needs to be brought to a nearest hospital, the cheapest room available must be chosen. As soon as the patients condition improves or when the emergency ceases, the patient must be transferred to a room with a rate of not more than P1,500.00/day. Otherwise, the excess shall be borne by the patient; d) Any other cases related to the foregoing, upon evaluation and recommendation by the PNP Physician or NAPOLCOM Medical Officer.
Professional and hospital bills shall be evaluated by the NAPOLCOM Medical Officer prior to Approval by the Commission. PAYMENT AND/OR REIMBURSEMENT OF REASONABLE MEDICAL EXPENSES Medicines Payment of necessary medicines, drugs, and other medical preparation duly prescribed by a physician whether purchased from a reputable drug store or supplied by the attending physician shall be allowed provided that the same shall not be more than the retail price prevailing in the local drug stores. Provided, further, that request for payment must be properly supported by officials receipts, duly dated, numbered, and with corresponding doctors prescription duly validated by the NAPOLCOM Medical Officer. In case of purchase of medicines, the same shall be evaluated by NAPOLCOM Medical Officer PAYMENT AND/OR REIMBURSEMENT OF REASONABLE MEDICAL EXPENSES Limitation on Reimbursement of Expenses The Commission shall reimburse to a PNP member who suffers injury or contracts sickness in line of duty all necessary medical, surgical and hospital services, as the nature, seriousness, difficulty and complication of the injury or sickness may require. The Commission shall pay only reasonable, necessary, and relevant services. Therefore, except in emergency cases, a PNP member may undergo laboratory work-ups and such other prescription procedures only after he/she has been examined by the Clinic Physician who will then issue the necessary referrals. PAYMENT AND/OR REIMBURSEMENT OF REASONABLE MEDICAL EXPENSES Effect of Disapproval/Denial of Claim The denial of the application for total permanent physical disability or death shall be deemed to include the claim for reimbursement of medical and/or hospitalization expenses incurred by the PNP member. Medical Reexamination The NAPOLCOM Medical Officer may require the PNP member to undergo medical reexamination to determine whether or not he/she has fully recovered from a particular ailment. IN WHAT INSTANCES WILL COMPENSATION BE DISALLOWED? No claim shall be approved or compensation allowed to a uniform PNP member or his beneficiaries when the injury, sickness, disability or death is occasioned by any of the following:
a) By intoxication or drunkenness or vicious immoral habits, or unauthorized or illegal use of regulated or prohibited drugs. b) By willful intention to injure or kill oneself. c) By notorious or gorss negligence. d) By unlawful aggression or provocation on the part of the PNP member. IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Republic Act No. 6963, otherwise known as An Act Granting Special Financial Assistance and Benefits to the Family or Beneficiary of any Police or Military Personnel or Firearm Killed or Permanently Incapacitated while in the Performance of his Duty or by Reason of his Office or Position and for Other Purposes was enacted on November 20, 1990.
IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? The NAPOLCOM Scholarship Program applies to elementary, high school, vocational and college degrees in a non-exclusive institution. The scholarship privilege shall be limited to the payment of tuition and miscellaneous fees payable to the school and shall be remitted by the NAPOLCOM upon presentation of required documents such as, approved enrollment or registration form. The grant shall not apply to pre-school and post graduate courses.
IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Beneficiarie s Beneficiaries include all surviving legitimate children of the deceased or permanently incapacitated member of the PNP who was killed or becomes permanently incapacitated/disabled while in the performance of duty or by reason of his office or position on November 20, 1990 up to present. The deceased police officer must not have committed any crime of human rights violations by final judgement on such occasion.
