History of RTC51
The promulgation of Republic Act 4864/ otherwise known as the Police act of 1966/
ushered the creation of a police commission/ and its establishment of the Bicol Regional
Training Academy/at Reagan barracks/now Camp General Simeon A. Ola.
Mandated to provide the necessary training/ of local policemen in the Bicol Region/ the
BRPTA began its actual operation on January 19, 1970/ by conducting the first police basic
Recruit Training Course/ composed of 54 policemen from the 6 Provinces of Bicol Region/
and the provinces of Romblon and Samar.
With the merging of Local Police Forces/ into one National Police Force/ named Integrated
National Police (INP) in 1991/ the BRPTA was renamed INP Regional Training Center 5/
and its administration was transferred/ from National Police Commission (NAPOLCOM)/ to
the INP Training Command/ as provided for by Presidential Decree 769./
The merging of the PC/INP into the PNP in 1991/ resulted the deactivation of RTC 5/ on
October 1, 1991/. It was reactivated on November 3, 1993/and was again renamed
Regional Training School/. On January 13, 2014/, pursuant to Executive Order No. 366/
dated October 4, 2004,/ the approved Philippine Public Safety College/ Rationalization Plan
(RATPLAN)/ dated October 11, 2013/ and issuance of the Notice of Organization,/ Staffing
and Compensation Action (NOSCA) with serial number 0002013-10-020 dated November
15, 2013,/ the New Organizational Structure under the supervision of the Philippine Public
Safety College/ through the National Police Training Institute./
PPSC/RTC 5/ as the center of Police training in the Bicol Region/ is envisioned to become
the primary training ground/ for professionally competent/, technically proficient/ and
morally upright police officers/ working in close partnership with a responsive community/ in
the preservation of peace, protection of human rights/ and maintenance of law and order/
with the end view of improving the quality of people’s lives./
The main mission of the PPSC-RTC 5/ is to conduct continuing training and human
resource development programs/ for the uniformed personnel of the Philippine National
Police/ so that they may possess the knowledge/, skills, attitudes and values/ necessary in
the exercise of their Profession- LAW ENFORCEMENT./
