After the problem was identified, roots/causes of the arising issue were realized and by that a possible result was lead in the previous paper problem analysis.

In this paper, this is again a continuation of the previous topic, but this time it is more own identifying the persons involve in the issue, whether they are direct or indirectly involve so as to formulate possible actions that they could enact in order to possibly solve the core problem.

Due to the different bases of the countries (Philippines, China, Taiwan, Vietnam, Malaysia and Brunei) claiming some other islands in Spratly, disputes arises.

This is my analysis of the effects and causes of the core problem "Vague ownership of the islands in Spratly".

This paper tries to deal with situations considered as foundation of uncertainty and how should uncertainty be involved in planning and be responded by means of planning. Further it tries to portray planning as a weapon to respond uncertainties where uncertainties itself derive in the nature of planning.