Edgar Oliva IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Application for Scholarship a) Application letter for scholarship grant shall be filed by the applicant or by the parent/legal guardian, in case of minor, with the Office of the NAPOLCOM Regional Director where the applicant resides. b) Submit the following in at least three (3) copies: 1. Letter of application addressed to the NAPOLCOM Regional Director concerned 2. Certified true copy of the NAPOLCOM Adjudication Award; 3. Birth certificate of the applicant duly authenticated by the Local Civil Registrar; IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Application for Scholarship a) Application letter for scholarship grant shall be filed by the applicant or by the parent/legal guardian, in case of minor, with the Office of the NAPOLCOM Regional Director where the applicant resides. b) Submit the following in at least three (3) copies: 4. Two (2) Certificates of Good Moral Character; and 5. Report cards, diploma, transcript of records, NEAT or NSAT result, enrollment assessment and official receipts of payment, if any. Edgar Oliva IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Procedures in the Processing of Application a) Schedule an interview of the applicant; b) Evaluate the application with its supporting documents to determine if applicant is qualified; and c) Submit report of evaluation and approval of the scholarship application, together with a recommendation to the NAPOLCOM Vice-Chairman and Executive Officer, through the Legal Affairs Service (LAS) of the Central Office for initial payment. Procedures in the Processing of Application Edgar Oliva The LAS within fifteen (15) days from receipt of the records, shall evaluate the same, prepare and submit the corresponding Memorandum/Resolution to the Vice-Chairman and Executive Officer for approval of payment. IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Schedule of Tuition Fees and Miscellaneous School Expenses Edgar Oliva Award of financial scholarship benefits for tuition fees and miscellaneous expenses to a NAPOLCOM Scholar shall be paid direct to the school in which he/she is enrolled or reimbursed to said scholar by this Commission upon presentation of his/her approved enrollment or registration form and official receipt of payment which shall not exceed the following amounts: 1. P 12,000.00 for elementary scholar per school year 2. P 16,000.00 for high school scholar per school year 3. P 12,000.00 for vocational scholar per semester 4. P 22,000.00 for college scholar per semester IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Required Weighted Average Edgar Oliva A NAPOLCOM Scholar shall always strive for excellence. As such, he/she shall, during a specified semester or school year, maintain an average academic grades as follows: a) For college level 2.75 or 80% per semester b) For vocational level 2.75 or 80% per semester c) For high school level 80% (or its equivalent) per school year d) For elementary level 80% (or its equivalent) per school year IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Continuity/Forfeiture of Scholarship Benefit Edgar Oliva 1) The grantee shall submit to the NAPOLCOM Regional Office concerned every end of the semester or school year, report of his/her studies which contain among others the following: a) Subjects completed with corresponding grades and weight in units; and b) Other matters pertinent to the scholarship grant which will be requested from time to time by the Commission. IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Continuity/Forfeiture of Scholarship Benefit Edgar Oliva 2) Scholarship shall be forfeited if Grantee fails to maintain the required weighted average per semester or school year. 3) Scholarship shall likewise be forfeited if he/she obtains failing grades in any of the subjects to which he/she is enrolled for two (2) consecutive semesters or specified curriculum periods, and retaking of the same shall be at his/her own expense. IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Continuity/Forfeiture of Scholarship Benefit Edgar Oliva 4) The grantee shall take full load units prescribed by the course every semester or specified curriculum period.
5) Grantee, after investigation, should not be found drug dependent or user or involved in any illegal or immoral activity or expelled from school for valid cause. IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Continuity/Forfeiture of Scholarship Benefit Edgar Oliva 6) Scholarship grant must be availed of by the Grantee within a period of one (1) semester for college and within a period of one (1) school year for elementary or high school.
IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Period for Processing of Scholarship Claims Edgar Oliva NAPOLCOM Regional Offices must assist the applicants in the expeditious payment or reimbursement of their tuition and miscellaneous fees which shall be completed within a period of two (2) days from receipt of the application, and shall transmit the approved application within the same period to the Central Office for the processing of the initial payment or reimbursement, as the case may be. The Regional Director shall monitor the strict implementation of the Scholarship Program with the end in view of ensuring that all recipients of the Grant be successful professionals.
IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Shifting of Course Edgar Oliva a) Shifting is done only once during the entire scholarship grant period and shifting after the second year of the course is not allowed; b) Shifting will not prolong the residence in the course; and c) Grantee does not have deficiency of more than six (6) units. The scholar may shift courses provided it is done not later than the first semester of the second year of the course and under the following conditions: Transfer to another School A grantee who wants to transfer from one school to another should first seek the approval of the Commission. Edgar Oliva IS THERE AN EDUCATIONAL/SCHOLARSHIP BENEFIT? Dropping of Subjects Dropping of subjects must be with the approval of the school registrar, copy furnished the Commission. If a grantee stops or fails to continue during the semester or school year due to sickness or justifiable reasons, he/she must inform the Commission either in writing, in person or thru his/her authorized representative and submit medical certificate and/or supporting documents relative to his/her failure to finish the semester or school year. He/She must enroll in the next semester or school year following the period when he/she stopped. Retaking of all the subjects shall be at the expense of the grantee, if the Commission had already reimbursed the necessary expenses for the semester or school year which he/she did not finish.
ADMINISTRATIVE SANCTION Any PNP member or his representative and beneficiaries who, for the purpose of securing entitlement to any of these benefits or payments set forth under RA No. 6963 and its implementing Rules, commits fraud, collusion, falsification, misrepresentation of facts or any other kind of anomaly shall be subject to criminal and administrative action this Commission may deem appropriate.
